RE: Amendment # 1 for Wastewater Treatment Plant # 3 Septage Processing Unit in Bakersfield, California
Ir•IX_ 111
Provost and Pritchard Consulting Group ( P&P) is requesting The City of Bakersfield increase the allocated contract amount beyond what has already been contracted for the Wastewater Treatment Plant # 3 Septage Processing Unit Replacement Project ( Project) to cover additional scope of work not included in the original contract documents.

The original agreement for this project dated February 2, 2022, included a budget for design, bidding, and construction assistance. The design budget for the contract has been exceeded due in part to working with the City of Bakersfield and Huber on various items that were not within the scope of the original agreement including requests for P&P to review Huber design submittals. These items are detailed below.

Phase 01: Preliminary Design (Additional Scope of Work) Additional items not included in the original scope of work are detailed below.

Assumption three in the original contract documents detailed that P&P assumed the existing electrical circuit for the SPU would have capacity for the new SPU unit. The existing power and networking conduits are full and are not code compliant ( per NEC Chapter 9 Table 1).

Design provisions were made to include a new power feeder and network feeder to the SPU. Total additional compensation requested is $ 1, 500.

Design provisions to include a new housekeeping pad, shade structure, and removable bollards for the SPU power and controls equipment not originally known at the proposal stage for the project. Total additional compensation requested is $ 2,000.

The existing SPU controls enclosure combines higher voltage power with low voltage signal and control cabling. This is not a recommended practice and can cause induced voltage and current in the cables, and compromise signal and control functions. In talking with Huber and the City, P&P designed a new power distribution feeder, power distribution panel, and network feed. These design elements allow for the isolation of power and controls cabling, and isolation of each SPU unit. Total additional compensation requested is $ 1, 500.

There have been unresolved design elements related to the booster pump as well as the SPU control/ power/ instrumentation/ distribution systems that will need to be incorporated into the plans between now and the final submittal; P& P has continued to have an open dialogue G:Oakersfield_ City of- 1046\ 104623002- WWrP3 Septage Processing Unit Upgrade\ 000 Project Management\ 010 Contract - Amendments\ Amendment 1\231110- Revised amendment\ 2023- 1127 - Amendment t. docx

with the City and Huber on these items, and efforts have been in excess of what would reasonably be expected. These items have been discussed over a number of additional meetings and emails between the City of Bakersfield, Huber and P&P. Total additional compensation requested is $ 2, 500.

P&P received a design submittal from Huber via the City of Bakersfield on 9/ 13/23, and we have attempted to integrate the relevant portions of that submittal into the in -progress P& P plans and specifications at the same time as corrections were being made in response to comments received by the City. However, once received, it was observed by P&P that various items were not correct or missing in the Huber plans. This necessitated a more detailed review, which P& P did at the time in an effort to keep the project moving along although reviewing Huber design submittals are not an item covered by our scope of services under this contract. Final comments were provided to the City and Huber on 9/ 20/ 23. The total requested additional budget amount based on actual labor expended during that time is $ 1, 700. 00.

A second submittal was received from Huber via the City on 10/20/23, and a brief preliminary review was performed during the week of 10/23/23. It was noted that the total size of the submittal was approximately twice the size of the previous submittal, and several items were noted which would likely require a detailed look at the submittal. The City requested this additional scope amendment at this time before our proceeding with the review. The total requested additional budget amount based on actual labor expended is $ 1, 500. 00.

It is understood that the submittal we provided preliminary comments on has been nullified by Huber and that a follow up resubmittal is pending. P&P anticipates that it will be necessary to review said submittal when it is transmitted. As discussed, it is believed to be imperative to review this submittal thoroughly in order to coordinate the manufacturer submittal and the P&P plans and specifications as much as possible in an effort to protect the City from any change order claims by the contractor during construction. The total requested additional budget for this effort is $ 5, 000. 00. a. Deliverable — Detailed markups of Huber submittal.
b. Schedule — Allow up to three ( 3) weeks for review and transmittal of deliverable.

After P& P provides the deliverable outlined above, it is believed to be best to schedule a coordination call with the City and Huber to discuss the markups and to clarify any final remaining items which might be necessary ahead of Huber finalizing their design package for one final ( third) submittal to the City and P&P. The total requested additional budget for this effort is $ 1, 000. 00.
a. Schedule — Allow one ( 1) week from the deliverable indicated above to schedule this meeting, depending on schedules of participants.

