Electronic Record and Signature Disclosure
ELECTRONIC RECORD AND SIGNATURE DISCLOSURE
From time to time, City of Bakersfield (we, us or Company) may be required by law to provide to you certain written notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures electronically through the DocuSign system.
Please read the information below carefully and thoroughly, and if you can access this information electronically to your satisfaction and agree to this Electronic Record and Signature Disclosure (ERSD), please confirm your agreement by selecting the check-box next to ‘I agree to use electronic records and signatures’ before clicking ‘CONTINUE’ within the DocuSign system.
Getting paper copies
At any time, you may request from us a paper copy of any record provided or made available electronically to you by us. You will have the ability to download and print documents we send to you through the DocuSign system during and immediately after the signing session and, if you elect to create a DocuSign account, you may access the documents for a limited period of time (usually 30 days) after such documents are first sent to you. After such time, if you wish for us to send you paper copies of any such documents from our office to you, you will be charged a $0.00 per-page fee. You may request delivery of such paper copies from us by following the procedure described below.
Withdrawing your consent
If you decide to receive notices and disclosures from us electronically, you may at any time change your mind and tell us that thereafter you want to receive required notices and disclosures only in paper format. How you must inform us of your decision to receive future notices and disclosure in paper format and withdraw your consent to receive notices and disclosures electronically is described below.
Consequences of changing your mind
If you elect to receive required notices and disclosures only in paper format, it will slow the speed at which we can complete certain steps in transactions with you and delivering services to you because we will need first to send the required notices or disclosures to you in paper format, and then wait until we receive back from you your acknowledgment of your receipt of such paper notices or disclosures. Further, you will no longer be able to use the DocuSign system to receive required notices and consents electronically from us or to sign electronically documents from us.
All notices and disclosures will be sent to you electronically Electronic Record and Signature Disclosure created on: 6/28/2022 10:51:05 AM Parties agreed to: Natalie Elizalde
Unless you tell us otherwise in accordance with the procedures described herein, we will provide electronically to you through the DocuSign system all required notices, disclosures, authorizations, acknowledgements, and other documents that are required to be provided or made available to you during the course of our relationship with you. To reduce the chance of you inadvertently not receiving any notice or disclosure, we prefer to provide all of the required notices and disclosures to you by the same method and to the same address that you have given us. Thus, you can receive all the disclosures and notices electronically or in paper format through the paper mail delivery system. If you do not agree with this process, please let us know as described below. Please also see the paragraph immediately above that describes the consequences of your electing not to receive delivery of the notices and disclosures electronically from us.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 9, 2026
SUBJECT: Amendment No. 3 to Agreement No. 2021-129 with Group Delta Consultants, Inc. (extend term one year to June 30, 2027; expand scope of work to include Fiscal Year 2026-2027) for On-Call Asbestos Surveying Services for Capital Improvements Program projects.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
On June 16, 2021 Council awarded an agreement to Group Delta Consultants, Inc. to provide on-call asbestos surveying services to expedite delivery of the capital improvement program (CIP). Certain projects undertaken as part of the City's CIP require asbestos survey services. In these cases, asbestos and other hazardous materials in structures are evaluated so that proper mitigation and disposal methods can be performed. Utilization of these services commonly occurs on projects where demolition of existing structures is required and for the remodeling of certain City facilities. An on-call agreement for these services enables staff to efficiently schedule and complete this work in a timely manner.
Amendment No. 1 was executed on June 26, 2024, which extended the term to June 30, 2025, to allow the consultant to continue to provide on-call asbestos services for CIP projects.
Amendment No. 2 was executed on June 25, 2025, which extended the term to June 30, 2026, to allow the consultant to continue to provide on-call asbestos services for CIP projects.
This agreement will expire on June 30, 2026. However, the Consultant is working on various projects that will not be completed by that expiration date. In order to allow the Consultant time to complete previously assigned projects, Amendment No. 3 extends the term of the agreement by one year, to June 30, 2027.
This amendment provides for an expansion in the scope of work to include CIP projects in FY 2026-2027; however, there will be no increase in compensation. The total not-to-exceed compensation amount for this agreement will remain at the same level as identified in the original agreement, which was set at a not-to-exceed amount of $100,000.
Staff will issue a new Request for Qualifications in Spring 2027 to develop a new on-call asbestos surveying services agreement. This amendment will serve as a bridge until a new agreement is approved.
FISCAL IMPACT:
There is no City General Fund impact associated with this amendment only an extension of time to agreement. The consultant will be paid out of each CIP project it is assigned. The CIP projects will be approved by City Council through the budget process.
