INTEGRATED PLAN REVIEW PROCESS
The step-by-step review process that we follow
for every plan check/review assures that review
standards are consistently implemented on each
project.
We will implement a comprehensive program based
on best practices to validate that each and every
review is thorough, accurate, consistent and timely.
This system's success is based on thousands of
hours of practical, real -world experience by our
dedicated personnel and their unique ability to
interact quickly and efficiently with your staff. The
specific action items in our process include:
Coordination and Communication: Our staff will
handle the necessary administrative functions,
such as project tracking, managing project controls,
maintaining and distributing communications,
reviewing agendas and ordinance issues, and
fielding calls on project status.
Analyzing Submittals: Our team will review and
assess initial submittals for completeness, review
title sheets and non -technical issues; maintain files; monitor due dates; monitor contract budget and
status tracking reports; and coordinate invoicing.
Consistency will be maintained by assigning the
project to the same reviewer that performed the
previous reviews, unless circumstances dictate
otherwise.
Facilitating Quality Reviews: Our experienced
public works plan reviewers will routinely review
agency standards, ordinances, guidelines, and
update checklists; write comment letters; coordinate
project returns; attend review meetings; and
communicate comments to the applicant and
designers. Because of our depth of resources
and project tools (checklists, comment letters),
reassigned projects can be reviewed without missing
deadlines or causing unnecessary rechecks.
Providing Expertise: Our experts will provide a
quality, comprehensive review of plans, studies,
maps and reports in accordance with all accepted
engineering practices, the Subdivision Map Act,
applicable regulations and City development
standards. Our experts are also available to meet
with your staff to clarify comments and discuss
solutions, as well as provide full and complete
reviews for each project that will minimize the
number of resubmittals by the customer.
Quality Assurance/Quality Control: We are
committed to a Quality Assurance, Quality Control
and Constructability Review protocol for all
deliverables submitted to a client. Our QC policy
requires our project engineer and project manager
to sign off on the cover sheet and commit that they
have reviewed the submittal and are accepting
responsibility for the quality of the documents prior
to being submitted for review by peers.

Bankfield Sewage Pump Station
Projects for which NV5 is providing or has provided
construction inspection services to the City include:
Diversion Pipeline (March 2019-2021): NV5 provided construction management, inspection, and engineering services for the construction of sewer main diversion pipes reversing sewer flow via conventional cut and cover as well as trenchless jack and bore methods to abandon Mesmer and Overland Sewer Pump Stations. This also involved extensive permits and coordination with Caltrans, the City of Los Angeles, and the City of Culver City for these jack and bore pipelines underneath the I-405 and Route 90. The goal of the project was to divert flows from four of the City's sewer pump stations to a new sewage pump station, Bankfield Station, which is another project in which NV5 provided construction management and inspection services during construction.
Bankfield Sewage Pump Station (October 2018 -August 2020): NV5 provided construction management, inspection, and limited design engineering services for the construction of the Bankfield Sewer Pump Station adjacent to the Caltrans Right -of -Way. The new pump station receives diverted flows from two existing pump stations, and diverted flows from two more pump stations at a later date. The new pump station has a 10 -foot -by -20 -foot sewer wet well that is 35 feet deep, constructed in groundwater with a discharge permit to the City of L.A. Sewer Interceptor since the water was contaminated and RWQCB would not issue a permit to discharge to storm drain. There are two submersible pumps, a flow meter vault, a valve vault, a bypass vault for the two force mains, an emergency diesel -fueled backup electrical generator, and complete SCADA systems. NV5 assisted with the final design and implementation of the emergency diesel generator, as well as pipeline redesign for the sewer force main, including the AQMD permitting, as the original plans did not accommodate a generator. There is also a 25 -foot -by -20 -foot building to house instrumentation and SCADA systems, a bathroom and electrical components. This project is an American Public Works Association BEST Awards winner.

