SCOPE OF SERVICES
RPPG
Renne Pub is Percy Group
Our job at RPPG is to work with the City to advance policies and seek funding to help address these and other challenges the City may face. With an established presence, proactive strategy, and a detailed - oriented approach, RPPG can advance legislation of importance to address the challenges the City faces. Below is an enumerated list of the project scope. • Legislative Review, Tracking and Advocacy: Track, review and analyze any introduced and amended legislation and regulatory proposals. Advocate on legislation, regulatory proposals of interest and any state budget issues impacting the organization. We consult and develop strategic documents, draft policy position, regulatory and budgetary letters, customized priority legislative tracking matrix, budget analysis, and background papers to ensure the City is informed, and its voice is heard by policymakers and stakeholders. • Federal Monitoring, Review and Letter Writing: While RPPG is not a registered federal advocacy firm, we keep close contact with our clients' federal representatives, provide client specific analysis on major federal legislative packages and will draft letters as requested by the City on legislation, CiP requests and other items to ensure that the City is apprised on important federal actions that impact the City.
• Participate and Advise in Annual Legislative Strategic Planning: RPPG understands the importance that establishing a proactive strategy plays in our client's overall success. RPPG will work with the City to help develop the organization's annual and multi -year legislative strategic plan through a series of "Deep Dive" meetings with the staff, executives and the board to better understand the unique needs of the City. • Explore Potential Funding Opportunities, General Fund: The Newsom Administration has prioritized increased wildfire preparedness, affordable housing, transportation/ infrastructure rehabilitation and other capital improvement projects. Identifying and effectively advocating for appropriate grant funding provides a tangible return on investment from working with a Sacramento legislative advocacy firm. For the 2022-23 budget development cycle, Governor Newsom is focusing on one-time investments with a historic budget surplus that address five core policy areas: fighting the COVID-19 pandemic, combating the climate crisis, confronting homelessness, addressing the cost of living, and keeping our streets safe. • Representation: Represent the City at policy -related meetings, conferences, events, regulatory proceedings, legislative hearings, and other appropriate venues to deliver comments, testimony, and provide the City with a consistent presence in Sacramento. RPPG representatives already attend all League legislative briefings and work closely with League lobbyists and staff.

• Frequent Communication: At RPPG, we want to make sure our clients are fully informed. We provide comprehensive written updates frequently, along with more in-depth write ups during each major milestone throughout the legislative year (e.g., every budget milestone, bill introduction deadline, house of origin, summer recess, end of session recap) and supplement those with a bi-weekly check -in with the City's staff via Zoom. During these meetings we review legislation and brief our clients on the latest issues and developments. RPPG representatives are also available, when needed, to brief the City's staff or board on emerging issues, current legislation, or enacted policies.
• Relationship Building: RPPG will build off the City's strong reputation and will continue to foster relationships with legislators and administration officials. Our firm will make meeting recommendations, schedule arrangements, and strategize on messaging in advance. This approach ensures that we have laid the groundwork for your bill proposals year over year. • Education Tour: Using the City's legislative priorities, RPPG is prepared to conduct an education tour in the Capitol to drive awareness on the issues that matter to you most. This will ensure that the appropriate communication channels with legislative staff and legislators remain open throughout the 2022-2023 legislative session and beyond. • Targeted Engagement with Statewide Local Government Association and Local Agency Partners: Our proven working relationship with the League of California Cities, California Contract Cities Association, California Association for Local Economic Development, California State Association of Counties, California Special District's Association, the California Fire and Police Chiefs' associations, Association of California Water Agencies and other statewide local government advocacy organizations will ensure that RPPG can communicate the City's policy positions —and when appropriate, work in a blended strategy to achieve success. • FPPC: File all required forms on behalf of the City, including but not limited to forms 602 (annual lobbying Firm Activity Authorization) and 635 (Report of Lobbyist Employer) RPPG has the expertise and capacity to provide a detailed level of service in support of Beaumont legislative and regulatory advocacy program.