COUNCIL GOAL:
Reliable Infrastructure

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 18, 2026
SUBJECT: Amendment No. 3 to Agreement No. 2012-128 with Quad Knopf, Inc. (dba QK, Inc.). (extend term one year to June 30, 2027; expand scope of work to include Fiscal Year 2026-2027 for On-Call Environmental Services for Non-Federally funded Capital Improvement Program projects.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
On June 16, 2021 Council awarded an agreement to Quad Knopf, Inc. (dba QK, Inc.) to provide on-call environmental services to expedite delivery of the capital improvement program (CIP). Environmental services are often necessary for CIP projects. Examples of these services include: performing biological reconnaissance surveys to comply with the Metropolitan Bakersfield Habitat Conservation Program, kit fox & bird protection training presentations, coordination with wildlife agencies, and other various consultant services related to environmental services. An on-call agreement for environmental services will enable staff to efficiently schedule and monitor these issues as they arise.
Amendment No. 1 was executed on June 26, 2024, which extended the term to June 30, 2025, to allow the consultant to continue to provide on-call environmental services for CIP projects.
Amendment No. 2 was executed on June 25, 2025, which extended the term to June 30, 2026, to allow the consultant to continue to provide on-call environmental services for CIP Project.
The total not-to-exceed compensation amount for this agreement will remain at the same level as identified in the original agreement, which was set at a not-to-exceed amount of $250,000.
Staff will issue a new Request for Qualifications in Spring 2027 to develop a new on-call environmental services agreement. This amendment will serve as a bridge until a new agreement is approved.
FISCAL IMPACT:
There is no City General Fund impact associated with this amendment as it only extends the time for which the on-call consultant can provide the services. The consultant will be paid out of each CIP project it is assigned. The CIP projects will be approved by City Council through the budget process.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 5, 2026
SUBJECT: Amendment No. 3 to Agreement No. 2023-186 with Parsons Transportation Group (extend term to June 30, 2028) to provide Engineering Services for the Bridge Repair and Rehabilitation Program.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
On August 9, 2023, the City of Bakersfield executed Agreement No. 2023-186 with Parsons Transportation Group, Inc. to develop a Capital Improvement Program to assess and address maintenance, rehabilitation, and repair of the City’s bridge inventory, which includes 122 bridges over the Kern River, various canals, roadways, and railways. Parsons performed field inspections of these bridges and prepared a bridge inventory matrix, prioritizing maintenance and repair needs.
On September 25, 2025, the City of Bakersfield amended Agreement No. 2023-186 with Parsons Transportation Group, Inc. to provide construction documents and construction support for the replacement of the bridge at Alta Vista Drive over the East Side Canal. The City inspected the box culvert in summer 2023 and the footing under the middle span had failed and separated from the stem. A subsequent inspection in January 2023 found that the canal was full of water and the footing failure was not visible, however there were also other signs of disrepair of the bridge which was built in 1947. Based on the condition of the bridge it was recommended to prepare a design for replacement.
On August 27, 2025, the City of Bakersfield amended Agreement No. 2023-186 with Parsons Transportation Group, Inc.to provide construction documents and construction support for the Panorama Drive/Manor Street Separation, the Rosedale Highway Bridge over the Kern River, and the Pioneer Inlet Bike Path Bridge Slope Paving Replacement, additional bridge inspection and review, and a grant application for additional federal funding from the USDOT.
The agreement is set to expire on June 30, 2026. In an effort to continue the program and identify additional CIP projects, Staff recommends amending the agreement to extend the term two years.
FISCAL IMPACT:
This project is funded through the Utility Surcharge Fund. The amendment only extends the term of the agreement. There is no fiscal impact.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 18, 2026
SUBJECT: Amendments for Design Consultant Agreements for On-Call Civil Engineering and Surveying Services:
(extend term one year to June 30, 2027; no additional compensation, no expansion of scope of work) for Non-Federally funded Capital Improvement Program projects during Fiscal Years 2021-22, 2022-23 and 2023-24.
1. Amendment No. 3 to Agreement No. 2021-130 with AECOM Technical Services, Inc.
2. Amendment No. 3 to Agreement No. 2021-131 with Meyer Civil Engineering, Inc.
3. Amendment No. 4 to Agreement No. 2021-132 with Provost & Pritchard Consulting Group..
RECOMMENDATION:
Staff recommends approval of the amendments.
BACKGROUND:
On June 16, 2021 Council awarded agreements to AECOM Technical Services, Inc. (AECOM), Meyer Civil Engineering, Inc. and Ruettgers & Schuler Civil Engineers (R&S) (which was bought out by Provost & Pritchard Consulting Group) to provide on-call civil engineering and survey services to expedite delivery of the capital improvement program (CIP). The civil engineering firms were selected through a qualification-based selection process based on their statement of qualifications submittals.
Amendment No. 1 was executed on June 26, 2024, for all three agreements (2021-130, 2021-131 and 2021-132) which extended the term to June 30, 2025, to allow the consultants to continue to provide on call civil engineering and surveying services for CIP projects.
Amendment No. 2, specifically for Agreement No. 2021-132 was executed on February 12, 2025, to reflect the assignment of all rights and obligations of the design consultant from Ruettgers & Schuler Civil Engineers to Provost & Pritchard Consulting Group.
Amendment No. 2 (Agreements 2021-130 and 2021-131) and Amendment No. 3 (Agreement 2021-132) was executed on June 25, 2025, which extended the term to June 30, 2026, to allow the consultants to continue to provide on call civil engineering and surveying services for CIP projects.
