Item No. 6
Town of Atherton
CITY COUNCIL STAFF REPORT – REGULAR AGENDA
TO: HONORABLE MAYOR AND CITY COUNCIL

GEORGE RODERICKS, CITY MANAGER
FROM: ROBERT OVADIA, PUBLIC WORKS DIRECTOR
DATE: FEBRUARY 18, 2026
SUBJECT: AGREEMENT FOR EVENT MANAGEMENT SERVICES AT

HOLBROOK-PALMER PARK

RECOMMENDATION
It is recommended that the Council It is approve a services agreement with Cheat A Little Catering, of Burlingame, to provide event management services at Holbrook-Palmer Park; Direct the City Attorney to prepare the agreement; and Authorize the City Manager to sign the agreement.

BACKGROUND
Holbrook-Palmer Park, the Town’s only recreation site, consisting of 22-acres in a garden setting with indoor and outdoor facilities, including a ball field, tennis courts, playground, and gardens and walking paths. Significant structures available for rental include the Main House, Jennings Pavilion, and historic Carriage House.

The Main House is a classically designed home which includes a 700 square foot meeting room with a fireplace, two smaller rooms for breakout sessions or small conferences, and a fully equipped kitchen. The Jennings Pavilion was constructed in 1977 to accommodate larger groups for weddings, receptions, dinners, meetings and lectures. The room comfortably seats up to 150- theatre style and 80-100-classroom style. Dinner for 120-130 is served at round tables. The Carriage House provides a point of interest for Park visitors. The Carriage House is available for classes, dances, meetings, bridge and workshops. It seats 80 for lunch or dinner and 90 for meetings. Outdoor areas including the North Meadow, Water Tower Lawn and Event Garden that can be reserved with the buildings for outdoor events. Recent renovations include new flooring and painting at Jennings Pavilion and new flooring at the Main House.

Catered Too, Inc. began providing event management services for the Town in September 2021.

The services agreement was for an initial term of three (3) years, with a 30-day termination clause. Catered Too’s compensation was based on revenue generated through catering services associated with events at the park and included an exclusive catering arrangement for events with

more than 50 guests. On November 1, 2023, Catered Too advised the Town that they would stop providing event management services on December 31, 2023. They stated in their letter that since COVID-19, they have not seen the volume of business at the park needed for profitability.

Following the departure of CateredToo, staff initially utilized temporary staffing services to assist the coordination of events Holbrook-Palmer Park, including responding to customer inquiries, providing tours and showing available facilities, scheduling and booking events, coordinating payments and reporting on activities, while seeking a permanent vendor for event management services. Due to costs, rotation of temporary support, and issues related to consistency with temporary staffing, the determination was made to reduce the level of support and effort associated with event services and utilize Town staff on a limited basis until a Event Management services provider was selected.

The Town released a Request for Proposals on February 27, 2024, and again on August 14, 2024, and June 19, 2025, due to lack of responses. Responses to the most recent Event Management Services RFP were due by 2 pm on September 16, 2025. Two (2) proposals were received by the due date.

ANALYSIS
Proposals for Event Management Services were received from 1) Cheat A Little Catering, of Burlingame, and 2) Latinn & Asian Hospitality Group, of Campbell. Staff reviewed the proposal two proposals received and interviewed each vendor to clarify their proposals and understand their approach in managing events at the park. Though both companies are qualified, in review of the proposals and through the interview process, it was clear that their approaches were quite different. Key considerations and differences included the following:

Cheat A Little Catering Latin & Asian Hospitality Group Established 2005 2018
Owner’s Experience 20 + years 30+ years
Approach Managing event rentals as an
amenity to the Park rather than
as a primary revenue source.

• Note - neither vendor is able to provide custodial service related to the rentals (before/after cleaning, including restrooms) as was included in previous agreements.

Following review of the proposals and vendor interviews, staff met with the Council Subcommittee to review the proposals, priorities for the park, and desired approach related to event management services. The Subcommittee confirmed staff’s initial assessment that event services is an amenity to the park and not a primary focus. As such, the use and enjoyment of the park as a passive recreational area is the priority and that event rentals, though desired, should not overrun park use. This indicated that Cheat A Little Catering was the preferred vendor.

The Subcommittee, along with the Deputy City Manager, visited the San Mateo Garden Center, met with Cheat-a-Little and had an opportunity to sample some of their menu offerings. The Subcommittee was satisfied with the food offerings and their approach and support an Event Management Services agreement with Cheat A Little Catering.

