Citywide Tree Maintenance Services _ Addendum No. 1
9. Will a designated 24-hour hotline number be a requirement or can a contractor give 5 numbers of people who will be on call?
Answer: The contractor must provide 24-hour emergency contact capability. As stated in the Scope of Work, contractors may provide either a 24-hour emergency phone number or the names and contact information of at least five (5) individuals available for emergency response.
10. Will proof of 500-gallon watering truck be needed prior to bidding project?
Answer: No. Proof is not required at the time of bid submission unless specifically requested by the City. However, the successful contractor must demonstrate the ability to provide the required equipment and services identified in the Scope of Work.
11. Will proof of compliance with Assembly Bill 939 be required?
Answer: Contractors shall comply with all applicable laws and reporting requirements. The successful contractor may be required to provide documentation, reports, or records demonstrating diversion and recycling activities associated with green waste generated under the contract.
12. How will the city verify certifications?
Answer: The City will use all available tools to verify certifications as we see fit.
13. There is a line item for Fumigation Services. This would fall under structural pest control and not under Arborists services. Is this required for this bid?
Answer: The reference to foliar and pesticide treatments is intended to address tree health and urban forestry management needs that may arise during the contract term. The City will remove the line item for fumigation services in the Exhibit C. The City acknowledges that this service is not typically used for tree health. Contractors are only expected to perform services for which they are properly licensed and qualified. If specialized pest control services requiring separate licensing become necessary, the City reserves the right to procure those services separately or approve an appropriately licensed subcontractor. Please see attached updated Exhibit C.
14. Will payment and performance bonds be required from the awarded contractor, if so, will the City accept annual renewable bonds?
Answer: No.
15. Will the City allow for CPI increases/annual wage increases for initial term or is will this be fixed price for the 6-year term?
Answer: Pursuant to Section II, Paragraph E (Cost Adjustment) of the Scope of Work, pricing shall remain fixed during the first year of the contract. Thereafter, the City will provide a fixed two percent (2%) annual price escalation for each subsequent fiscal year through the term of the contract. No additional CPI-based or wage-based adjustments will be approved.
Citywide Tree Maintenance Services _ Addendum No. 1
16. Who is the current contractor?
Answer: The City's current tree maintenance contractor is West Coast Arborists (WCA).
17. What was the last contract value?
Answer: The value of the current or most recent contract for FY25-26 is $225,000.000.
18. Will a C – 31 license be required to bid this job?
Answer: No. A C-31 Construction Zone Traffic Control Contractor license is not specifically required by the RFP. However, the successful contractor must possess all licenses, certifications, registrations, and qualifications necessary to perform the services described in the Scope of Work and comply with all applicable federal, state, and local regulations.
19. Is there a tree inventory or boundary maps available? Answer: The City maintains an existing tree inventory database and geographic boundary information through current GIS system offered by current contractor. Information regarding the inventory and any available mapping resources will be provided to the selected contractor upon award.
20. Is there a list of trees by species?
Answer: Yes. The City maintains a tree inventory database that includes species information and other tree attributes. This inventory will be made available to the selected contractor for contract implementation and service delivery. Updates and maintenance of the inventory are included as part of the Scope of Work requirements. We will include a list of tree species with quantities in the addendum and title it as “Exhibit D”. See attached Exhibit D.
21. Will the City take the woodchips?
Answer: No. Contractor should plan to dispose green waste to an official green waste facility.
22. Is there storage available for the contractor’s vehicles? Answer: No dedicated storage or staging yard will be provided by the City for contractor vehicles, equipment, or materials. The Contractor shall be responsible for securing all necessary staging, storage, and equipment yard facilities required to perform the work under this contract.
23. There are two-line items related to palm pruning: one included in the Base Cost Proposal and another listed under Specialty Services, priced separately for date palms and all other palm species. Please clarify which line item will be used for billing palm pruning services.
Answer: The palm pruning line item included in the Base Cost Proposal shall be used for routine palm pruning performed as part of the City's scheduled palm maintenance program (grid

trim – every two (2) years for palm trees). The Specialty Services line items for date palms and other palm species shall be utilized for non-routine work, additional services, emergency work, or palm pruning activities outside of the regular maintenance cycle, as authorized by the City (Service request). The City reserves the right to determine the appropriate billing category based on the scope of work requested.
