SUBJECT: Consideration and possible action to conduct a public hearing to receive comments on the HOME-American Rescue Plan (HOME- ARP) Allocation Plan and adopt Resolution No. 23-10 – A Resolution approving the HOME-ARP Allocation Plan; authorizing the City Manager to submit the HOME-ARP Allocation Plan to the U.S. Department of Housing and Urban Development (HUD).

DATE: March 27, 2023

EXECUTIVE SUMMARY

The American Rescue Plan Act of 2021 (ARP) appropriated $5 billion in American Rescue Plan funds for homelessness assistance and supportive services to be administered through the Home Investment Partnerships Program (HOME-ARP). The City of Bellflower has been allocated $1,301,749 in HOME-ARP funding, which must be used for eligible activities benefiting qualifying populations. To receive the funds, the City must submit an allocation plan to the U.S. Department of Housing and Urban Development (HUD) by March 31, 2023, which must include a consultation and public participation process.

RECOMMENDATION TO CITY COUNCIL

1) Open the public hearing; take documentary and testimonial evidence; and after considering the evidence, adopt Resolution No. 23-10 – A Resolution approving the HOME-ARP Allocation Plan; authorizing the City Manager to submit the HOME-ARP Allocation Plan to the U.S. Department of Housing and Urban Development (HUD); or

2) Alternatively, discuss and take other action related to this item.

DISCUSSION

HOME-ARP funding must be used for activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities can include: (1) development and support of affordable housing; (2) tenant-based rental assistance; (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units.

ARP defines qualifying individuals or families as those that are homeless or at risk of homelessness, as defined by the McKinney-Vento Homeless Assistance Act, fleeing domestic violence or human trafficking, and veterans and their families who meet certain criteria. ARP also qualifies those who may not fit into these categories, but who need supportive services to prevent homelessness or to address the risk of housing instability.

The City must engage in a consultation and public participation process, develop a HOME-ARP Allocation Plan, and submit it to HUD as a substantial amendment to its Fiscal Year 2021 annual action plan by no later than March 31, 2023. The complete HOME-ARP plan is submitted to HUD as a substantial amendment to the FY 2021-2022 Annual Action Plan. Failure to submit a Plan by the deadline will result in the automatic loss of HOME-ARP funding.

To prepare the HOME-ARP Allocation Plan, the City of Bellflower consulted with public and private entities who provided relevant knowledge about the needs, service gaps, and potential activities for the qualifying populations. Public outreach began in December 2022 and included surveys for residents and agencies. The City created an inventory of required agencies and contacted them via email or phone to participate in the survey. The survey asked for input on the preferred use of HOME-ARP funds and needs gaps. The survey was also posted on the City's website and social media.

The City received feedback from service providers indicating that affordable housing development and preservation is the top priority to address homelessness. Other identified priorities were tenant based rental assistance and supportive services for qualifying populations.

According to the HOME-ARP Allocation Plan’s needs assessment and gap analysis, affordable rental housing is found to be the highest priority need for qualifying populations in the area. Based on this finding and public input, staff recommends allocating HOME-ARP funds to administration/planning and the development of affordable rental housing. 15% ($195,262) of the funds would go to administration and planning, while 85% ($1,106,487) would be used to develop affordable rental housing.

This approach would help prevent families from becoming homeless and preserve emergency shelter and transitional housing for those who need it most.

City of Bellflower
HOME‐ARP
Allocation Plan

Introduction
As part of Section 3205 of the American Rescue Plan Act of 2021 Congress appropriated $5 billion in American Rescue Plan (ARP) funds for homelessness assistance and supportive services administered through the existing Home Investment Partnerships Program (HOME). HOME‐ARP funds must be used for one or any of the established eligible activities which include (1) Administration and Planning (subject to 15% cap of allocation), (2) Acquisition, Rehabilitation, & Construction of Affordable Rental Housing, (3) Tenant‐Based Rental Assistance (TBRA), (4) Supportive Services, (5) Acquisition and Development of Non‐Congregate Shelter, and (6) Nonprofit Operating and Capacity Building Assistance (subject to 10% allocation, among others).

HOME‐ARP funds must be used on eligible activities that will benefit individuals or families of specific “qualifying populations” (QP’s). Qualifying populations, as defined by HOME‐ARP, are (1) homeless, as defined in section 103(a) of the McKinney‐Vento Homeless Assistance Act, as amended (42 U.S.C. 11302(a)) ("McKinney‐Vento"); (2) at risk of homelessness, as defined in section 401 of McKinney‐Vento; (3) fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; (4) part of other populations where providing supportive services or assistance would prevent a family's homelessness or would serve those with the greatest risk of housing instability; or (5) veterans and families that include a veteran family member who also meet one of the criteria (1) to (4) above.

To receive HOME‐ARP funds, the City of Bellflower must submit an allocation plan to the U.S.

Department of Housing and Urban Development (HUD). As part of the plan, the City must engage in consultation and public participation processes to develop the allocation plan. The complete HOME‐ARP plan will be submitted as a substantial amendment to the FY 2021‐2022 Annual Action Plan.

The City was allocated $1,301,749 in HOME‐ARP funding to be used in accordance with this Allocation Plan.

HOME‐ARP Eligible Activities:

1.  Administration and Planning Costs;

2. Development of Rental Housing (Acquisition, Rehabilitation, Construction)

3. Development of Non‐Congregate Shelter (Acquisition, Rehabilitation, Construction);

4. Tenant‐Based Rental Assistance (TBRA);

5. Supportive Services; and

6. Nonprofit Operating and Capacity Building Assistance

Consultation
Before developing its plan, a PJ must consult with the Continuum of Cares (CoCs) serving the jurisdiction’s geographic area, homeless and domestic violence service providers, veterans’ groups, public housing agencies (PHAs), and public or private organizations that address fair housing, civil rights, and the needs of persons with disabilities. Local PJs must consult with all PHAs (including statewide or regional PHAs) and CoCs servicing the jurisdiction.

Summary of Consultation Process
Prior to the development of the HOME‐ARP plan, the City of Bellflower consulted with public and private entities to gather the data necessary for the preparation of this Plan. These stakeholders have relevant knowledge that can speak to the needs, service gaps, and potential activities that would best benefit the qualifying populations. The City conducted public outreach beginning December 2022. The engagement efforts included resident and agency surveys.