As noted above, the agreement would not include an exclusive catering provision, which would allow renters to utilize their preferred caterer for their events. Cheat A Little Catering would be responsible for day-to-day management of event services, ranging from fielding inquiries, scheduling showings and booking events, developing rental and revenue reports, and general oversight. They would have staff at the park a minimum of two days per week, with published hours of availability. They indicated that they would hire a new staff person that would dedicate approximately 24 hours per week for event management services at the park The initial contract term, as outlined in the RFP, is three (3) years, which can be extended upon written agreement by both parties for three (3) additional one-year terms for a total of six (6) years.

To compensate Cheat A Little Catering for contract startup and to manage events that have been secured prior to initiation of this contract, the Town would pay Cheat A Little Catering a service fee of $3,000 per month for three months. Cheat A Little Catering would then be compensated at the rate of $1,625 per month plus 35% of rental revenue generated at the park. Cheat A Little Catering would support up to 15 hours per month for Town events and provide the Town with a credit of up to $3,000 per year towards catering services.

FISCAL IMPACT

Page 4 of 4 ends

The costs related to the agreement are based on a base fee and a percentage of rental revenue generated. As outlined in the proposal, the fees would be $23,625 + 35% of revenue in year 1, decreasing to $19,500 + 35% revenue thereafter.

Year 3+ If annual revenue exceeds $150,000 30%
This ensures that as the Park’s revenue grows, the Town’s share increases proportionally.

5.3 Agreement Term
• Initial Term: Three (3) years (permitted maximum under RFP). • Renewal: Up to three (3) additional one-year terms, subject to Town approval. • Mutual Growth: Partnership framework designed to reward success and maximize community benefit.

5.4 Benchmarking & Competitiveness
To demonstrate competitiveness, we benchmarked against similar regional venues:
• Redwood City: 25% facility rental + exclusive catering (12% back). • Palo Alto Community Centers: 30% rental + 15% catering commission. • San Mateo Parks: 22% base + performance bonuses.
• Private Event Venues (for reference): Typically, 40–60% to the management company, but they also carry all overhead, insurance, and utilities.

5.5 Why Our Model Works for Atherton
Town Benefits:
o Higher returns compared to Redwood City and San Mateo. o Incentivized growth model ensures increasing revenue share as usage expands. o Catering return (10%) ensures Town benefits from exclusive or non-exclusive food and beverage sales without discouraging clients with excessive commissions. o Additional services (15%) provide the Town with revenue from rentals, AV, décor, and other add-ons.

Contractor Benefits:
o Sustainable margins allow reinvestment into marketing, staff, and customer service. o Incentive-based structure motivates continuous booking growth with our own clients.

Market Competitive:
o Falls within industry standard ranges:
 Facility Rentals: 20–35% of gross rental fees.
 Catering Commissions: 5–15%.

Page 174 of 222 ends

Page | 17
Phone: (415) 583-3130
Address: 1402 Camden Avenue, Campbell, CA 95008
o Our model offers 25–30% rentals + 10% catering + 15% additional services, striking the right balance.
o Our model provides services to our corporate client base and all the platforms we use for bookings.

Overview
The Town of Atherton (“Town”) is seeking proposals from qualified companies or individuals to promote and manage the event facilities within Holbrook-Palmer Park.

Demonstrated expertise in the management, marketing, rental, scheduling, operation and administration of event facilities is required. The selected party will manage event facilities and events such as weddings, wedding receptions, birthday and/or anniversary celebrations, municipal, corporate, social and philanthropic meetings and social events.

Holbrook-Palmer Park is a 22-acre park with multiple indoor and outdoor facilities for events large and small. The Town is seeking a long-term event services partner to both promote the park as an event space and provide exceptional event management services. The total amount of work available will be determined by reservations and use of the facilities, subject to the fees and limitations established by the Town.

Previous event management vendors were facilitated by a contract that provided catering services to clients non-exclusively and/or exclusively as part of the venue management contract.

Below is a link to the Town of Atherton’s Parks and Facilities page:
https://www.ci.atherton.ca.us/facilities
Background
The Town of Atherton, incorporated in 1923, is a small residential community, with approximately 7,000 residents. The Town extends from slightly west of the Bayshore Freeway (US 101) up to I280 and is approximately 4.5 miles long and 1.5 miles wide.

Its municipal neighbors include Menlo Park to the south, Woodside to the west and Redwood City to the north.

Holbrook-Palmer Park, the Town’s only recreation site, is a lovely, municipally owned 22 acre garden setting with indoor and outdoor facilities, including a ballfield, tennis courts, playground, gardens and walking paths. Significant structures available for rental include the Main House, Jennings Pavilion, and Carriage House, as shown on Exhibits 1 and 2. The Park is located between Middlefield Road and El Camino Real at 150 Watkins Avenue. It is accessed from Highway 101 via the Marsh Road-Atherton Exit.

