(WGI), a NASDAQ publicly traded Delaware Corporation and nationwide firm serving more than 800 public agencies and private sector clients. Founded in 1964 and headquartered in Anaheim, California, Willdan was originally established as a civil engineering firm specializing in providing solutions for our public agency clients. Since that time, we have evolved into a professional consulting firm offering a broad array of services that allows us to provide a comprehensive and integrated approach to our clients’ planning, engineering, financial, economic, public facility, public safety, and energy sustainability solutions.
Today, Willdan has over 1,600 employees operating out of multiple offices located throughout the United States. We have supported implementation of community visions through engineering, construction management, inspection, planning, building safety, and staff augmentation services.
Willdan has completed various types of projects for over 90 percent of the cities and counties in California.
Willdan possesses expertise in most facets of the public sector marketplace. The varied experience and background of our staff provides added value to our services. No other firm matches Willdan’s combined breadth of directly relevant technical and operational expertise and depth of experience. Willdan has a vast background in city and district engineering, traffic engineering, building official staff augmentation, public works administration, development review, public works permitting and inspection, roadway design, construction management, and long-term planning for capital improvement project development, assessment districts, funding plans, safe route planning, facility master plans, and environmental review documentation.
Corporate Mission and Philosophy
From day one, Willdan has maintained a business strategy focused on providing services to only public agencies. Today, 98 percent of our business is with public agencies. This strategy prevents potential conflicts of interest with private enterprises conducting business with our public agency clients or within their jurisdictions.
Unique to Willdan is our understanding of public agency needs and issues. Willdan's professionals often serve to extend our clients' staff in the capacity of county public works officials such as county engineer, county surveyor, and county public works director; City public works officials such as city engineer, city traffic engineer, city planning director, and city building officials; and other city/county positions.
Additionally, many staff members provide the added value of having served in public agency management positions prior to joining Willdan.
Staffing Capabilities
Willdan's strength of staffing resources and available in-house disciplines enables us to provide comprehensive services and disciplines for the City's on- call engineering contract. Willdan’s over 350 staff members are located in 12 engineering offices in California (primarily Orange and Los Angeles counties)—over 1,600 employees in 56+ offices nationwide. Willdan prepared Plans, Specifications and Estimate (PS&E) as well as assisted the City with Utility Notifications, NEPA approval, ROW Certification, and Construction Authorization for City’s Federal project the Arrow Highway Median Improvements Project [HSIPL-5112(019)]. Arrow Highway is a heavily traveled arterial roadway with close proximities to shopping centers, schools, and multi-family residential developments. The safety improvements encompassing 1.10 miles of improvements along the corridor was a high priority for City staff. The construction of raised median islands, protected left-turn pockets, ADA curb ramps, pavement resurfacing, and sidewalk repair provides better guidance and reduces the pattern of collisions throughout the street corridor. The raised medians provide refuge areas for pedestrian crossings, encourage walking, benefit local businesses, and enhance community pride. The project limits extend from the western city limits to South Citrus Avenue and include frontage road medians within the City of Covina.
The scope of work entailed development and design of plans, specifications, and estimates to construct raised medians with left-turn pockets at select locations along Arrow Highway. Included in the design were curb access ramps in compliance with ADA requirements and revised signage and striping required for the new raised medians. Landscape and irrigation improvements and bioswales were included as part of the Arrow Highway and frontage road median improvements. Although not eligible for HSIP funding, the roadway resurfacing and reconstruction of damaged sidewalks were accomplished utilizing funding from other available sources. Willdan -241-

Detailed Scope of Services
Project Controls
Willdan's project control system is
designed to provide a coordinated
effort between all project task facets in
the framework of a pre-established
master schedule, budget controls, and
reporting system. This framework will
support our project managers and
enables him to control costs and
provide accurate and timely invoices
through internal control measures; to
monitor and stay within budget; to monitor schedules and review times and complete projects within the proposed time frames, as described on the following page. Our project controls provide an objective measure of performance – integrating the elements described below.
Staffing and Resource Management Plan
Labor planning for this contract will be done on an individualized basis using workload projections.
Mr. Lau will coordinate with the task leads to identify the staff required to complete each awarded project and calculate the hours. This data will be input into our project staffing needs plan on a weekly basis. Project staffing assignments will match the experience of personnel with the degree of project complexity.