To solicit feedback, the City of Bellflower created an inventory of all required agencies that needed to be consulted along with points of contact. The City then reached out to all identified organizations and provided them with a link to a survey where they could provide their feedback and input.  The survey consisted of questions intended to quantify the perspectives of the consulted agencies and residents regarding the preferred use of the HOME‐ARP funds and the gaps in the needs of residents. The below public agencies were contacted via email or phone and were asked to participate in the survey. The City followed up with emails and calls to agencies that did not provide feedback. The City also posted the survey link on their website and social media requesting public input. The City received survey responses from December 7, 2022 until February 3, 2023.

Table 1: Agencies/Organization Consulted
Summary of Feedback Received
The feedback received from service providers concluded that development and preservation of affordable housing is a top priority need to address the homeless population in the City. Other identified priorities that followed included Tenant Based Rental Assistance (TBRA), and Supportive Services to address the needs for the qualifying populations. Feedback provided from each organization consulted is shown above in Table 1: Agencies/Organization Consulted.

The Los Angeles County Homeless Services Authority (LAHSA) hosted a virtual session as part of the consultation process and developed a memo where they identified their recommendations for the use of funding. LAHSA noted the top three priorities for use of funds are acquisition of affordable housing, master leasing options, and supportive services.

Public participation
 Date of public notice: March 10, 2023

 Public comment period: March 13, 2023 ‐ March 27, 2023

The City published a notice of public comment and hearing in the local newspaper, Los Cerritos Community newspaper. Public notice was also posted at various City locations, City website, and on City social media outlets.

Describe efforts to broaden public participation:

To broaden public participation, the City created a survey to gain input and feedback from residents in the community. The City made the public aware of HOME‐ARP funds and its available uses. Staff published the link on the City’s website and made multiple social media posts inviting the public to provide their input. The City also reached out to individual agencies to give them an opportunity to participate in the consultation process.

Summarize the comments and recommendations received throughout the public participation process either in writing, or orally at a public hearing:

Public comments will be updated after the meeting.

Summarize any comments or recommendations not accepted and state the reason why:

Public comments will be updated after the meeting.

Needs Assessment and Gaps Analysis
The Homeless Needs Inventory and Gap Analysis Table below was compiled using data from LAHSA’s 2022 Point In Time Homeless Count for the City of Bellflower and City data from the Continuum of Care (CoC) Housing Inventory Count. In addition, direct consultation with local community partners such as, Kingdom Causes Bellflower and the New Hope Temporary Shelter were conducted. The table demonstrates the City’s need for housing for both families and individuals. Due to the limited availability of data at the City level, homeless population data was broken down using ratios based on the City’s overall homeless count of 175 and LAHSA homeless data for Service Planning Area (SPA) 7, of which Bellflower is a part.

Describe the size and demographic composition of qualifying populations within the PJ’s boundaries:

Homeless as defined in 24 CFR 91.5
The lead agency of the Los Angeles Continuum of Care (CoC) is the Los Angeles Homeless Services Authority (LAHSA). LAHSA is responsible for conducting annual Point in Time (PIT) counts which counts the number of people experiencing homelessness throughout Los Angeles County on a certain night.

Information is provided at different levels including Countywide, Supervisory Districts, Service Planning Areas (SPA), and City. The annual 2022 PIT determined there were 175 persons experiencing homelessness in the City of Bellflower.

The majority of the 175 people experiencing homelessness are categorized as unsheltered (109 persons), with 66 persons categorized as sheltered. Of the 66 persons sheltered, 45 persons are in Emergency Shelters and 21 persons in Transitional Housing. Of the 109 persons categorized as unsheltered, 75% or 82 persons are on the streets, 8 (7.3%) in cars, 3 (2.3%) in vans, 11 (9.7%) in RVs, and 6 (5.7%) in makeshift shelters.

Page | 10

At Risk of Homelessness as defined in 24 CFR 91.5
Households at risk of homelessness are those with incomes at or below 30% AMI that lack sufficient resources or support networks to prevent homelessness, and 
 Have moved more than two times due to economic reasons in the past 60 days, or  Are doubled up with another household due to economic hardships, or  Will be evicted within 21 days, or
 Live in a hotel or motel without financial assistance from a nonprofit or government entity, or  Live in an efficiency apartment and are overcrowded, or  Are exiting a publicly funded institution or system of care.

The HUD Comprehensive Housing Affordability Strategy (CHAS) 2015‐2019 data provides information on overcrowding among households that include more than one family, by household income level. The CHAS data indicated that there are approximately 4,315 renter households and 1,005 owner households with incomes at or below 30% AMI; this means that there is a total of 5,320 households at risk of homelessness in the City.

Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking, or Human Trafficking, as defined by HUD in the Notice
Information breakdown about persons experiencing or fleeing domestic violence was not available at the City level, therefore the City is using rations based on the City’s homeless count of 175 and LAHSA homeless data for SPA 7, which Bellflower is part of to determine demographics of this population.

Bellflower’s homeless population accounts for about 3.7% of SPA 7’s homeless populations of 4,781. In SPA 7 there are about 1,497 (sheltered and unsheltered) persons who have experienced domestic or intimate partner violence. Using the 3.7% ratio this means that in Bellflower, there are about 55 people who have experienced domestic or intimate partner violence.

Other populations requiring services or housing assistance to prevent homelessness and other populations at greatest risk of housing instability, as defined by HUD in the Notice Other populations, as defined by HOME‐ARP, include those who:
 Are currently housed and at risk of repeat homelessness;  Have incomes below 30% AMI and are experiencing severe housing cost burden; and  Otherwise meet the definition of at risk of homelessness and have incomes between 30% and 50% AMI
The LAHSA PIT indicated that about 11% of individuals exiting emergency shelters, or transitional or permanent housing, will return to homelessness within 12 months of any given year.

The 2015‐2019 CHAS data indicates that there are 4,315 renter households with an annual income at or - Page 16 of 21 -

Page | 11

below 30% AMI, which are at greater risk of housing instability.

Identify any gaps within the current shelter and housing inventory as well as the service delivery system:

The City of Bellflower does have a local homeless shelter, New Hope Temporary Shelter, which provides beds for up to 50 adults, however, there is still an estimated need for an additional 49 beds in the City.

Although the City does have an estimated 7 families in need of housing, it does not currently have an inventory of housing options readily available to offer for families. This is a significant gap in the City, and therefore the City has to outsource housing services to County‐wide services. This poses another potential barrier for families, as they would then need to travel outside of the City to seek housing services.