24. Are contractors authorized to trim or remove trees they determine necessary? Answer: No. Tree trimming, pruning, removal, planting, and other maintenance activities shall be performed only when authorized by the City. Contractors are encouraged to notify the City of hazardous conditions, maintenance needs, or recommended removals identified during the course of their work; however, all work shall be performed only upon City authorization unless immediate action is required to address an emergency condition that poses an imminent threat to public safety.
25. Will there be a public bid opening at the time of bid submission? Answer: No, this is not a public works construction contract. The proposals will be opened and evaluated by City staff as outlined in the RFP. Cost or Price is only one of the evaluation criteria, and the City is not required to award to lowest cost proposal.
Evaluation Process:
A three (3) member evaluation panel will review and score each proposal based on the criteria outlined in this RFP. Final scoring will be determined in accordance with the City’s established procurement procedures and as outlined in the RFP documents.
26. What is the estimated annual budget?
Answer: The City has not established a guaranteed annual expenditure under this contract. All work will be performed on an as-needed basis and will be subject to available funding and annual budget appropriations approved by the City Council.
For reference, the current annual contract amount for Fiscal Year 2025/26 is $225,000.00.
Historically, the City’s tree trimming cycle has averaged approximately four (4) to five (5) years.
It is the City’s intent, subject to funding availability and operational needs, to increase service frequency by transitioning to a maintenance cycle of approximately every two (2) years for palm trees and every three (3) years for all other tree species. This adjustment is intended to improve overall urban forest health, reduce reactive maintenance, and enhance public safety and service levels.
Are bidders allowed to include pricing for additional services that are not listed in the RFP?
Citywide Tree Maintenance Services _ Addendum No. 1
Answer: Yes. Bidders may submit information regarding additional services and associated pricing However, only the pricing and services specifically requested in the RFP will be used for proposal evaluation purposes
27. Will there be a site provided for parking of vehicles & equipment and/or staging of materials?
Answer: No. Please refer to question & answer #22.
28. Does the City have an in-house tree crew?
Answer: The City utilizes a combination of in-house staff and contracted services to manage its urban forest. City staff primarily perform limited supplemental work, including minor touch-up trimming, additional corrective pruning, and emergency response activities to help ensure timely service delivery.
The contracted tree maintenance provider will serve as the primary contractor responsible for the majority of scheduled and routine tree maintenance services throughout the City. The successful contractor shall coordinate and collaborate with City staff as necessary to ensure efficient operations, consistent service delivery, and effective response to maintenance needs.
I would have answered “yes”. But I am ok with this lengthy response.
What is the latest grid pruned?
Answer: The last grid that was pruned was #2 which included a total of 374 sites on January 2026.
29. What was the last contract value?
Answer: The value of the current or most recent contract is approximately$225,000 for FY25-
26. See question #17.
30. How many trees are typically trimmed on average for utility line clearance? Answer: The volume of utility line clearance work varies from year to year and is dependent upon tree growth, service requests, utility conflicts, emergency conditions, and operational needs. The utility line clearance is typically performed by the utility’s tree contractor. The City’s contractor should be qualified and trained to work around utility lines and perform trimming when instructed by City.
Citywide Tree Maintenance Services _ Addendum No. 1
31. Will the City require contractors to demonstrate prior experience performing utility line clearance tree trimming?
Answer: Not specifically, but Contractors should demonstrate their experience, qualifications, training, certifications, and ability to safely perform all tree work, including utility line clearance work, in accordance with applicable OSHA regulations, industry standards, and the requirements outlined in the Scope of Work. The City will evaluate qualifications and experience as part of its review of proposals.

Work Statement and Implementation Process
Upon award of the contract, North Star Land Care will begin the City of Pomona tree inventory and maintenance implementation process in coordination with City staff. North Star will review available inventory records, organize existing data, verify tree information in the field, and maintain the City’s tree inventory through our cloud-based management platform “NS Tree Cloud”.