SCOPE OF SERVICES - OPTION 1: PLAN CHECK SERVICES
SCOPE OF SERVICES FOR
OPTION 1: PLAN CHECK SERVICES
NV5 has thoroughly reviewed the RFQ, and we
are equipped with the personnel and resources to
provide the City with all of the services contained in
Option 1: Plan Check Services.
Our primary approach is to serve as a direct extension
of the City staff. NV5 will take every measure possible to see that the City's timeline is met. It is our intention to consistently beat the plan review turnaround times
while assuring continuous quality and reasonable
implementation of the state codes and all local
amendments. We will put forth a coordinated
effort and responsibility to track and coordinate all
applications or requests received in the City.
All plan check services will be driven by the
accepted architect -engineering and industry
professional practices and will comply with the
applicable regulations. Turnaround times of plan
checks are crucial, and we intend to return plan
checks within the timelines outlined by the City. We
continually train existing employees and recruit new
talent to exceed the expectations of our clients.
We understand how essential it is for individual
departments to work together in order to build a
successful project. Our philosophy is to work closely
with all departments, divisions and agencies to
eliminate redundancy and increase efficiency. We
understand the difficulties in interpreting design
standards, and we take pride in providing solutions
for your constituents.
Outlined below is the general process the NV5
team utilizes to provide plan review services. This is
presented as a guideline to be adjusted according
to the processing procedures of your jurisdiction.
We will work with the City in a seamless manner for
review of plans for code compliance and keeping
projects moving to the finish line.
PROJECT DELIVERABLES: PLAN CHECK PROJECTS
Deliverables for a typical plan check project include:
o Cost confirmation letter (if required)
o Signed comment letter with checklist
o Redlined plans
In compliance with state law, all plan check services
will be performed by or under the responsible
charge of a California licensed professional eligible
to prepare and sign the type of map, plan, or
professional study being reviewed. All plan review
memos will be signed and sealed by a duly licensed
professional.
PLAN CHECK SUBMITTALS SEQUENCE
Each submittal will generally follow the following
sequence:
First Plan Check
The initial plan check will be comprehensive and
identify all significant issues. It is important to
present significant issues to the developer as
early in the review process as possible, so that
the developer can respond in a timely manner. In
addition to the typical scope of services, the first
plan check will include the following:
o Plan Review Checklist
o Review of Conditions of Discretionary Approval
o Analysis of Easement Requirements and Right -Of -
Way Needs
o Identification of Required Coordination with Inter -
Agency Jurisdictional Issues
Subsequent Submittals
Plan check resubmittals are reviewed for
completeness and to determine if all previous
comments have been fully addressed. If the
developer has made significant changes to the
submittal, new review comments may be necessary.
The NV5 plan checker will identify remaining
deficiencies in the documents for subsequent
reiterations of the plan check submittals.
Final Review
We anticipate that after no more than three (3)
plan checks, NV5 will request that the developer
submit final plans and associated documents, as
required by the City for final review. NV5 will confirm that plans are complete and that all associated
documents have been submitted. NV5 will then
provide an approval letter and other required
documents and transmittals, depending on the type
of review.
City of Beaumont I On -Call Plan Check and Inspection >?-vices NV5 I B1
SCOPE OF SERVICES - OPTION 1: PLAN CHECK SERVICES
Transmittal
NV5 will maintain accurate and comprehensive
records related to all plans, calculations and
documents received.
We will screen and log every application to assure
they are routed to all plan checkers in a timely
manner. All submittals are checked for compliance
with relevant state and local requirements. The log
serves as a tracking device to assure turnarounds
and completeness of review.
Corrections
NV5 will assure that corrections are handled as
quickly and as clearly as possible. We will identify
all corrections based on compliance with specific
standards, codes and regulations. We will either
provide notes on the plans as appropriate, or
provide a correction sheet detailing which items
need to be addressed for plan approval.