Overall, the City has an unmet need of 56 beds for persons experiencing homelessness.

Under Section IV.4.2.ii.G of the HOME‐ARP Notice, a PJ may provide additional characteristics associated with instability and increased risk of homelessness in their HOME‐ARP allocation plan.  These characteristics will further refine the definition of “other populations” that are “At Greatest Risk of Housing Instability,” as established in the HOME‐ARP Notice.

To assess affordability and other types of housing needs, HUD defines four housing problems:

1. Cost burden: A household has a cost burden if its monthly housing costs (including mortgage payments, property taxes, insurance, and utilities for owners and rent and utilities for renters) exceeds 30% of monthly income.

2. Overcrowding: A household is overcrowded if there is more than one person per room, not including kitchens and bathrooms.

3. Lack of complete kitchen facilities: A household lacks complete kitchen facilities if it lacks one or more of the following: cooking facilities, refrigerator, or a sink with piped water.

4. Lack of complete plumbing facilities: A household lacks complete plumbing facilities if it lacks one or more of the following: hot and cold piped running water, a flush toilet, or a bathtub or shower.

HUD also defines four severe housing problems including:

1. Severe cost burden: more than 50% of monthly household income is spent on housing costs.

2. Severe overcrowding: more than 1.5 people per room, not including kitchens or bathrooms.

3. Lack of complete kitchen facilities as previously described above

4. Lack of complete plumbing facilities.

Page | 12

Identify priority needs for qualifying populations:

The highest priority need for the qualifying populations is the availability of affordable rental housing options in the City of Bellflower. As noted in earlier sections, the City has a bed gap of 56, as they currently have 119 beds available but a homeless population of 175. About one third of the available beds are emergency shelter beds. Increasing the availability of affordable rental housing options in the City would provide long‐term housing options to the qualifying populations.

Additionally, according to the most recent 2015‐2019 Comprehensive Housing Affordability Strategy (CHAS) data, there are 9,870 low‐income households, below 80% AMI, that experience cost burdens in the City of Bellflower. Increased cost burdens along with rising inflation costs can put low‐income renters at higher risk of homelessness. Other housing issues may increase the risk of people becoming homeless include being low‐or‐extremely low income, earning 50% or 30% or less AMI, and/or living in substandard or overcrowded conditions. In Bellflower there are 8,300 households earning 50% of AMI or below, have severe housing problems, which may include lacking a kitchen or complete plumbing, severe overcrowding, or severe cost burden. By developing affordable rental housing in the City, the City also expands on the availability of affordable housing options for those who are at risk of homelessness because of their current cost‐burdens or other severe housing problems. Providing housing of this type prevents at‐risk families in unstable housing situations from becoming homeless, and thus preserves available emergency shelter and transitional housing options for the homeless households who most need them.

Explain how the PJ determined the level of need and gaps in the PJ’s shelter and housing inventory and service delivery systems based on the data presented in the plan:

The City used multiple data sources to determine the housing and service needs of the qualifying populations. Below is a list of the sources along with a summary of how that data source was used as part of the plan:
 Los Angeles Homeless Service Authority 2022 Point in Time Homeless Count o Information was used to determine the homeless population in the City and their current living situations.
o Information was also used from the Service Planning Area 7 (SPA 7) to determine ratios for categorized data.
 Comprehensive Housing Affordability Strategy (CHAS) Data o CHAS data was used to review housing problems and needs for low‐income populations.  Continuum of Care (CoC) Homeless Assistance Programs Housing Inventory Count Report o This data was used to review the availability of beds and units available in the City.  Consultation with Stakeholders and Service providers
- Page 18 of 21 -

Page | 13

o A key piece of data that informed the identification of priority need for the qualifying populations included the consultations with key stakeholders and service providers already working with qualifying populations. Via the consultation process stakeholders, including LAHSA, identified development and preservation of affordable housing as a top priority need to address homelessness.

HOME‐ARP Activities

Describe the method(s)that will be used for soliciting applications for funding and/or selecting developers, service providers, subrecipients and/or contractors:

The City has been in talks with a local CHDO who is interested in working with the City to develop permanent supportive affordable housing. The City may solicit applications from developers for the development of affordable rental housing. If needed, a Notice of Funds Available (NOFA) or a Request for Proposals (RFP) may be issued. The NOFA and RFP, at a minimum, will specify eligible activities, eligible applicants, minimum and maximum funding amounts, application thresholds, and will provide instructions on how to submit a proposal.

Describe whether the PJ will administer eligible activities directly:

The City will administer its HOME‐ARP funds directly, maintaining responsibility for project selection and compliance with all HOME‐ARP guidelines.

If any portion of the PJ’s HOME‐ARP administrative funds are provided to a subrecipient or contractor prior to HUD’s acceptance of the HOME‐ARP allocation plan because the subrecipient or contractor is responsible for the administration of the PJ’s entire HOME‐ ARP grant, identify the subrecipient or contractor and describe its role and responsibilities in administering all of the PJ’s HOME‐ARP program:

Not applicable. The City will not allocate funds to a subrecipient or contractor to administer the entire HOME‐ARP grant.

Describe how the PJ will distribute HOME‐ARP funds in accordance with its priority needs identified in its needs assessment and gap analysis:

Bases on the analysis completed as part of the development of its HOME‐ARP plan, the City will distribute its funds to two activities: administration and planning, and the development of affordable rental housing. The City will use the allowable 15% (195,262) limit for administration and planning of the HOME‐ARP plan and activities and will allocate the remining 85% (1,106,487) towards the development of affordable rental housing.

Describe how the characteristics of the shelter and housing inventory, service delivery system, and the needs identified in the gap analysis provided a rationale for the plan to fund eligible activities:

Analysis of Comprehensive Housing Affordability Strategy (CHAS) data and input from stakeholders say that availability of affordable housing is a great need in the City of Bellflower. A total of 9,870 low‐ income households (below 80% AMI) in Bellflower experience cost burdens, spending more than 30%  of their incomes on housing costs. In Bellflower there are also 8,300 households earning 50% of AMI or below who have severe housing problems, which may include lacking a kitchen or complete plumbing, severe overcrowding, or severe cost burdens. By developing Permanent Supportive Housing in the City, - Page 20 of 21 -

Page | 15

the City also expands on the availability of affordable housing options for those who are at risk of homelessness because of their current cost‐burdens or other sever housing problems.