North Star will implement the project through a phased process:
Initial setup: Review City data, confirm inventory standards, configure the tree management platform, and establish communication procedures.
Field verification: Confirm tree locations, species, size, condition, maintenance needs, and other required inventory fields.
Resident notification: Provide City-approved notices at least 72 hours prior to scheduled tree work when required.
Scheduled work: Complete assigned pruning, palm pruning, inspections, removals, stump removals, and related work based on City direction.
Data updates: Link completed work directly to each tree record and maintain updated work history.
Reporting: Provide work summaries, inventory updates, GIS-compatible exports, and supporting documentation for City review.
North Star will organize work by area, priority, budget, and City direction to complete assigned maintenance efficiently and reduce unnecessary repeat pruning.
Completed work will be recorded in the tree management system and linked to each tree asset.
This allows the City to:
Track maintenance history
Verify completed work
Review inventory updates in one system
5 North Star’s work will include:
Reviewing existing City tree inventory and GIS data
Verifying tree records in the field
Collecting required tree attributes
Uploading and maintaining inventory data
Reporting trees requiring priority attention
Using GPS-enabled field technology, North Star will collect and update tree data directly from the field. This will allow the City to access current inventory information, review maintenance history, monitor completed work, and use the database for planning, reporting, and budget decisions.
6 Scope of Work
North Star Land Care will provide professional tree maintenance services in accordance with the City's approved work plan, service requests, and field conditions. All work will be performed using accepted arboricultural standards, safe work practices, and the City's direction.
Value Trim / Grid Trim
Value Trim (Grid Trim) consists of routine maintenance pruning within designated service areas. Services may include crown cleaning, removal of dead or broken branches, minor clearance pruning, and correction of conflicts with streets, sidewalks, signs, and public access areas. No more than 25% of live foliage will be removed during a single pruning cycle unless otherwise directed by the City.
Standard Trim
Standard Trim provides a higher level of pruning for trees requiring additional attention due to size, location, clearance requirements, or structural concerns. Services may include crown cleaning, crown raising, structural pruning, minor end-weight reduction, and clearance around public infrastructure.
Premium Trim
Premium Trim applies to trees requiring detailed pruning due to size, complexity, risk, or location. Services may include structural pruning, end- weight reduction, crown restoration, and pruning in parks, facilities, and other high-use public areas.
Clearance Prune
Clearance Pruning provides safe separation between trees and public infrastructure, including streets, sidewalks, driveways, buildings, signs, lights, traffic signals, and parking areas.
Block Pruning
Block Pruning is selective grid pruning performed within designated areas.
Work is completed only on specific trees identified or directed by the tree owner, rather than pruning every tree within the block or grid.
Tree Planting
Tree Planting includes the installation of City-approved trees and may include DigAlert coordination, site review, tree delivery, planting, watering, staking when necessary, and site cleanup.
Utility Line Clearance
Utility Line Clearance addresses trees growing near overhead utility lines, communication lines, and related infrastructure. Services may include directional pruning, removal of branches growing into utility facilities, and clearance pruning to reduce current and future conflicts while maintaining proper tree structure whenever possible.
Tree and Stump Removal
Tree and Stump Removal includes the removal of City-approved trees and stump grinding as requested. Services may include site review, DigAlert coordination, traffic control, tree removal, debris hauling, stump grinding, backfilling upon request, and site cleanup. North Star utilizes both small and large stump grinders to accommodate varying site conditions and access requirements.
Crew Rental
Crew Rental provides supplemental labor and equipment support for work outside the regular maintenance schedule. Services may include traffic control, debris hauling, loader operation, specialty equipment use, storm cleanup, removals, and additional support for large or specialized projects.
Emergency Response
Emergency Response provides 24/7 support for urgent tree-related hazards, including fallen trees, broken limbs, storm damage, blocked roadways, blocked sidewalks, and other unsafe conditions affecting public access. Quality Control Plan
Quality control will include:
Field inspections by supervisory staff
Data review and correction
Public complaint tracking
Green waste documentation
Coordination with City staff
9
North Star will assign dedicated inventory personnel, GIS support, project management oversight, and quality
control resources to complete the required citywide
inventory update within 3 months of contract award.