These three agreements will expire on June 30, 2026. However, each of the Consultants are working on various projects that will not be completed by that expiration date. To allow each Consultant time to complete previously assigned projects, Amendment No. 3 (Agreements 2021-130 and 2021-131) and Amendment No. 4 (Agreement 2021-132) extends the term of each agreement by one year, to June 30, 2027. There will be no expansion in scope, nor an increase in compensation, and City staff will not assign any new projects to any of the Consultants under these agreements. Total not-to-exceed compensation amount for each agreement will remain at the same level as identified in the original agreements for the three consultants, which was set at a not-to-exceed amount of $500,000 for each consultant.
FISCAL IMPACT:
There are no General Fund impacts associated with these amendments. The projects have already been assigned to each respective consultant, and these amendments allow the consultants to finish their assigned projects, all of these projects are funded with other funds besides the general fund. No new projects will be assigned under this amendment.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 7, 2026
SUBJECT: Pavement Rehabilitation 2025-2026 SB1: Hageman Road from Old Farm Road to Calloway Drive; Coffee Road to Knudsen Drive
1. Accept bid and approve contract with Griffith Company ($7,532,735.00) for said project;
2. Appropriate $4,400,000 from the Senate Bill 1 (SB-1) fund balance into the Public Works Department’s Capital Improvements Program within the SB-1 fund for said project;
3. Authorize staff to approve, as necessary, up to $375,000 in City-controlled contingency for unforeseen conditions encountered during construction of project. (Ward 4)
RECOMMENDATION:
Staff recommends acceptance of low bid, approval of contract, approval of appropriation, and approval of City-controlled contingency.
BACKGROUND:
The work performed consists, in general, of pavement rehabilitation along Hageman Road from Old Farm Road to Calloway Drive; and Coffee Road to Knudsen Drive. Work shall include pavement reconstruction of the existing roadway. Other items include roadway excavation and cold plane of the existing asphalt concrete, construction of new pavement using Hot Mix Asphalt (HMA) and Rubberized Hot Mix Asphalt (RHMA), installation of thermoplastic and green methyl methacrylate striping and markings, bike lanes, access ramps to meet current ADA standards, adjustment of manholes, monument encasements, and modification of existing median noses.
This project was reviewed and designed at the highest level of consistency with the City’s Complete Streets Policy.
Item No. 1. The Engineer’s Estimate for this project was $7,570,000.00. The project is entirely funded through Senate Bill 1 (SB-1).
On June 4, 2026, the City received five (5) bids for this project. All five bids were deemed acceptable.
Those acceptable bids are as follows:
Griffith Company
1128 Carrier Parkway Avenue
Bakersfield, CA 93308
in the amount of $7,532,735.00
Cen-Cal Construction
31207 Denbeste Court
Shafter, CA 93263
in the amount of $7,654,320.40
Bowman Asphalt Inc.
3333 Gibson Street
Bakersfield, CA 93308 in the amount of $8,535,301.00
Granite Construction Company
3005 James Road
Bakersfield, CA 93308
in the amount of $8,804,974.00
C. A. Rasmussen, Inc.
28548 Livingston Avenue
Valencia, CA 91355
in the amount of $9,988,109.20
Staff recommends acceptance of the bids and approval of the construction contract to the lowest responsive and responsible bidder, Griffith Company.
Item No. 2. This appropriation is necessary to fully fund the project. Currently, there isn’t sufficient funds available to award the contract; therefore, an additional appropriation is necessary in order to fully fund the project which would cover the contract award amount and other items such as construction engineering and inspection costs, and city-controlled contingencies. The appropriation would come from the Senate Bill 1 (SB-1) fund balance.
Item No. 3. Bakersfield Municipal Code section 3.20.105(E) authorizes Public Works Contract Amendments to be executed via Change Order, provided that Change Orders which exceed $25,000 must be approved by the City Council. Staff is requesting pre-approval of up to $375,000 for City-controlled contingency for unforeseen conditions encountered during construction of this project, to be executed via authorized Change Order(s). Any costs which exceed the City Council approved contingency, cumulative or otherwise, would require action and approval from the City Council. This City-controlled contingency will save staff time by not having to prepare multiple Council reports for individual routine change orders throughout the project, should they arise. All remaining contingency funds not used will be returned to the fund balance at the end of the project.
FISCAL IMPACT:
There is $3,909,000 budgeted funds available in Project Number 26PWDE06. An additional appropriation in the amount of $4,400,000 is necessary to fully fund the project, which would cover the contract award amount, construction engineering and inspections costs, and city controlled contingency amount. The funding for this project is available from the Senate Bill 1 (SB-1) funds; therefore, there is no General Fund impact associated with this contract award.

FROM: Zachary Meyer, Public Works Director
DATE: June 24, 2026
SUBJECT: Appropriate $1,791,526.06 Kern County Illegal Dumping Fund to the Public Works Solid Waste Division’s operating budget
within the Refuse Enterprise Fund to fund the illegal dumping program.