Comparison of LAHSA’s PIT count from 2020 to 2022 shows that the homeless population in the City has decreased drastically from 242 in 2020, to 175 in 2022. This increase of more people becoming sheltered can be an outcome of the newly opened temporary homeless shelter in the City. The City, however, still has a housing gap of 56 beds in the number of emergency shelter, transitional housing, and permanent housing beds available to homeless adults. However, because the data shows that the existing homeless services are making an impact to the homeless population in the City, the City is focusing on long‐term options that will help continue to increase housing stability for City residents.

HOME‐ARP Production Housing Goals

Estimate the number of affordable rental housing units for qualifying populations that the PJ will produce or support with its HOME‐ARP allocation:

Based on the needs assessment and analysis of gaps with the current system for meeting homeless and supportive service needs, the City is looking to allocate its HOME‐ARP funds towards the development of affordable rental housing. The City is still in the planning phases of the project and looking for possible locations, but based on the HUD Housing Production Goal Calculation Worksheet it is estimated that at least 7 affordable units will be produced.

Preferences, Prioritization, & Limitations
The city of Bellflower does not intend to provide preferences prioritizations or limitations to any population or subpopulation.

HOME‐ARP Refinancing Guidelines
The City of Bellflower will not use HOME‐ARP funds to refinance existing debt and therefore will not establish any HOME‐ARP refinancing guidelines in this plan.

9-B PRESENTATION

2023 Resident Satisfactory Survey presented by Richard Bernard of Fairbanks, Metz & Associates (FM3)

City Manager Stewart introduced Consultant Richard Bernard, Partner & Senior Vice President of Fairbanks, Metz & Associates (FM3), who 1) provided a PowerPoint presentation giving an overview of the 2023 Resident Satisfactory Survey conducted by FM3; and 2) along with City Manager Stewart, responded to Council Members’ questions.

At the request of Council Member Sanchez, Consultant Bernard confirmed that he would provide the City with a copy of the statistics requested relative to the survey participants’ age, family size, household type, number of years living in Bellflower, and other similar information.

10 PUBLIC COMMENTS

Trey Smith, Artesia Senior Center, introduced himself to the City Council as Carol Wait’s grandson who has started employment at the Artesia Senior Center, noting that he plans to attend future City Council meetings.

Cheryl Williams, resident, in response to the 2023 Resident Satisfactory Survey presentation, complimented the City’s road conditions, stating that she is acutely aware of road conditions having undergone a serious back surgery in the past, and stated that the streets were smooth in comparison to surrounding areas.

Darlene Palacios, resident, addressed the City Council with regard to 1) the 2023 Resident Satisfactory Survey presentation, stating that she would give the City a B+ rating; 2) the status of the potential installation of flashing crosswalk lights at the intersection of Rose Street and Clark Avenue; 3) parking and littering issues resulting from a cannabis dispensary in her area; 4) human trafficking, sharing that she has undergone human trafficking awareness training at her local church and believes she may have witnessed instances occurring in her area of the City; and 5) the New Hope Homeless Shelter, noting that she was not aware of the location in spite of her work matching people with resources.

In response to comments provided by Darlene Palacios, Mayor Santa Ines stated that 1) the Public Safety Department would look into the littering issue near the cannabis dispensary on Rose Street; and 2) the Los Angeles County Sherriff’s Department would be put on alert for human trafficking in that area.

10 PUBLIC COMMENTS – Continued

Guy Bremer, resident, addressed the City Council regarding 1) illegal bulky item dumping, predominantly at the apartment complexes on Artesia Boulevard and Woodruff Avenue, noting that Code Enforcement may be able to implement enforcement measures, such as revoking business licenses; 2) graffiti, stating that even though it is abated quickly it could be improved, noting that the City could be proactive instead of reactive, as it appears taxpayer resources are going towards painting the same walls instead of prevention; and 3) the New Hope Homeless Shelter, requesting a comprehensive report of the shelter’s operations, including success stories, data on current and past resident population, and lengths of stay.

In response to comments provided by Guy Bremer relative to a comprehensive report of the New Hope Homeless Shelter, Mayor Santa Ines requested and received confirmation from City Manager Stewart that a presentation relative to the homeless shelter would be scheduled for April 2023.

13 CONSIDERATION ITEMS

A Consideration and possible action to seek direction on current Code Enforcement procedures, current Southwest Patrol deployment, and potentially hiring a part- time Sheriff’s Liaison position.

Director of Public Safety Hockman 1) provided a verbal presentation of the Staff Report; and 2) along with Assistant City Manager/Director of Public Works Gorecki, responded to Council Members’ questions.

Lengthy discussion ensued among the City Council regarding the matter.

Council Member Dunton and Mayor Santa Ines suggested that a study session be scheduled regarding the issues surrounding illegal dumping and bulky items in the parkway.

Darlene Palacios, resident, stated that 1) CR&R told her that bulky items had to be under a certain size and weight in order to be picked up and she was given the general guideline that items had to be able to be carried by one person; and 2) the City’s graffiti removal services were superb, but inquired whether the City coordinates with law enforcement, noting that she heard there were certain gangs whose graffiti seems to have proliferated the area.

13 CONSIDERATION ITEMS – Continued

A Consideration and possible action to seek direction on current Code Enforcement procedures – Continued

In response to comments provided by Darlene Palacios, Assistant City Manager/ Director of Public Works Gorecki confirmed that 1) graffiti documentation is taken and shared with Public Safety on a regular and ongoing basis; and 2) he would contact CR&R (waste hauler) the following day to ask about whether there were any restrictions as to the size or weight of the bulky items that wi ll be picked-up.

Steve Martinez, resident, echoed the concerns of the previous speaker, adding that he had also encountered restrictions with large item pick-up and was told that there was a twice-per-year limitation as well.

Guy Bremer, resident, requested and received confirmation from Director Hockman that Southwest Patrol personnel were fully-armed when serving in a capacity to detain individuals, while fixed-post personnel were generally unarmed.

Mitch Haack, resident, stated that CR&R had also advised him of the twice-per- year limitation on bulky item pick-up.

In response to comments provided by Stephen Martinez and Mitch Haack, Mayor Santa Ines stated that staff would clarify if CR&R has a limit to the number of bulky item pick-ups allowed per calendar year, per account.

Priscilla Brown, resident, 1) expressed appreciation for Code Enforcement’s yellow and red tagging mechanisms; and 2) expressed concern with an elderly next-door neighbor due to a hoarding tendency that resulted in a fire approximately four months ago which caught her fence on fire, noted that the neighbor is just moving items to the backyard instead of removing them from the premises , and requested that Code Enforcement apply more assertive actions or make the violators more aware of the potential progression of an open Code Enforcement case earlier on in the matter to encourage them to remedy the situation.