It is expected that the resubmittal from Huber will be substantially complete and no additional rounds of response from P&P will be necessary. Additional submittal reviews may result in an additional amendment to cover costs of review. At this point, P&P will review the submittal and make final modifications to its plans and specifications in coordination with the Huber submittal. This will result in a set of plans and specifications that are ready to be issued for bid. The total requested additional budget for this effort is $ 2, 000. 00. a. Deliverable — Final plans and specifications to be issued for bid. b. Schedule — Allow up to three ( 3) weeks for the deliverable. t— m

RE: Amendment #2 for Wastewater Treatment Plant #3 Septage Processing Unit in Bakersfield, California

Mr. Ali:

Provost and Pritchard Consulting Group (P&P) is requesting the City of Bakersfield increase the contract amount beyond what has already been contracted for the Wastewater Treatment Plant #3 Septage Processing Unit Replacement Project (Project).

The original agreement for this project dated February 2, 2022, included a budget for design, bidding, and construction assistance. Amendment #1 was approved by the City in December of 2023 for an additional $18,700 added to the Design Phase of the project.

Since that time additional coordination occurred which was attributed to the design phase of the project leading into the bid phase which began in late February and wrapped up in late April.

After this time, Provost & Pritchard has remained actively engaged with the coordination of the project prior to construction activities beginning including the pre-construction meeting on May 30 th, processing of 10 submittals, 6 resubmittals, and 2 RFIs to date. Work is not expected to begin until July 23rd and is expected to have an 8-week duration per a detailed construction received from the City of Bakersfield and W.M. Lyles.

The pre-construction meeting on May 30th was a milestone date for the project after which time we began to bill time toward Phase 3 for construction support. Submittal #1 was received on June 3
rd which began the submittal review phase of the project.

The original proposal included time for 10 submittals (not including resubmittals) and 5 RFIs. To date, 18 such submittals, resubmittals, and RFIs have been received, and it is anticipated that more will follow in the coming weeks. Additionally, the original agreement had an assumed duration of 8 weeks for Phase 3 at a time when it was unknown how long to anticipate for construction activities. Considering that the first submittals were received in early June, and construction is to proceed through the end of September, the Construction Administration phase for this project will be approximately 16 weeks, exceeding the initial budgetary proposal related to overall duration and submittal review quantity.

At this time, an additional Time and Materials budget is requested to account for the actual duration of the project and the additional efforts for submittals and RFIs, in excess of the original

proposal. To date, there is approximately $3,200 left in the budget which will be depleted with planned site visits and record drawings in the original agreement. As such, this amendment is proposed as detailed below.

Phase 03: Construction Phase
Provost & Pritchard will continue to perform tasks as outlined in the original scope of this phase for work not yet started as well as in progress work.
• Pre-construction meeting (completed 5/30)
a. No additional work to do related to this subtask
• Submittal reviews (in progress): 10 in original scope – 16 total to date including resubmittals.
a. 10 additional submittals are expected.
• RFI responses (in progress): 5 in original scope – 3 to date including revisions to RFIs
• Approximate once a week site visits for approximately 1 hour a. Approximately 8 total based on W.M. Lyles schedule
b. Additional site visits as requested by City of Bakersfield • Additional meetings and tasks to perform as requested by City of Bakersfield a. Provided there is remaining T&M budget for the project • Punchlist walk and related notes
• Receive contractor as-builts and develop record drawings Schedule:

Provost & Pritchard will continue services throughout the construction phase of the project as developed by W.M. Lyles. Current construction completion is anticipated to occur on or about September 17, 2024. Provost & Pritchard would further anticipate another 4 weeks of time for the completion of punchlist items and the development of record drawings.

Professional Fees
Provost & Pritchard Consulting Group will continue to perform services for this amendment on a time and materials basis, in accordance with the previously agreed upon Fee Schedule as indicated in the original agreement. The following table presents the requested increase to the contract budget.

RE: Amendment #3 for Wastewater Treatment Plant #3 Septage Processing Unit in Bakersfield, California

Mr. Ali:

Provost and Pritchard Consulting Group (P&P) is requesting the City of Bakersfield increase the contract amount beyond what has already been contr acted for the Wastewater Treatment Plant #3 Septage Processing Unit Replacement Project (Project).

