Section A – Executive Summary
Executive Summary
Adelanto WWTP received 103 million, 676 thousand gallons of raw sewage and successfully treated 103 million, 676 thousand gallons during the month of July 2025, making the total treated amount of water recycled at the Adelanto WWTP about 11.945 billion gallons (since operating services began in April 2012). The characteristics of the water entering and exiting the plant last month are detailed in the section titled “Flows and Laboratory Results.” Secondary effluent from the Facility was discharged to percolation basins 1, 4, 5, & 9 per the discharge requirements for this period. No flow was diverted to VVWRA.
During July, the daily influent flow recorded an average of 3.344 million gallons per day. Effluent flow is calculated by subtracting the treated flow minus the Waste Activated Sludge (WAS) flow for each day and the daily calculated effluent flow averaged 3.276 million gallons per day.
Throughout the month, PERC Water’s Asset Management Team performed daily process control sampling and analysis, trend analysis, equipment verification checks, compliance sampling, housekeeping, process adjustments, and solids processing. Please see “Plant Staffing” for details about PERC Water’s dedicated Adelanto WWTP team. There were no injuries, accidents, facility tours, regulatory meetings, odor complaints, or security issues this month. No flow was diverted to VVWRA.

SUBJECT: APUA SEWER AND WATER RATE STUDY CIP 2026-04
STAFF RECOMMENDATION:
Staff recommends City Council approve the award of the construction contract agreement with Raftelis Financial Consultants, Inc. (DBA Raftelis) in the amount of $101,375 with a alternative bid line item of $14,415. This project generally consists of a rate study of sewer and water.
BACKGROUND:
The City of Adelanto has not raised water and sewer rates since 2022 while utility operating expenses as well as wholesale water costs from the Mojave Water Agency have increased in recent years.
Raftelis, with staff input, will prepare a financial plan for the water and sewer utilities to assess the rate increases to fund operating and capital expenses and reserves.
FISCAL IMPACT:
The funds will be paid for by the APUA, with no impact on the General Fund. The Sewer and Water Rate Study price comes out to be $101,375 with an alternative bid line item of $14,415 ATTACHMENTS:

J:\FORMAL PROPOSALS\City of Adelanto\20250416 City of Adelanto - Water and Sewer Rate Study\Adelanto Rate Study Proposal - Sewer.docx Project Understanding
The City’s current sewer rates have remained unchanged for several years and are no longer sufficient to meet on-going annual operational and maintenance costs, and long-term capital replacement obligations. Potential disparities also exist in the way certain customer classes - residential, commercial, institutional, and large industrial users - are billed. This study aims to address these issues by developing a long-term rate structure.
Please contact us immediately if our understanding of the project needs is not consistent with your understanding, so that the proposal can be revised accordingly. 242

The City’s current water rates have remained unchanged for several years and are no longer sufficient to meet on-going annual operational and maintenance costs, and long-term capital replacement obligations.

Subject: Proposal for Water and Sewer Rate Study
Dear Ms. Gunn:
We are pleased to submit this proposal for a Water and Sewer Rate Study for the City of Adelanto (City). We have taken note that the City’s current rates have not been adjusted since 2022 and that the City is growing while utility operational expenses are generally rising, all of which may emphasize the need for a rate study to alleviate stress on the City’s Public Utility Authority (i.e., water and sewer utilities). We are very active in Southern California, with recent rate study engagements for the Hi-Desert Water District, Borrego Water District, cities of Pasadena, Pomona, El Monte, and San Marino.
I, Steve Gagnon, PE (AZ), will be the Project Manager, overseeing the study and ensuring it meets your objectives.
Out of my 28 years of work experience, I’ve helped water and wastewater agencies set rates in Southern California for 16 years. I’m registered with the SEC as a Municipal Advisor. Cameron Okie will assist me in creating deliverables. Gina DePinto, APR, is available to assist with public outreach if needed. She is accredited in public relations and has more than 34 years of communications experience. Prior to joining Raftelis, Gina led communications for the Orange County Water District and the County of Santa Barbara.
We proposed a standard number of staff, council, and public meetings; however, please let us know if you would like to modify the number of meetings.
Should you have any questions please contact me using the information below.
Sincerely,
Steve Gagnon, PE (licensed in AZ)

