This is fo inform you that I vehemently oppose the latest Beaumont warehouse project. I am a Banning resident and feel bombarded with warehouse proposals from every direction. What the hell! Countless people will be feeling the adverse impact surrounded by noise, traffic, pollution. This has to stop!! I feel like a frog in a vat of water that is slowly heating up to the fatal end result.

Good evening, as a citizen of Beaumont for the past 17 years I must add my voice of opposition to the Summit Project travesty. These builders are here and then gone leaving behind the consequences of the monstrosities they build. Look around you as health-related issues are starting to appear in other cities that have allowed these projects to commence. If you were to poll most citizens in Beaumont I'm sure you would find a majority against this project. Please send to City Council with a NO vote for this project. Thank you.

To all it may concern on the Beaumont City Council,

This is the same letter that I sent to the Planning Commission, so I am sure it sounds familiar. Those in my area have not changed our minds. We already have terrible air in the pass, adding all of the diesel trucks will make it worse that we already are dealing with,
We (myself, husband and neighbors of Solera) are vehemently against this Summit Station Project. We campaigned furiously against the warehouses (No Way Gateway) currently being constructed and it all fell on deaf ears, or stuffed pockets.

Until the County of Riverside, Caltrans and the City of Beaumont can fix the infrastructure needed to even deal with the city's population boom, building this project would be terrible for the homeowners, traffic on Brookside and Cherry Valley Blvd, not to mention the off and on ramps of the 10 freeway. It already gets backed up, just with parents heading to and from schools to pick up their children. I am just waiting for the current warehouses to open and see how many accidents happen when a semi pulls out in front of cars going 45-55mph or turns in front of someone. We do not need another warehouse/eyesore dotting our nice open landscape. The jobs that these provide are not high paying and with all of the other jobs available right now, this project is not needed.

If you are going to build a project, forget the warehouses and get more entertainment, restaurants, shopping and infrastructure.

I know we have a severe drought in California and rolling blackouts during the summer, so why are we using 10,000 gallons for each water truck to spray the dirt to grade pads for these behemoths? The amount of trucks and water needed for these projects would be enough water for several homes already here. Also, all of the electricity to keep these giant buildings air conditioned and running 24/7. It's okay for business to use our precious water and power, but not current residents? And the pollution of all of those diesel trucks pulling in and out! Please think about the people in Beaumont, Cherry Valley and Calimesa that moved here for a nice town and open spaces that are now fighting gridlock and pollution.

No one that I have spoken to is for this project, and every time I drive by the Gateway Project, I get angry. Please don't let this happen to Beaumont.

Dear City Council members,
We ask all of you to vote NO on the Summit Station warehouse project.

We do not want the deadly air pollution or the thundering trucks rolling through residential neighborhoods close to schools and homes.

We are already fighting a warehouse behind Albertsons which would spill hundreds of trucks onto Highland Springs causing gridlock and cutting off emergency services to the south side of the city.

There is no point in having a general plan if its zoning is changed from residential to industrial to accommodate a monstrous building with all its attendant problems, just for a short-term monetary gain.

Please consider the residents and their health and well-being, NOT the developers who just want to make $millions and move on.

We have been living here in Beaumont for the last 3 years. It may not be long enough as other residents here but I can feel their frustration. The reason we moved out here was because it was a beautiful Scenery and its tranquility. Also the commute was not bad at all for us. When we have seen the other warehouse being built on Cherry Valley it have taken away that beautiful view of the Mountain. The congestion has gotten even worse with more homes being built and now with this warehouse it will get even worse. The people in charge of these projects should of consider the roads and freeway entrance of being a huge issue. This is a huge problem and disappointment and I really hope this project gets cancelled. One more thing Beaumont name came from Beautiful Mountain and these warehouses are taking that away from our city.

To the City Council of Beaumont California:

I am writing today to ask you to reject the summit station plans. The huge warehouses approved by the county on cherry valley Blvd are enough. Exeter has painted a pretty picture of a remodeled interchange at cherry valley Blvd and the 10, fancy restaurants, and a big box store, who of course they cannot name. No store is going to commit to any location before that location has been approved to even exist. Exeter is trying to manipulate the residents of this city, and you the council, by honing in on our cities vulnerabilities and promises to fix them. They know we cannot fund the interchange, they know we need local jobs, they pull at parents heart strings with the park plan, but summit station is NOT the answer.

Yes traffic is a problem but, it will still be a problem with a fancy interchange once you add thousands of extra cars and big rigs to the mix; Warehouse jobs are not good paying jobs. Warehouse worker salaries cannot afford to buy a house in Beaumont so most of the jobs will not be held by residents of Beaumont; and Beaumont has plenty of parks already.

Please do not be blinded by the illusion of greatness that Exeter is painting and instead vote NO. This is NOT what your residents want. This is NOT going to help the city grow responsibly. This is simply going to line Exeters pockets at the expense of our residents and their children.

Subject:Comment for the 6/28/22 meeting of the Planning Commission Other communities seem to be able to finance themselves through a tax base that does not involve destroying their air and roads and peace and quiet. No doubt, there are plenty of people who will profit from another warehouse in our community, but the ordinary people who live here will not.

