STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Maria Moreno, Director of Recreation and Community Services
DATE: February 18, 2026
SUBJECT: Nomination to Rename Roadside Park as Adelina Gregory Macias Park
SUMMARY:
The purpose of this staff report is to consider the request to rename Roadside Park to Adelina Gregory Macias Park, in accordance with the City-Wide Naming Policy.
RECOMMENDED ACTION:
Staff recommends that City Council consider the nomination to rename Roadside Park to Adelina Gregory Macias Park or provide alternative direction.
FISCAL IMPACT:
There is no fiscal impact to the General Fund at this time.
BACKGROUND:
Roadside Park is a 0.80-acre property, split into two parcels, located adjacent to the Interstate-10 Freeway and the Kaiser Permanente Medical Center, at the southeast corner of Leorita Street and Dalewood Street within the City.
At the City Council meeting held on April 5, 2023, the Council approved the Relinquishment Agreement and adopted a Resolution, thereby authorizing the transfer of ownership of the parcels from Caltrans to the City.
DISCUSSION:
At the request of Councilmember Emmanuel J. Estrada, a nomination was submitted to rename Roadside Park in honor of Adelina Gregory Macias. Adelina Gregory Macias was a pioneering civic leader whose dedication and vision helped shape public services, transportation infrastructure, and leadership opportunities in Baldwin Park and the surrounding region. She first entered public office in 1964 and went on to earn re-election in 1968 and 1972, reflecting the community’s strong confidence in her leadership. Throughout her career, she served as Vice Mayor and, in 1971, achieved a historic milestone by becoming Baldwin Park’s first woman Mayor. In this role, she broke barriers for women in local government and set a precedent for future generations of civic leaders. Her contributions to the City’s development, governance, and public service continue to resonate, making her an enduring figure in the history of Baldwin Park. Renaming Roadside Park in her honor acknowledges her remarkable achievements and lasting legacy, ensuring that her dedication and leadership continue to inspire current and future residents.
Presented before you is the nomination for City Council to consider the naming of the park to rename Roadside Park to Adelina Gregory Macias Park pursuant to the City-Wide Naming Policy.
ALTERNATIVES:
The alternative is not to consider the nomination to rename Roadside Park.
CEQA REVIEW:
These actions are exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 2100, et seq., “CEQA”) and CEQA regulations (14 California Code of Regulations §§ 15000, et seq.)
LEGAL REVIEW:
This report does not require legal review.

Facility and Street Naming
CITY OF BALDWIN PARK
CITY-WIDE NAMING POLICY
PURPOSE: To establish uniform procedures for the naming or renaming of City Facilities and Streets to enhance the sense of honor and legacy in the City of Baldwin Park.
GENERAL POLICY
The following guidelines have been established to provide for a consistent procedure in the naming or renaming of City Facilities/Streets.
PROVISIONS
A. General Guidelines
1. The City Council shall have the final authority to name and rename all City Facilities/Streets.
2. The City Council shall have the final authority to designate the CEO or an appointee to create a committee for review and commemoration of Facilities/Street names and commemorative plaques and monuments.
3. Under extraordinary circumstances, the City Council may, with a majority vote of City Councilmembers, revoke the current name of any Facility/Street.
4. It is the intent of this policy to prohibit the changing of street names that have existing homes or businesses using the street name in their address, except under extraordinary circumstances with a majority vote of City Councilmembers.
5. No Facility/Street shall be named after a current seated elected or appointed official, until one year has passed, after the completion of term.
6. No Facility/Street/Monuments shall be named more than once after an individual or organization.
B. Qualifications for Naming of City Facilities
1. Qualifying criteria include the following:
a. City controlled Facilities may be named or renamed after any group, individual, or family, living or deceased that has made significant and substantial contributions of a service, cultural or historic nature to the City of Baldwin Park, as determined by the City Council’s designated public input process. Said contributions do not have to be financial in nature; they may include extensive service and / or support the City organization of the community in general.
b. The area in which the honoree made the most contribution should be considered when determining which Facility will be named after that person or group. That is, when possible, there should be a correlation between the service provided by the honoree and the Facility.