RECOMMENDATION:
Staff recommends approval of the appropriation.
BACKGROUND:
On February 8, 2022, the City of Bakersfield entered into Agreement No. 070-2022 with the County of Kern, to provide illegal dumping services within City limits. County Ordinance G-009 was enacted in May of 2021 and provides for a portion of the Land Use Fees to be used expressly for illegal dumping resources. Funding for this project is outlined in Agreement No. 070-2022; the County will provide an allocation each fiscal year for illegal dumping education, eradication, and enforcement.
Illegal dumping funds are utilized to support various illegal dumping activities that are one-time purchases and ongoing expenses. One-time purchasesinclude downtown bin enclosures, Big Belly solar-compacting trash receptacles, bear-box trash receptacles, illegal dumping mobile and stationery cameras, and other supplies.
Ongoing annual costs reflect staple components of the illegal dumping program. These components include Clean City Initiative (CCI) cleaning crews, a portion of the illegal dumping enforcement officer salary, program vehicle operation and maintenance, staff time for bulky-item pop-up events, emergency on-call bulky-item clean ups, and Great American Clean-up supplies and advertisement.
In 2026, City was awarded $1,791,526.06 and is requesting allocation of those funds to the Public Works Department's Refuse Enterprise Fund to continue to support the illegal dumping program.
FISCAL IMPACT:
These funds are provided by the County of Kern to be utilized for illegal dumping programs and therefore, there is no impact to the General Fund.

DATE: June 8, 2026
SUBJECT: Appropriate $2,200,000 Equipment Fund Balance to the Public Works Department’s operating budget within the Equipment Management Fund
RECOMMENDATION:
Staff recommend approval of the appropriation.
BACKGROUND:
An appropriation of $2,200,000 is needed to cover increases in several expenditure line items incurred for the City’s Fleet expenses for the current Fiscal Year (FY). The budget shortfall can be attributed to several factors including increased costs for repair and maintenance, parts, and fuel. As the Fleet Division continues to address the budget shortfall, additional funding is necessary to maintain the quality and impact of our services. Despite efforts to operate within our current budget, the need for additional resources has become essential to support operational objectives through fiscal year-end. $1,000,000 – Repair & Maintenance and Outside Services: Staffing levels, vacancies, and high turnover continue to affect the Fleet Division's capacity to perform repairs internally, resulting in a greater reliance to utilize outsourced support to meet operational demands. As the Fleet Division fills remaining mechanic vacancies, outsourced repair and maintenance may decrease slightly. Therefore, there are some offsetting costs between personnel and operations. $1,200,000 – Fuel and Equipment Parts: An unexpected increase in fuel costs has led to a shortfall for the FY 2025-26 budget and additional funds are needed in the fuel line item to cover the gap. Fleet continues to see impacts on the cost of parts and materials due to supply chain issues and a very competitive industry.
FISCAL IMPACT:
The equipment fund balance has sufficient funding to cover this appropriation.

FROM: Randy McKeegan, Finance Director
DATE: June 12, 2026
SUBJECT: Appropriate $1,687,000 Pension Rate Stabilization Contribution to Section 115 Trust [Document Description]
RECOMMENDATION:
Staff recommends the approval of the appropriation for the required trust contribution.
BACKGROUND:
In March 2022, the City Council established a supplemental Section 115 Trust under the Pension Rate Stabilization Program administered by Public Agency Retirement Services (PARS). This trust was created as an additional subaccount associated with the City’s Other Post-Employment Benefits (OPEB) Trust, which was initially established in 2007 to help fund the retiree medical benefit program offered to employees.
In October 2022, the City Council approved Resolution No. 172-2022, establishing a City Reserve Policy that provides guidelines for funding the three reserve accounts: Rainy Day, Facility Replacement, and Pension Rate Stabilization. The policy includes a specific requirement to contribute the savings generated from the annual advance payment of the CalPERS Unfunded Accrued Liability (UAL).
The current actuarial reports indicate that the advance payment made in July 2025 generated more than $1.6 million in interest savings. Because this amount was not included in the initial Fiscal Year 2025–26 budget, an appropriation of $1,687,000 is required in accordance with the Reserve Policy. The appropriation will be allocated among City funds based on the pension cost allocation between the proprietary funds and the General Fund. The required amounts will be drawn from the available fund balance within each respective fund. There is sufficient fund balance in each fund for this appropriation.
It should be noted that the reserve policy also designates policies for other contributions to both the Rainy Day and Pension Stabilization reserves based on available funds. Due to lack of General Fund (inclusive of PSVS), fund balance surplus, additional contributions cannot be made. Per the attached reserve policy staff will develop a plan to meet the required reserves in subsequent years when funds are available.
FISCAL IMPACT:
Use of available fund balance totaling $1,687,000, including $1.5 million from the General Fund.