The town recently completed the HPP Access and Circulation Project, which upgraded the Park Entry and Exit, front lawn pathways, and landscaping. Upcoming projects include renovation of the playgrounds and other minor facility enhancements.

Main House
The Main House is a classically designed home which consists of a 700 square foot meeting room with a fireplace, two smaller rooms for breakout sessions or small conferences, and a fully equipped kitchen. The Main House can accommodate 65 - 70 Page 199 of 222 in the living room theatre style/ceremony and approximately 50 when set up with round tables for dinner. Approximately 25 people can be accommodated at classroom style tables and chairs. A large porch, wide brick steps and an oak covered patio area are suitable for refreshments or outdoor luncheons. The Main House recently installed new flooring throughout the facility.

Jennings Pavilion
In 1977 the Jennings Pavilion was constructed to accommodate larger groups for weddings, receptions, dinners, meetings and lectures. Large windows on all sides create relaxing vistas of the stately trees and rolling green lawns. The room comfortably seats up to 150-theatre style/ceremony and 80-100-classroom style. Dinner for 120-130 is served at round tables. A large kitchen with a commercial sized refrigerator and commercial gas range enables caterers to serve quickly and efficiently. The large adjoining patio is often used for barbecues and cocktail receptions and a walkway connects the building to the Main House and its patio area. The Pavilion recently received new flooring and has had the interior painted.

Carriage House
The Carriage House provides a point of interest for Park visitors. The Carriage House is a historic structure that was built to replace the original barn that was destroyed by fire in 1896. The sturdy wood floors, windowpanes, moldings, and iron grills in the horse stalls have remained the same for over 100 years. The Carriage House is available for classes, dances, meetings, bridge and workshops. It seats 80 for lunch or dinner and 90 for meetings.

The Event Garden, Main House Patio, and North Meadow areas can be reserved with the building for outdoor events.

The successful proposer will be responsible for the day-to-day management, marketing, renting, scheduling, set up, and cleanup of the rental facilities, as well as other event management and coordination services.

Part A – Background Information and Service Requirements I. Background
Prior to September 2011, Town staff managed facility rentals and support including showing of facilities, bookings, processing payments (including deposits and returns), deliveries, set ups, oversight and tear downs of events. Starting September 2011, the Town contracted with private vendors for event management services including showing of facilities, bookings, deliveries, set ups, oversight and tear downs of events. Some of the vendors also operated catering businesses and were able to offer this service to events clients. Page 200 of 222
In August 2020, after approximately 6 ½ years of managing event services at HolbrookPalmer Park, the Town’s vendor provided their notice that they were closing permanently and would no longer be able to provide Event Management Services to the Town. Following the notice, the Town contracted with a former employee of the Town’s vendor to schedule tours, bookings of event facilities, and to manage events as the Town sought a new vendor.

In July 2021 the Town awarded a contract to Catered Too, Inc., for event management services at Holbrook-Palmer Park. Catered Too had an onsite presence two (2) days per week, was responsible for marketing, scheduling tours (within no more than 48 hours of request), booking, confirming and managing reservations of park facilities, staffing events including set up and cleanup of all events. Catered Too provided notice to the Town that they would not be able to support event management services at Holbrook Palmer Park beyond December 2023.

Currently showings and reservations are made with assistance from administrative staff.

Marketing and other support have been placed on hold pending contracting a new vendor.

Payment for event management services had typically been based on a percentage of facility rental revenues. Most recently, event management services were paid via catering services – exclusive catering for large events (>50). The Town is open to a variety of revenue share models.

Exhibit 3 lists example events from past bookings. A table of recent revenues is shown below.

CITY COUNCIL STAFF REPORT – REGULAR AGENDA
TO: HONORABLE MAYOR AND CITY COUNCIL

GEORGE RODERICKS, CITY MANAGER
FROM: MONA EBRAHIMI, CITY ATTORNEY
DATE: FEBRUARY 18, 2026
SUBJECT: CONSIDERATION AND ADOPTION OF A POLICY REGARDING

DISRUPTION OF SERVICE IMPACTING PUBLIC TWO-WAY

REMOTE PARTICIPATION DURING A CITY COUNCIL

MEETING

RECOMMENDATION
It is recommended that the Council adopt the attached policy establishing procedures for the City Council when there is disruption of telephonic or internet service during a City Council meeting that prevents the public's ability to attend or observe a meeting via two-way remote participation.