Annual Report
Depending on a specific issue, cities will be adverse to counties, special districts or even amongst themselves. While this is something that every Sacramento -based firm must navigate, at RPPG we pride ourselves on finding ways to balance the interest of our client regardless of the issue. Should there become a time where one client takes a formal position on legislation that may conflict with another client(s) adopted position, we evaluate the nature of the conflict with each client and, if appropriate, our firm is prepared to run any conflict through the following process.
Clear and Timely Communication of the Actual or Perceived Conflict: As soon as we are aware of the potential conflict, we Immediately inform client or clients.
Issue(s) Separated and Assigned to Separate Advocates: The issue or issues In question are assigned to a single RPPG lobbyist and dedicated support team.
Ethical Wall Formed: All communication with respect to legislative activity, strategy or any active direct or indirect advocacy efforts on the matter at hand are immediately "walled off" from one another until such time that the matter has resolved.
In the event that after this process has been enacted and the City is not satisfied, our firm would be open to exploring other options that may provide the City with more assurance including potentially identifying and retaining a suitable subcontractor on a short-term basis specific to the singular issue at no additional cost to the City until such time that the matter is resolved. for

Re: Joint Notice —Change of Firm: Renne Public Law Group, LLP (DBA Renne Public Policy Group) to California Public Policy Group Inc. i CPPG) Effective Date of October 1, 2024 Dear Ms. Gibbs:
In May 2019, the Renne Public Law Group (RPLG) launched Sacramento -based Renne Public Policy Group (RPPG) to provide public sector clients with non -legal services including legislative advocacy and grant writing. Since then, RPPG has dramatically expanded its client base and staff, delivering high-level services across California.
We are pleased to report that RPPG and RPLG leadership have now agreed upon a plan to spin RPPG off as a separate corporation, forming the California Public Policy Group (CPPG). This move will allow RPPG employees an opportunity to gain ownership in the new entity while maintaining a partnership with RPLG—unified in our commitment to public sector representation. This move will also allow CPPG the opportunity to continue its growth and better serve its clients.
To that end, we are jointly notifying our clients to ensure a smooth transition to from RPLG to CPPG for the non -legal work currently being performed by RPPG. Below are the specific details of this change.
Effective close of business on Monday, September 30, 2024, the Legislative Advocacy and Grant Services areas of Renne Public Law Group, LLP (RPLG) [DBA Renne Public Policy Group, RPPG] will be transferred as part of an asset purchase agreement from Renne Public Law Group to California Public Policy Group Inc (CPPG), a California Corporation. All staff members currently assigned to perform work outlined in our professional services agreement will become employees of CPPG effective Tuesday, October 1, 2024. CPPG will retain the same Sacramento office location as well as the same contact information (e.g., emails, telephone number etc.).
Service(s) Currently Being Performed:
The City of Beaumont is currently under contract with RPLG for the following non -legal services:
• State Legislative Advocacy
• Grant Writing and Research
Per the terms of our professional service agreement with the City of Beaumont we respectfully request that you approve —in writing —the assianment of your current service contract(s) enumerated above from Renne Public Law Group, LLP to California Public Policy Group Inc. Such assignment will include all terms and conditions of the contract currently in place including all requirements to adhere to your agency's insurance and procurement requirements. The assianment shall be effective Tuesday, October 1, 2024.
RPLG/ CPPG Joint Request for Contract Reassignment l October 1, 2024 1 City of Beaumont

• All work commencing October 1, 2024, will transition to CPPG. • Beginning November 1, your agency will begin receiving invoices for all work performed on and after October 1, 2024, from CPPG.
• There will be no interruption of service during this transition.
Lobbying Registration and Filings:

Council Action Advised by September 25, 2024
DATE: Wednesday, July 10, 2024
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Oct. 16-18, 2024 Long Beach Convention Center
Every year, the League of California Cities convenes a member -driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Oct. 18, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Action by Council Required. Consistent with Cal Cities bylaws, a city's voting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Following council action, please submit your city's delegates through the online submission portal by Wed., Sept. 25. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre -conference communications with voting delegates.
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.