Facility and Street Naming
c. No Facility shall be named or renamed after a deceased individual until at least one (1) year has passed. This qualification is appropriate to establish a waiting period to ensure that an individual’s accomplishments and contributions will stand the test of time; and that decisions shall not be made on an emotional basis immediately following a person’s death.
d. When determining whether to rename a Facility, the party making the determination shall consider all factors he / she / they deem relevant, including whether some or all of the following accurately describe the person or organization for whom the Facility is proposed to be renamed:
i. The person or organization made lasting and significant* contributions to the protection of natural or cultural resources of the City of Baldwin Park; or
ii. The person or organization made substantial* contributions to the betterment of a specific Facility /Street consistent with the established standards for the Facility/Street; or
iii. The person or organization made substantial* contributions to the advancement of recreational opportunities with the City of Baldwin Park; or
iv. The person or organization was associated with an economic development or redevelopment activity; or
v. The person or organization had a positive impact on the lives of Baldwin Park’s residents; or
vi. The person or organization volunteered for ten (10) or more years of service to the community; or
vii. Upon the naming or renaming of a Facility, the name shall not be used for any other dedication or renaming.
viii. The City Council, in its sole and unlimited discretion, may remove or change the name of any Facility at any time, unless contractually obligated otherwise.
*Additional information as to how / why the contribution of the individual or organization was significant or substantial may be required.
C. Naming Criteria
1. Streets
a. Names for streets shall be unique and distinct. Similar sounding or duplicate street names shall not be considered
Facility and Street Naming
b. Street names shall be selected to either recognize natural features related to the Baldwin Park community or to recognize a person or organization that have made a lasting and significant contribution to the betterment of the City of Baldwin Park.
c. Names with the same theme are suggested for naming streets in an entire subdivision, as a means of general identification.
d. Discriminatory or derogatory names shall not be allowed.
e. For the purposes of this policy, the changing of street names that have existing homes or businesses using the street name in their address shall not be allowed, except under extraordinary circumstances with a majority vote of City Councilmembers.
2. City Facilities
a. For purposes of this Subsection C.2, City facilities refer to parks, buildings, or recreational facilities.
b. For new City facilities, the naming process shall begin as early in the project as possible.
c. City facility names shall be selected to either recognize natural features related to the Baldwin Park community or to recognize a person or organization that made a lasting and significant contribution to the betterment of the City of Baldwin Park.
d. Areas within City facilities that may be named separately from the main building include points of entry; rooms / patios within a City building; facility features (such as a column or fountain); walkways; trails, recreational facilities (such as group picnic areas, sports fields, water features, or park monuments); drive- ways; or other related items.

STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Daniel Padilla, Director of Public Works
PREPARED BY: Christian L. Bettenhausen, City Attorney
DATE: February 18, 2026
SUBJECT: Joint Use Agreement with Baldwin Park Unified School District for Zocalo Park
SUMMARY:
Construction of Zocalo Park has been completed and is being used by the community. A small triangle-shaped parcel owned by the Baldwin Park Unified School District (“District”) is within the Zocalo Park area boundary.
The parties desire for the City to have operation and control over the District’s property.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Approve and Authorize the Mayor to enter into the Joint Use Agreement of Zocalo Park with Baldwin Park Unified School District; and
2. Find that the Joint Use Agreement is Exempt from the California Environmental Quality Act.
FISCAL IMPACT:
There is no fiscal impact associated with this item as the City currently maintains the entirety of Zocalo Park, including the School District property.
BACKGROUND:
The District is the owner of a triangle-shaped parcel (“District Parcel”) that the parties seek to incorporate into Zocalo Park. The District Parcel is shown as Exhibit “A” on the attached Joint Use Agreement. The District Parcel was originally to be used as park and open space. At one point in time, the parcel was used as street right of way and maintained by the City. The Zocalo Park project has returned the District Parcel to its original use. The development of Zocalo Park included the District Parcel.
DISCUSSION:
The City has long been responsible for the management of the District Parcel. Zocalo Park has been a great benefit to the community, providing much-needed recreational space for the residents of the City and the District, and the District desires to allow the City to continue to use the District Parcel as part of the Park. The attached Joint Use Agreement sets forth the terms and conditions for the continued use, operation and maintenance of the District Parcel and the remainder of Zocalo Park (hereinafter collectively “Park”).