Do we believe that diesel truck freight transport is the wave of the future? Why not consider catering to the rail industry instead of the trucking industry? Climate considerations are bound to encourage new investments in rail freight. When rail and highway freight come into conflict, future governments are likely to favor rail. Ever-increasing restrictions on diesel exhaust and ever-higher taxes on diesel fuel are on the way. I’ll bet I don’t need to remind anyone that the rail industry builds its own roads, while we, the taxpayers, build the roads for the trucking industry. And we, the taxpayers, maintain those roads despite the fact that the majority of damage to those roads is caused by heavy trucks, not cars. Why not build a forward-looking future for Beaumont instead of another dinosaur palace.

Good afternoon -

I am writing to you to advise you of my opposition to the Summit Station. As a long-time resident of Beaumont and Cherry Valley, I've seen the negative impact of the overdevelopment of the beautiful open spaces and rural landscapes I moved here for. I've seen the school system, namely the high school, suffer from overpopulation and a lack of resources to support our minors. Our roads are becoming clogged like the roads I left in Los Angeles County. A warehouse will not benefit the community, as it will mar our beautiful landscape, congest our roads, and at best, provide a non-living wage for a handful of residents. There is a vast amount of open space in this county for projects of this nature, Keep Beaumont and Cherry Valley rural. Focus on resources for our children and our community. Like a sports complex or youth center. Heck, leave it open and let us enjoy the beautiful open land and skies. Just because it's not developed doesn't mean it's not valuable.

Dear Beaumont City Council,

My name is Dr. Juan Carlos Medina, I am a resident of the Stetson Community in Beaumont. Please accept my apologies for not being able to attend in person, my job requires me to travel quite a bit, but I appreciate the opportunity to contribute my voice and opinion.

I am reaching out today to, once again, adamantly speak out against the proposed changes to the city's Specific Plan as it relates to the Summit Station Project and to ask that you deny the requested changes to the City's zoning.

To be clear, I DO NOT agree with the proposed change to the specific plan from Single Family Residential to Mixed Use Industrial, General Commercial, Open Space zoning and implore you, as representatives of the interests of the residents of Beaumont, to deny the proposed zoning changes and keep the original specific plan in place.

In June, the City of Beaumont's Planning Commission listened to the unified voice of the residents of our beautiful city and voted to recommend that the proposed changes to the Specific Plan be Denied. Similarly, a few years ago, this very council voiced their opposition to the Warehouses that are currently being built on Cherry Valley Blvd. I urge you all to take the recommendation of the planning commission, and your previous opposition to warehouses in a residential area, along with the adamant opposition to this project from your constituents, into consideration as you make your decision tonight.

Moreover, as you prepare to make this decision, I ask that you consider what is most beneficial for the public health, public safety, and the greater long-term future of our beautiful shared city.

As a city committed to providing a safe environment for children to grow, that prides itself on its natural beauty and has statutes in place to limit noise and light pollution at night, we would be working against our own interests if we allowed the specific plan to be changed. In approving the proposed change, and allowing multiple warehouses to be built in the middle of a residential community, so close to three different schools (elementary, middle, and high), we would effectively not only increase noise in the area, but would endanger the many residents that live off of Brookside Ave.

In the multiple misleading flyers, text messages, and phone calls that residents have received, the developer has attempted to claim that the proposed mixed-use project would divert Truck traffic to Cherry Valley and would pose no change to the traffic on Brookside unlike the residential plan. I would beg to differ.

3 It is no secret that big rig trucks and delivery vans not only bring increased traffic, they bring added pollution. With increased traffic, as you know, comes increased air pollution which would endanger the health of our older residents of the Solera Community. Similarly, the added traffic would not only endanger the safety of our children who travel along Brookside Ave. to get to school, it would severely impact the flow of traffic going to and from Brookside Elementary School and Beaumont High School, as increased truck traffic along Cherry Valley would very likely lead more residents to drive along Brookside to avoid the hundreds of trucks on Cherry Valley.

Brookside is already a dangerous road, where at least one death has occured over the past two years. Adding several hundred trucks a day would do nothing for our community. Despite the developers claims that truck traffic would utilize Cherry Valley, it can not guarantee this will be the case. In fact, big rig trucks already utilize brookside on a fairly regular basis, what is to stop the added trucks from utilizing this back road to "speed up" deliveries?

For a city that prides itself on being family friendly, we MUST do what is right for our children. Studies related to the impact of noise pollution on children's learning (Evans and Lepore, 1993; Stansfeld and Clark, 2015) have shown that noise pollution severely affects children's non auditory mental processing which impacts their ability to learn at high levels, as well as their ability to self-regulate. Combine these facts with the increased air pollution and the danger of added traffic, we effectively risk the wellbeing, healthy development, and learning of our children with these proposed changes.

Please do what is right for the residents of Beaumont and accept the recommendation of the Planning Commision by voting to DENY the proposed Changes. This council has already invested time and energy in the past to oppose the Cherry Valley Warehouses and to create a Strategic Plan that zoned the area south of the 60 freeway for Warehouses.

Please listen to your constituents and vote to deny the proposed changes to the specific plan.

I, on behalf of my family, ask that you keep the original specific plan for Single Family Residential in place. We do not need nor want a warehouse in our community, please keep them together south of the 60 freeway.

Hello. I am a resident of Beaumont, and really horrified at the warehouse scourge.

I worked in transportation engineering before retiring a few years ago, and I worked with regional planning agencies like RCTC and city public works agencies funding and planning projects.