Each project will be reviewed with strict adherence
to our company policy of independent objectivity as
a third party. Projects have ranged from the simple
to the complex across all types of construction. Our
wide exposure and expertise allow us to provide
impartial and comprehensive plan reviews clearly
indicating the applicable codes and standards and
documenting noted deficiencies. Our reviews are
individually prepared for each project, and, while
we use Agency standard checklists as a basis
for our review, we also review each individual
project for site -specific impacts and technical
merits — including boundary conditions and
general construction considerations. Our Plan
Review Reports are written to provide the design
team with a clear and concise understanding of
the issues. Comments from each discipline are
grouped together for easy reference, and each
comment references a specific item in the plans or
specifications as well as a reference.
Approvals
Upon completion of each plan review, plans and
supporting documents will be returned to the City
recommending approval. Approval will only be given
when all compliance issues are resolved to the best
of our team's knowledge and all requirements of the
City are satisfied.
Plan Check Turnaround Times
• First plan checks will be reviewed and returned
not more than 15 business days from receipt of
submittal package
• Second and subsequent plan checks will be
reviewed and returned within 7 days from
receipt of submittal package
Accelerated Plan Review
Some plans may require expedited review. At your
request, we will perform plan review services within
an accelerated time frame. Accelerated plan review
may require an additional fee, agreed upon by the
applicant and NV5.
Meetings
We will conduct and coordinate all communications
with the City for plan review comments to assure
that plan review issues are handled efficiently.
During the plan review process, we are prepared
to meet with City staff and the applicant at any
time. Our goal is to issue approved plans as quickly
as possible, but in full compliance with local
codes, ordinances and guidelines. Our experience
suggests greater involvement early in the design
process yields exceptional benefits. We feel it
is helpful to be involved in Development Review
meetings for projects subject to the Planning
Review process.

SCOPE OF SERVICES - OPTION 2: INSPECTION SERVICES
SCOPE OF SERVICES FOR
OPTION 2: INSPECTION SERVICES
NV5 has thoroughly reviewed the RFQ, and we
are equipped with the personnel and resources to
provide the City with all of the services contained in
Option 2: Inspection Services.
Having spent the past seven years inspecting
private and capital projects within the City, our
team understands the nuances of City geography
and development patterns, making them uniquely
qualified to react quickly and confidently to a
diverse workload and to anticipate challenges
based on unique field conditions.
Detailed and accurate inspection of the
contractor's work is required for successful project
completion. Our Resident Inspector will discuss any
appropriate revisions to the contractor's methods
and coordinate with the City's Project Manager at
all times that work is progressing. Our Inspection
services can include:
• Review and become familiar with all contract -
and construction -related documents, including
plans and specifications, traffic control
plans, construction schedules, construction
sequences and permitting requirements,
and present any concerns during the pre -
construction meeting. Attend subsequent
progress meetings to maintain communication
regarding issues or problems. For all projects,
maintain correspondence file and copy all
contractor communications to the City.
• Perform daily field and quality control
inspections and measurements of the
contractor's work, submittals, and construction
materials to assure all conform to the contract
documents, City codes and ordinances,
"Greenbook" Standard Specifications,
Manual of Traffic Controls for Construction
and Maintenance Work Zones, Caltrans
Construction Manual and all other applicable
codes and regulations. Health and safety
measures will be strictly enforced to maintain a
safe construction environment.
• Prepare daily reports, including daily progress
photos, and detail work completed and/or
other activities for each day the contractor
performs work. Daily reports will state at
a minimum the date, weather conditions,
traffic control measures taken, progression
of work, materials used, and subcontractors,
equipment and employees on site, and
major incidents/safety violations. We will
also prepare reports of deviations and non-
conformance to specifications and provide
responses in accordance with the specification
requirements. Notices of Non -Compliance will
be immediately delivered to the contractor for
any and all deviations.