Progress will be monitored through weekly production
tracking, schedule reviews, staffing adjustments, quality control checks, and regular coordination with City staff.
The Project Manager will be responsible for staffing,
production tracking, City communication, milestone
compliance, and schedule adjustments.
Licensing, Independence, and Conflict of Interest
North Star Land Care is properly licensed and authorized to conduct business in California and maintains the
required insurance, certifications, and qualifications
necessary to perform the requested services.
North Star is an independent firm and has no known
conflicts of interest related to this project. Any future conflict will be promptly disclosed to the City.
10 Project Schedule
North Star will implement a structured project schedule to complete all required services within the specified timeframe. The project will begin with data review, inventory setup, software configuration, and coordination with City staff.
Project phases will include:
Data review and setup
Field inventory verification
Scheduled maintenance work
Quality assurance review
Database validation
Final deliverables
Project Plan
North Star will use a grid-based tree management approach to organize, schedule, and track tree maintenance work. Grid area, maintenance priority, inspection findings, available budget, and City direction will plan work.
This approach supports scheduled maintenance cycles for street trees, palms, and other assigned tree assets while allowing the City to prioritize urgent work when needed.
North Star will track completed work through the tree management system. Each completed service will be linked to the individual tree record and will include the work type, completion date, location, and related notes. Before scheduling a new grid or work area, North Star will review prior work history to confirm which trees were already serviced.
11 To prevent unnecessary repeat pruning, North Star will use:
Previous pruning dates
Completed work records
Tree inventory history
Grid completion records
City-approved work orders
Field verification by supervisory staff
Trees pruned in prior years will be flagged in the system and excluded from the current pruning cycle unless City staff directs otherwise or the tree has a safety, clearance, or health concern that requires additional work.
Routine inspections will identify pruning needs, clearance issues, hazardous conditions, storm damage, pest activity, and other maintenance concerns. These findings will help guide future scheduling, priority work, and long-term maintenance planning.
12 Employee Training and Safety Plan
North Star maintains an employee training and safety program focused on arboricultural standards, safe work practices, regulatory compliance, and professional development.
Training topics include:
Pruning standards
Tree maintenance operations
Chainsaw safety
Aerial lift operations
Traffic control
Hazard recognition
Emergency response
Customer service
North Star’s Injury and Illness Prevention Program (IIPP) includes hazard identification, safety inspections, incident reporting, corrective actions, and regulatory compliance. Crews conduct daily tailgate meetings, job hazard assessments, and equipment inspections to reinforce safe work practices.
Field personnel maintain required certifications and training applicable to their assigned duties, including CPR/First Aid, traffic control, aerial rescue, and equipment operation. Current Experience Modification Rate (EMR) documentation will be included with the proposal attachments.
North Star will also provide City staff training on tree identification, pruning standards, tree risk assessment basics, inventory software, GIS integration, reporting tools, and urban forestry best practices.
Value-Added Services
North Star can provide additional support to help the City improve long-term urban forest management, including:
Urban forestry planning
Risk assessment prioritization
GIS mapping support
Staff training
Management reporting
Long-term database support
These services can support maintenance planning, budget forecasting, risk management, and overall tree program efficiency.

Tree Risk Assessment Qualification (TRAQ)
North Star Land Care is proud to have ISA Tree Risk Assessment Qualified (TRAQ) professionals on our team who bring expert insight. Using TRAQ standards, we evaluate tree health, structural stability, and potential risk to people or property. Our assessments help cities make informed, responsible decisions, whether that means risk mitigation, pruning, or removal. We document all findings clearly, with a focus on safety, tree preservation, and public transparency. This approach supports our shared goal of maintaining a safe, healthy urban forest.
Electrical Hazard Awareness Program (EHAP)
We are committed to maintaining the highest safety standards when working near energized conductors. Our team is certified through both the Tree Care Industry Association (TCIA) and the Hispanic Arborist Association, and undergoes annual Electrical Hazard Awareness Program (EHAP) training to ensure all field staff remain current on safe work practices around electrical hazards. This training includes recognition of electrical hazards, minimum approach distances, aerial rescue procedures, and proper use of personal protective equipment (PPE). In addition, all crew members are certified in CPR to ensure they are prepared to respond to emergencies in the field. Ongoing EHAP and CPR training reinforces our culture of safety and ensures our crews are well-prepared to perform high-risk utility work responsibly and professionally. 17

a real difference. Our team values
every opportunity to give back,
enhance public spaces, and help

• How Inventory Is Collected or Imported?