This end run by warehouse developers, to go after the low hanging fruit in these growing outskirts towns, and destroy our communities, it’s really shameful.

Razing the landscape of Beaumont, and building warehouses is not a good infrastructure solution. Being aggressive with RCTC and funding needed projects, and having work on the shelf is the solution. We need to catch up on the egregiously poor planning from the past and keep Beaumont residential, not cave in to unscrupulous warehouse developers promising better roads and recreation. They don’t live in our communities and never will.

Stop the truck traffic, it’s already killing us on Oak Valley. Thanks for your time.

This property is not zoned for industrial use. Do not let the developer change the zoning.

11 Air pollution from a 2.5 million sq. ft. warehouse with trucks arriving 24/7. Our air quality is already at risk from the warehouses on Cherry Valley Blvd.

Lack of infrastructure, this area can’t handle 18 wheelers. The proposed change to the Cherry Valley Interchange will take years to build. Brookside over Interstate 10 is only two lanes wide. It can hardly manage the traffic going to and from the high school.

Warehouses do not belong next to residential areas. The City of Colton just stated this in not allowing a warehouse building permit. Beaumont has an Industrial-Warehouse district on 4th Street. Please keep warehouses there.

My husband and I moved to Solera to be close to our son and his family. We wanted a quiet and well-maintained community. We enjoyed the views of the rolling hills and countryside. I lost my husband to Covid in 2020. This development, if approved, will impact the quality of life for myself and 1,290 households in Solera and many more on either side of Interstate 10.

Please do not change the zoning.

To the Beaumont City Council:

I am writing to express my opposition to the Summit Station warehouse project. I live in Solera and already suffer the ill effects of the air pollution along the 10 freeway. I can’t imagine another 500 diesel trucks a day clogging up the air, the city streets, and the freeway. Warehouses do not belong near residential neighborhoods.

Additionally, it is well known that 70% of the jobs in today’s warehouses will soon be automated, negating the argument that warehouses are a source of jobs.

Please pay attention to the source of the letters and speakers who support the warehouse. As happened in Banning, much of the support came from construction workers who showed up at Council meetings at the behest of their union.

Construction jobs on warehouses are temporary and do not usually employ local workers.

Also as occurred in Banning, the developer took special pains to avoid calling his project a warehouse. The people of Sun Lakes were promised a “multi-use light industrial building”, restaurants in front of it, and a healthcare building on the lot. All of the extra buildings were later denied by the developer because they would not be easily rented out.

I moved from Sun Lakes, where I was involved in the Pass Action Group protests, to Solera a year ago. I hope the Beaumont City Council is more responsive to their citizens than the Banning City Council has been. This is largely a question of common sense. Take a look at the freeway. Half the lanes are already congested with big rigs. How many more will you add? The air is already thick with pollution in the summertime. How much more can our seniors and asthmatic children breathe in?

Do the right thing. Keep big rigs off our streets and away from your residential neighborhoods. Please say no to the Summit Station warehouse.

Regarding the Summit Station project I have questions. It seems that is a giant undertaking that, while it might bring revenue to the city of Beaumont, will negatively impact the quality of life for residents in northwest Beaumont and Cherry Valley.

1. Given the monstrosity of the warehouses on Cherry Valley Blvd. by the 10 freeway, what further impact will Summit bring to Cherry Valley Blvd? People who must use the boulevard to get to the freeway are already facing the unknown when 18 wheelers and other large trucks are coming in and out of that facility.

2. What about traffic on Brookside Avenue? With the high school and elementary school there, children in cars, walking, on bicycles going up and down Brookside and side street connectors, what will be the impact on student safety?

3. Will Oak Valley Parkway be impacted with traffic from large trucks also?

5. What will be the impact on water supplies, fire, public safety, and other services? We are told that Beaumont / CV have enough water this year. But what about the next? Persistent drought must be considered.

6. Dare I even mention the impact on animals that live in that area: coyotes, hawks, rabbits, snakes, burrowing owls, etc.?

The article that came out in the Record Gazette did not seem to address these major concerns. Most of us in Cherry Valley value our rural life. Now it seems as though the county and Beaumont are determined to make this area a giant parking lot and turn us into Orange County. As Joni Mitchell sang, "You pave paradise and put a parking lot." I suspect my comments are about as useful as those many of us made to the county when protesting that giant warehouse construction on Cherry Valley Blvd. As a county employee told my daughter, "Give it up. It's a done deal." Is the Summit Station project "a done deal?"

Bigger is not always better.

I grew up in Cherry Valley, I am 52 years old. I work for Beaumont Unified School District and I am a solid part of this community. Another warehouse is NOT what we need. The impact on our rural way of life, our small town feel, cannot be reversed. Please do not create another Ontario, a sea of warehouses and industrial muck. That is not Beaumont. Let's preserve what we have while we have the chance. It will contribute to our already poor air quality and lower property values here. The noise level will be unbearable in our own backyards because of all the trucks. I’m respectfully asking that the City Council bands together and votes against this project.

Good Day,

As a homeowner in Cherry Valley I strongly oppose allowing the construction of another warehouse in Cherry Valley.