The term for the Joint Use is for an initial five (5) years with automatic renewals unless a party gives one (1) year prior written notice of non-renewal. The City shall be responsible for the day-to-day management, maintenance and operation of the Park, including scheduling of events and activities. The District will have use of the Park for educational, recreational and other school-related purposes, subject to prior coordination with the City. The City will continue to maintain insurance on the Park. The City will indemnify the District for the City’s use of the
District Parcel.
ALTERNATIVES:
Not enter into the Joint Use Agreement. However, that would mean the District Parcel would need to be removed or separated from Zocalo Park.
CEQA REVIEW:
These actions are exempt from California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and the CEQA Guidelines (14 California Code of Regulations §§ 15000, et seq.) under CEQA Guidelines § 15061(b)(3) in that it can be seen with certainty that the entering into the Joint Use Agreement for the continued operation and maintenance of Zocalo Park will not have an effect on the environment. Further, this action is exempt under CEQA Guidelines § 15301, Existing Facilities, in that it consists of the use of an existing facility, Zocalo Park.
LEGAL REVIEW:
This report has been reviewed and approved by the City Attorney as to legal form and content.

ITEM NO: 8.
STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
Daniel Padilla, Director of Public Works
PREPARED BY: Suen Fei Lau
DATE: February 18, 2026
SUBJECT: Authorize City CEO, prior to the funding deadline on March 31, 2026, to Use any Remaining RMC Grant funds toward
the construction of Ana Montenegro park, and further
authorizing the City CEO to Execute any Contracts for that purpose.
SUMMARY:
It is the intent of this item that the City Council authorize the City CEO to use the balance of RMC grant funds (approximately $550,000) prior to the funding deadline, and to approve all applicable contracts related to the construction of Ana Montenegro Park without the need to come back to the City Council for each individual contract. All contracts will adhere to the City's Purchasing Policy. The City Engineer is functioning as the general contractor, and will hire subcontractors and vendors to construct specific portions of the project and/or supply equipment needed for the project in an effort to meet the grant funding deadline. The City started this effort by competitively bidding, through the informal process, the construction of block walls for the project. The wall construction contract was awarded by the City Council at its meeting on February 4, 2026.
With the remaining RMC grant funds, the City intends to install/construct water meters, a sewer lateral, grading, playground equipment, irrigation equipment, surveillance camera equipment, electrical equipment, miscellaneous equipment purchases, pay for Native American ground disturbance monitoring, start SoCal Edison work, and potentially other activities that will advance the construction of Ana Montenegro Park.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Authorize the City CEO to proceed with the bidding, approval and execution of contracts with various vendors and contractors, prior to the March 31, 2026 funding deadline, to advance the construction of Ana Montengro Park, without the future need for further City Council Approval due to the RMC grant funding deadlines; and
2. Authorize the Director of Finance to make appropriations and budget adjustments to cover the awarded contract amount plus the contingency within the approved grant amount, and set up necessary account numbers.
FISCAL IMPACT:
There is no impact on the General Fund. The project will utilize the grant from the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. Any additional funding required beyond the grant amount will be brought back to the City Council for review and approval.
BACKGROUND:
In late 2022, the City acquired the 8,342-square-foot parcel for the purpose of building a mini-park and addressing
issues of equity and environmental justice in the northern quadrant of the City. The park was named after former Baldwin Park City Treasurer Ana Montenegro, one of the first Latinas elected to public office in California and a dedicated local teacher. The total estimated cost for the entire park is approximately $4.5 million. In December of 2022, the City received a grant from the San Gabriel & Lower Los Angeles Rivers and Mountains Conservancy in the amount of $761,672, which grant is set to sunset on March 31, 2026.
DISCUSSION:
It is the intent of this item that the City Council authorize the City CEO to use the balance of RMC grant funds (approximately $550,000) prior to the funding deadline on March 31, 2026, in order to further the progress of the Ana Montenegro Park as much as possible using those available funds. This will include authorizing the City CEO, up through March 31, 2026, to bid and award projects which further the construction of Ana Montenegro Park using the remaining RMC funds, and further authorizing the CEO to sign the resulting contracts without the need to come back to the City Council for separate approval. All contracts will be required to adhere to the City's purchasing policy, including applicable competitive bidding requirements.