SCOPE OF SERVICES
Project Understanding
We understand the City has not raised water and sewer rates since 2022 while utility operating expenses as well as wholesale water costs from the Mojave Water Agency have increased in recent years. Raftelis, with staff input, will prepare a financial plan for the water and sewer utilities to assess the rate increases to fund operating and capital expenses and reserves. We’ve found it helpful to provide the City Council with options and explain the pros and cons of each option so that the Council can make an informed decision.
Scope of services
A SUMMARY OF OUR SCOPE OF WORK IS AS FOLLOWS:
1. Hold a kick-off meeting to understand the study’s main drivers and goals for the water and sewer utilities
2. Analyze water and sewer customer data, which we will use to project revenue in the financial planning process and allocate costs to customers in the cost-of-service analysis
3. Prepare a water and sewer financial plan that projects all expenses and revenues to assess future revenue needs
4. Calculate water and sewer rates and survey surrounding agencies' water and sewer single-family water bills
5. Present results at a City Council meeting
6. Prepare draft and final reports
7. Present the study at a Public Hearing
8. Raftelis also presents three optional tasks for the City’s consideration Task 1: Project Initiation, Management, and Kick-Off
Initial Data Request
Raftelis will submit a comprehensive data request seeking information needed to complete the study. We will come prepared with questions if we receive this data before the kick-off meeting.
Project Kickoff Meeting
A kick-off meeting helps orient the project. Topics will include:
• Discussing project drivers
• Acquainting City staff with our project team
• Identifying areas of concern or key issues and confirming study goals and objectives • Finalizing the work plan and schedule
• Discussing the City’s rate objectives
• Discussing the data request and any additional data requirements • City and Raftelis points of contact and communications protocols 259
RAFTELIS 5
Quality Assurance/Quality Control (QA/QC)
Quality assurance/quality control (QA/QC) is performed at two project milestones: 1) at the completion of the financial plan and 2) after the completion of the cost-of-service and rate design. Our QA/QC procedure is as follows:
1. Built-In Model Checks: The model will have several built-in checks to ensure that the total expenditures are included. The built-in checks include: 1) ties to the City’s total operating budget; 2) a revenue requirement check to ensure rates are collecting the right amount of revenue derived from the financial plan; and 3) a revenue proof to ensure rates are designed to collect the total revenue requirement.
2. Project Manager Review: The Project Manager reviews each model worksheet at each project milestone.
3. Senior Consultant Review: A Senior Consultant, who is not involved with the project, performs a complete model review. This review includes both modeling integrity and adherence to common rate setting practices.
We use an analyst not involved with the project to provide a fresh perspective.
In addition, Raftelis has a 40-point checklist for QA/QC to check the most common modeling oversights. A portion of the checklist is shown below. Raftelis does not do external quality reviews. With the depth of more than 180 consultants, we are confident in our ability to provide QA/QC internally.
Item Worksheet Review Step
1 Revenue Confirm the rates are bimonthly or monthly
2 Revenue Confirm the latest rates are in the model
3 Revenue Is calculated revenue within 1 to 2 % of actual revenue? 4 Revenue Check revenue from year-to-year, does it vary much? 5 Revenue Do any one-time revenue items need to be removed like sales of assets? 6 O&M Does the total O&M entered for a particular year tie back to the source document? If not, are you clear why not?
7 O&M Has depreciation been removed?
8 O&M Are there any capital items in the budget that need to be removed so as not to double count them?
9 O&M If debt is shown in the budget, is it also in the debt sheet? 10 O&M Review the year-to-year changes in O&M expenses, is there a big change in any one year, if so, why?
11 O&M Water purchase costs - do they tie back to actuals for a year? 12 O&M Are calculated water purchase costs close to the budget for years that have a water purchase cost budget?
DELIVERABLES:
• Pre-kick-off meeting data request
• Kick-off meeting agenda and meeting minutes
MEETINGS:
• One in-person kick-off meeting
Task 2: Analyze Customer Data
After obtaining the City’s historical billing data, Raftelis will analyze average monthly, peak monthly, and annual water consumption. We will calculate peaking factors for the cost-of-service (Task 4) and recalculate the City’s 260
RAFTELIS 6
revenue by multiplying fixed charges by the number of accounts and volumetric use by rates. This confirms that we have the correct number of accounts and water use to calculate rates with. Many competitors omit this step.
DELIVERABLES:
• Peaking factors by class in Microsoft Excel
MEETINGS:
• Virtual meetings, if needed
Task 3: Financial Plan
Utility financial planning is an iterative process identifying the “optimal” financing strategy. Raftelis will project revenue and expenses over a 5 or 10-year planning horizon so that we can assess if revenue is adequate. Expense projections will be based on current operating and capital budgets, reserve funding needs, and debt service, as applicable. Revenue projections will be based on estimated water consumption, sewer generation, and rates/charges. City staff can adjust expenses and revenue to see the effect on utility financial health.
We will review the City’s reserve policy and discuss typical reserves with Staff. We have seen many reserve policies and recently reviewed the reserve policies for all member agencies of the San Diego County Water Authority. This will help inform our reserve discussions.
Our models include a dashboard and incorporate the below:
• Financing options for CIP (e.g., Debt, PAY-GO, other) • Flexibility to change assumptions such as water sales, CIP levels, and revenue adjustments • Error flagging of results such as: failure to meet debt coverage, unmet reserve targets, etc. • Financial metric displays (i.e., operating reserve, debt service coverage, capital reserve, other reserve levels) • Sensitivity analyses that can be viewed immediately
Our model will allow the City to analyze different capital investments or other scenarios. The dashboard has proven particularly useful when making presentations to policymakers by allowing them to appreciate the impacts of their decisions fully and instantly. Figure 1 below shows an example of a typical model dashboard that we developed.
If the City does not already have a forecast of capital needs for the system, as an optional task, we can work with City staff to review the City’s fixed asset records by age, type, and condition (if available) to support a desktop evaluation of the near-term capital needs.

