Re -Striping of Foster Road
Downey & Paramount partnered in 2018 to re -stripe Gardendale St. west of Lakewood Blvd. This included the following:

Eliminated a vehicle travel lane in each direction
Created a striped center median lane for protected left -turn movements Created a striped bike lane, without losing on -street parking.

Future re -striping of Foster Rd. (not part of the Measure M Grant) is recommended to continue east of Lakewood Blvd. to create the striped center median lane necessary for the protected left -turn vehicle pockets at each intersection upgraded as part of the grant.

It would also continue the bike lanes west of Lakewood Blvd., completing the final segment of a bike route that would directly connect the two major regional bike paths along the L.A. and San Gabriel Rivers.

Existing on -street parking would continue along Foster Rd.

Restitution: In addition to
fines, violators may be
required to replace each
unlawfully removed or
damaged tree with a tree
of equal size or pay the
cost of replacement.

URBAN FOREST REGULATIONS
Staff's recommendation is to keep it basic.
a. The basic option establishes policies to keep trees safe and properly maintained without extending into areas that may exceed City capacity. Bellflower currently lacks urban forest regulations, and implementing them too quickly could create unintended consequences, especially since such frameworks are difficult to reverse. b. It avoids unfunded mandates and administrative expansion. Requirements such as certified arborists, tree removal permits, reporting systems, monitoring programs, and enforcement would increase personnel, technology, and compliance costs. The basic option prevents creating long-term fiscal obligations that may be unsustainable. c. It preserves flexibility for future policy decisions. Intermediate and advanced options expand into private property oversight and more intensive regulation, including permit reviews, tree protection thresholds, mitigation requirements, high replacement ratios, pest management programs, designation of heritage trees, interagency coordination, and enforcement mechanisms, all of which significantly increase complexity and cost. d. By starting with a basic framework, the City can adjust over time based on evolving needs and available resources.

STAFF

RECOMMENDATIONS

1. Adopt the Urban Forest Master Plan;
and

2. Provide the City Manager with direction
regarding the City's urban forest
regulations; or

3. Alternatively, discuss and take other
actions related to this item.