In response to statements provided by Priscilla Brown, Mayor Santa Ines confirmed that Director Hockman would contact her and if she gives Code Enforcement permission onto her property, they could look over the fence into the neighbor’s yard to assess the matter.

Following lengthy discussion, it was the consensus of the City Council (Hamada absent) to direct staff to 1) maintain the current merging process for the Code Enforcement Division into the Public Safety Department; 2) maintain the current deployment level of Southwest Patrol; and 3) initiate the hiring of the part -time Sheriff’s liaison position.

SUBJECT: Consideration and possible action to award a contract to MSI Information Management Solutions (MSI) and authorize the City Manager to execute Agreement File No. 981.1 with MSI, in a form approved by the City Attorney, for Document Conversion and Scanning Services.

DATE: March 27, 2023

EXECUTIVE SUMMARY

On February 14, 2023, staff released a Request for Proposals (RFP) for Document Conversion and Scanning Services, which sought proposals from qualified vendors to complete two large volume projects for the Public Works Department (Project A) and the Planning and Building Services Department (Project B), as well as ongoing Citywide document conversion and scanning services. After receiving four (4) proposals and going through a review and rating process, staff is recommending MSI for the service agreement based on its experience with document conversion and scanning services, understanding of the specific requirements of our needs, and its competitive fee structure.

RECOMMENDATION TO CITY COUNCIL

1) Award an agreement to MSI and authorize the City Manager to execute Agreement File No. 981.1, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

Proposed estimated costs associated with the large volume projects are as follows:

Project A: Public Works Department - $41,000.00
Project B: Planning and Building Services Department - $49,800.00 Monthly Ongoing Scanning: Citywide - $428.00

The following funds are allocated in the Planning and Building Services budget for these services and necessary budget amendments will be presented after contract award:

FISCAL IMPACT – Continued

The following funds are allocated in the Public Works Department budget for these services, as the large volume project relates to the construction of new offices and the need for the space where the maps are currently stored:

Account No. 011-47260-9000 / City Maintenance Yard Improvements / $41,000

If additional funds are needed, then the Public Works Adminsitration Contract Services Acccount No. 010-42054-3000 will be used. Necessary budget amendments for Public Works will also be presented after contract award. The estimated cost for Citywide ongoing scanning services is less definitive. Based on previous contracts for similar services for the Planning Department, we are estimating these costs to be $20,000 per year. Sufficient funds for ongoing scanning will be allocated in the 2023 – 2025 budget for each department.

DISCUSSION

In past years, the City of Bellflower entered into agreements for professional document conversion and scanning services for the Planning and Building Services Department.

The latest agreement expired in 2020. Recently, it came to the City Clerk’s attention that there were two large volume scanning projects that the Public Works Department and Planning and Building Services Department were independently interested in completing.

This need prompted discussions regarding Citywide scanning services being consolidated under the Records Management Program and overseen by the City Clerk’s Office. In gathering further information about the projects and requesting preliminary estimates from a few service providers, we learned that the estimated amounts warranted an RFP process.

The City issued a Request for Proposals (RFP) on November 16, 2022, for a new agreement. It was advertised on the City website and sent out to vendors on the City’s vendor list. On December 16, 2022, the due date, the City received three (3) proposals.

After receiving three proposals and going through a review and rating process, none of the proposals fully met the requirements of the RFP. On February 13, 2023, Staff recommended and the City Council approved that all bids be rejected and a new RFP be issued.

The City issued a new Request for Proposals (RFP) on February 14, 2023, for a new agreement. It was advertised on the City website and sent out to vendors on the City’s vendor list. On February 28, 2023, the due date, the City received four (4) proposals.

Services included in the new agreement are ongoing Citywide document conversion and scanning services, as well as the two large volume projects for the Public Works Department (Project A) and the Planning and Building Services Department (Project B).

FISCAL IMPACT – Continued

The Public Works Department will use funds in the City Maintenance Yard Improvements Account No. 011-47260-9000, as the large volume project relates to the construction of new offices and the need for the space where the maps are currently stored. Based on previous contracts for similar services for the Planning Department, we are estimating these costs to be $20,000 per year. If the RFP is authorized for release and a service provider selected, sufficient budget will be requested for ongoing services at the upcoming two-year budget cycle.

DISCUSSION

On November 16, 2022, staff released a Request for Proposals (RFP) No. CC-2022-01 for Document Conversion and Scanning Services, which sought proposals from qualified vendors to complete two large volume projects for the Public Works Department (Project A) and the Planning and Building Services Department (Project B), as well as ongoing Citywide document conversion and scanning services. On December 7, 2022, Addendum No. 1 was issued to require proposals include a sample USB or CD/Disk to ensure the Consultant is capable of providing receivables in a format that will automatically sort the indexed files into the City’s existing Laserfiche database when uploaded. On December 13, 2022, Addendum No. 2 was issued to clarify and replace “Exhibit B – Cost Proposal” in its entirety. The RFP was due and closed on December 16, 2022.

Three proposals were received from the following vendors:

ECS Imaging, Inc. (ECS)
Iron Mountain Information Management, LLC (Iron Mountain)

MSI CA, LLC (MSI)

After going through a review and rating process, staff is recommending that all bids be rejected and the City notify the vendors that submitted proposals. ECS’s proposal did not respond to the two addendums issued, and therefore deemed incomplete and unresponsive. Iron Mountain’s proposal included a variety of requested changes to the City’s standard agreement and insurance requirements and did not provide a successful Sample of Work Product requested in Addendum No. 1, and therefore deemed unresponsive. MSI’s proposal did not provide a successful Sample of Work Product requested in Addendum No. 1, and therefore deemed unresponsive.

Staff is requesting the City Council authorize the City Manager to release a new RFP for Document Conversion and Scanning Services.

EXHIBIT A

INSURANCE REQUIREMENTS
[MUST BE SUBMITTED WITH PROJECT PROPOSAL]

To be awarded this contract, the successful bidder must procure and maintain the following types of insurance with coverage limits complying, at a minimum, with the limits set forth below:

Type of Insurance Limits

Commercial general liability: $2,000,000
Professional liability $1,000,000
Business automobile liability $1,000,000
Workers compensation Statutory requirement

Commercial general liability insurance must meet or exceed the requirements of the most recent ISO-CGL Form Number. The amount of insurance set forth above must be a combined single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage. Liability policies must be endorsed to name the City, its officials, and employees as “additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by the City will be excess thereto. Such insurance must be on an “occurrence,” not a “claims made,” basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to the City.