We have decades of scientific studies on the health effects of nitrogen oxides, sulfates, and airborne particulates – all of which will increase in concentration with increased traffic, especially from large diesel trucks. Particulates are tiny fragments from tires, road surfaces, & brake pads; these particulates lodge deeply in lungs and can remain for at least three months. (April 2017 American Chemical Society journal, Nano.) Our health is affected even when pollutant levels are within national “safe” standards. A 12-year study published in 2012 showed that Medicare recipients all over the US had greater mortality as air pollution increased even when those levels remained below national limits (New England Journal of Medicine); a 2007 study of 65,893 people showed that for every increase of only 10 micrograms (millionths of a gram) of particulates per cubic meter of air led to a 24% increase in cardiovascular events & a 76% increase in deaths by heart attack & stroke (also NEJM)...an MIT study in 2013 found that 200,000 premature deaths occur in the US every year due to air pollution...new research shows that air pollution influences rates of obesity, metabolic disease, & diabetes due to hormonal disruption by airborne pollutants...& most recently, air pollutants accelerated brain aging in lab animals, decreased white matter in human brains, and led to a small but measurable increase in the rates of Alzheimer's & other forms of dementia (Sept 2017 issue of Journal of Clinical Neuroscience). Background noise, particularly low-frequencies produced by large vehicle engines, interferes with learning in children. All residents in this area would be affected by the drastic increase in traffic expected with another warehouse being built — it’s bad enough that we’re stuck with the ones already here. Some residents are living with compromised health. All these residents benefit from the relatively cleaner air we have now. Using Cherry Valley as a dumping ground for huge warehouses demonstrates a severe absence of consideration for local residents of all ages.

I came to Cherry Valley almost 25 years ago specifically because of its rural nature. I wanted my mule, peach trees, and chickens in my back yard; barn owls raised their young in my palm tree; kids still ride their horses up my street; neighbors raise goats, tend gardens, and produce other food. Most nights it's pretty quiet after 8 or 9 o'clock. Before I came here, I checked the Riverside County general plan. The general plan is kind of a deal between residents and the governing board. When I looked into the plan, I felt reassured that Cherry Valley would remain rural. As a child, I lived where neighbors had sheep, rabbits, chickens, and a pony, but once the local city took over, we lost our rural lifestyle. I wanted to avoid that when I bought my house.

In summary, the proposed Summit Station Warehouse project is inconsistent with the general plan, clashes with the concerns & wishes of the residents, and would contribute to less healthy living conditions for residents of Cherry Valley and neighboring communities.

My parents moved to Cherry Valley in 1985; the rest of my family moved here over 20 years ago.

I moved to Cherry Valley 13 years ago. What appealed to us was the quiet rural atmosphere.

In the 80's & 90's, when I visited my parents, I loved the fresh crisp clean air and their delicious tap water. I'd even bring home jugs of water from their kitchen faucet (better drinking than Arrowhead Water). I used to comment that I wanted to bottle up the air, so I could breathe it at home, in the smoggy Inland Empire.

Beaumont City has succeeded in boxing us in, by approving thousands of houses, encouraging more businesses, and developing few plans to prevent traffic congestion. We can deal with those changes, but we cannot escape the air pollution (from the carcinogenic exhaust produced by thousands of big rigs) invading our area, not to mention the traffic congestion. I am anxious to VOTE NO for Hewitt, who approves of the invasion of warehouses into our area. At the last warehouse meeting I attended with over 100 residents, Hewitt suggested we give up on protesting, because the project was "a done deal".

PLEASE FIND PROPERTY AWAY FROM HOUSING TRACTS TO BUILD WAREHOUSES.

THERE IS ABUNDANT OPEN PROPERTY SOUTH OF SOUTH OF THE 10 FREEWAY.

There are many senior communities here, with seniors who already have respiratory/health problems.... Children will grow up with the pollution and have to deal with the effects of the poisoning earlier in their lives.

I would like to make a public comment via email for the October 18, 2022 Beaumont City Council meeting regarding the Summit Station warehouse proposal.

As a homeowner in Cherry Valley, the rural atmosphere is what drew us to purchase our property from a f amily member eleven years ago. They had owned the property since 1987. The wonderful drive up Highland Springs, the cows, the views... the country roads... all attributes that allow for higher property value due to the desire to have these perks and still be close enough to everything you need. The two mile stretch up Highland Springs had no stops... (now there are six I believe.) The four mile scenic drive down Cherry Valley Blvd to downtown... . well... the gas station, market and other family owned businesses... a feed store. Along this drive, there was livestock, goats, ponies and even llamas.. We pay a bit more for gas there, but it was all a part of being a small community. That is why we were willing to pay more to own a home in that area.

Getting off the 10 fwy, it was like the part in the Wizard of Oz where it goes from black and white, to color... another world, separated from the hustle and bustle of nearby cities. This has now been tarnished. Instead of seeing rolling hills and mountains, we see the cement walled warehouse, with a bandaid of trees and shrubs trying to make us believe we don't see what we are seeing. We have not even begun to play cat and mouse with the semi's that will be lined up on the already overburdened roadways. The quaint two lane road will now be a cement divider with four lanes of warehouse traffic going back and forth.

Beaumont now wants to take away even more of the serene countryside. These decisions are permanent. Cherry will never be the same again. What drew people to this area will be lost forever.. and the property values will fall. Soon the whole town will be encroached on by cement, traffic and stop signs.. it will be an industrial area.. possibly as bleak as Fontana. More traffic, more smog... more gray.