CITY RESERVE POLICY
POLICY STATEMENT AND PURPOSE
A key attribute of a financially stable organization is adequate reserves which are established to provide protection from risk. The City of Bakersfield faces risks from revenue shortfalls during recessions, losses from unexpected emergencies, like natural disasters or catastrophic events caused by humans, excessive unfunded liabilities related to pension obligations, or legal judgements against the organization. Reserves can help ensure that the City can respond quickly and decisively to extreme events and also support vital public services during revenue declines. A reserve policy describes how much the City desires to retain in reserve and also describes acceptable uses of reserves. This City Reserve Policy serves as a framework to use City resources prudently and has been established in conjunction with Council approved Resolutions 212-14 (“Fund Balance Policy”) and 091-19 (“Cash Reserve and Facility Replacement Reserve Plan”) along with discussions with Councilmembers at the Budget & Finance Committee meetings.
THE CITY OF BAKERSFIELD’S RESERVES
The City of Bakersfield will establish three (3) designated reserve accounts. These include the Rainy-Day/Cash Basis Reserve, Pension Rates Stabilization Reserve, and the Facility Replacement Reserve.
• Rainy-Day Reserve - The amount of money held in this reserve will be a stated percent of budgeted operating expenses which is viewed as a reliable indicator of its ongoing needs. This is so that the City of Bakersfield reserve stays consistent with the size of the budget over time. At a minimum, the reserve will be equal to at least
16.7% of expenses which would be equal to approximately two months of operations. This reserve amount is based on industry best practice estimates from the Government Finance Officers Association.
• Pension Rate Stabilization Reserve - The City of Bakersfield’s goal is to achieve a 100% funded status of its pension obligation though positive investment strategies by CalPERS and contributing 100% of the Actuarial Determined Contribution (ADC) each year. In addition, to meet this 100% funding status and accelerate the paydown of the Unfunded Accrued Liability (UAL), the City contributes additional amounts annually to the IRS §115 pension prefunding trust. This fund serves as a contingency to buffer against future pension cost volatility. At a minimum, the City shall budget and contribute:
a. The interest savings associated with paying the UAL contribution upfront
EXHIBIT A
S:\Accounting\RANDY\Admin\Admin Issues\City Reserves\GF Reserve Policy 2022 DRAFT.docx 2 b. 25% of annual surplus in the General Fund
c. Escalating annual dollar contributions as recommended by the Finance Director and ratified by City Council based upon funded status and annual plan experience
The City will review significant events impacting the funding progress each year recommending course corrections to the City Council as necessary. If the combined funded status between assets with CalPERS and assets in the City’s trust exceeds 100%, the City will draw down the trust balance to satisfy the minimum required employer contribution (ADC). If operational needs of the City require it, the City may pause annual contributions to the trust by a majority vote of City Council.
Annually, the Finance Director shall identify and evaluate fiscally prudent opportunities to reduce future pension costs and level-off future pension peaks after considering liquidity and budgetary needs. Recommended actions, if any, will be presented to Council for authorization.
• Facility Replacement Reserve – The City will maintain a reserve for capital assets and facility replacement. These reserves will be utilized to cover portions of major capital asset purchases or replacement such as buildings and equipment. The reserve could also be utilized to make improvements or emergency repairs on City infrastructure or other facilities. The current expected Facility Replacement Reserve balance is established at $10 Million. That reserve balance can be adjusted with Council authorization. Budgetary action to reach and maintain that established funding level will be made annually during budget preparations. Recommendations for use of these reserves should be made during the annual budget review and adoption process unless they are needed for an emergency repair or an unforeseen capital asset replacement.
The City’s long-range forecasting model will be used to track estimated growth of the annual budget and the related contribution requirements to stay within the established range of reserves. If the City’s budget analysis and forecasting shows operational shortfalls, contributions to any reserve may be deferred with City Council approval until economic conditions improve.
If the minimum reserve balance for each account is not met during the forecast period, the Finance Director and/or Budget Officer will develop a plan to bring the reserve balances to the desired amount. This plan will be offered to the City Council’s Budget and Finance Committee for consideration.
Acceptable Uses of Reserves
• Rainy day reserves are meant to address unexpected, nonrecurring costs. Reserves should not be used for recurring annual operating costs. An exception is poor economic conditions or events that disrupt the City of Bakersfield’s revenues. In such cases, reserves may be used to provide short-term relief so that the City can restructure its operations in an orderly manner. Any use of these funds should be recommended by the City Manager and/or Finance Director and approved by the City Council.
• The Pension Rate Stabilization Reserve has Federal limitations on how those funds placed in a §115 Trust can be used. The City may only utilize the trust to satisfy the minimum required employer contribution to CalPERS in the event of significant budgetary distress or to provide additional contributions directly to the pension plan.
S:\Accounting\RANDY\Admin\Admin Issues\City Reserves\GF Reserve Policy 2022 DRAFT.docx 3 Any action should be recommended by the City Manager and/or Finance Director and approved by the City Council.
• Facility replacement reserves are defined as funds available for major facility needs identified during the budget review or in an emergency based on the City Manager and/or Finance Director and approved by the City Council.
