• We will prepare the design documents for the complete renovation of the storage building, aiming to improve the functionality of park operations and park support services.
• We will prepare the design documents for ADA-compliant accessibility upgrades throughout both structures, including parking, entries, and interior spaces. • We will ensure all design documents reflect required compliance with CEQA, NEPA, and any other regulatory permitting or hazardous materials testing requirements.

2. Funding & Budget: This project is federally funded through CDBG/HUD, with an estimated budget of $1,785,567.

Additional Tasks
Based on our Field observation, we believe that the following task will add substantial value at minimal expenditure.
• The playing surfaces of all existing courts, including basketball, tennis, futsal, and volleyball, are currently worn out, uneven, and deteriorated. These surfaces require full renovation to ensure safe, accessible, and high -quality recreational use. • We recommend including a splash pad for children as a deferred submittal. It would serve as a vibrant and engaging feature, offering a fun and joyful experience for kids that enhances the overall recreational value of the park.
• We are offering a redesigned monument area with some art pieces display that enhances the existing Veterans Park monument by surrounding it with a striking architectural structure featuring integrated lighting and water elements. Positioned at the park's main entrance, this dynamic new design will create a powerful first impression, drawing attention, while honoring the monument's significance at the heart of space. • We recommend proceeding with the installation of a cost-effective canopy for the stage at Bell Gardens Veterans Park to provide essential weather protection and improve usability, while staying within a low -budget framework.

Project Methodology
Although there are two (2) distinct projects under this task order, we will treat the process as one and will prepare one package that will have both projects in it, unless instructed otherwise. We propose this to ensure that the preparation of the design packages is expedited. We will identify each project separately as the funding sources are different and we are aware of the reporting for each funding source. By combining the two (2) projects in one package, we will reduce the design period while creating savings in the overall scale of the project and as well as realize the cost saving of some duplicate items such as mobilization and project phasing. It will also reduce the design period and that will help with future CPI increase of material and labor. This strategy will also reduce the construction time so the new amenities will be available to the constituents more quickly. We are dedicated to delivering these two (2) projects on time and within the budget. We have examined the proposed scope and visited the site and have included a schematic concept in this proposal to start the conversation about design that might meet city's 5IPage

Cornmuffnify and Transit Center Ren°nodeling, City of Lynwood, CA.

The City of Lynwood is in the process of upgrading its city -owned facilities, and as part of this effort, the city contracted with Infrastructure Architect (iARCH) to reimagine and remodel the Community and Transit Center. While the initial phase involved envisioning a more functional and visually engaging facility, the project has since moved beyond the conceptual stage and is now actively under construction. iARCH is currently working on the comprehensive renovation of the center, transforming it to better serve the evolving needs of city staff and the community.

Throughout the design process, iARCH held multiple meetings with department directors — including Public Works, the City Engineer, and Parks and Recreation —to gather input and align the design with the city's goals. Following these discussions, our team conducted site visits and user surveys to assess the existing layout and functionality. The resulting design, which has undergone several rounds of departmental review, is now being brought to life —delivering a center that is both highly functional and visually uplifting. The city has already secured partial funding, and the project is progressing toward completion.

KeIIer Park Remodel, Cuty of Huntington Park
In City of Huntington Park, a major transformation is underway at Keller Park —a beloved community space that's getting a fresh new look. With over 107,000 square feet of planned improvements and a $2.1 million construction budget, the redesign is ambitious and community focused. Infrastructure Architects (iARCH) has been entrusted with reimagining the park, bringing together thoughtful design and practical upgrades. The new plan introduces a walk-in fountain jet, shaded amphitheater, upgraded playgrounds for different age groups, and a modern restroom facility. We also converted an unused 2nd floor storage into a coffee shop/lounge area mezzanine for the employees of the facility to create a retreat for a cup of coffee or a relaxing lunch. The design blends with the natural surroundings while standing out as a unique architectural feature. The project is going through the bid process.