Professional liability coverage must be on an “occurrence basis” if such coverage is available, or on a “claims made” basis if not available. When coverage is provided on a “claims made basis,” the Consultant must continue to maintain the insurance in effect for a period of three (3) years after this Agreement expires or is terminated (“extended insurance”). Such extended insurance must have the same coverage and limits as the policy that was in effect during the term of this Agreement, and cover the Consultant for all claims made by the City arising out of any errors or omissions of the Consultant, or its officers, employees or agents during the time this Agreement was in effect.

Automobile coverage must be written on ISO Business Auto Coverage Form CA 00 01 06 92, including symbol 1 (Any Auto).

The Consultant must furnish to the City duly authenticated Certificates of Insurance evidencing maintenance of the insurance required under this Agreement, endorsements as required herein, and such other evidence of insurance or copies of policies as may be reasonably required by the City from time to time. Insurance must be placed with admitted insurers with a current A.M. Best Company Rating equivalent to at least a Rating of “A:VII.” Certificate(s) must reflect that the insurer will provide thirty (30) day notice of any cancellation of coverage.

Exhibit A: Insurance Requirements – Continued

The Consultant will require its insurer to modify such certificates to delete any exculpatory wording stating that failure of the insurer to mail written notice of cancellation imposes no obligation, and to delete the word “endeavor” with regard to any notice provisions.

By signing this form, the bidder certifies that it has read, understands, and will comply with these insurance requirements if it is selected as the City’s consultant. Failure to provide this form may render the bidder’s proposal “nonresponsive.”

-29-

CITY OF BELLFLOWER
AGREEMENT FILE NO. XXX

EXHIBIT A – TERMS AND CONDITIONS

1. GENERALLY. The materials, supplies, or services (collectively, “Purchase”) covered by this purchase order (“order”) must be furnished by Seller subject to all the terms and conditions contained in this order which Seller, in accepting this order, agrees to be bound by and comply with in all particulars. No other terms or conditions are binding upon the parties unless subsequently agreed to in writing. Written acceptance or shipment of all or any portion of the Purchase covered by this order constitutes unqualified acceptance of all terms and conditions in this order. The terms of any proposal referred to in this order are included and made a part of the order only to the extent it specified the Purchase ordered, the price, and the delivery, and then only to the extent that such terms are consistent with the terms and conditions of this order.

2. INSPECTION. The Purchase furnished must be exactly as specified in this order, free from all defects in Seller’s performance, design, workmanship, and materials, and, except as otherwise provided, is subject to inspection and test by City at all times and places. If, before final acceptance, any Purchase is found to be incomplete, or not as specified, City may reject it, require Seller to correct it without charge, or require delivery of such Purchase at a reduction in price that is equitable under the circumstances. If seller is unable or refuses to correct such items within a time deemed reasonable by City, City may terminate the order in whole or in part.

Seller bears all risks as to rejected Purchases and, in addition to any costs for which Seller may become liable to City under other provisions of this order, must reimburse City for all transportation costs, other related costs incurred, or payments to Seller in accordance with the terms of this order for unaccepted Purchases. Notwithstanding City’s acceptance of any Purchase, Seller is liable for latent defects, fraud, or such gross mistakes as constitute fraud.

3. CHANGES. City may make changes within the general scope of this order in drawings and specifications for specially manufactured supplies, place of delivery, method of shipment or packing of the order by giving notice to Seller and subsequently confirming such changes in writing. If such changes affect the cost of or the time required for performance of this order, an equitable adjustment in the price or delivery or both must be made. No change by Seller is allowed without City’s written approval. Any claim by Seller for an adjustment under this section must be made in writing within thirty (30) days from the date of receipt by Seller of notification of such change unless City waives this condition in writing. Nothing in this section excuses Seller from proceeding with performance of the order as changed.

4. TERMINATION. City may terminate this order at any time, either verbally or in writing, with or without cause. Should termination occur, City will pay Seller as full performance until such termination the unit or pro rata order price for the performed and accepted portion of the Purchase. City may provide written notice of termination for Seller’s default if Seller refuses or fails to comply with this order. If Seller does not cure such failure within a reasonable time period, or fails to perform the Purchase within the time specified (or allowed by extension), Seller will be liable to City for any excess costs incurred by City.

5. TIME EXTENSION. City may extend the time for completion if, in City’s sole determination, Seller was delayed because of causes beyond Seller’s control and without Seller’s fault or negligence. In the event delay was caused by City, Seller’s sole remedy is limited to recovering money actually and necessarily expended by Seller because of the delay; there is no right to recover anticipated profit.

6. REMEDIES CUMULATIVE. City’s rights and remedies under this order are not exclusive and are in addition to any rights and remedies provided by law.

7. TITLE. Title to materials and supplies purchased under this order pass directly from Seller to City upon City’s written acceptance following an actual inspection and City’s opportunity to reject.

-30-

City of Bellflower
Agreement File No. XXX
Exhibit A – Terms and Conditions

Page 2 of 2 ends

8. PAYMENT. City will pay Seller after receiving acceptable invoices for materials and supplies delivered and accepted or services rendered and accepted. City will not pay cartage, shipping, packaging or boxing expenses unless specified in this order. Drafts will not be honored.

9. INDEMNIFICATION. Seller agrees to indemnify and hold City harmless from and against any claim, action, damages, costs (including, without limitation, attorney’s fees), injuries, or liability, arising out of the Purchase or the order, or their performance, except for such loss or damage arising from City’s sole negligence or willful misconduct. Should City be named in any suit, or should any claim be brought against it by suit or otherwise, whether the same be groundless or not, arising out of the Purchase or order, or their performance, Seller will defend City (at City’s request and with counsel satisfactory to City) and indemnify City for any judgment rendered against it or any sums paid out in settlement or otherwise. For purposes of this section “City” includes City’s officers, elected officials, and employees. It is expressly understood and agreed that the foregoing provisions will survive termination of this order. The requirements as to the types and limits of insurance coverage to be maintained by Seller, and any approval of such insurance by City, are not intended to and will not in any manner limit or qualify the liabilities and obligations otherwise assumed by Seller pursuant to this order, including, without limitation, to the provisions concerning indemnification.

