The following questions were submitted to the City of Avalon via Public Purchase and/or email. These questions and the City’s responses are hereby made part of the Contract Documents and shall take precedence over the original Contract Documents.
1. Please specify the preservative retention required for the treated wood.
The presentative retention for the treated wood shall be 2.5 pcf.
2. Are there any length requirements for the new 4x10 deck boards and 3x12 stringers? It is desirable to have 24-foot lengths for fewer joints throughout the pier structure.
3. Notice Inviting Bids states that bids are due at the Office of Public Works in Avalon. Will submission via City's Public Purchase website be accepted?
Yes. Submissions via the Public Purchase website will be accepted.
4. Will the City allow contractor use of the City's telehandler or will contractor be required to supply its own equipment? If so, please identify the maximum weight of telehandler allowed.
The City would allow the contractor to use the City's telehandler. However, use must be scheduled with the Public Works Department. The City telehandler load capacity is 10,000 pounds.
5. Plan sheet T-2, Water Quality Note A.9 states that the applicant shall provide adequate disposal facilities. Please clarify who the applicant is. Will the City supply disposal bins for treated wood waste or will the contractor be required to mobilize bins to the island / on-site? Contractor to mobilize bins to the Island/site. An off-site temporary storage area will be provided on Third Street.
6. Will the city be able to provide housing for contractor employees or will the contractor be responsible for securing housing for employees?
The City will provide housing for contractor employees for 90 days for a 4-man crew.
7. General condition section 4.2G requires the contractor to obtain builders risk insurance for the project. It specifically states that "coverage insurance on all work, material, equipment, appliances, tools, and structures that are or will become part of the Work and subject to loss or damage by fire, and vandalism and malicious mischief, in an amount to cover 100% of the replacement cost." The requirement to insure the structures is particularly burdensome. The insurance premium for this policy will be cost prohibitive. In order to get a builder's risk quote, the age of the structures and structures' replacement value and value of City supplied materials will need to be provided. Can the city delete the builder's risk requirement if the City can not supply the required information above? The City will delete the builder's risk requirement.
8. Instructions to Bidders, Section I - Scope of Work, Operational Requirements, Part 3, states that the City will handle all traffic and pedestrian control. This contradicts General Conditions, Article 5 - Contractor Responsibilities; Regulatory Requirements, Part 5.4 - Traffic Control, which states that the contractor is responsible. Please clarify who is responsible for traffic control.
The City will handle all traffic and pedestrian control.
9. Article 5 - Contractor Responsibilities; Regulatory Requirements, Part 5.14 - Inspector's Field Office states that if required by the city, contractor to be responsible for providing a field office. Is a field office required?
A field office is not required.
10. Are there any milling requirements for the treated wood decking (S2S or S4S) or is rough sawn lumber acceptable?
Rough sawn lumber is not acceptable. Please provide S4S.
11. Per Plan Sheet T-2 - Project Notes, Wood Decking Specifications Section, required fasteners are Simpson Strong-Drive "SDWC" Timber SS. "SDWC" screws are truss screws with a T30 screw head, while "SDWS" screws have the specified T50 screw head called out in Note 2.F of the installation notes on sheet T-2. Please clarify which Simpson Strong-Drive fastener is required.
The correct fastener is an 8" long, 0.275 shank diameter, Simpson Strong-Drive SDWS (type 316 stainless steel) with a T50 six lobe drive head.
12. Please provide lengths for new stringers to be installed.
Assume for bid purposes that the stringer lengths is 15'6".
13. Please provide dimensions for new pile caps to be installed.
Assume for bid purposes that the pile caps will be a 12" x 12" x 24' but could be two pieces if necessary for safe installation.
14. Please provide installation details for new stringers.
See Addendum No. 3 - provided for reference purposes the as-built plans prepared by Don Hellmers Engineering for the Pleasure Pier Repair dated 07-17-2021 provide stringer installation details.
15. Please provide installation/splice details for new pile caps.
See Addendum No. 3 - provided for reference purposes the as-built plans prepared by Don Hellmers Engineering for the Pleasure Pier Repair dated 07-17-2021 provide pile cap splice/installation details.
16. We have been informed by our supplier that Simpson Strong-Tie is currently experiencing a fabrication issue with the required deck fasteners and lead time for procurement is currently undetermined. Please provide direction on required deck fasteners.