• We will monitor the establishment,
maintenance and any requirement modification
of the approved SWPPP. Should the provisions
for developing the SWPPP in the specifications
be inadequate to support development
of a comprehensive and timely submitted
stormwater and erosion control plan necessary
to comply with current NPDES requirements,
the NV5 team can work closely with the
design consultants to incorporate the required
language into the project specifications
suitable to meet these goals.
• Monitor utility coordination as set forth in the
pre -construction meeting, reporting conflicts to
the City and recommending a course of action.
City of Beaumont I On -Call Plan Check and Inspection Se -vices NV5 I B3
SCOPE OF SERVICES - OPTION 2: INSPECTION SERVICES
• Assure compliance to the coordination
plan set forth in the project startup to
mitigate construction impacts to businesses
and residents, altering and revising the
coordination plan as project demands require.
As part of the coordination plan, monitor site
safety, public safety and convenience, reporting
problems to the City.
• Assure implementation of a traffic control plan
that is in accordance with the latest Work Area
Traffic Control Handbook (WATCH) manual
requirements, the City's requirements, and the
contract documents.
• Compile detailed punch lists with the City,
Consultants, and contractor. NV5 will conduct
a preliminary walk-through with the contractor
to assure there are no blatant issues and
to generate a preliminary punch list. After
completion of the preliminary punch -list items,
prepare the final punch list and coordinate
with the contractor for item completion. All
punch lists generated will include schedules for
completion.
• Upon project completion, conduct final
inspection, closeout permits, including
encroachment and construction/excavation,
and prepare and submit as -built plans to the
City.
Inspection Response Time
NV5 requests a minimum of 24 hours advance
notice to respond to inspection requests; however,
in the case of an urgent need, we will make every
effort to provide assistance in an expedited
time frame.

scheduling, tracking, inspection reporting, and
enforcement procedures as needed. Our inspectors
often use mobile software and iPads/phones for
more efficient inspections, but we can also provide
a detailed report in PDF format with photos if
that is an option that is desired. We would want
to work carefully with the City to understand the
current enforcement process in place for its NPDES
program and escalate any non-compliance issues if
they cannot be resolved within a timely fashion.
City of Beaumont I On -Call Plan Check and Inspection Services NV5 I B7
SCOPE OF SERVICES - OPTION 4: STORM WATER COMPLIANCE
SUB -TASK: Assist City staff with various NPDES
inspections, as needed, including Commercial/FOG,
Construction, and Post -Construction inspections.
SUB -TASK: Coordination of any enforcement
actions that may be required for non -compliant
sites with City staff. This can be done on a weekly
basis via email and by having a follow-up meeting
either in person or virtually to resolve more complex
issues on sites.
Training
NV5 is a leader in developing and delivering
training programs to enhance the skills and
competencies of individuals with stormwater
management and protection responsibilities
supporting all elements of the implementation
activities outlined in watershed management, water
quality improvement, and other implementation
plans. We have developed content and provided
both in -person and virtual training programs such
as GoTo Webinar, GoTo Meeting, and many others
in both English and Spanish. Our training has
been provided to well over 600 individuals in the
Southern California region who are responsible
for implementing municipal NPDES compliance
programs, industrial and commercial inspection
programs, industrial permit programs, construction
general permit programs, and groundwater
concerns such as drought mitigation strategies.
Additionally, we have several QISP and QSD/P
trainers of record on staff and have conducted
dozens of training sessions to varying audiences
in an assortment of settings, including training of
municipal staff of MS4 and Construction General
Permit (CGP) requirements, Industrial General
Permit (IGP) training for industry personnel,
and workshops for the public on MS4 and IGP
compliance requirements. We are able to tailor our
training programs to meet the needs of the client
and aim to present information in an accurate,
clear and digestible way for any audience. Our
training can be provided in either formal (classroom
or lunch and learn) or informal environments (such
as field training or shadowing an inspector).
SUB -TASK: Depending on the type of training
needed, NV5 can prepare a proposal and cost for
the training within a few days of a request from the
City. The cost of training will vary based on the size
of the audience and level of preparation needed to
prepare any materials that are needed.