The City intends to utilize the RMC grant funds to install/construct block walls, water meters, a sewer lateral, grading, playground equipment, irrigation equipment, surveillance camera equipment, electrical equipment, miscellaneous equipment purchases, pay for Native American ground disturbance monitoring, start SoCal Edison work, and potentially other activities that will further the construction of Ana Montenegro Park.
While the park plans are not 100% complete, the City feels that the RMC grant funds can be used to start some preliminary work on the water meters, sanitary sewer pipelines, block walls, and potentially other preliminary projects. The Park construction documents are expected to be bid this Summer 2026 when the landscape design consultant finishes the project.
ALTERNATIVES:
1. Provide Staff with alternate direction.
CEQA REVIEW:
The Project is being implemented by the City to address the City’s environmental efforts and expand recreational facilities. This Project aims to install three bio-infiltration systems that have the ability to capture the first 85th percentile stormwater volume produced on the site and infiltrate flows into the ground within 72 hours. The City is committed to maximizing community benefits through the Project. Amenities are expected to include a pre- Columbian and Spanish-designed playground, shade structure, shade sails, benches, a drinking fountain, native landscaping, a restroom facility, walkways, solar lighting, and perimeter fences, walls, and gates. The park will also include approximately five new large shade trees. The conceptual Site Plan is included as Attachment 6.
The Project goals are summarized as follows:
• Increase recreational park space
• Maximize community benefits
• Minimize disruption to residents and local businesses • Incorporate community-based input
Pursuant to the California Environmental Quality Act (CEQA), the City of Baldwin Park (“City”) prepared a Draft Initial Study/Mitigated Negative Declaration (IS/MND) to identify potential site-specific environmental constraints associated with the Baldwin Park Ana Montenegro Park Project (Project) (APN 8536-016-902). The
Draft Initial Study determined that the project could result in potentially significant impacts to the following environmental topics: biological resources, cultural resources, energy, geology/soils, noise, and tribal cultural resources. Since all potentially significant impacts could be fully mitigated, the project qualifies for a Mitigated Native Declaration (MND) and therefore would not require the preparation of an Environmental Impact Report (EIR) pursuant to CEQA.
On August 20, 2025, the city released for public review the Draft IS/MND for the project pursuant to Section 15105 of the State CEQA Guidelines. The public review and comment period for the Draft IS/MND began on August 21, 2025 and closed on September 20, 2025. The Draft IS/MND for the project was recorded with the Office of Planning and Research, and the Los Angeles County Recorder’s office, circulated to interested parties, and posted on the City’s website. As required by CEQA, a Notice of Completion form along with copies of the Draft IS/MND were sent to the State Clearinghouse soliciting review and comment on the report by the relevant State agencies. The State Clearinghouse subsequently assigned the following State Clearinghouse Number for the Draft IS/MND: 2025080925. It should be noted that the site plan included with the published IS/MND has been revised with minor edits and the current version of the site plan is attached as Attachment 6 to the October 15, 2025 staff report presented to the City Council.
The CEQA Appendix G Environmental (Initial Study) Checklist is included in Section 3. The checklist identifies potential environmental impacts by section and provides a brief discussion of each impact resulting from project implementation, with responses supported by sufficient data and analysis. During the public review period, comments were received from:
• Hereditary Chief Andrew Salas, Gabrieleño Band of Mission Indians - Kizh Nation • Patricia Horseley, Environmental Planner, Los Angeles County Sanitation District
A Final IS/MND was prepared prior to the decision for this project being made by the City Council and this document formally addressed the comments from Hereditary Chief Andrew Salas, Gabrieleño Band of Mission Indians - Kizh Nation and Patricia Horseley, Environmental Planner, Los Angeles County Sanitation District.
Mitigation measures have been included with the Draft IS/MND that grants the Gabrieleño Band of Mission Indians - Kizh Nation paid monitoring during grading for the project. In response to the comment from the Los Angeles County Sanitation District, a condition of approval was included for this project to require payment of a connection fee to the Sanitation District to offset the impact of this project on the regional sewer system. An Environmental Impact Report (EIR) pursuant to CEQA is not required for the proposed project. The Final IS/MND did not describe the project as having any new or substantially more severe impacts than those identified and analyzed in the Draft IS/MND. Therefore, in accordance with State CEQA Guidelines Section 15073.5, recirculation of a Draft IS/MND was not required.
