Coronavirus Aid, Relief, and Economic Security (CARES) Act On March 27, 2020, Congress signed into law the CARES Act, which provided funding to people, businesses, and local agencies affected by the pandemic. The CARES Act established the Coronavirus Relief Fund which provided $414,417 through the County of Orange and $618,297 from the State of California. Funds were used primarily for small business assistance, payroll expenses for employees responding to the health crisis including assistance at the SOKA vaccination site, personal protective equipment, and other public health services. Funds were entirely expended by the end of FY 2020-21.
In addition, the CARES Act also provided funding through the Community Development Block Grant (CDBG-CV) to assist “America’s low-income families and most vulnerable citizens.” Through the CDBG-CV program, the City was awarded a total of $414,751.
The City is required to expend at least 80% of CDBG-CV funds by June 30, 2023, and 100% of funds by June 30, 2026.
On July 21, 2021, the City Council allocated CDBG-CV funds to be used for business assistance and public services. Funds in the amount of $192,701.50 will go towards a business grant program to ensure the employment of low-to-moderate income individuals.
The remaining $222,049.50 will fund public service programs, such as, senior meals, homeless prevention services, housing and utility assistance, and provide personal protection equipment for youth programs at local school facilities. To date, approximately $82,434 of CDBG-CV have been spent and the remaining $332,317 will be re-budgeted and spent in FY 2022-23.