10. WARRANTY. Seller agrees that the Purchase is covered by the most favorable commercial warranties the Seller gives to any customer for the same or substantially similar supplies or services, or such other more favorable warranties as is specified in this order.

Warranties will be effective notwithstanding any inspection or acceptance of the Purchase by City.

11. ASSIGNMENT. City may assign this order. Except as to any payment due under this order, Seller may not assign or subcontract the order without City’s written approval. Should City give consent, it will not relieve Seller from any obligations under this order and any transferee or subcontractor will be considered Seller’s agent.

12. INSURANCE. Seller must provide the insurance indicated on the face sheet of this order.

13. PERMITS. Seller must procure all necessary permits and licenses, and abide by all federal, state, and local laws, for performing this order.

14. INDEPENDENT CONTRACTOR. City and Seller agree that Seller will act as an independent contractor and will have control of all work and the manner in which is it performed.

Seller will be free to contract for similar service to be performed for other employers while under contract with City. Seller is not an agent or employee of City and is not entitled to participate in any pension plan, insurance, bonus or similar benefits City provides for its employees. Any provision in this order that may appear to give City the right to direct Seller as to the details of doing the work or to exercise a measure of control over the work means that Seller will follow the direction of the City as to end results of the work only.

15. WAIVER. City’s review or acceptance of, or payment for, work product prepared by Seller under this order will not be construed to operate as a waiver of any rights City may have under this Agreement or of any cause of action arising from Seller’s performance. A waiver by City of any breach of any term, covenant, or condition contained in this order will not be deemed to be a waiver of any subsequent breach of the same or any other term, covenant, or condition contained in this order, whether of the same or different character.

16. INTERPRETATION. This Agreement was drafted in, and will be construed in accordance with the laws of the State of California, and exclusive venue for any action involving this agreement will be in Los Angeles County.

CITY OF BELLFLOWER
AGREEMENT FILE NO. 981.1

Document Preparation Requirements
The Conversion Team will do all necessary preparation of the paper records to ensure high quality scanned images pursuant to the Request for Proposal.

The first step is to design and document the entire document preparation process and procedure. Once the custom procedure is created, the Document Preparation Technicians will be trained on the process by the department Operations Lead who will supervise the prep process.

The document preparation process will be completed as a combined process, with scanning. The preparation includes, but is not limited to, removal fasteners such as staples, edge bindings or binder clips, or any other fasteners, tape or otherwise secure repositionable notes (such as "post it notes), and tape smaller sized items to 8.5 x 11" blank paper. Folded documents will be straightened, and torn documents will be taped.

MSI understands that small format documents may be present within the large format documents and will be prepared in the same manner and will be tracked via bar-coded tracking. These documents will be separated from and scanned on our high- speed small format scanners.

1. Document Condition Assumptions

1.1. The general condition of your documents to be imaged is defined as follows:

1. 1.1. Combination of level 2- 3 as defined below

1. 1.2. Documents will be within rolls or sets with some loose papers

1. 1.3. Any bindings will be removed during prep

1. 1.4. Bands, staples, paper clips and binder clips may be present

1. 2. Level 1 Document Condition-- Documents in groups of at least 30 consecutive pages or the same size paper and can be automatically fed. Each group may be separated by a single band, staple, clip, index tab, post-it, and slip sheet or placed in a file folder or red well.

1.3. Level 2 Document Condition -- Documents in groups of 1-30 consecutive pages, which can be automatically fed. Each group may be separated by a single band, staple, clip, index tab, post-it, and slip sheet or placed in a file folder or red well. Computer forms in good condition. Removal from ACCO fasteners needed minimal taping, different sized documents.

1.4. Level 3 Document Condition—Though unlikely, some documents may require additional attention due to damage, ultra-light/dark information, or odd sizes. These documents will be treated with extra care. Any level 3 document work will require pre-approval from City of Bellflower prior to the start of imaging.

Document Scanning
MSI CA,LLC 10 -47-

As with every process throughout the conversion, The Conversion Team will design and document the entire scanning process and procedure. The scanning process will be completed using primarily WideTek&Kodak document scanners due to their excellent output quality, and reliability, and to ensure there is no damage to the documents. The Conversion Team will utilize multiple scanners dedicated to this project.

Due to the diverse paper colors, quality, inks, and stamps, the documents will be scanned in either single or multi-page PDF format (bi-tonal images). Color images will be scanned in color and duplex scanning will be necessary to capture information on the back of documents and the scanning system supports blank page detection and removal. Document cleanup measures, such as de-skewing,de-speckling, and other common production scanning techniques, are also required. Mylars and other clear or opaque materials will be scanned utilizing "white" background imaging guides to maximize and enhance the quality of the final image.

The Conversion Team will create a custom procedure and a custom configuration to ensure that the highest degree of quality and document integrity will be maintained. Each scanner is configured per the specifications of the project to control image reduction, size, aspect ratio, batching options, auto exposure, thresholding, and file naming conventions, just to name a few.

The scanners are being driven by a complete information capture solution that provides effective methods to coordinate, validate, and assimilate images and documents throughout the capture process. The combination of WideTek/Kodak scanners in conjunction with The Conversion Team custom capture solution allows for control and to automate the capture process specifically to the parameters set forth in the procedures for City of Bellflower.

All scanned documents will require the following;
a) 300 DPI (minimum DPI. Up to 600 to improve quality when necessary) b) PDF or TIFF File Format
c) Automated Blank Page Deletion
d) Automated Image Enhancement including deskew, despeckle, and border removal e) Page Alignment
Data Entry and Quality Assurance
All images are scanned and processed at MSI's secure Diamond Bar, CA facility(encrypted)for image processing, quality control, and output. All electronic data is stored redundantly and backed up immediately on a secured self-contained network. Images are constantly monitored both visually and electronically throughout the scanning process to obtain the highest quality. If a poor-quality image is spotted, such as polarity changes, multiple documents, skewing, etc. during the scanning process, the scanner operator will stop and rescan the image after making the proper software adjustments (if required). All scanners are thoroughly calibrated per the manufacturer specifications and under maintenance contracts with WideTek/Eastman Kodak Company to maximize run time and optimum quality. City of Bellflower will provide final file naming scheme and format. Indices to include Address,APN, Document Type, Permit Number and Description of Work.Additional data fields to include, if available, are Project Name, Building Number, Building Name, and Unit/Suite Number. -48-

MSI has identified in the RFP that City of Bellflower is requesting documents to be separated by Plan Set. Each plan set will be indexed with all required indices.