BACKGROUND
On October 3, 2025, Governor Newsom signed Senate Bill ("SB") 707 into law. SB 707 made major amendments to the Brown Act and is considered to be the biggest overhaul to the Brown Act in decades. One aspect of these major amendments was the creation of a new subcategory of legislative bodies called "eligible legislative bodies." SB 707 imposed additional Brown Act requirements onto eligible legislative bodies. Atherton City Council is an eligible legislative body because it is "a city council of a city located in a county with a population of 600,000 or more." (Government Code 54953.4(e)(2)(C)). This term applies specifically to city councils and not broader categories of Brown Act bodies.

Starting on July 1, 2026, all eligible legislative bodies must, except as specified, provide an opportunity for members of the public to attend meetings via two-way telephonic service or audiovisual service via the internet. Relatedly, by July 1, 2026, each eligible legislative body must adopt a policy addressing procedures for recessing and convening a meeting in the event of a disruption to telephonic or internet services that prevent the public's ability to attend or observe a meeting. SB 707 requires that this policy be adopted as a regular item, not as an item on the consent calendar.

SB 707 Policy Adoption

The attached policy is drafted to meet the requirements of Government Code section 54953.4(b). The policy specifies when it does and does not apply, establishes procedures for the Council to follow if there is a disruption of telephonic or internet service that prevents the public's ability to attend or observe a meeting, specifies what the Council can and cannot do during a disruption of telephonic or internet service, and describes procedures for continuing with a meeting if the disruption to telephonic or internet service cannot be resolved. Following adoption, the Policy will be incorporated into the City Council Policy Handbook.

The City Council already provides for a two-way teleconference option for the public to attend its meetings (via Zoom). It must, starting July 1, 2026, remember that if there is a disruption with the zoom, to recess the meeting until the zoom is functioning again.

• Attend a judicial or administrative proceeding to which the local agency is a party.
• Inspect real or personal property provided that the topic of the meeting is limited to items directly related to the real or personal property. • Meet with elected or appointed officials of the United States or the State of California, solely to discuss a legislative or regulatory issue affecting the Town and over which the federal or state officials have jurisdiction. • Meet in or nearby a facility owned by the Town, provided that the topic of the meeting is limited to items directly related to the facility. • Meet in an emergency situation pursuant to Government Code section 54956.5.

CITY COUNCIL STAFF REPORT – REGULAR AGENDA
TO: HONORABLE MAYOR AND CITY COUNCIL

GEORGE RODERICKS, CITY MANAGER
FROM: CHRISTABEL SORIA MENDOZA, MANAGEMENT ANALYST I
DATE: FEBRUARY 18, 2026
SUBJECT: CONSIDERATION AND POTENTIAL REMOVAL OF

ENVIRONMENTAL PROGRAMS COMMITTEE MEMBER

RECOMMENDATION
Staff recommends that the City Council review, discuss, and consider the removal of recently appointed Committee Member Sophia Tang from the Environmental Programs Committee.

BACKGROUND
In July 2025, the City Council appointed Committee Member Tang to serve on the Environmental Programs Committee (EPC). Member Tang attended the initial meeting following appointment but has since accumulated three (3) consecutive unexcused absences.

ANALYSIS
Following each unexcused absence, staff reached out to Member Tang to confirm whether there were any barriers to participation and to offer support if needed. Despite multiple attempts to make contact, staff has not received a response.

The Committee resolution states that “Committee Members who intend to be absent from a meeting shall alert the chairperson and/or staff person assigned. The Chairperson shall state during the meeting, under roll call whether the member is excused (notification was given) or absent (no notification was given). Unexcused absences of members, other than City Council Members, from two or more consecutively scheduled meetings shall result in the automatic vacation of the member’s office.....City Council has the authority to override this rule based on the information received.”
As of this report, no communication has been received from Member Tang.

Page 2 of 2 ends

The EPC currently consists of a full body, including one (1) member who participates remotely. If Council proceeds with removal, the Committee will be reduced to four (4) members. Staff would then initiate recruitment efforts to fill this and any other existing committee vacancies.

CONCLUSION
Consistent participation is essential to maintaining the effectiveness, quorum, and continuity of advisory bodies. Given the consecutive unexcused absences and lack of communication despite staff outreach, the matter is brought forward for City Council consideration in accordance with the Committee’s adopted attendance policy.

POLICY FOCUS
This item supports the Council’s goals by ensuring that appointed advisory bodies remain active, engaged, and compliant with adopted policies and procedures.

FISCAL IMPACT
None.