It's as if Beaumont is biting the hands that feed them.... if property values drop..so does the revenue from taxes... so it will be a lose, lose situation.

We are begging you to STOP. Focus your attention on keeping and improving the Beaumont/Cherry Valley we already have... focus on community... on picnics and parades...that home town atmosphere... on pride for what Beaumont/Cherry Valley already has to offer.

Don't let YOUR greed, take away what most of us have spent a lifetime building.

I oppose Beaumont Summit Station because the increased traffic on an already maxed out infrastructure is detrimental to my child’s asthma and will negatively effect my daily work commute.

I would like to propose to keep the plan residential as this community has a small town feel and functions best being residential neighborhoods. Beaumont’s vision for its commercial industry is to keep future commercial properties built solely in the 4th st commercial district, out of the way of residential neighborhoods, schools and retiree communities.

Our family moved to Beaumont in 2019 from Riverside. We moved here because of the small town feeling and the beautiful neighborhood. We would hate to see warehouses being built in our neighborhoods and the increased unsafe traffic near our children's schools.

Please consider the residents and our children, how they will be affected.

I am writing to oppose the summit station project. I exit and enter both directions of the 10 freeway at cherry valley daily. Sometimes it takes 20 minutes to get on and off the ramp with 0 big rigs. The county all ready screwed us with that monstrosity of a distribution center that will be operational long before any improvements will be made to the 10/cherry. Sometimes the eastbound exit lane is already stopped into the slow lane causing a traffic hazard and making it a dangerous exit, imagine adding more to that!?! Adding more traffic to these ramps before improvements are made is irresponsible and negligent. On another note, housing communities do not want to live across the street from a warehouse. The noise, pollution, and traffic is NOT what we need near our homes and schools! This park they promise to build is just a shiny bow to the destruction this developer will create to our town to make themselves rich at the residents expense!

Thank you for coming out to Four Seasons with your presentation on what is in the works for Beaumont. Sadly, the majority of what seems to be planned for Beaumont is warehouses!

As seniors, we moved here because it was a rural community and although it’s grown very rapidly over the past several years, we still get a rural feel.

Traffic has become a problem, but huge truck traffic will not only make it worse, and impact our relatively tranquil way of life; they will travel through our limited shopping and dining areas clogging the roads even more making them more hazardous while rarely ever contributing to those businesses the way residents would. Current traffic will seem like a walk in the park compared to the major nightmare it will become with 18 Wheelers filling our streets. Never mind the diesel fumes degrading our already impacted air quality.

My husband and I urge you and the city council to REJECT the warehouse project at Summit Station and most others planned as well.

Please submit the opposition of my husband and I to the proposed Summit Station Warehouse again be considered on October 18. We live in the senior community of Solera Oak Valley Greens and this project will be located across the street and just down from us.

Enough is enough! Our beautiful community will soon be overrun by trucks from the other project down by Cherry Valley Blvd. and now you are considering this project!! And all residents of Banning in the Sun Lakes area are facing detrimental problems with the approval of the project down in that area. Trying to navigate all the traffic now to shop down in that area is extremely difficult for all residents in Banning and Beaumont and will be unimaginable in the foreseeable future.

As a long-time Beaumont resident living in Solera I urge the Beaumont City Council to vote NO on the Summit Station project. Please act on the "NO" recommendation of the Planning Commission and act in the best interest of the residents of Beaumont. Don't turn your back on the residents of Beaumont as the Banning City Council did when approving a warehouse across from Sun Lakes and next to The Lakes.

We moved to Solera four years ago to enjoy retirement and literally get away from the stress of traffic congestion, etc. and move into a peaceful area where the air quality was also of utmost importance regarding my husband's health.

SUMMIT STATION POSES A GREAT DETRIMENT -- creating traffic havoc/congestion, air, and noise pollution that would greatly impact thousands of seniors AND families, alike. It would be doing the very opposite of the numerous reasons why so many decided to make Beaumont their "home" -- alongside the fact that the surrounding landscape and peaceful hillside views of Beaumont makes it such a pleasant and attractive city in which to live -- and thrive! Beaumont's residents are extremely grateful that the City of Beaumont has, indeed, listened and "heard" the 'voice' of its residents by having voted against Summit Station.

However, the residents of Beaumont are now finding themselves pleading for CITY COUNCIL to stand alongside, in agreement, and to partner with the same conscientious that made the determination of the City of Beaumont to 'stand in the gap' for its citizens and VOTE AGAINST the Summit Station project.

By so doing, City Council will, ULTIMATELY, have greatly proven that they -- like the City of Beaumont -- respect the wishes, honor, and value the lives of its thousands of residents.

I have lived here 16 years and loved the rural location. However, recently Beaumont has turned into a warehouse mecca! I fought the Cherry Valley sneaky zone change to get that monstrosity built- I don’t want another warehouse out my back door. I live in Solera and the roads do not accommodate 18 wheelers and the on ramps are already a mess and the cherry valley warehouse is not even in operation yet The city should be working on making the traffic lights work to keep the flow of traffic more efficient instead of being a mess on Highland Springs and Beaumont avenues.

Most of this city’s streets are in need of repair and haven’t been worked on the entire time I have lived here. The only businesses we attract are dollar stores, car washes, auto parts stores and 7-11s.