Task 4: Water and Sewer Cost-of-Service Analysis
Figure 2 illustrates the multi-step water cost-of-service process. We follow guidelines from the American Water Works Association Manual M1 for water, and for wastewater, we follow the Water Environment Federation Manual 27. The cost-of-service analysis provides rate defensibility considering Proposition 218 and determines the total cost to serve each customer class, as shown in the Step 4 box of Figure 2 below.
Raftelis will develop a customized financial model incorporating a dashboard to allow you to run scenarios and see the impacts in real time easily. A sample dashboard that we developed for another project is shown above.

Task 5: Water and Sewer Rate Design
Proposed Rates and Rate Structure Alternatives
Raftelis will calculate water and sewer rates for a five-year period—the maximum period allowed by Proposition 218. Proposition 218 will inform our rate calculations.
We will discuss whether the City would like to keep its current rate structure and the pros and cons of modifying it.
We will discuss the latest court cases such as Otay and San Diego. Things to consider when selecting a rate structure:
• Recent court decisions
• The City’s pricing objectives – such as affordability, revenue stability, and conservation incentives • Impact of the new rate structures on customer bills
• Ease of customer understanding
• The City’s billing software
Customer Bill Impact Calculations and Rate Survey
Raftelis will prepare graphs and/or tables to calculate the bill impacts to each customer class from the new water and sewer rates. We will show the bill impacts for low, average, and high users. We will research bills for at least 7 neighboring agencies. The City likely has neighboring cities it tends to compare itself to – we will include those per the City’s direction.
DELIVERABLES:
• Rate calculations in Microsoft Excel
• Comprehensive customer bill impacts for the water and sewer utilities • Rate and bill survey for neighboring cities/agencies