The original agreement for this project dated February 2, 2022, included a budget for design, bidding, and construction assistance. Two amendments have been approved to date in the amounts of $18,700 (Amendment #1 approved December 2023 for additional design phase budget) and $20,000 (Amendment #2 approved September 2024 for additional construction phase budget). The total amended contract value is $113,700 to date.

The project was slated to be substantially complete in mid -November when startup operations were scheduled with the equipment manufacturer. However, the City of Bakersfield and Provost & Pritchard received two Requests for Information (RFI #9 and #10) in early November which caused the planned startup operations to be canceled. These two RFIs are generally concerned with cables, conduit sizes and locations, and whether the conduits can accommodate the required number conductors or communications lines. The initial response to the RFI was considerable compared to a standard RFI response, but Provost & Pritchard did provide a response on 11/13/24 in the hopes of salvaging the planned startup dates. This proved to be infeasible as the RFI response led to additional questions from the Electrical Contractor. Provost & Pritchard has now participated in several additional rounds of plan modifications and meetings in order to provide clarity for the Electrical Contractor. Unfortunately, the Electrical Contractor submitted the original RFIs at a time when construction was very far along and failed to adequately communicate with the manufacturer of the equipment as was stipulated and specified in the Contract Documents. Provost & Pritchard has continued to work in good faith with the Electrical Contractor to keep this project moving forward.

The startup is now three months behind schedule with no definitive dates yet on the calendar. No such dates can be scheduled until these RFIs are cleared up in full and the Electrical Contractor completes their remaining scope of work. To date, Provost & Pritchard has exhausted its budget by $1,836.08 to date (2/18). Provost & Pritchard is currently working on additional drawings and information that should allow the Electrical Contractor to proceed through the completion of the project and for a startup date to be committed to by the equipment manufacturer.

At this time, an additional Time and Materials budget is requested f or the budget shortfall and for anticipated additional coordination efforts to resolve the two RFIs which are believed to be the final RFIs for this project. There is uncertainty in the amount of work still to be done given the circumstances. The request is for additional compensation to account for the $3,026.48 shortfall and an additional $6,973.52 for a total proposed amendment of $10,000.

All additional budget shall be applied to Phase 03 for the Construction Phase. The phase scope of work will be largely unchanged as previously amended. Provost & Pritchard will only come to the site or participate in project related meetings when explicitly requested by the City of Bakersfield including any punchlist and startup meetings. Any unused portion of the additional budget will simply not be billed to the City.

SCHEDULE:

Scheduling is determined by the Contractor, and Provost & Pritchard will continue construction phase services through the completion of the startup of the new equipment.

PROFESSIONAL FEES
Provost & Pritchard Consulting Group will continue to perform services for this amendment on a time and materials basis, in accordance with the FY 2025 updated Provost & Pritchard Fee Schedule with this project being 2 years old and with the understanding that the previous “Library fee table” will no longer be in effect for this project. The following table presents the requested increase to the contract budget.

ASSUMPTIONS
Assumptions listed in the original agreement and executed amendments shall remain in full force as if stated here. Additional assumptions are stated in the above scope and as follows:
• No additional RFIs are anticipated at this time. Contractors have had plenty of time since early November to submit additional questions relevant to the completion of this project.

• No additional submittal reviews are anticipated as final submittals were reviewed in September.

TERMS AND CONDITIONS
The work described in this proposal would be performed as Contract Amendment No. 3 to our previously executed contract with the City of Bakersfield , dated February 2, 2022. All terms and conditions apply to this additional work. If this proposal is acceptable, please sign below and return a copy of this document to our office. with Overland, Pacific and Cutler (extend the term to December 31, 2027) to complete work needed for the Centennial Corridor (Ward 2)

RECOMMENDATION:

This is where you enter the recommendation

BACKGROUND:

In February 2014, the Federal Highway Administration (FHWA) and Caltrans approved $165,000,000 in federal funding for the early acquisition of right -of-way for the Centennial Corridor Project, pursuant to federal legislation known as the Moving Ahead for Progress in the 21st Century Act (MAP-21).

Because of the magnitude and the need for specialized expertise in the delivery of the right of way for this type of project, it was determined that retaining the services of a right of way consultant would be in the best interest of the Thomas Roads Improvement Program partner agencies and the project.