Replenishment of Reserves
If the City of Bakersfield uses its reserves and those reserves are below the allowed maximum, then the Finance Director and/or Budget Officer will propose a plan for the replacement of the reserves. The City Council will review and approve the plan. The City will try to replace the reserves within the minimum amount of time that is practical.
Governance and Transparency
The Finance Director shall report to the City Council annually during the budget development process or other open meeting:
a. The funded status of Council defined reserves
b. Significant events that have impacted the funding of those reserves c. Major events that occurred that will likely impact the future funded status of those reserves

FROM: Virginia Gennaro, City Attorney
DATE: June 10, 2026
SUBJECT: Appropriate $450,000 Fund Balance to the City Attorney’s Office operating budget within the General Fund
RECOMMENDATION:
Staff recommends approval of the Appropriation
BACKGROUND:
An appropriation of $450,000 is needed to cover increases in expenditure line items incurred for legal expenses in the current fiscal year. As explained by the City Attorney during her May 4, 2026, budget presentation to City Council, the City is engaged in over 190 active litigation cases, the most ever. The budget shortfall is due to the substantial rise in litigation cases filed against the City and the reduction to our operating budget requested by the budget team.
In the past, vacancies have been able to cover the shortfall; however, when the salary of the Assistant City Attorney was reduced to zero (to demonstrate that such position would not be filled under the current City Attorney) combined with the reduction to our operating budget, this was inevitable.
Unfortunately, it is expected that we will also be in a shortfall for fiscal years 2026/2027 and beyond as there are 22 cases set for trial for the remainder of 2026, and 33 trials set for 2027.

DATE: June 9, 2026
SUBJECT: Authorize the Finance Director to write off accounts receivable in various funds totaling $167,018.84 and forward non-bankrupt accounts to a collection agency for additional collection efforts.
RECOMMENDATION:
Staff recommends approval.
BACKGROUND:
The staff has exhausted all possible means at its disposal to collect these past due accounts. Generally, individuals cannot be located, or bankruptcies are involved, and further collection efforts would result in excessive cost. Accounts not involving bankruptcy will be forwarded to a collection agency (Collection Bureau of America) for further action. Historically 5-7% of City accounts forwarded to a collection agency are eventually recovered.
Account detail is attached. The amount recommended is made up of the following account categories:
Commercial Sewer Service & Solid Waste (Refuse) $1,054.50 Police $45,659.47
Fire & Fire Safety $116,828.41
Other $3,476.46
TOTAL $167,018.84
Total billing for the fiscal year ending 06/30/2026 is roughly $111 million. The recommended write-off amount is approximately 0.002% of total billing. The City determines its acceptable write-off benchmark using historical data, which generally falls below 0.002% of total billing. Bankruptcy proceedings and Judgements make up 1% ($1,054.50) of the write off amount. In the bankruptcy cases, claims have been filed with the court where applicable. Once bankruptcy is filed, the debtor is protected by the court, and we are prohibited by law from further collection efforts.
The collection process for invoiced accounts begins after an invoice is unpaid for 30 days with a computer generated past due notice which continues every 30 days. Additionally, past due letters are sent, and phone contact is initiated at 90 days delinquent. Larger balances are given priority attention.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Miscellaneous TO: Honorable Mayor and City Council
FROM: Brent Stratton, Chief of Police
DATE: June 10, 2026
SUBJECT: Increase in Compensation for Agreement No. 2022-019 with DP CAL Corporate Plaza, LP. to correct a miscalculation in total compensation as outlined in Amendment No. 2 to Agreement No. 2022-019 ($550,000; revised not to exceed amount of $3,974,389.24).
RECOMMENDATION:
Staff recommends approval of the increase in compensation BACKGROUND: The City of Bakersfield was in need of spacing for members of the Bakersfield Police Department to fulfill the provisions of the Public Safety and Vital Services Measure, passed by voters on November 6, 2018, which prioritized increasing police staffing to improve police response times, reduce crime and increase neighborhood police patrols.
On January 19, 2022, City and DP Cal Corporate Plaza LP (DP Cal) entered into lease Agreement No. 2022- 019 in the amount of $1,542,674.76 and a term date to expire on January 31, 2025, for 39,087 rentable square feet of offices for the Bakersfield Police Department (BPD) staff.
On February 14, 2024, the City entered into Amendment 1 to Agreement NO. 2022-019 to extend the lease term by two years for a new term date to expire on January 31, 2027, and to lease an additional 1,993 square feet of rentable office space to accommodate the City Manager’s Office (CMO) staff that works closely with the BPD on the Community Vitality Program. The additional space and extended term required an increase in compensation by $1,881,714.48, for a revised total not to exceed $3,424,389.24.
After the execution of Amendment 1 to Agreement No. 2022-019, the parties recognized an inadvertent error in omitting reference to Fiscal Year 2024-25 in section 6 of the amendment. On May 8, 2024, the City entered into Amendment No. 2 to Agreement No. 2022-019 with DP Cal to correct the error.