CEQA Reviews
NV5 staff are extremely familiar with providing CEQA
reviews for all types of projects, including private and public projects. We believe that the planning stages
of a project are key for setting major stormwater
elements of the project, including drainage and
stormwater infrastructure, and will analyze these
two items together to determine if the concept will
satisfy the current MS4 permit requirements and
to assure a successful project once it gets to the
design stage. We would carefully review the types
of BMPs that are being proposed and provide input
on the concept plan as well as any other site and/
or source control BMPs that are recommended for
projects. We also carefully review any preliminary
drainage and geotechnical information to fully
understand that project as a whole and where
opportunities and constraints may lie.
SUB -TASK: CEQA reviews of stormwater documents,
such as P-WQMPs for priority development projects,
review of site and source control BMPs for standard
projects, and review of preliminary SWPPP and
temporary construction BMPs.
MS4 Review for Capital Improvement Projects
We can provide detailed review of plans for any
Capital Improvement Projects and outline the
required MS4 requirements for that project,
including whether it would be identified as a
Priority of Standard development project, whether
it could be exempt from providing treatment control
BMPs, whether Hydrologic Conditions or Concern
would apply, and what construction stormwater
requirements would be required. We can either
provide a formal technical memorandum that
summarizes the NPDES requirements for the
project or can also informally set up a call with the
City to discuss the approach.
SUB -TASK: Review of CIP projects on an as -needed
basis to establish regulatory requirements for
construction and post -construction compliance.

CITY OF SAN DIEGO I SAN DIEGO, CA
Project Manager. Ms. O'Neal is overseeing the as -needed plan review and inspection services contract for the City. NV5's first task in 2022 consisted of assisting the City with expedited (rapid) reviews for a backlog of over 150 building construction plans and water quality documents submitted by applicants seeking building permit approval. The NV5 team began onboarding in mid -May and quickly became well versed in the City's Accela and EPR review and permitting programs. Beginning with a backlog of over 150 rapid reviews on June 14, the NV5 team was able to quickly reduce the backlog to single digits by July 15 - about a month after the start of the task. This also included reviewing daily incoming new submittals that varied from 5 to 20 per day, which NV5 successfully managed concurrently with the backlog. With the backlog cleared, the City entered the "maintenance phase," with NV5 assisting with current incoming rapid reviews, assuring that they were being reviewed in a timely manner. During this time, NV5 staff completed over 700 rapid reviews for the City and quickly built a strong and successful working relationship with the City and its staff. The City subsequently requested a team of Structural Engineers to assist in clearing a backlog of Building Department Reviews. In February 2023, NV5 was awarded a $2.5M As -Needed Plan Check and Inspection Services contract to supplement City staff and continue assisting the City with maintaining permit processing timeline goals.

Mesa Lift Station Emergency Pump Replacement
CITY OF BEAUMONT I BEAUMONT, CA
Project Manager. Mr. Palacios was responsible for providing engineering services in support of the Mesa Lift Station emergency pump replacement.
None of the existing 200 HP pumps (4 total) were operational due to failures of critical pump components and were considered beyond repair.
During these emergency conditions, the City rented portable diesel pumps to keep the pump station in operation while the electric dry -pit pumps were repaired or replaced. Mr. Palacios worked with the City's contract operator to determine current operating conditions (flow and TDH) to select two replacement pumps to operate in a lead/standby mode. He coordinated pump selection with a local supplier based on operating data of the emergency diesel pumps and information provided with the contract operator. He prepared preliminary system curves for review by the City and pump supplier and verified with the pump supplier that the existing VFDs were compatible with the selected pumps. Additional services included construction inspection during pump installation and system startup.

Staff Report
TO: City Council
FROM: Carole Kendrick, Interim Community Development Director DATE February 18, 2025
SUBJECT: Adoption of the 2025 Community Needs Assessment Survey Results and Approval of CDBG Funding Priorities
Description Adoption of the 2025 Community Needs Assessment Survey results and approval of the City's CDBG funding priorities for public improvements and community services under the 2024-2029 Consolidated Plan.