On March 5, 2014, the City entered into Agreement No. 14-026 with Overland Pacific and Cutler (OPC) to provide right of way services necessary for the Centennial Corridor Project. On March 2, 2016, Agreement No. 14-026 was amended to expand the scope of work to include demolition procurement and oversight, and additional right of way engineering services. The amount of compensation was increased for the additional work not included in the original Agreement. On March 29, 2017, Agreement No. 14-026 was amended a second time to reallocate the remaining monies within the existing budget to more accurately reflect the work necessary to complete the Project at no additional cost to the City. On April 11, 2018, Agreement No. 14-026 was amended for a third time to expand the services to include the relinquishment of Westside Parkway to Caltrans and to add additional compensation for the additional work. On February 8, 2023, the City entered Amendment No. 4 to extend the expiration of the contract to December 31, 2024.

Amendment No. 5 to Agreement No. 14 -026 will extend the expiration of the contract to December 31, 2027. The scope of work with OPC under Agreement No. 14-026 encompasses the consultant assisting the City with the disposal of excess lands and the relinquishment of the freeway, once complete, to Caltrans.

Construction of Centennial Corridor is substantially complete; however, the route adoption process and the disposal of the excess lands is not completed. Therefore, more time is needed to accomplish the tasks as defined in the agreement.

FISCAL IMPACT:

The funding for this agreement is previously allocated within the Centennial Corridor Project using State and Federal funding, therefore no impact to the City General Funds.

1. Final Contract Change Order No. 8 with Security Paving Company (increasing compensation by $5,900,000; revised not-to-exceed $17,258,846.53) for completion and close-out of the Manor Street Bridge Project

2. Appropriate $5,900,000 from the Transportation Development Fund (TDF) balance into the Public Works Department’s Capital Improvement Program

RECOMMENDATION:

Staff recommends approval of the change order and appropriation of funds.

BACKGROUND:

Item No. 1. On or about December 12, 2018, the City and Security Paving Company (“Security”) entered into Agreement No. 18 -211 for the construction the “Manor Street Bridge over Kern River” project (“Project”) which involved retrofitting and widening a public roadway and bridge. The original project scope and contract price was $9,344,533.70. Work on the Project was originally scheduled to commence on March 18, 2019.

Shortly after contract execution, City, through its Project Manager AECOM, and Security agreed t o suspend the commencement of work on the Project until approximately September 9, 2019 due to the presence of unanticipated and elevated water flow in the Kern River. The Project experienced a second delay between January - June 4, 2020 due to the discovery of a colony of nesting bats which required the construction of additional exclusionary measures. A total of 7 Contract Change Orders (CCOs) were executed and approved by the City Council between February 2020 and February 2023, which addressed various additional costs due to the project delays and work changes. However, CCOs 1 -5 expressly deferred consideration of additional time adjustments and impacts until completion of the work.

The Project was completed in April 2023. At that time, Security subm itted a cost estimate to resolve remaining cost of work changes and requested issuance of a final Change Order for additional compensation in the amount of $8,157,555.40. City and AECOM disputed Security’s claim(s) for additional time and compensation and began reviewing and negotiating the cost workups with Security to reach an agreement on sums due. Those efforts were unsuccessful and Security ultimately filed a lawsuit against the City in March 2024 (Kern County Superior Court Case No. BCV -24-101097). The City responded with a cross-complaint seeking liquidated damages for unauthorized project delays and breach of contract.

The City and Security participated in mediation February 10-11, 2025 and ultimately reached agreement on certain extra work to be paid as a lump sum price, including equipment and labor escalation and impacts not accounted for in prior CCOs, in the amount of $5.9 million. This proposed final CCO No. 8 is

a negotiated sum which will fully and finally close out all outstanding disputes, items and claims on the Project, and upon execution and payment will also result in both parties dismissing the pending lawsuits concerning the Project.

Item No. 2. An additional appropriation of $5.9 million will be needed to fully fund the project (which includes the final CCO No. 8).

FISCAL IMPACT:

Staff recommends the transfer of appropriation in the amount of $5.9 million from the TDF fund to the Public Works Department’s Capital Improvement Program to fund the change order. The ultimate funding that will cover the cost of the change order will be from Caltrans reimbursement, thus the TDF funds will be replenished after the Caltrans process is completed.