Why can’t we get something like Black Beat Restaurants or Trader Joe’s Right now though I am concentrating on this unwanted warehouse!

I DON’T WANT ANY WAREHOUSE IN BEAUMONT AREA!

As a 16 ½ year resident of Beaumont, I applaud the Council’s recent development and adoption of a Policy on Land Use and Sensitive Receptors. This policy will provide a foundation and formal framework to guide growth management decisions toward prudent stewardship by City leadership. Thank you for the foresight.

This letter registers my opposition to the proposed Beaumont Summit Station Warehouse development. I respectfully implore every Council Member to align with the recommendation of the Planning Commission and VOTE NO on amending Plans or taking any other action that would allow the proposed Beaumont Summit Station warehouse.

Land Use Falsely Represented
 According to comments made during the July, 2022 Planning Commission meeting, the developer, distributed project advertising to residents omitting mention of its plan for the proposed two million square foot warehouse. Really? They just forgot about the majority (96%) of their proposed project? What was distributed was a devious misrepresentation of the project.  Beaumont Planning Commissioners noted that there are other areas in town already zoned for similar purposes that Exeter Cherry Valley Land, LLC is striving for. The city should not be compelled to rezone the land to industrial/commercial, nor approve the proposed project.

Reality Check: How Would Low Wage Warehouse Jobs Benefit Beaumont Residents? The developer claims that the Summit Station warehouse project would provide 2800 jobs. Realistically, those jobs would not likely be filled by Beaumont residents.  $31,000 - $46,000 Average warehouse worker’s gross annual wages  $500,000 Median home price in Beaumont
 $100,000 Annual income needed to purchase a $500k home; easily twice what warehouse workers are paid.
 Low wage warehouse jobs would simply not provide Beaumont residents/workers enough income to live in Beaumont, a city with growing property prices and high property taxes.

Environmental Impact – Truck Emissions
A quick fact-check on the assertion about homes having a greater significant impact than the proposed warehouse…
 The average truck’s carbon footprint to be 201,834 kilograms or 223 tons of carbon dioxide. According to The Nature Conservancy, the average yearly carbon footprint of a person in the United States is 16 tons. This means the average truck impacts our atmosphere each year as much as 14 people.”

Why would we want to allow increased truck traffic at this location so near family homes including sensitive senior communities?

 Resources and Services
o Now is not the time to further dilute diminishing water resources by adding an additional draw of the magnitude required for a 2 million square foot warehouse employing 2800 people!
o Given the Summit Station Draft EIR, the warehouse will use electric yard and cargo handling equipment. In addition to the electricity required to support general operation of a warehouse, all that equipment will need charging stations. While in theory this sounds good, again, locally, the SCE grid is inadequate to support the addition of this warehouse’s electricity requirements and doing so would further dilute an already over-burdened utility resource, the consequences of which will be more outages for Beaumont residents, businesses and municipal needs.

Address Infrastructure Deficiencies Prior to New Large-Scale Development It is understood that the city is obligated to give fair consideration to the owner of the property proposed for the Summit Station warehouse, but isn’t the city first and foremost obligated to prudent stewardship on behalf of its constituents? Please do not approve any warehouse projects unless and until the City can assure residents of a solid plan to correctly and timely resolve infrastructure deficiencies. Failure to do so will impose additional strain on current roads, traffic, utility resources, and dilute availability and response times for emergency services.

Kindly read and formally register into the record of the October 18, 2022 Beaumont City Council meeting, my comments in opposition to any Plan Amendment that would allow the proposed Beaumont Summit Station warehouse project to move forward.

I am writing in regards to the Summit Station project.

I believe this project should be tabled at this time due to many reasons. Let’s start with infrastructure. An example, this past weekend, there was an accident at Cherry Valley Bl EB off ramp area. Fr eeway traffic is exiting to travel on Calimesa Bl to avoid the slow down. Now there’s HEAVY congestion at the Calimesa Bl / Cherry Valley Bl stop sign. So, bad that CHP had to come and direct traffic. Now that you have a visual of a situation, image adding 100+ big rig trucks to this mix?

The Cherry Valley Bl off ramp is heavily congested at times. The day, and time of day makes a difference when using both off ramps. Adding more traffic, such as numerous big rigs, is not a good neighborly mix.

Where will the idle trucks stay waiting for their load? Along the roadways is not a good mix.

The roads in and out of Cherry Valley are limited. The saturation of everyone leaving at once during an evacuation would be a complete nightmare. Keep in mind of the ranches in the area with many animals. The Apple and El Dorado fires are examples of this. Getting the many horse and animal trailers in / out of the area was successful but very timely due to traffic. Now add the addition big rig traffic to the mix.

Now, let’s add in the unhealthy air. Many individuals with health problems live in the area for the clean air. Think of a loved one with asthma or using an oxygen tank to breathe. Plus the long exposure to these harmful elements.

The environment for the wildlife is dwindling. These poor creatures are losing their homes to human expansion.

Please put of the needs of infrastructure and community before a large project…. don’t put the cart before the horse.

Dear Mayer, Councilmen, and Planners,

I’m the owner of 10755 Trouble Ct (APN 407-190-024), Beaumont, CA 92223 adjacent to the east boundary of Summit Station - Specific Plan.