Cost Control
Aligned with the work breakdown structure, the budget becomes the control against which performance is measured. Actual costs are compared with budgeted costs and variances analyzed.
Deviations between planned and actual cost can then be evaluated to forecast and control future work. Project hours are assigned to the appropriate tasks and subtasks and booked as work-in- process. Pre-bill reports identify the hours to be billed along with any other direct charges to the project to determine each month's invoicing.
Schedule Control
A critical path method master schedule identifies major items of work and is used for monitoring, controlling, and tracking progress. Updated monthly to reflect actual and forecasted completions, the schedule guides Task Leads as they anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule. If a project falls behind schedule, Task Leads meet with the respective team members, identify the problem, and ensure that extra support and effort are expended to bring the project back on schedule. Willdan will keep City staff informed of the overall schedule, including advanced notification of any necessary adjustments or actions to remain on track.
Quality Assurance and Control
Quality assurance and control procedures are critical to ensuring sound engineering practices and quality deliverables are produced for our clients. Project-specific quality assurance/control activities will be planned at the beginning of each awarded task assignment. Typical quality assurance/control activities include assigning the appropriate technical staff to the project, selecting the proper project technical approach, establishing a project schedule that meets City and internal Willdan deadlines, and determining the proper level of quality assurance/control review.

As Quality Assurance Manager, Adel Freij, PE will oversee the quality assurance and quality control protocols by assigning a senior staff member experienced in the required disciplines to oversee the implementation of project- specific quality assurance/control activities. This senior staff member will report directly to Mr. Freij but will work closely with Mr. Casillas, to monitor and adjust the project quality assurance/control activities to ensure project objectives are met. Mr. Freij and Mr. Casillas will achieve quality work and on-time product delivery using the methods described below. Our relevant project client contacts can attest to Willdan’s firm and team to deliver superior service and deliverables.
Two major components of the quality assurance review are technical and communication reviews. A Level 3 review will be performed on engineering design plans, specifications, and cost estimate to ensure the design is sound, constructible, and appropriate for the intended use and to confirm deliverables meet the scope of work requirements. This process involves reviews by independent designers and Mr. Casillas prior to submittal for formal review under the agreed-upon project-specific quality assurance plan. Project documents, including letters and correspondence, are subject to a Level 2.
Progress Reporting
The submittal requirements and format for consistent monthly reporting of project costs and status will be confirmed with the City during the project start-up period. The status report will contain a project performance summary, action items, outstanding items to be resolved, an updated schedule, and a comparison and narrative of budgeted costs versus actual costs.
Scope of Services
Management Approach
Our approach to serving the City on this contract is based upon our 60-year history of serving public agencies.
Willdan utilizes a management approach, whereby each assignment is undertaken by a project team. Having successfully completed many other assignments of this type for other agencies within the Los Angeles County and Southern California regions. Willdan's proposed team understands City processes and possesses the technical and communication skills that are vital to ensuring each task receives the necessary attention, objectives are met, schedules are adhered to, and project tasks are within budget.
Communication Approach
Willdan recognizes that effective, ongoing cooperative
communication between all parties over the course of any assignment is essential to successful project completion. This communication starts with a project kick-off meeting where the objectives and expectations of the City for each task order/assignment are clearly articulated and understood by Willdan. In addition, agreed-upon methods and scheduling of formal reporting are established with identification of individuals to be involved in the project's decision- making process. This sets forth accountability and responsibility for informing and facilitating the project. As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff seeking direction on issues that may arise and keeping City staff apprised of the project. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings.
As previously stated, upon receipt of a project assignment or award, Mr. Casillas will analyze the project and assign a Discipline Manager with the appropriate qualifications and experience to ensure tasks are completed in accordance with the City's goals and visions. Together, they will select qualified team members to provide technical support for the project. Mr. Casillas will convey all-important matters to the assigned Discipline Manager and the selected project team as appropriate. The Discipline Manager will, then, take full responsibility for understanding the project requirements, detailing the project scope requirements, and estimating the fee to complete the project effectively and efficiently. The assigned Discipline Manager will maintain the team members assigned to the project from beginning to end. This means the same individuals responsible for design elements are the same individuals reviewing shop drawings, preparing as-built plans, or responding to questions during the bidding or construction process. This management approach has been proven on past projects to be effective in delivering projects on time, within budget and to the client’s satisfaction.