The Final IS/MND is an informational document that (1) was considered by the City’s decisionmakers prior to approving the project, and (2) was required to reflect the Lead Agency’s independent judgment and analysis (CEQA Guidelines, Section 15090). The City adopted the IS/MND and approve the MMRP on October 15, 2025.
A copy of the Notice of Determination was filed by the County Clerk was sent to the State Clearinghouse.

PREPARED BY: Ryan Mulligan, Housing Manager
DATE: February 18, 2026
SUBJECT: Approve Interagency Agreement between the Housing Authority of the City of Baldwin Park (HACBP) and the Los Angeles County Development Authority (LACDA) for
Project-Based Voucher Program at Motel 6 (Project
Homekey Baldwin Park)
SUMMARY:
The purpose of this staff report is to request that the Housing Authority Board approve the Interagency Agreement between the Housing Authority of the City of Baldwin Park (HACBP) and the Los Angeles County Development Authority (LACDA) to administer Project-Based Vouchers (PBVs) for the Project Homekey, located at 14510 Garvey Avenue (Motel 6 site). This agreement ensures that PBVs will be allocated to provide rental assistance for homeless individuals and families, with priority consideration for Baldwin Park residents and participants in the City’s Tiny Homes transitional housing programs.
RECOMMENDED ACTION:
It is recommended that the Housing Authority Board:
1. Approve the Interagency Agreement between HACBP and LACDA for administration of PBVs at the Motel 6 Project Homekey site; and
2. Authorize the Executive Director of HACBP to execute the Agreement and any necessary documents associated with the PBV program; and
3. Direct staff to coordinate with LACDA and A Community of Friends (ACOF) to ensure compliance with HUD regulations and fair housing requirements.
FISCAL IMPACT:
There is no fiscal impact to the City’s General Fund. The PBV program is funded through the U.S. Department of Housing and Urban Development (HUD). No compensation is exchanged between HACBP and LACDA under this Agreement. This project and program will be fully funded by the State and Federal funding sources and will be administered by the County.
BACKGROUND:
HACBP desires to enter into an Interagency Agreement with LACDA for them to administer PBVs for the Motel 6 Project Homekey site (Project). Project Homekey initiative cannot proceed with funding through LACDA, as LACDA is prohibited from operating within Baldwin Park’s jurisdiction without this Agreement. The Interagency Agreement authorizes LACDA to manage PBV contract administration duties within HACBP’s jurisdiction. The Project will provide 35 PBVs for permanent supportive housing, prioritizing Baldwin Park residents and individuals transitioning from Tiny Homes programs, consistent with Coordinated Entry System (CES) policies and federal eligibility requirements.
The Interagency Agreement outlines responsibilities, indemnification provisions, and termination clauses. It remains in effect until the expiration of the PBV Housing Assistance Payment (HAP) Contract, including any extensions.
DISCUSSION:
The Interagency Agreement represents a collaborative effort to address homelessness and expand access to permanent supportive housing. By leveraging PBVs through LACDA, the City can ensure that vulnerable populations receive stable housing opportunities.
Strong efforts were made during negotiations to include language that prioritizes Baldwin Park residents and participants in the City’s Tiny Homes transitional housing programs. This prioritization is explicitly stated in the Agreement and aligns with the City’s commitment to addressing homelessness locally while complying with federal regulations and fair housing standards.
This partnership also supports the City’s broader housing strategy and complements existing programs such as Tiny Homes and other supportive housing initiatives. By approving this Agreement, the City reinforces its role in advocating for local residents and ensuring equitable access to housing resources.
ALTERNATIVES:
The Housing Authority Board may choose to reject the Interagency Agreement and direct staff to explore alternate solutions for providing housing assistance to homeless individuals and families. If the Board declines approval, it would delay implementation of PBVs at the Motel 6 site, impacting housing availability for homeless individuals and families within the City.
Alternate solutions may include identifying other funding sources, partnering with different agencies, or implementing local programs to address housing needs.
CEQA REVIEW:
The proposal does not qualify as a Project under CEQA; therefore, no review is necessary.
LEGAL REVIEW:
This report has been reviewed and approved by the City Attorney as to legal form and content.