Manasquan U2 Construction screw, 316 Stainless Steel, 3/8 x 8-inch is an approved equal.
17. Does the existing decking material to be removed contain creosote? No.
18. Will the contractor be allowed use of the existing restroom facilities on the pier in lieu of the required sanitary facilities outlined in Article 5.7?
Yes. The contractor may use the existing restrooms on the pier in lieu of the sanitary facilities outlined in Article 5.7.
19. Per the Notice Inviting Bids, the replacement of stringers and pile caps are to be as determined necessary and appropriate by the City Engineer. In order to adhere to the projected project schedule and not delay decking replacement, this material will need to be procured prior to work being performed in order to perform repairs as required. How will the contractor be compensated for this material procurement if no repairs are required?
Upon award, the contractor and City Engineer will review the site to determine initial order to supply 50% of the job as necessary. The City will pay the cost to procure and transport the materials to the Island in the event that they are not utilized in the construction.
20. If it is found that stringer or pile cap repairs are required, will the required repairs add additional working days to the contract?
Yes. The City will add 1/2 day per stringer and 3 days per pile cap.
21. Per section XXIX of the Instructions to Bidders, the basis of award will be based on the total bid price, that includes both base bid and alternative unit rate items. This conflicts with the statement on the bid schedule stating that the basis of award of contract shall be the Contractor's base bid.
Please clarify.
The basis of award will be based on base bid only.
22. Can you provide engineers estimate?
$1,000,000.
23. What is the Engineer's Estimate or Budget for this project $1,000,000.00.
24. 1) Sheet C-1 and C-2 and note 5 indicate the city will remove "noted buildings". Several other buildings, such as the lifeguard building and ticket booth are also scheduled to be removed but it does not indicate if that is the Contractors responsibility or if the city will be moving them. Can you please specify which building(s), if any, the Contractor is responsible for moving? The Contractor is not responsible for moving any buildings. The City will perform all building removal/replacement to accommodate the Contractor's schedule.
25. What is the treatment on the existing deck?
Treatment on existing deck is unknown; however, it does not appear to be creosote.
26. Please confirm that the existing stringers are on 18" centers.
Must be field verified; however, in general existing stringers appear to be in the range of 14' on center.
27. Sheet T-2 Fastener Locations states "Distance from the cut end of timber to screw: 3-inch minimum,
4.5-inch recommended." It will not be possible to meet the minimum requirement at any location where the deck splice is over a 4" X 12" stringer. Please provide fastener location for deck board splice.
Where a deck splice falls over a stringer, a 4" x 12" piece of treated blocking shall be attached to the stringer by through bolting to support one end of the decking. Spacing of screws may be reduced to 1,5". All screw locations shall be predrilled. If it is a full stringer the City anticipates paying per stringer item. If it is just a portion, the city shall as daily extra work. Through bolts shall be paid as daily extra work items as well.
28. Sheet C-1. The existing Tele. Panel box near bent 2 is scheduled to be removed and replaced. Is the contractor or the city to Remove and replace the panel? The City will remove and replace the existing telephone panel box.
29. The answer to a previous question regarding deck board lengths indicates decking should be supplied in 24'lengths. 24'lengths will not accommodate the location of the deck board splices as shown on sheet C-1 and C-2. Can the splice location be modified to accommodate 24' deck boards? Yes, splice locations can be modified in the field per the City Engineers approval.
30. A note on sheet C-1 states "no splices in decking bent 0-13" From bents 5-10 the deck width is well over 24'. Will splices be allowed in those areas?
Splices are not desired in these areas, but may be approved by the City Engineer as deemed necessary.
31. Several locations on sheet C-3 state "install sealant per spec." Please provide the location where sealant is required and a specification for the sealant.
A marine grade long-elongation elastomeric grout shall be used to seal all joints adjacent to remaining buildings to prevent seepage of water into the building, damaging flooring and walls.
32. Sheet C-3, detail 2, indicates "high edges shall be planed". Please provide more detail on what would constitute a "high edge" (what is the allowable heights difference between deck boards). Also, what treatment is required on the planed material.
To reduce trip-and-fall hazards, all deck surfaces greater than 0.25" shall be planed flush and the planed or cut surfaces treated with approved preservative.