SUBJECT: Kern River Canal Backup Weir Reconstruction Project (Ward 3)

1. Contract Change Order No. 1 to Agreement No. 2024-297 with Nicholas Construction, Inc. ($190,000; revised not to exceed $5,499,010).

2. Appropriate $450,000 from the Agricultural Water Fund Balance to the Water Department’s Capital Improvement Program budget for the project.

RECOMMENDATION:

Staff recommends approval of the contract change order.

BACKGROUND:

The scope of work for this project in general consists of replacing the existing Kern River Canal Backup Weir just east of the Coffee Road bridge. The work includes demolition and removal of existing weir and adjacent retaining wall; removal of existing ru bble; and construction of a new reinforced concrete weir with wingwalls and abutment, and adjacent retaining wall.

Item 1:

Previous to construction activities beginning, the environmental team alerted City staff that the California Department of Fish and Wildlife (CDFW) would not allow City to proceed with construction without an authorized Swallow Exclusion Plan in place. The authorized plan by CDFW required the contractor to place 24" wide plywood sections , anchored in onto 2x4s along the 90-degree angle made between several locations: between the exterior girder and overhang; between the bent caps and the soffit; and between the abutment and the soffit. Additionally, it was required that a curtain-like material be placed on the ends and anchored to the top of the 24" plywood sections, in order to discourage swallow nesting. This exclusion plan was applied to both the northbound and southbound sections of the Coffee Road bridge .

The work shall be performed as extra work at force account not to exceed $190,000.

Original Contract Amount = $5,309,010
Total of Previous Change Orders = $0
Current Contract Change Order = $190,000
Amended Contract Amount After Change Orders = $5,499,010 Net Increase to Date = $190,000

Item 2:

An appropriation of $450,000 from the Agricultural Water Fund is requested in order to fund the contract change order, as well as provide for additional engineering services and construction management for the duration of the construction phase.

FISCAL IMPACT:

SUBJECT: Reject Bids – Annual Contract for Organic & Recyclable Material Hauling

Reject bid for an Annual Contract for Organic and Recyclable Material Hauling for the Solid Waste Division, Bid No. 23-24-28

RECOMMENDATION:

Staff recommend rejection of bid.

BACKGROUND:

Bids were solicited for an Annual Contract to haul organic and recyclable material from the City’s Organics Facility located at 2601 So. Mt. Vernon Ave and the City’s Material Recovery Facility located at 2260 So.

Union Ave, to various landfill locations for the Solid Waste Division. Two bids for were received in response to the solicitation.

The two bids received are as follows:

BIDDER AMOUNT RESPONSIVE (YES/NO)
K&I Services, Inc.

Bakersfield, CA $696,250
No – Bidder failed to submit the required bid security in the amount of ten (10%) percent of the amount bid. Per the bid specifications, terms, and conditions, the bid is considered non- responsive.

Olaguez, Inc.

Bakersfield, CA $778,750
No – Bidder failed to submit the required bid security in the amount of ten (10%) percent of the amount bid. Per the bid specifications, terms, and conditions, the bid is considered non- responsive.

After careful evaluation of both bid proposals, staff determined that neither bidder included the required bid security with their submission. The bid security serves as a financial guarantee from the bidder, ensuring that if they are awarded the contract, they will proceed with entering into the agreement and fulfilling its terms. According to the bid specifications, terms, and conditions, the bid security must be at least 10% of the total bid amount, paid by the contractor to the City. Failure to provide this security means the bid cannot be considered. As a result, City staff will initiate a re-bid process for these services.

SUBJECT: Pioneer Canal Headgate Replacement Project (Ward 4)

1. Accept bid and approve contract with Nicholas Construction, Inc. ($2,301,594).

2. Appropriate $1,200,000 from the Agricultural Water Fund Balance to the Water Department’s Capital Improvement Program budget for the project.

RECOMMENDATION:

Staff recommends acceptance of low bid and approval of contract.

BACKGROUND:

On October 3, 2023, Meyer Civil Engineering, Inc. conducted a forensic investigation of the existing Pioneer Canal Headgate to determine the most effective approach for restoring it to reliable operation.

The Pioneer Canal Headgate was damaged over several previous high flow water years and was no longer operating efficiently. The study identified three options: 1) Rebuild with concrete walls ; 2) Rebuild with steel bay frames; 3) Reconstruct the headgate with radial gates, allowing sediment to pass downstre am instead of accumulating at the structure. After evaluating these options, City selected the third option— full reconstruction with motor controlled radial gates—to improve operational efficiency and long -term performance.