Basically, I strongly support the project because it will bring prosperity to our city and residents and increase employment and income provided that the developer needs to construct some infrastructures contributing to neighbors and City of Beaumont by widening Cherry Valley Blvd to 4-6 lanes with bright street lights, building storm drains, high capacity sewer lines and water lines, underground power lines if possible, plants over-fence with Cypress trees or palms along the boundary lines to beautify the environment, blocking noise of commercial trucks along the boundary lines from neighbors, building nice parks in the open space Planning Area 3, and paving neighbor streets on Fabian Ln and Goodie Ln. I am asking to vote no on any new warehouses in Beaumont. We already have one that was foreced on us by Riverside City Council on Cherry Valley.and another one by Sun Lakes. Warehouses do not belong in residential areas creating noise pollution , gardners have to use battery blowers because of noise pollution, but not trucks! I use to be able to open my windows 18 years ago but truck traffic has increased on the freeway that it is very noisy. The pollution from diesel affects our air quality. Surrouding areas San Bernardino , Riverside, ontatio are seeing the effect of poor air quality . Google San Bernardino and pollution. We moved here to get out of the smog for cleaner air. Vote NO !! Save our beautiful City. VOTE NO!

Dear Councilwoman,
Please represent the people of Beaumont in voting "no" on both the Summit Station and the Sunny Cal Residential. This part of Beaumont is a quiet residential area. The Summit station will take that away from us. As for the Sunny Cal residential, we just don't have the infrastructure in place for it. The entrance would be on Brookside and Brookside is a small one lane each way street that would instantly become a traffic jam that would not only impact residents but also the children trying to get to and from school.

In addition, this is such a slap in the face to those of us who are paying $1500 per year Mello Roos taxes. We were told the Mello Roos tax was to build new streets. In 17 years there has not been one new street built which is why we do not have Brookside ready for a place like Sunny Cal Residential. When we purchased our homes we were told the Mello Roos would be for 10 years. As we approached the ten years, it was changed to 25 years. That is why we have absolutely no trust in our city council that has not only not protected us but has outright scammed us.

· Builds a 2 million square foot warehouse and the Developer continues to put out false advertising to unsuspecting residents that doesn’t even mention the warehouse · It’s projected to add over 800 trucks a day without having improved our highway interchanges in advance · Will impact our environment in a dramatically negative way · The majority of jobs offered are low paying, high turnover with no benefits. · Data from other cities nearby show that warehouses will negatively affect property values.

If there is going to be a TUMF agreement, we assume that will go through the City of Beaumont. However, we would be happy to provide some improvement descriptions if needed. Good evening, my name is Steven Piepkorn and I’m with the Golden State Environmental Justice Alliance. We submitted a comment letter to the Environmental Impact Report. Our letter identified several deficiencies with the EIR. The deficiencies include but are not limited to, project description, , air quality, energy, greenhouse gas emissions, land use and planning, population and housing, and transportation/traffic.

During these turbulent times, we as citizens expect and deserve our local government’s elected and appointed officials to protect us from environmental and social injustice, to aid in the preservation and rehabilitation of the environment in which we all share, and to ensure accountability and responsibility in regard to the environmental decisions they may make.

We stand by our comment letter, and believe the EIR is flawed and must be redrafted and recirculated for public review. In closing we call on this council to be a leader on the aforementioned issues, and be the first line of defense for our citizenry and environment. Only by working together can we continue to be excellent stewards of our environment, outstanding stewards to our citizens and each other. Thank You.

I have lived in Beaumont for almost five years.

As I was researching the Beaumont Summit Station and its impact to the community I felt strongly that Beaumont and the Pass area do not need another warehouse.

I am against the plan for a number of reasons and will share a few with you.

1. It adds more than 800 trucks a day to our area which will increase pollution and significantly increase traffic.

2. The infrastructure for the increased traffic is not currently in place.

3. The majority of jobs to be offered appear to be low paying and will not help people who are seeking jobs that offer realistic living wages.

4. All the reasons stated in the letter written by Mary Daniel dated May 1, 2022 in opposition to this warehouse.

City Council members, please vote NO for the Beaumont Summit Station.

We support the Resolution OPPOSING the Beaumont Summit Station Warehouse for the following reasons:

1. Close proximity to diesel 18-wheel trucks. A major health concern for Seniors living nearby at Solera Del Webb.

2. A warehouse in proximity to a Over-55 Retirement Community could result in significant reductions of the value of homes.

3. Sound factors from "big rigs" would produce an environmental noise factor that could lead to later health problems throughout the community. See, article - "The Effects of Noise on Health" - Harvard Medicine Review - May 2, 2022.

We urge the City Council to vote NO on this Summit Station.

 Please explain the scope of Cherry Valley Interchange improvements meant by “Ramps” as the proposed agreement refers to? The Improvements also include ROW acquisition, bridge, realignment of Calimesa Blvd, etc.

We agree that the mention of "ramps" seems overly limited and understand the scope to be all of the items you mentioned above. The reason we referenced ramps is only because that is how trip generation and Traffic Impact Analysis comes up with the percentage shares we've described. We're open to the City's suggestion for proper accounting of all costs to align with the percentages we impact the "ramps" (or routes). We're imagining a spreadsheet of some kind that we can agree on aligning with the interchange budget.

 Please explain how the fair share will be calculated. Our understanding of this will be key to reaching an agreement.

