SCOPE OF SERVICES
Consistent with the City’s Request for Proposals (RFP), HCI proposes to provide the services of a local mural artist with extensive experience in the creation, development, and installation of public art murals. Ms. Candace Galvan has creat ed murals on a variety of surfaces including metal, concrete, brick, stucco, wood, ceramic tile , and concrete. Her work extends over a 15 year history serving numerous public agencies, including the Cities of Bellflower, Long Beach, Norwalk, and Paramount.
As such, HCI has a clear understanding of the pr oject scope and expectations. Following is a summary of the tasks required. Also, following ar e specific examples of similar projects we have completed via Ms. Galvan, as well as initial concepts for the City’s consideration.
Task 1—Concept Development
HCI will develop mural concepts for the four (4) murals that may include the history of Julia Russ Asmus, the agricultural history of the community for Japanese and Mexican immigrants, the spirit, history and culture of the City of Bell Gardens and the Gage Mansion. Prior to concept development, HCI will conduct research to better understand the sites, the City’s history and culture.
Task 2—Mural Painting
Upon the City’s approval of the mural concepts, a nd site preparation to be provided by the City, the painting of the murals will commence.
Our artist is a resident of Los Angeles County and is a citizen of the United States. Ms. Galvan’s projects have been in existence in excess of 15 years and literally all municipal art clients have requested her services time and time again. All of her artwork is located in public places and reflect the objectives of the city. For example, the City of Bellflower has a rich apple history, and murals reflecting that history have been created. In each case, the projects have been completed on time and on budget.
Throughout the process, HCI will collaborate with City staff of the comp letion of the artwork.
Included in this proposal and on the following pa ges are examples of previously completed projects.
TIME SCHEDULE:
HCI understands the total project is to be completed by May 31, 2024, and is committed to meeting that schedule.

We are a group of local artists who grew up in Bell Gardens hoping to work together to bring art to the city.
Our team views this as a unique opportunity to not only create exciting visuals, but to pair those visuals with some of the history of the city.
In our proposal, you will see our plans for how we hope to approach this. We are incredibly excited for this opportunity, and we hope you can get a sense of that through our proposal. 2704Exhibit 5
Each artist will bring their own style to the series, creating a diverse set of visuals from one piece to the next, while a concentrated color palette and educational components will unify all pieces.
The educational components will be fashioned as “Did you know?” style factoids about the subject in the mural.
The Julia Russ Asmus mural, for example, will detail her volunteer work with the community, her work as Manager of the Bell Gardens Chamber of Commerce, as well as personal elements to show a well-rounded portrait of who she was and what she meant to the community.
Each subject will be paired with it sown educational component. These boxes will be accented with small depictions of the classic Bell Gardens town trolleys as an easter egg for residents. All of the pieces will be tied together through the unifying theme of “Bell Gardens”.
Javier, Juan and Alondra hope to develop a series or murals that highlight various local elements of Bell Gardens history.
Our mural themes include:
- Julia Russ Asmus
- Don Antonio Maria Lugo
- Casa de Rancho San Antonio
- Bell Gardens’ history as an agricultural center for Mexican and Japanese immigrants Each mural will have an informational element about the subject so that anyone can learn more about what‘s being shown. Our proposal also includes additional details with local touches for residents to feel the local connection of the artwork, such as:
- Consistent color palette based around the City’s colors - Incorporating depictions of local native plants
- Adding the classic Town Trolleys as accents

In 2022 he worked with the city and the local Bell Gardens Girl Scouts troop to design and create art work for a power box celebrating educators. His paintings have been shown across the country, and he has spoken and given talks about growing up as an artist in Bell Gardens at colleges and universities.
JUAN GALINDO
Juan grew up in Bell Gardens, having lived here since 1994. He’s seen the city change and evolve over time, and his art is a reflection of those changes. Juan has been an artist for 35 years, having exhibited his work in Bell Gardens, Los Angeles, Pomona, Thousand Oaks, Whittier and Yucca Valley. He has honed his focus on people, marked by his signature abstract style, reflecting the changes he’s seen in his neighborhood. Juan also completed two murals displayed at Bell Gardens High School. Alondra was born and raised in Bell Gardens. She was brought up with an appreciation for art at a young age as her mother is also an artist. She is currently an undergrad at Cal State Long Beach, working on her Bachelor of Fine Arts with focuses in both 3D and 2D art. Alondra has extensive experience in painting, with her coursework also focusing on oils and acrylics. Alondra’s career path in art is a reflection of her belief that art is a crucial component for anyone growing up, as it’s played a major role in her life. She hopes to play a role continuing that message by beautifying her native Bell Gardens through her art. 8 710Exhibit 5

Keep Bell Gardens Clean and Beautiful
Planning Commission | March 16, 2011City Council | April 22, 2024 721Exhibit 6
BACKGROUND
The City successfully completed the competitive grant application process and was awarded $510,067 for the “BG Keep Parks Clean Beautification Project” in June of 2022 through the Clean California Local Grant Program (CCLGP) .
The “BG Keep Parks Clean Beautification Project” will renovate Julia Russ Asmus Park and Hannon Park by replacing existing playgrounds; replacing existing picnic tables and trash receptacles; installing new anti-litter signs, artwork, and signage about the history and culture of the community; and planting of trees.
Project scope requires four (4) artist elements be installed, two at each park. Staff concluded painted murals to beautify existing infrastructure would be the best choice to achieve the Project’s goals.
The Clean California grant budget includes $24,000 for these artistic element services.