RAFTELIS 10
Optional Services
Optional Task 9: AB2257 Process Support
Assembly Bill 2257 (AB2257), effective January 1, 2025, provides a new, optional administrative objection procedure for local agencies adopting water or sewer rates under Proposition 218. If followed correctly, this process can significantly reduce the risk of post-adoption litigation by requiring objections to be submitted and considered before rates are finalized. It also strengthens the transparency and legal defensibility of the rate-setting process by ensuring the public has a structured opportunity to object and receive a written response.
Raftelis will support the City by providing technical support to comply with AB2257’s requirements. We will answer questions from objectors and present at a standalone meeting (if there are a significant number of objections) focused specifically on responding to formal written objections from ratepayers.
This task includes:
• Responding to objections. Our responses will be reviewed by the City’s attorney • Preparing presentation materials to respond to objections • Presenting and summarizing objections and responses at a dedicated public meeting separate from the Proposition 218 hearing, if there are a significant number of objections. If there are few objections, the responses could be presented at the public hearing
• Discussing responses with the City attorney, as needed As part of the public notice, Raftelis will help the City clearly communicate the purpose and benefits of this process, including the importance of submitting written objections before the close of the Proposition 218 hearing and the legal limitations for those who do not.
DELIVERABLES:
• Formal response to objections, to be reviewed by City attorney • Presentation summarizing objections and responses at a public meeting • Draft language for the City's website and Proposition 218 notice regarding objection instructions and deadlines
• Discussion response with the City’s legal counsel
MEETINGS:
• One in-person public meeting, depending on the number of objections received • Virtual meetings with City staff, as needed
Optional Task 10: Proposition 218 Notice
While requirements of Proposition 218 notifications are easy to satisfy, too many utilities miss the opportunity to strategically educate and inform ratepayers of the necessary investment and value in the essential services the City delivers. Raftelis has designed countless Proposition 218 notifications that go beyond the minimum dictated by statute to deliver visually appealing pieces that customers want to read. Raftelis’ in-house strategic communications can prepare proposed rate adjustment notices for mailing within the required 45-day noticing period prior to holding 265
RAFTELIS 11
the public hearing. Once the Notice arrives in mailboxes, City customers will be properly notified and hopefully understand and accept the City’s need to adjust rates and be more likely to support rate adjustments.
Once the content passes the City’s legal review, Raftelis' in-house graphic design team will match the City’s established brand guidelines and flow the content into an attractive design that will encourage your customers to read the information and have a broader understanding of the issues. Our pricing includes the development of a print-ready PDF in two languages, excluding the cost of translation. If the City does not have access to the services of a certified translator, Raftelis can recommend and coordinate translation.
Raftelis will deliver final press-ready documents for the City to print and mail to all parcel owners and customers of record. Please note that Raftelis does not undertake preparing the mailing list or the printing and mailing. The City is in the best position to compile property owners and customer account addresses and know which ones are duplicate or should be deleted. The City likely has a printer it works with, otherwise Raftelis can provide recommendations for printers that many of our California clients use to successfully print and mail the Proposition 218 public notices.
DELIVERABLES:
• Draft and final Proposition 218 Notices in one or two languages MEETINGS:
• One virtual meeting, if needed
Optional Task 11: Community Outreach Open Houses
Engaging the community equitably, to hear and understand their needs and concerns, is integral to building awareness and support for investing in the City’s utilities and rate adjustments. Benefits of effective outreach and public participation during the rates’ study process include community acceptance of rate changes, enhanced credibility with stakeholders and policymakers, and increased awareness about the need for utility investments.
Raftelis offers specialized communication outreach support for which we are prepared to provide at any level desired. We can provide significant value all along the spectrum from low to high. A higher level of support could mean developing a strategic communications and outreach plan on your behalf or designing a robust suite of supporting communications tools, like bill inserts, postcard mailers, FAQs, infographics, fact sheets, and explainer videos.
Optional engagements for the City to consider are in-person community open houses to inform the public of the reasons for rate changes. Our strategic communications subject matter expert, Gina DePinto, APR (Accredited in Public Relations), would plan and coordinate the outreach events with City staff. We recommend offering at least two community open house events to be held at appropriate community locations and potentially virtually. Open houses allow convenient, one-on-one communication with customers in a low-conflict setting, ensuring that customers can hear answers to their questions while City staff benefit from listening to community feedback. As proposed in this optional task, we recommend two in-person community open houses.
We can provide a fee and schedule upon request for this optional task which will depend on the number of open houses.