33. Sheet C-2 indicates stringers between bent 23 and 26 are to be removed and replaced. Is that work to be included in additive bid item number 4?
Yes. However, necessity of replacement will be determined by the City Engineer in the field.
34. The specifications require the contractor to obtain all permits and licenses. Are there any know permits or licenses that the contractor is required to obtain? The contractor is only required to obtain a City business license.
35. Sheet C-3, Detail 1, states "fill all cracks and holes in the top of all existing stringers with roof mastic." Is it the intent to basically coat the tops of all the stringers with roof mastic or can you provide additional criteria of exactly what needs to be filled with mastic? Please also provide a specification on the mastic.
Roof mastic will be needed for any areas with cracks that need to be sealed after removal of the deck spikes. Roof mastic spec to be provided by addendum.
36. The following question is from the lumber supplier: Please confirm the preservative needed for this project. I see that the specifications require non-arsenical treatment. Yet they are asking for a 2.5# pcf retention level. As I mentioned, ACZA is the only preservative that meets this standard for DF lumber, per AWPA UC5B standards. Also note that AWPA does not recommend oil-borne preservatives for use in aquatics environments. Copper-Azole is a common replacement when nonarsenicals are required. However, CA-C is only sufficient for Salt-water Splash zones under the UC4B standards.
While ACZA is considered an excellent preservative in a marine environment, it is not approved for field applications on end grains or drilled holes. Copper Naphthenate is the standard fieldtreatment option. ACZA is also classified as a Group A Carcinogen (May Cause Cancer) by the EPA.
37. There are two different names for the project on the bid bond form. Our bonding company has asked about this form. Please advise.
See Addendum No. 4 for the corrected bid bond document.
38. Sheet T-2 Coastal Considerations requires a protective coating to be applied to treated lumber. The coating will not be possible at the treatment facility requiring the protective coating to be applied
on the jobsite. Please verify that coating the lumber on site is acceptable and that adequate space is available to accomplish this task.
City staff will provide directions as to what components will require additional protective coatings if necessary. Coating lumber on site is acceptable and adequate space will be provided.
Contractor must adhere to all environmental and safety requirements associated with the treatment process.
39. We request the bid date be postponed for 3 weeks.
The bid date will be postponed until 4 p.m. Monday, September 14. A formal addendum memorializing this change will be provided.
40. Reference Question #21 and the bid schedule- Please clarify how the bids will be evaluated. The answer to question 21 indicates the award will be based on both the base bid and alternative unit rate items. The bid schedule only requires a "total base bid" and has an "X" in the space for total cost of additive bid items. Will the City multiply the unit price of the additive items and add them to the base bid for comparison, or will they be compared based on a single unit price? The bids will be evaluated by base bid alone - Bid schedule items 1-3.
41. Reference Question #13 and additive bid item #5. The answer to question 13 indicates the cap can be broken down into two 12' pieces if necessary for installation. Please clarify that the unit price for the additive bid item is to install a cap up to 24' at a single location and will not be two 12' sections at different locations.
Confirming the additive bid item is to install a pile cap up to 24' at a single location and will not be two 12' sections at different locations. At one location the cap may be installed in two 12' pieces.
42. Reference question #38 and Coastal Considerations. The question regarding protective coating has not been previously answered. As this will have a significant impact on the bid, please confirm that the protective coating is required and that coating the lumber will be allowed on the jobsite/laydown area.
City staff will provide directions as to what components will require additional protective coatings if necessary. Coating lumber on site is acceptable and adequate space will be provided.
Contractor must adhere to all environmental and safety requirements associated with the treatment process.
43. The bid bond has the project name as GREEN PLEASURE PIER PILE REPAIR PROGRAM and all the other bid documents have GREEN PLEASURE PIER DECK REPLACEMENT PROJECT as the project name. Will you be supplying a new bid bond form with the project name revised or is the existing bid bond form acceptable?
See Addendum No. 4 for the corrected bid bond document.
44. Please confirm the bid date and time and that electronic bids are acceptable. The answered questions state the bid date has been extended to 9/14/26 by 4:00pm and the Addendum states the bid date has been extended to 9/14/26 by 1:00pm.
The bid date has been extended to 9/14/26 by 4:00pm.