Morgan Park Restroonrs Remodel, City of Baldwin Park
The recently completed renovation of the Morgan Park restrooms in the City of Baldwin Park reflects Infrastructure Architects' commitment to modern, accessible, and sustainable public design. With a construction budget of $540K and a project area of 960 square feet, the scope included full demolition of the existing facilities and a complete rebuild using eco-friendly materials and water -saving fixtures. D. This addendum is being issued to incorporate the following Response to Request for Information No. 1 into the RFP:

RESPONSE TO REQUESTS FOR INFORMATION NO. 1

1. What portion of the total $5.78M funding is allocated specifically for design services?
A: The City has not specified a budget for design services. However, the City anticipates design costs will be approximately 7-12% of the total project budget.

2. Is there a projected construction budget for the project? A: The remaining project budget for the Veterans Park Refurbishment is $3,310,894, of which 80% is anticipated for construction:

3. Has any previous design or master planning work been completed for the park? A: The most recent renovation at Ross Hall took place in 1979 with the addition of the south wing:

4. Are there any drawings, records, etc. of any of the existing park improvements including underground utilities?
A: The most recent as -built plans are from the project that took place in 1979.

The Consultant is expected to perform full field investigation and survey.

Therefore, proposals must reflect both the scope of work and the costs associated with this task.

5. What is the square footage of the area within Ross Hall to be renovated? A: Ross Hall Auditorium is approximately 3,394 SF.

6. What is the year of original construction for the buildings? A: The building's original construction date is unknown at the time. However, the building underwent a, renovation in 1979.

7. What types of interior improvements are anticipated (e.g., ADA compliance, lighting, HVAC, plumbing, finishes, structural upgrades)? A: The scope of work is defined by the available budget. Due to the size and conditions of Ross Hall, non-structural improvements may be most appropriate to maximize funding and create a more functional space. Interior improvements at Ross Hall may include finishes (flooring, paint, cabinetry, etc.) and ADA improvements for, accessibility.

8. Are there existing drawings available?
A: The most recent as -built plans are from the project that took place in 1979. 2 54IPage

A: Ross Hail will continue with the same programming after the refurbishment project.

10. Is a potential visit to the site to tour the existing building (s) feasible or can we visit without scheduling with the City assuming that the building areas are accessible to the public?

11. What assumptions should be made regarding structural work (e.g., no structural modifications)?
A: The City does not anticipate the need for any significant structural modifications for this project:

However, should a designer propose any enhancements that affect the building's structural framework, the designer will be responsible for providing a complete set of structural plans and pertinent calculations as part of the project.

12. Does the City have a report available for Ross Hall Recreation Center & Cultural Center regarding the presence of any hazardous materials? Should we include as part of our proposal?
A. The Consultant will be responsible for obtaining any necessary hazardous materials reports. Therefore, proposers must include the costs and tasks associated with these reports;! as part of their proposal.

20. With the new splash pad, there be a need for supporting facilities such as a building for the mechanical room, restrooms, or changing areas with indoor or outdoor showers in which we should account as part of our scope, shall we assume the splash pad will be located near the new restroom and that restroom will have space for all the necessary accoutrements for the splash pad? A: Please note that the incorporation of a splash is currently on -hold and should not be part of the proposal at this time.

21. Which permitting and regulatory agencies will the consultant be expected to coordinate with (e.g., LA County Health, AQMD, Regional Water Quality Control Board)?
A: It is the proposer's responsibility to identify all permitting and regulatory agencies required for their proposed scope. Their submission must take into consideration a plan for all necessary coordination.

22. Will CEQA and/or NEPA documentation be handled by the City, or will it be part of the consultant's scope?
A: The Consultant will be required to handle all CEQA and/or NEPA documentation.

23. Should stormwater treatment/LID assumed to be triggered (via 5,000SF of added or modified impervious area) by this project?
A: Since none of the project components are within the category of a "priority project" under the MS4 NPDES Permit, post -construction stormwater treatment/LID is not anticipated.