We urge you to contact the references listed below to better understand our capabilities and the quality of service that we provide.
City of Pomona CA
Chris Diggs, Water Resources Director
P: 909.557.4963 / E: [email protected]
Raftelis helped the City of Pomona (City) establish water, wastewater, and recycled water rates. The City moved from a three-tiered rate structure for single-family customers and a two-tiered rate for all other customers to tiered rates for residential customers only. The City also implemented pumping rates for customers who reside at high elevations. All rates were based on the cost-to-serve customers in accordance with Proposition 218. This City also reduced their fixed charge slightly so that customers can realize lower water bills should they choose to reduce water use.
City of Ontario CA
Mike Sigsbee, Utilities Administrative Services Manager P: 909.395.2653 / E: [email protected]
Raftelis conducted a water, wastewater, and solid waste study for the City of Ontario (City). The City has a total of 33,000 accounts, including 5,000 non-residential accounts, and sells approximately 43,000 ac-ft of water annually.
Wastewater treatment is provided by Inland Empire Utilities Agency, which also establishes a treatment charge for the City's retail customers. The study included a comprehensive review of the City’s revenue requirements and allocation methodology, a review of the City’s user classification, a cost-of-service analysis, and a rate design for City users. Several recommendations were provided to improve the equity of water and wastewater charges, including reclassification of customers and modifying the tiers.
Hi-Desert Water District CA
Tony Culver, General Manager
P: 760.365.8152 / E: [email protected]
Raftelis helped the Hi-Desert Water District (District) establish defensible and affordable water rates for a District with a high number of low-income residents. The study included an update of their miscellaneous fees. The District has one main source of water, which limits the rate differentiation between tiers. The study also included an extensive outreach program to educate customers as to the need for rate adjustments. 268

SUBJECT: Phase 2 Sewer Model and Sewer Master Plan
STAFF RECOMMENDATION:
Staff recommends that the APUA approves Phase 2 Sewer Model and Sewer Master Plan.
BACKGROUND:
Stantec was retained by the City of Adelanto (City) to provide engineering services for sewer modeling and industrial sub-area master planning. As part of this effort, a hydraulic model of the trunk network serving the City’s wastewater collection system was developed and calibrated.
The City’s Engineering Department has identified the need to expand this effort by:
1. Developing an all-pipe model to more accurately evaluate sewer capacity impacts from potential developments and to support the planning of capital improvement projects.
2. Amending the scope of work to include preparation of a comprehensive City-Wide Sewer Master Plan, which will identify and prioritize capacity-driven capital improvements to address both short-term and long-term needs.
3. Incorporating condition-based improvements into the Sewer Master Plan, ensuring that future rehabilitation and replacement needs are captured alongside capacity improvements.
This expanded scope will provide the City with a comprehensive planning tool to guide infrastructure investments, support development, and ensure reliable wastewater service into the future.
FISCAL IMPACT:
The funds will be paid for by APUA, with no impact on the General Fund. The price comes out to be $199,684.