LEAGUE OF

CITIES
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.
Please view Cal Cities' event and meeting policy in advance of the conference.
Transferring Voting Card to Non -Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.
Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
The voting delegate desk, located in the conference registration area of the Long Beach Convention Center in Long Beach, will be open at the following times: Wednesday, Oct. 16, 8:00 a.m.-6:00 p.m. and Thursday, Oct. 17, 7:30 a.m.-4:00 p.m. On Friday, Oct. 18, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.
The voting procedures that will be used at the conference are attached to this memo.
Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city's voting delegate and alternates.
Once again, thank you for submitting your voting delegate and alternates by Wednesday, Sept. 25. If you have questions, please contact Zach Seals at [email protected].

General Assembly Voting Guidelines
1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city's voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.

How it works: Cal Cities
Resolutions and the General Assembly
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities' advocacy to promote local decision -making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official Cal Cities policy. Here's how resolutions and the General Assembly work.
General Resolutions
Sixty days before the
Annual Conference
and Expo, Cal Cities
members may submit
policy proposals on
issues of importance
to cities. The resolution must
have the concurrence of at least
five additional member cities or
individual members.
Petitioned Resolutions
The petitioned
1 resolution is an
alternate method
to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 100 of
member cities, and submitted to
the Cal Cities President at least
24 hours before the beginning
of the General Assembly.

general resolutions
to policy committees
where members
review, debate, and recommend
positions for each policy proposal.
Recommendations are forwarded
to the Resolutions Committee.
Resolutions Committee
• The Resolutions

all resolutions. General
Resolutions approved' by
either a policy committee
or the Resolutions Committee are next
considered by the General Assembly.
General resolutions not approved, or
referred for further study by both a
policy committee and the Resolutions
Committee do not go to the General
Assembly. All Petitioned Resolutions
are considered by the General
Assembly, unless disqualified.2
1 During the General Assembly, voting delegates
debate and consider general and petitioned
resolutions forwarded by the Resolutions
Committee. Potential Cal Cities bylaws
amendments are also considered at this meeting.

Cal Cities policy
development is a member -

RE: ASSEMBLY BILL 98 (CARRILLO) — REQUEST FOR VETO
Dear Governor Newsom,
On behalf of the City of Beaumont, I am writing to respectfully request your veto on Assembly Bill (AB) 98, which would limit new or expanded logistics use developments and warehouses on existing and rezoned industrial sites within 900 feet of sensitive receptors unless specific standards are met.
AB 98 usurps critical decision -making authority from local governments by imposing statewide mandates on where warehouses can be located and how they must operate. The bill includes stringent buffer zone requirements and mandatory truck route provisions, which severely limit the availability of land suitable for logistics use, even in areas already zoned for industrial purposes.
In densely populated regions, these restrictions could make it nearly impossible to find viable sites for new or expanding logistics facilities. This not only hinders new developments but also forces existing facilities to consider relocation out of state.
Critically, AB 98 strips local governments of the flexibility to balance economic development with environmental and community health concerns based on their unique needs. By overriding local control, the bill undermines the ability of communities to effectively manage growth and development, leading to unintended consequences that could harm local economies.
The bill's requirement for logistics centers to meet stringent zero -emission vehicle (ZEV) standards by 2028 is unfeasible given the current state of California's energy infrastructure and ZEV availability. The existing backlog in grid interconnections and insufficient readiness for such an increase in power demand make these standards impossible to meet within the proposed timeframe. We support ZEV technology and have encouraged supportive infrastructure development as well as its use in our community, but the requirements of AB 98 place an undue burden on businesses. In some cases, the bill could prevent projects from moving forward due to the limited availability of electricity from providers.
Additionally, the bill's aggregate square footage threshold (250,000 square feet) is cumulative, meaning that even small, phased expansions could trigger costly and restrictive requirements. AB 98 utilizes an overly broad and generic definition of "logistic use," which can also define industries beyond warehouses. Businesses constantly move and store goods, cargo, and products within their facilities and AB 98 does not differentiate between a building used solely for manufacturing and one that is used for multiple purposes. This approach unfairly penalizes businesses that grow as