24. Has the city already solicited community input or will that be the role of the consultant?

Page 805 of 817 ends

In September 2024, SB 549 was signed into law, allowing tribes to sue private cardrooms to stop the play of certain table games. The tribes filed suit on January 2, 2025. In October 2025, the Court dismissed the lawsuit filed against CA Cardrooms.

The Court ruled that the federal laws governing Indian gaming preempt (Override) the state -level lawsuit authorized by SB 549. Tribes may appeal the court's decision to the State Court of Appeal.

Proposed Regulatory Changes by Attorney General
There are a series of proposed regulatory changes by the CA Attorney General's office, which include:
• Changes to Third Party Proposition Player Services (TPPPS). • TPPPS must rotate every 40 Minutes and other changes. • Changes to Blackjack Style games.
• If implemented, significant slowdown in the pace of the games. • A public hearing was held on May 28th and 29th of 2025. • Our Cardroom JPA continues to work with cardrooms, consultants and industry groups to oppose the proposed regulations.

Next Steps for City of Bell Gardens
Staff recommends that the City take the following steps to address and monitor City revenue:

1. Continue to closely monitor card room revenue.

2. Continue to work through the Cardroom JPA.

3. Develop contingencies to address any long-term reductions in cardroom revenues.

4. Continue to develop additional revenue opportunities:
• Consider .25% Sales Tax Ballot Measure (Estimated $1.3 Million per year). • Retail Cannabis (6 Development Agreements Signed).
• Potential sale of City Water System (RFP issued December 2025). • General Fee Study (2026).

Discussion of Holiday Decorations on City's Right -Of -Way and Facilities
January 26, 2026
RECOMMENDATION:

It is staff's recommendation that the City Council:

1. Provide direction to staff regarding expanding the City's holiday decorations; or

2. Receive and file the report.

BACKGROUND/DISCUSSION:

On February 10, 2025, staff provided the City Council with an overview of the City's existing holiday decoration program, which included the following items:
• A holiday tree at the City Hall front lawn.
• A holiday tree inside the City Hall lobby.
• Holiday lights on the City Hall building.
• Poinsettias on the City Hall front lawn.
• Holidays lights around pine tree trunks at the City Hall front lawn and parkway.
• A holiday tree at the Veterans Memorial at Veterans Park. • A holiday tree inside the Ross Hall lobby at Veterans Park. • Holiday lights on the Ross Hall building at Veterans Park. • A holiday tree inside the Ford Park administration building lobby. • A holiday tree inside the Neighborhood Youth Center.
• Holiday lights on the Neighborhood Youth Center building. • A holiday tree inside the Clara Senior Center lobby.
• A holiday tree inside the Public Works Maintenance Yard lobby. • Holiday banners on landscaped center median island banner poles (On Eastern Avenue, from Garfield Avenue to Watcher Street, and on Florence Avenue, from Eastern Avenue to the east City limits).

During the 2025 holiday season, the Public Works Department added the following components in addition to the existing holiday decorations:

Page 814 ends

• A holiday banner was installed on the two banner poles on Garfield Avenue south of Florence Avenue; and holiday lights were installed along the length of the banner due to electrical wiring and power outlets being installed on the poles.
• Electrical outlets and holiday lights were installed on entry monument signs on Eastern Avenue north of Watcher Street; Gage Avenue west of Eastern Avenue; Eastern Avenue and Garfield Avenue; Florence Avenue and Scout Avenue; and Suva Street east of Scout Avenue (These sites faced challenges with vandalism and theft of the newly installed wiring and outlets). • Solar -powered holiday LED lights were installed around the tree trunks on trees on the landscaped median island on Garfield Avenue from Florence Place to Loveland Street.
• Red holiday bows were installed on trees in landscaped median islands Citywide.

At its February 10, 2025, meeting, the City Council directed staff to assess the following potential holiday decoration expansion alternatives:
• Installing new poles at the key entry corridors into the City; • Renting holiday decorations through a third -party vendor; and • Assessing the feasibility of purchasing SCE -owned poles.