After further review of the agreement, it has been determined that the total compensation amount requested under the initial lease was miscalculated (i.e., the increases approved by Amendment No. 1 were correct, but were added to an incorrect total compensation amount), and therefore additional compensation is needed to cover the lease payments through lease term expiration on January 31, 2027.
This approval is necessary to cover the shortfall caused by the original miscalculation.
The BPD is requesting an increase of $550,000 for a new not to exceed amount of $3,974,389.24.
FISCAL IMPACT:
The result and the need for this next amendment is and after further review of the agreement, it has been determined that the total compensation amount requested under the initial lease was miscalculated (i.e., the increases approved by Amendment No. 1 were correct, but were added to an incorrect total compensation amount), and therefore additional compensation is needed to cover the lease payments through lease term expiration on January 31, 2027. This approval is necessary to cover the shortfall caused by the original miscalculation. The Police Department is requesting an increase of $550,000 for a new not to exceed amount of $3,974,389.24.

MEETING DATE: June 24, 2026 AGENDA CATEGORY: Public Safety Vital Services Measure TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic and Community Development Director DATE: June 24, 2026
SUBJECT: Agreement with Mercy House ($7,929,751.90) for Brundage Lane Navigation Center Operations (Ward 1)
RECOMMENDATION:
Staff recommends approval of the agreement.
BACKGROUND:
On May 6, 2020, the City Council approved Agreement No. 2020-061 with Mercy House Living Centers to establish and operate the Brundage Lane Navigation Center (BLNC) at 1900 East Brundage Lane. The facility opened with a capacity of 150 beds and was designed to provide a comprehensive shelter and navigation program for individuals experiencing homelessness.
In 2023, recognizing the growing need for emergency shelter and supportive services within the community, the BLNC expanded with the addition of 119 beds and again in 2024 with the addition of 50 beds, bringing the facility's current capacity to 319 beds.
The 319-bed navigation center is uniquely designed to accommodate individuals, couples, pets, and personal belongings, reducing barriers that often prevent people experiencing homelessness from seeking shelter and assistance. The facility provides a safe, secure, and supportive environment where participants can access a broad range of services tailored to their individual needs.
Services provided at the BLNC include, but are not limited to:
24-hour facility operations and management;
Routine facility maintenance and janitorial services; Daily meal service;
Laundry facilities and hygiene support;
Transportation assistance;
Coordination with community and agency referral partners; Comprehensive case management;
Housing navigation and placement services;
Employment readiness and job training programs;
Veteran-specific services and benefits assistance;
Animal care services for participants with pets;
On-site and off-site security services;
Access to on-site medical services;
Access to on-site mental health and behavioral health services; and A dedicated respite care area that provides short-term recuperative support for participants recovering from illness, injury, hospitalization, or other health-related conditions while they stabilize and continue working toward housing goals.
Medical and behavioral health services are provided in partnership with the County of Kern Behavioral Health Department and the Kern Medical Hospital Authority, ensuring participants have access to critical healthcare resources that support both immediate needs and long-term housing stability.
For almost six years, the BLNC has served as a critical component of the City's homelessness response system. During that time, the facility has helped more than 617 individuals successfully transition from homelessness to housing, averaging more than 100 housing placements annually. These outcomes reflect the effectiveness of the BLNC's housing-focused model and its commitment to helping participants achieve long-term stability and self-sufficiency.
The BLNC has become a nationally recognized model for a navigation shelter with housing-focused services, demonstrating the City's commitment to addressing homelessness through compassionate, effective, and results-driven programming. Continued operation of the facility is essential to maintaining shelter capacity, delivering comprehensive supportive services, and advancing housing outcomes for Bakersfield residents experiencing homelessness.
To continue providing the high level of care, shelter, and supportive services that have defined the success of the BLNC, staff recommends approval of the agreement between Mercy House Living Centers and the City of Bakersfield in the amount of $7,929,751.90.
FISCAL IMPACT:
The use of Public Safety and Vital Services funding was proposed in the FY 2026-27 budget.

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - PSVS TO: Honorable Mayor and City Council
FROM: Gary Hallen, Assistant City Manager
DATE: April 22, 2026
SUBJECT: Agreement with ResearchFDI, Inc. (not to exceed $205,000) for attracting and recruiting new business to the City of Bakersfield (All Wards).
RECOMMENDATION:
Staff recommends approval of the Agreement.
BACKGROUND:
The Economic Development Strategic Plan (EDSP), adopted by Council on September 15, 2021, outlined a strategic framework to guide the City of Bakersfield’s economic development efforts, including a focus on business attraction, job creation, and targeted industry growth.
On October 3, 2025, the Economic and Community Development (ECD) staff issued a Request for Proposals (RFP) seeking qualified professionals to secure marketing, consulting, and recruitment services targeting commercial and industrial companies for the City of Bakersfield. This effort is intended to strengthen the City’s ability to proactively compete for new business investment in an increasingly competitive economic development landscape. While the City maintains internal economic development capabilities, additional specialized expertise is needed to expand outreach, enhance datadriven targeting of key industries, and increase the volume and quality of prospective business leads.