The scope of work for this project in general consists of replacing the existing Pioneer Canal Headgate on the north side of the Kern River about 900 feet northeast of the Stockdale Highway Kern River bridge. The work will include demolition and removal of the existing headgate, adjacent retaining wall, and associated rip rap; construction of a new headgate equipped with two motor-controlled radial gates and a weir board bay; installation of wingwalls, abutments, and an adjacent retaining wall; canal improvements, including side slope stabilization with riprap and invert reinforcement with soil-cement.

Item 1:

The Engineer’s Estimate for this construction contract was $ 1,898,687. On February 6th, 2025, six bids were received. The acceptable bids were as follows:

3005 James Road
Bakersfield, CA 93308
in the amount of $5,139,195.00

City staff recommends award of the contract to Nicholas Construction , Inc. for a compensation amount of $2,301,594.00 based on their proposal being the most favorable to the City.

Item 2:

The project budget was initially established using budgetary estimates from Fiscal Year 2022-23; at that time the construction phase was projected to cost $1,281,094. The bids received as well as the engineer’s estimate exceeded budgeted funds. Appropriation of $1,200,000 from the Agricultural Water Fund is being requested in order to fully fund the construction contract, as well as provide for engineering services, construction management, and inspection services during the construction phase.

SUBJECT: 2025 SLESF Growth Funds Appropriation.

Appropriate $601,059.08 State Grant Revenues to the Police Operating Budget within the Supplemental Law Enforcement Services Fund.

RECOMMENDATION:

Staff Recommends approval of this appropriation.

BACKGROUND:

Since the passage of the Citizen’s Option for Public Safety in 1996 -97, the Bakersfield Police Department (BPD) has received an annual allocation from the State’s Supplemental Law Enforcement Servic es Fund (SLESF). The program was designed to provide State funds to local law enforcement agencies for the purpose of addressing current front line law enforcement needs. Pursuant to state law, monies allocated from a SLESF to a recipient entity shall be e xpended exclusively to provide front line law enforcement services. These monies shall supplement existing services and shall not be used to supplant ay existing funding for law enforcement services provided by that entity.

FISCAL IMPACT:

Each year’s SLESF allocation is distributed monthly over a 12 -month period, then appropriated into the following year’s Department Operating Budget. The estimated FY2023-2024 SLESF allocation of $634,943 was appropriated by the City Council into the Police Operating Budget within the SLESF fund for FY2023- 24, as part of the annual budget adoption. Since the adoption of the budget, the BPD continued to receive monthly SLESF distributions from the State Department of Finance from the FY2023-24 allocation totaling $601,059.08. The cumulative total of funds received from the FY 202 3-24 State SLESF allocation is $1,236,002.08. Therefore, additional monies are used to augment the amount of funds already budgeted for police activities throughout the city. No General Fund impact.

DATE: February 20, 2025
SUBJECT: Amendment 2 to Agreement No. 18-008 with Data Ticket,

(to incorporate additional Security and Permissible Use Provisions) for electronic processing of parking fines

RECOMMENDATION:

Staff recommends approval this amendment.

BACKGROUND: On January 10, 2018, the city entered into Agreement No. 18 -008 with Data Ticket, Inc. for the electronic processing of parking fines, including bail and forfeitures related to citations for illegal parking under California law. The agreement includes various services, such as:
 Online access to California DMV records and nationwide out-of-state DMV information.  Holds and releases for parking citations.
 Daily and delinquent collections.
 Adjudication scheduling and services.
 Integration with the Franchise Tax Board for collections through the Interagency Intercept Program.
 Third-party collection services.

On November 7, 2018, the agreement was amended to ensure compliance with Assembly Bill AB 503, which modified California Vehicle Code 40220. This amendment required the city to provide payment plan options for individuals with unpaid parking citations who could demonstrate proof of indigency.

The parties now desire to enter into amendment 2 to Agree ment No. 18 -008 to incorporate additional Security and Permissible Use Provisions as required by the Department of Motor Vehicles.

The amendment does not change the scope of work, cost, or term of the existing agreement but ensures the City remains in compliance with state-mandated security requirements.

FISCAL IMPACT:

Funding for this agreement is within the Police Departments budget , therefore no additional funding is requested and no further impact to the City General Fund.
