Town Council Agenda Report
Date: August 22, 2023
To: Honorable Mayor and Town Council
Subject: A RESOLUTION DELEGATING AUTHORITY TO THE TOWN

MANAGER OF THE TOWN OF APPLE VALLEY TO ACT ON BEHALF

OF THE TOWN OF APPLE VALLEY AND JOIN THE PUBLIC RISK

INNOVATION, SOLUTIONS AND MANAGEMENT (PRISM) MEMBER

DIRECTED POOL
From: Douglas Robertson, Town Manager
Submitted by: Kristine Shoup, Human Resources Manager
Human Resources
Budgeted Item: Yes No N/A

RECOMMENDED ACTION
Approve Resolution No. 2023-30, A Resolution delegating authority to the Town Manager of the Town of Apple Valley to act on behalf of the Town of Apple Valley and join the Public Risk Innovation, Solutions and Management (PRISM) member directed pool.

BACKGROUND
Every year the Human Resources Department, working in conjunction with the Town Manager, meets with the Towns Benefit Broker (Alliant Insurance Services) to discuss upcoming benefit renewals for dental, vision, life insurance and disability options. This year, Alliant requested Dental quotes from Delta Dental, Ameritas/Liberty, and Met Life; Vision quotes from EyeMed; Life and Disability quotes from Lincoln, and Voya. Ultimately, it was recommended that the Town join PRISM for employee benefits as this option would most closely match the Towns current benefit options and provide less disruption to employees. All changes will take effect January 1, 2024.

As such, the Town Manager recommends joining PRISM and moving forward with the proposed changes:
 Dental Coverage would move from Cigna DHMO and Principal PPO to Delta DHMO and Delta PPO. This move would see minor member disruption under the DHMO plan due to changes in networks. Alternatively, the PPO plan would see a positive impact of 6 more in network providers than current.

 Eye Med Vision will remain as is.
 Basic Life/Voluntary Life/AD&D, Short Term Disability and Long Term Disability will move from Principal to Lincoln and match current plan options while also adding 2 additional EAP sessions.

FISCAL IMPACT
During year one the Town will see cost savings of approximately $15,660 after a onetime set-up fee of $2,375, then annual cost savings of approximately $18,035 (11%).