Background and Analysis:
The 2024-2029 Consolidated Plan, developed in coordination with Riverside County Housing and Urban Development (HUD) - Community Planning and Development (CPD), serves as a strategic blueprint for addressing community development needs across Riverside County and within the city of Beaumont. As a participating jurisdiction under the Community Development Block Grant (CDBG) program, the City receives funding to support projects that benefit low and moderate income residents by improving infrastructure and community services.
As a part of Riverside County's CDBG program, the City is required to conduct a Community Needs Assessment Survey to help inform the County's Consolidated Action Plan. The previous survey was conducted in 2018 to guide the 2019-2024 plan; this new survey focuses on the 2024-2029 cycle to ensure that local and countywide community development efforts remain aligned with evolving needs.
Community Outreach and Survey Participation:
To ensure public input on funding priorities, the Community Needs Assessment Survey was distributed through multiple outreach channels, including:
• Posting on the City's official website and social media channels • Mailing survey information on residents via utility billing • Providing physical copies at City Hall
The survey was open from January 6, 2025, to February 7, 2025, and received 38 responses.
While the number of responses may appear low, it is consistent with historical trends.
The last time this survey was conducted in 2018, the City received only 22 responses.
Additionally, the timing of this survey, shortly after the holiday season, may have contributed to lower engagement. Another possible factor is that the survey was issued by Riverside County HUD-CPD rather than the City itself, which may have led to disengagement. The combination of these efforts, along with multiple city -led surveys, may have contributed to low engagement among residents.
Survey Results:
Survey respondents ranked the following categories as priorities, with percentages reflecting those who selected each category as their top priority:
1. Housing (25%): Affordable rental units, home repair, down payment assistance, eviction prevention
2. Business and Job Opportunities (23%): Job training, small business loans, coaching for small businesses
3. Public Improvements (19%): Street and sidewalk repairs, water and sewer improvements, trash removal
4. Community Services (17%): Health and mental health services, homeless services, crime prevention programs
5. Public Facilities (16%): Libraries, parks, senior centers, youth centers Public

While housing and business/job opportunities received the highest prioritization, CDBG funds are limited and do not provide sufficient resources to fully address these areas.
The estimated FY 2025-2026 CDBG allocation is $151,000, which is not enough to support large-scale initiatives such as affordable housing development or comprehensive job training programs. CDBG funds are best suited for projects that are scalable and can be completed in phases aligned with yearly allocations.
Public improvements, such as sidewalk repairs, are an eligible use of CDBG funds and can be completed in stages as funding is received. The City has already incorporated CDBG funding into its Capital Improvement Plan (CIP) for the five-year period through FY 2029, specifically for Citywide Sidewalk Improvements.
Community services, particularly youth and afterschool programs, have historically been funded through CDBG and provide direct benefits to residents. These programs align with HUD-CPD goals by offering services to low- and moderate -income families and addressing community development needs. By focusing CDBG funding on public improvements and community services, the City ensures that resources are directed toward projects that are feasible, impactful, and scalable within the available budget.
Fiscal Impact:
The City of Beaumont's 2024-2029 Consolidated Plan outlines funding priorities for the five-year period, including the use of Community Development Block Grant (CDBG) funds allocated through Riverside County HUD-CPD. For FY 2025-2026, the estimated CDBG allocation is $151,000.00.
Annual allocations vary based on federal funding levels and are finalized upon award.
Adoption of these funding priorities will ensure that the City directs CDBG funds to eligible projects that align with both HUD regulations and the community's highest needs as identified in the survey.
Recommended Action:
Staff recommends that the City Council approves the City's five-year HUD-CPD funding priorities as follows:
1. Public Improvements: to include street and sidewalk repairs.
2. Community Services: services for children such as after school programs and advocacy.