Dear Mr. Emani,
Reference: Phase 2 Sewer Model and Sewer Master Plan for the City of Adelanto Stantec Consulting Services Inc. (Consultant) is pleased to present the following scope of work and fee for Phase 2 of the Sewer Model and Sewer Master Plan for the City of Adelanto. We have based this proposed scope on previous discussions with the City of Adelanto staff and our overall understanding of the task.
Project Understanding
Stantec was retained by the City of Adelanto (City) to provide engineering services for sewer modeling and industrial sub-areas master planning. As part of that effort, a hydraulic model of the trunk network that serves the City’s wastewater collection system was built and calibrated. The City has expressed need for an all-pipe model to evaluate sewer capacity impacts from potential developments and develop potential capital improvements projects. In addition, the City would also like to amend the project to include the development of the City-Wide Sewer Master Plan, which includes a list of capacity-based capital improvement projects for both short- and long-term needs. Thirdly, the City would also like to incorporate any future improvements need from the sewer conditions point of views and incorporate them into the City-Wide Sewer Master Plan.
Scope of Work
The Scope of Work for services to be completed under this amendment are detailed in the following task descriptions. According to record information received for the model build and calibration, approximately 1,000 pipelines and manholes will be added to the model under this amended scope. Also, a City-Wide Sewer Master Plan will be included as part of this work. Tasks 1, 2, and 3 were allocated in Phase 1 of the sewer model, Phase 2 will start at Task 4. This project does not include field surveying, flow monitoring, condition assessments of the vertical and linear assets.
TASK 4 – PHASE 2 PROJECT MANAGEMENT AND MEETINGS
Stantec will coordinate with the City’s Project Manager to ensure that relevant project deliverables and other documents are available for the project team. Stantec will prepare monthly project status reports which will be included in the monthly invoices.
Stantec will continue to host virtual 30-minute biweekly update meetings for the duration of the project with up to three (3) Stantec employees attending. These meetings will be primarily technical but will include a brief project management update.
Deliverables: Meeting notes for each meeting and weekly progress update emails Outcome: One in-person Kickoff Meeting for project attended by up to three Stantec staff 272

Mr. Kavous Emami
Reference: Phase 2 Sewer Model and Sewer Master Plan for the City of Adelanto TASK 5 – PHASE 2 GIS DATA REVIEW
The City will provide the latest sewer attributes (i.e. pipe connectivity, pipe diameters, pipe length, manhole rim elevation, and manhole inverts) in GIS format. Stantec will review and identify any gap for building a hydraulic model. Stantec will recommend engineering assumptions to fill those data gap. No manhole surveying will be conducted under this project.
TASK 6 – EXPAND MODEL AND REALLOCATE FLOWS
Using GIS data provided by the City under Task 5, the hydraulic model will be expanded to include pipelines in the wastewater network that are 8-inch diameter and larger.
Flows in the model will be divided and reallocated to the expanded pipeline network using an area-weighted approach or other similar method based on service area and/or land use. No additional calibration will be completed as part of this amended scope. Updated calibration plots will be generated to compare results from the expanded model to flow monitoring data.
Deliverable: Expanded Sewer Model for the City of Adelanto TASK 7 – SEWER SYSTEM ASSESSMENT AND FUTURE SCENARIOS DEVELOPMENT Stantec will update the existing sewer system assessment results using the expanded model. Stantec will also develop future scenario to represent the two future time horizons (short-term 2030 and build-out 2055).
Stantec will develop future sewer loadings using water-sewer conversion factor from similar communities in California. The City will provide future water usage projections from their water master plan. Stantec will evaluate the existing sewer system using future sewer loadings under both dry- and wet-weather scenarios.
A peaking factor of 2.5 will be used to represent a wet-weather scenario. Stantec will identify potential capacity issues and create capacity maps for existing, 2030, and build-out conditions. Outcome: Updated sewer system assessment results to be incorporated into Sewer Master Plan and CIP development
TASK 8 – CAPITAL IMPROVEMENT PROJECT DEVELOPMENT
Stantec will use the expanded model to develop improvements and size the proposed facilities to meet future demands. Stantec will work with the City to finalize the list of future projects. The projects will be prioritized in order of importance. Triggering criteria will be established for prioritizing or phasing of future improvements.
Dependencies and conflicts between projects within will be defined. A short-term plan will be developed to address immediate (2025) and short-term (2030) needs. Improvements will also be identified to meet identified deficiencies and needs associated with growth. A workshop will be held to review and revise the results as needed, and gain agreement.
Stantec will also provide an opinion of probable construction cost. Stantec will provide planning level cost estimates (+50% to -30% accuracy range) for each improvement project. Outcomes: Capital Improvement Projects for 2025 and 2030 needs, CIP Workshop, planning level cost estimates to be incorporated into Sewer Master Plan 273