The June 2022 Kimley-Horn traffic study for the Summit Station Project determined that the average contribution (average of the EB and WB ramps) of the Summit Station Project to the new growth in traffic to Horizon Year (2040) at the Ramps is 20.3%. The percentage was calculated based on project contribution for the highest peak hour at the I-10 / Cherry Valley ramp intersections, which is 16.8% for I-10 EB ramps and

23.8% for I-10WB ramps. The average of the two percentages was calculated as 20.3% to determine the fair share percentage towards the overall interchange improvements. If the City wants to get as granular as separating the budget by EB/WB that's fine with us, but we'd suggest agreeing to the 20.3% average to clearly and simply align with the total interchange budget.

 Please see City comments in the recently submitted (and attached) FEIR Comment letter. Several of these comments refer to the fair share calculation (comments 6 through 11).

The comments say fair share calculation may be affected by inclusion of traffic from additional cumulative projects. It should be noted that fair share calculation is based on project traffic contribution to overall growth to Horizon Year traffic, which is based on RivTAM subregional model. As such fair share percentage will not be affected as the project traffic is not understated. Further, adding additional background traffic will reduce the project’s fair share, so the suggested fair share in the traffic study is conservative.

3  Agreement section 2. “Contribution Toward Interchange”: this section, although short, is confusing and vague. How is the “TUMF portion” defined? Who’s “TUMF portion” does that refer to? What is meant by “other programmed funding”? What does “in immediately available funds” mean? How does all this measure up against Exeter’s representation at the PC Hearing that the project would pay a substantial amount toward the Interchange to ensure completion ($40 million?? – I cannot readily recall the exact amount that was represented).

In addition to the the fair contribution from Exeter discussed above, the project will be required to pay TUMF Development Impact Fees, collected by the City of Beaumont on the behalf of WRCOG. Our initial calculation came to $4,631,283 based on published fee info and square footage, which will be calculated by the City before we're issued permits. Immediately available means to us that we will literally pay the fees prior to permits, to be held onto or spent at the City, County and WRCOG's discretion.

My apologies as the statement was not meant to be over critical of you/Exeter just a statement about literally where we are so that the City’s interests were on record in the public hearing. I would like nothing better than to come to an amicable agreement. However, entitlements are being acted upon this evening, including the certification of the EIR, and thus time has run short for the parties to get an agreement prior to tonight’s hearing. Mitigation of concerns noted by Calimesa will potentially(and most likely) require amendments to the EIR.

No problem Bonnie, I am completely comfortable with Calimesa protecting their (and the surrounding communities') interests towards reaching an agreement on the interchange. Given the dire need by residents and our project's tenants, and Exeter's $12MM contribution, I'm confident we'll get there, albeit after this meeting.

The intent was to try and keep the tone cooperative, which it sounds like your amended statement should do.

If you're willing to state that both parties have been working diligently toward an agreement I think that captures the spirit we'd like to hear read into the record.

I am opposed to the building of the Summit Station. The roads /freeway we have now are already so congested, I am really concerned what this plan will bring.

This is in regards to the warehouses they are wanting to build between Cherry Valley Blvd and Brookside across from the two ones already built . I am a resident of Cherry Valley at Highland Springs Country Club. And we don't need any more traffic than has already been created in the two that have already been built . So we don't need any more to take our scenery away and traffic nightmare that this has created. I really hope this doesn't go thru to be built . Can you imagine having to get to the freeway and have 100 trucks lined up on Brookside put yourself in our shoes.

I will not be able to attend the Beaumont Council Tonight but I definitely want to voice my opinion. I DO NOT want anymore warehouses built on Cherry Valley Ave.!!!!! The mess and pollution we're already seeing from the building of the other warehouses is ridiculous- and the hundreds of trucks have not even started invading our -what USED to be- beautiful valley. Putting another warehouse will make it even worse and destroy the area (the 1st one is already doing that!) . Please do not allow another warehouse in our area. We were sold out before when the zoning was changed to allow the ones being build now. WE DO NOT NEED ANYMORE WAREHOUSES!!!!!!!

Please ensure that these comments are read into the record as part of this evening's public hearing.

I am a resident of Banning, but have a significant connection to Beaumont as my daughters, their husbands, and my five grandchildren all reside in Beaumont. We all regularly travel Cherry Valley Boulevard and Brookside Avenue as we travel between one another's homes, the kids' schools, and the kids' sports activities.

You have thousands and thousands of pages of information in front of you that make it very easy to lose focus on what really matters. If you step back and take a deep breath, there are two primary considerations that you need to resolve in deciding how to act on this matter.

First, is there a compelling reason to modify your General Plan to commit this land to warehouse development? The City has designated substantial lands along the 60 freeway for industrial development and upheld the current land use designations for this site in a fairly recent comprehensive General Plan update. My informed opinion is that the answer to this fundamental question is NO.

Second, is there a compelling reason to approve this substantial shift in land use policy despite the significant, unavoidable adverse air quality, noise and traffic impacts. The statement of overriding considerations justifications presented for your consideration focus on employment benefits and transportation funding. However, the City has already planned for sufficient employment-generating land use and, even with the improvements and money the project throws at roads, the impacts remain significant. My informed opinion is that the answer to this fundamental is also NO.

I respectfully request that the Beaumont City Council NOT certify the final EIR, NOT adopt a statement of overriding considerations, and DENY the various entitlement applications that comprise the Summit Station project.