The City received seven proposals, which were evaluated based on qualifications and experience, understanding of the City’s economic development goals, proposed methodology, project approach, timeline, and cost. Following a comprehensive review process, ResearchFDI, Inc., was identified as the most qualified and aligned firm to provide these services.
ResearchFDI, Inc. specializes in data-driven economic development strategies, including business recruitment, industry targeting, site selection analysis, and lead generation. The firm will support the City’s efforts to attract new business and industrial investment, enhance competitiveness, and expand Bakersfield’s economic base. In addition, ResearchFDI will deliver key tools and resources to support these efforts, including a targeted Strategic Action Plan, investor messaging and attraction playbook, and a pipeline of qualified business prospects. This will also include direct outreach and facilitation of meetings with prospective companies, as well as training opportunities for City staff through in-person workshops and access to the ResearchFDI Academy to strengthen long-term internal capacity.
FISCAL IMPACT:
The contracted services provide was allocated in the FY 2025-26 budget to further activities identified in the Economic Development Strategic Plan. Entering into the contract with the vendor will augment the work of Economic Development due to limited staff that have skills and abilities in this area of expertise.
COUNCIL GOAL:
Economic Opportunity for All
Community Character & Quality of Life
Innovative and Efficient City Government

ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - PSVS TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: June 17, 2026
SUBJECT: Amendment No. 1 to Agreement 2025-136 with Baker Tilly Advisory Group, LP (extend term one year) for professional consulting services such as risk assessments, audits, and policy and procedure development
RECOMMENDATION:
Staff recommends approval of agreement.
BACKGROUND:
In July 2021, the City of Bakersfield engaged Moss Adams LLP to conduct an independent enterprise risk assessment (“risk assessment”) and internal control review to analyze the City’s overarching areas of risk.
Moss Adams LLP evaluated 19 categories of risk and business processes within each category, that collectively comprise operations across the organization.
On Monday, February 28, 2022, the City of Bakersfield issued a request for proposal (RFP) for organizational audit and optimization services. These services include the development of an Internal Audit and Optimization Plan that would implement improvements recommended by the risk assessment and identify changes needed for the City to optimize services related to the recommendations. The City received proposals from two firms and moved forward with a contract with Moss Adams LLP. Moss Adams LLP best met the needs of the City to provide multidisciplinary internal audit and optimization services.
In May 2022, the City entered into a three-year agreement with Moss Adams LLP (2022-087) with the option to renew for two consecutive, one-year terms. Since 2022, Moss Adams LLP has provided the city with several projects and deliverables such as: a Technology Services Department Assessment; Capital Planning and Best Practice Review; the development of policies and procedures for Economic & Community Development and Technology Services; a Space Needs Assessment; a Grants Management Performance Assessment; and several others.
In June 2025, Moss Adams LLP notified the City that effective June 3, 2025, Moss Adams LLP entered into an equity purchase agreement under which Moss Adams LLP combined with Baker Tilly Advisory Group, LP (Baker Tilly). ADMINISTRATIVE REPORT
MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - PSVS TO: Honorable Mayor and City Council
FROM: Brent Stratton, Chief of Police
DATE: June 5, 2026
SUBJECT: Amendment No. 2 to Agreement No. 2024-299 with Axon Enterprise, Inc. ($672,678.28; not to exceed $3,653,697.35) for a body worn camera system for the Bakersfield Police Department.
RECOMMENDATION:
Staff recommends approval of amendment.
BACKGROUND: The Bakersfield Police Department (BPD) has been using body worn cameras supplied by AXON Enterprise, Inc. since 2019. The body worn cameras offer many benefits including officer accountability, increased transparency, and can even help deter crime. The body worn camera system has proven to be a vital resource for law enforcement.
Due to the benefits of the body worn cameras the BPD conducted thorough research into the subject including literature review, consulted various vendors and completed a one-year pilot program with four (4) different vendors.
After the pilot program was completed, a Request for Proposal was launched where four (4) bids were received. After review of the four (4) bids, Axon Enterprise, Inc. was selected as the best option for the BPD body worn camera system. The BPD and Axon Enterprise, Inc. entered into Agreement No. 19-179 for a body worn camera system.
On November 6, 2024, the BPD and Axon entered into Agreement No. 2024-299 in the amount of $4,128,036.81 and a term date of December 31, 2029, to cover all fees for hardware, software, annual licensing, warranties, training, and accessories, and other related services of the body worn camera system implementation.
On June 11, 2026, the BPD and Axon entered into Amendment 1 to Agreement No. 2024-299 to increase compensation by $198,338.82 for new not to exceed amount of $4,326,375.63 to add in additional storage, licenses and interview room services.
The BPD and Axon now desire to amend Agreement No. 2024-299 for a second time to reduce body worn cameras counts, add in redaction and fleet services. The reduction in cameras will result in a decrease in the total compensation of $672,678.28 for a new not to exceed amount of $3,653,697.35.
FISCAL IMPACT:
The department allocated funds within it’s Fiscal year 2026-27 budget for this purchase of these items and services.