The Public Works Department has compiled the following information and estimates for City Council's consideration:
• Incorporating additional holiday -Chemed banners. The City's engineering firm assessed the site conditions for the potential installation of banner poles with electrical power across Eastern Avenue north of Florence Avenue or at Florence Avenue east of Eastern Avenue. The banner poles assume a match with the existing banner poles located on Garfield Avenue south of Florence Avenue. The scope of work would entail the installation of banner poles with decorative aluminum fluting on the column and decorative bases, cables crossing the roadway, along with electrical power to provide illuminated holiday decorations mounted to the crossing cables. The poles would be Caltrans Standard 26-3-100 traffic signal poles with a 42 -inch diameter by 13 -foot deep foundation. The electrical power would be provided by installing new conduit from the existing City electrical service pedestals to the new banner poles. Existing sidewalk and landscaping would be removed and replaced for the installation of new banner foundations. The proposed locations are shown on the following aerial photograph:

Page 815 ends

The Engineer's Estimate for the work is as follows for one (1) location:

Description
Est. Cost
Purchase/Install Type 26-3-100 sicnal/banner poles
$200,000
Purchase/Install aluminum flutes
$45,000
Purchase/install aluminum base
$45,000
Electrical work
$25,000
40' Overhead holiday banner with LED lights
$10,000
Total estimated cost for ONE location
$325,000
The estimated cost to purchase and install a 40' overhead holiday banner with LED lights at the existing banner poles on Garfield Avenue south of Florence Avenue would be $10,000.
• Rental vs Purchase of Holiday Decorations: Staff conducted a survey of local jurisdictions to assess their approach to holiday decorations, and the findings were as follows:
o City of Bellflower: Operates under a third -party vendor agreement where the vendor purchases holiday assets for the City, and the vendor is responsible for design, installation, maintenance, and removal. The vendor cost for Year 1 (2025) is $125,000, Year 2 is $87,000, Year 3 is $94,000, Year 4 is $96,000, Year 5 is $99,000, and Year 6 is $102,000.

Page 816 ends

o City of Lakewood: Utilizes a third -party vendor for the installation, removal, and storage of holiday lighting and equipment, with an annual budget not to exceed $70,000.
o City of Cudahy: Contracts with a third -party vendor for the rental of holiday lights at a fixed annual cost of $76,200.
o City of Bell: Entered into a contract with a vendor for the purchase of decorations for an amount not to exceed $150,000.
o City of South Gate: Purchased a lighting system for street trees in 2022 for $173,925. Currently, the City employs a third -party vendor to provide annual maintenance for $60,581.

Based on the aforementioned costs, staff estimates it would cost approximately $125,000 to $150,000 to purchase holiday decorations and have a third -party vendor design, install, maintain, remove and store the decorations for Year 1; with an annual cost of approximately $60,000 to $80,000 for the installation, removal, and storage of the City -owned holiday decorations for each subsequent year.

For rental of holiday decorations, staff estimates it would cost approximately $75,000 to $80,000 per year to have a third -party vendor install and remove the vendor -owned holiday decorations.
• Purchase of SCE -owned poles: Staff engaged in formal discussions with SCE to evaluate the feasibility of purchasing poles for City's use and maintenance.

However, SCE confirmed that it ended its Street Light Acquisition Program (SLAP) on August 15, 2015, and is no longer accepting new requests for the purchase of SCE -owned light poles.

CONCLUSION:

Expanding the City's holiday decorations requires careful consideration of budgetary implications, including initial investment, ongoing maintenance costs, and exploring diverse funding sources to ensure a sustainable and impactful program. Should the City Council direct staff to expand the City's holiday decorations, staff will proceed with the procurement of any decorations and/or prepare any necessary plans and specifications for improvements, and present those to the City Council for approval at a subsequent City Council meeting.

FISCAL IMPACT:

The cost to install the 2025 holiday decorations was approximately $21,000, excluding staff time. Costs and funding sources for any expanded holiday decorations would be determined based on direction and a final scope.