Phase 5:Final Export+QC
MSI has the capability to export scanned images to virtually any format, most commonly,Tiff or PDF. Additionally,MSI has worked with thousands of custom exports to ensure proper integration into any imaging system, such as OpenText,LaserFiche',and ImageSilo®,to name a few. The export process also includes the final step of Optical Character Recognition(OCR),which is an optional service that can also be run on documents to create text-searchable PDF/A documents.

Any images that do not meet our strict quality standards will be rescanned or reprocessed. MSI will make a good faith effort to obtain the best quality image. If MSI discovers poor digital images or inadequate indexing, MSI will take steps to correct the quality of the images or indexing prior to contacting City of Bellflower's project manager. If,after such efforts, the scanned image or indexing remains below MSI's stringent standards, MSI will report the problem to City of Bellflower's project manager following agreed-upon reporting procedures and intervals.

Phase 6:Delivery
MSI will deliver the digital media via USB Drive and provide access to our secure cloud-based system FilesAnywhere®.Additional methods of delivery include Secure FTP and Encrypted HDD. All documents will be returned to City of Bellflower by MSI unless City of Bellflower chooses to request that MSI securely destroy them.

STAFFING PLAN & RESUMES
Provided below is a breakdown of all the personnel positions that would work directly on the conversion for City of Bellflower.

Operations Manager—The Operations Manager oversees all conversion projects and personnel for MSI. With a day-to-day average of 20-30 customer projects, it is crucial to have an Operations Manager that keeps an"Eagle Eye View"over all conversions, deadlines, and quality measures. Additionally, the Operations Manager orchestrates with the Operation Leads the completion and delivery of all final products.

Operations Lead—MSI currently has multiple Operations Leads employed on staff. For each department(Warehouse, Prep, Scan, Index, QC)there is a designated Operations Lead. Each lead has been employed to lead a specific department because of their extensive experience within that department. These leads will learn specific details regarding each project settings within their department and will train and oversee the department staff on each project.

Driver/Warehouse Personnel—Driver/Warehouse personnel oversee inventory control, labeling, and tracking all incoming/outgoing project files, and are employed to run routes to/from client sites for pickup and delivery of documents and digital images.

Document Preparation Personnel eDoc Prepper)—Document prep is one of the most important positions in a conversion assembly line. A perfectly"prepped" box starts a smooth-running workflow. The document preparation team focuses on each piece of paper within a box of documents, removing bindings, staples, fasteners, moving sticky notes, fixing torn corners, straightening, and sizing documents so they'll have smooth guidance through the scanners.

Scanning Technicians—MSI has a multitude of trained Scanning Technicians. While most of our scanning equipment revolves around standard paper(8.5 x 11—11 x 17), MSI has Scanning Technicians independently trained to scan large format documents, microfilm and microfiche, aperture cards, books, ledgers, and even photos.

Data Entry/Indexing Personnel—MSI employs a large number of personnel that are dedicated to Data Entry(Indexing). While some projects require a basic "10-key"of only numerical digits, other projects require intense, Alpha-Numeric indexing of many fields. Some projects require a single field to be keyed, while others can have up to 25 fields that require"subjective coding"and an in-depth understanding of the project documents. With such a range of requirements, MSI has found it crucial to keep as many indexing personnel on staff as possible.

Quality Control Technician—Quality Control Technicians have an eye for detail. Every project receives a final QC check, where images will be randomly inspected for image quality, skew, distortion, resolution, and any other concerning graphical defects.

The QC Technician will also be responsible for verifying that all data-entry, file-naming, export settings, and any other aspect of the project were completed correctly, and meet the requirements outlined by the Operations Manager on behalf of the client.

MSI has spent three decades perfecting our staff and our process for efficiently converting client documents. Each position is dedicated to perfecting the quality and workflow for their department, and when combined, the outcome is a high-quality conversion.

MSI meets and exceeds the International Organization for Standardization ('ISO') standards for image scanning, storage and retrieval as specified in ISO 32000-1:2008 and ISO 9660:1999. Following the ISO Standards, utilizing state-of-the-art equipment and software combined with almost three decades of experience, allows MSI to produce the highest level of image quality and more importantly, MSI has created a quality control system second to none in the industry. MSI will also provide a designated Quality Control Manager to oversee the Quality Control function and to act as a liaison between MSI and City of Bellflower.

MSI has implemented a structured employee-training program (which is specifically tailored to each application)to ensure that all equipment and software is utilized properly and regularly maintained. All equipment and software is configured per the specifications to control image reduction, size, aspect ratio, batching options, auto exposure, thresholding, and file naming conventions. The scanners utilized are being driven by a complete information capture solution that provides effective, efficient, and accurate methods to coordinate, validate, and assimilate images and documents throughout the capture process. This allows MSI to easily route and manage images through the required workflow modules -Capture, Image Enhancement, Indexing, QC, and Exporting. All images are scanned and routed to the MSI central server room for image processing, quality control, and output. Images are constantly monitored both visually on 27' monitors and electronically throughout the scanning process to obtain the highest quality available. If a poor-quality image is spotted, such as polarity changes, multiple documents, skewing, etc. during the scanning process, the scan operator will stop and rescan the image after making the proper software adjustments if required. All scanners are thoroughly cleaned at the beginning of each new shift and calibrated per the manufacturer specifications.

In addition, MSI follows all generally accepted standards for quality control in this industry and then takes it to the next step... a visual inspection of the images, a step to verify the original page against the corresponding image. The Quality Control Technicians will utilize custom software, which will:

Provide protection against accidental file deletion
Provide the ability to edit the order/sequence of the electronic file Search capability to find a specific doc type
Blank page removal
Review and re-scan for skewed,spotted, incorrect densities,etc.

Page rotation capabilities
Retain full image size of the original document
Any images that do not meet our strict quality standards will be rescanned or reprocessed on an individual basis to obtain the best quality image possible. If MSI discovers poor digital images or inadequate indexing performed, MSI will correct the quality of the images or indexing. If, after such efforts, the scanned image or indexing remains below MST's stringent standards, due to poor quality originals, MSI will report the problem to the City of Bellflower project manager following agreed upon reporting procedures and intervals. Any scanning that does not meet the quality requirements of this Statement of Work will be rescanned or reconverted at no cost to City of Bellflower.