responsibly over time, disincentivizing expansion and economic development within the City and the state.
AB 98 would also require all local governments to update their circulation elements logistic use development information, including truck routes, signage, parking, and idling, and would authorize the Attorney General to fine local jurisdictions $50,000 every six months if they are not in compliance. This would be required by January 1, 2026 for local governments located in Riverside County, which is where the City is located. The bill would require us to make these updates within one year of the statute coming into effect and would result in costly fines if not completed.
Further, the bill is not abundantly clear that cities can disapprove a logistic use facility development from moving forward. Rather, the bill thrusts extensive provisions onto local governments with no regard to the actual development of logistic uses and warehouses in their communities. AB 98 unduly restricts and removes local control by stripping the City of its zoning and land use authority, constricts the City in tailoring public health protections to communities affected by qualifying logistics use, and imposes costly, unfunded mandates for local governments.
In closing, we are concerned about how this bill was developed. The Legislative session ended on August 31. However, this bill proposal which is aiming to fundamentally overhaul local plans and has the potential to disrupt a vital area of our local economy was pushed through in the final hours of a two-year legislative cycle. It is concerning that this measure had no chance for meaningful public input and stakeholder engagement, and essentially no discussion or debate before being voted on. Additionally, several stakeholder groups that will be heavily impacted by this legislation were excluded from the discussions leading up to the introduction of the measure, including environmental justice nonprofits, local governments, and business associations. These actions run counter to the basic tenants of cultivating a transparent and accessible government. Legislating without due diligence in meaningful participatory policymaking and leveraging the state's convoluted policy process to push through unbalanced, one -size -fits -all policies increase the public's distrust in their government and their elected representatives and result in policies that are not reflective of community needs, priorities, and values.
For these reasons, we must respectfully request your veto on AB 98. Should you have any questions, please contact our legislative advocate Dane Hutchings or Sharon Gonsalves with Renne Public Policy Group at 916-974-9270.
Sincerely,
David Fenn

RE: SENATE BILL 937 (WIENER) — REQUEST FOR VETO
Dear Governor Newsom,
On behalf of the City of Beaumont, I am writing to respectfully request your veto on Senate Bill (SB) 937, which would prohibit a local government from requiring payment of fees or charges for public improvements or facilities on a designated residential development project before the development receives a certificate of occupancy.
Development related fees pay for the costs to install infrastructure necessary to build new homes and other developments in livable, equitable, and thriving communities. These fees pay for critical services such as water, sewer, fire protection, parks and open space, flood protection, libraries, and other essential needs. These fees and the infrastructure they fund make new housing and economic development possible.
SB 937 would, among other things, for certain developments, defer development impact fees until the certificate of occupancy or its equivalent, locks in those fees at prior to the issuance of a building permit, and prohibit the charging on interest on those deferred fees. The bill would also restrict local agencies from charging interest on any deferred fees. The bill would therefore create significant fiscal challenges to local agencies and their efforts to provide essential services and infrastructure.
The City of Beaumont already gives several concessions to incentivize developers to invest in our community. Prohibiting cities from requiring impact fees until late in the development process, from charging interest on deferred fees, and transferring risk should a project fail will further limit our ability to serve the needs of our community.
For these reasons, we respectfully request your veto on SB 937. Should you have any questions, please contact our legislative advocate Sharon Gonsalves with Renne Public Policy Group at 916-974-9270.
Sincerely, 2 --
