SUMMARY:
The purpose of this staff report is to consider and approve the Memorandum of Understanding (MOU) between the City of Baldwin Park and Operator Managed Career Solutions (MCS) for East San Gabriel Valley America’s Job Center of California to continue the NextGen Youth Workforce Program (NextGen) effective July 1, 2025 through June 30, 2030. The program is intended to provide Baldwin Park youth with paid employment opportunities. It will be implemented in coordination and in partnership with the Baldwin Park Unified School District.
RECOMMENDED ACTION:
It is recommended that the City Council
1. Approve Resolution No. 2025-029, authorizing the City to enter into a Memorandum of Understanding (MOU) with Operator Managed Career Solutions (MCS) for East San Gabriel Valley America’s Job Center of California for the continued provision of workforce development services, effective July 1, 2025, through June 30, 2030; and
2. Authorize the Mayor to execute the MOU; and
3. Authorize the CEO to make adjustments as may be necessary to carry out the direction of the City Council; and

FISCAL IMPACT:
There is no General Fund fiscal impact with the approval of this MOU. Program funding will be provided in part by MCS through their portfolio of resources. The City will contribute its share using ARPA funds for 2025 and through December 31, 2026. Should additional funding be needed and beyond that period, staff will actively pursue alternative funding sources to sustain and expand the Program’s impact.

At their November 6, 2024 City Council meeting, City Council extend the term of the MOU to coincide with the ARPA deadline for utilization of funds of
December 31, 2026.
DISCUSSION:
The Los Angeles County Department of Economic Opportunity (DEO) recently conducted a competitive Request for Services process, resulting in the selection of Operator Managed Career Solutions (MCS) for East San Gabriel Valley America’s Job Center of California as the new service provider. As a result, Goodwill of Southern California is no longer contracted by the County to provide these services. Consequently, the City is required to establish a contract with MCS to ensure program continuity and compliance with County directives. It is important to note that the proposed agreement with MCS remains the same as the one previously approved by the City.
However, due to the requirements tied to the City’s funding source, formal City Council review and re-approval of the agreement is necessary. This action ensures full compliance with regulatory and fiscal guidelines and allows the City to continue delivering services without interruption. Moreover, this formal approval reflects the City’s commitment to transparency, accountability, and responsible management of public resources.
The NextGen Program is designed to create meaningful employment opportunities for local youth by offering constructive, skill-building experiences during the summer break. The program not only empowers young people through workforce engagement but also helps local employers meet their staffing needs. Targeting youth between the ages of 14 and 24, NextGen provides a valuable pathway for personal growth, career exploration, and community connection.
Through its comprehensive, year-round initiatives supported by diverse funding sources, the Program has successfully onboarded more than 477 participants over the past four years. As the region’s primary workforce services provider, the program has played a pivotal role in creating paid opportunities for local youth, offering up to 120 hours of employment, 20 of which were allocated to essential job readiness training. This summer alone, 72 high school students were placed across various City departments, with several participants continuing their employment through the program for the remainder of the year.
The MOU facilitates data sharing and establishes roles and responsibilities, including once again establishing the city as a job site for the program.
Goals for the fourth and fifth years include the following:
• Focus on high school students as a starting point.
• Hold a city-wide job fair in May.
• Expand employment opportunities beyond the city.
• Expand efforts to reach the 18–24-year-old youths not in school. • Expand placement in all City departments.
• Enlist a partnership with Kaiser Permanente.
• Promote the placement of a limited number of students for year-round employment. • Incorporate the Big Brother Big Sister of LA Program into NextGen, if feasible.
MCS will continue to act as the Program Administrator and employer of record for all the youth hiring related to the NextGen Program. As the employer of record MCS will provide participating youth with their pay and provide all appropriate insurance. The city will provide its share of funding from ARPA for the years 2025 and possibly into 2026, through December 31, 2026. Should additional resources be required beyond that date, staff will pursue alternative funding sources to sustain and expand the Program’s impact.