A Certified Arborist will walk the streets carrying a
handheld GPS system, creating an Arc View File and
inputting information at each tree site for
importation into our database. The data collected
will include, but is not limited to: address, on address, tree site, tree number, tree species, diameter at
breast height (DBH), tree height, canopy radius,
parkway, street parking, overhead utility lines,
recommended maintenance, visible tree condition,
tree health, and tree images. If the City has inventory and work history from prior years, we will store and
import that information into our system, making it
accessible to both the City and North Star.
• Computer Software System "NS TREE CLOUD"
North Star has a web-based database that is
intuitive and exceedingly dependable. Powered by
TreePlotter™ , our system provides real-time updates

ITEM NO: 7.
STAFF REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Manuel Carrillo Jr, Chief Executive Officer
PREPARED BY: Okina Dor, Director of Community Development DATE: September 2, 2026
SUBJECT: Approval of Addendum No. 4 to the Grant Agreement with Oath to Country Foundation (OTCF) to support the
continued operation of the senior Veteran home as part of the Home Rehabilitation Pilot
SUMMARY:
The purpose of this staff report is to consider the fourth addendum to the Grant Agreement with Oath to Country (OTCF) to extend the Agreement to December 31, 2026 to support the continued operation of the senior veteran homes as part of the Home Rehabilitation Pilot Program.
RECOMMENDED ACTION:
It is recommended that the City Council:
1. Authorize the Mayor to execute an amended Grant Agreement with Oath to Country Foundation (OTCF) subject to any non-substantive changes made by the CEO and City Attorney;
2. Authorize the Director of Finance to re-appropriate $10,000 from ARPA Fund #275 to fund the Home Rehabilitation Pilot Program for the extended period, re-appropriate the remaining balance from the original $50,000 in ARPA fund to other eligible ARPA funded programs, and make the necessary budget adjustments; and
3. Approve the Addendum No. 4 to the Inter-Agency Agreement between the City of Baldwin Park and Oath To Country Foundation for the ARPA Obligation.
FISCAL IMPACT:
The addendum extends the term of the grant agreement by an additional four and a half months to December 31, 2026, to support the continued operation of senior veteran homes. It reallocates $10,000 in ARPA Fund #275 to fund this program.
BACKGROUND:
On June 6, 2022, the City Council approved a Grant Agreement to create a pilot program in partnership with Oath to Country Foundation. The pilot program envisioned home repairs of up to 6 homes to ensure a safe healthy living environment serving senior veterans, disabled veterans, widowed spouses of veterans and seniors who have difficulty maintaining their homes/properties.
On April 5, 2023 the City Council approved an amendment to the grant agreement for an additional $25,000 to repair the home of a combat Vietnam Veteran who is the owner of the two-bedroom, one bath single family home.
On December 6, 2023 the City Council approved Addendum No. 2, extending the agreement allowed staff to continue working with the Oath to Country Foundation to complete the improvements necessary to restore the home to a safe and healthy environment.
On August 20, 2025 the City Council approved Addendum No. 3, extending the agreement to allow staff to continue working with OTCF to complete the improvements necessary to restore the homes to a safe and healthy environment. This extension expired on August 20, 2026.
Addendum No. 4 will extend the agreement to December 31, 2026, which will align with ARPA’s funding deadline.
DISCUSSION:
Extending the agreement and funding allocation towards the program will allow staff to continue working with the Oath to Country Foundation to continue the success of this program.
ALTERNATIVES:
There are no alternatives proposed at this time. If the agreement is not extended and funding allocation towards the program is not awarded, the program will end and services will stop.
CEQA REVIEW:
No CEQA review is required.
LEGAL REVIEW:
This report has been reviewed and approved by the City Attorney as to legal form and content.
