Council Agenda Item 12
Matter of Council
Interest/Clarification

Meeting Date: November 25, 2025
Councilmember(s): Gina Latimerlo and Cathy Jordan
Item Title: Formation of a City Council Ad Hoc Housing & Long-Range Planning Subcommittee
Description of Issue/Request:

Following the recent Joint City Council and Planning Commission Study Session on new State Housing Laws, Councilmembers and staff discussed the need for an ongoing venue to track and evaluate the impacts of these evolving laws on Belmont’s local policies and long-term planning efforts. We are requesting the formation of a City Council Ad Hoc Housing & Long-Range Planning Subcommittee. This subcommittee would consist of two Councilmembers and serve as an informational and advisory forum to stay current on state housing legislation and its implications for Belmont.

The goal of this subcommittee is to provide a structured venue for understanding and tracking new and evolving state housing laws, with particular attention to how these laws interface with Belmont’s adopted General Plan, long-term community vision, and current housing and development initiatives under the current RHNA cycle. This subcommittee would serve as a communication bridge helping ensure that Council remains informed on the broader regulatory and legislative context affecting local planning and development efforts.

Approximately how much staff involvement will this item take? 40+ hours. Staff participation would include representatives from Community Development, Housing & Economic Development, the City Manager’s Office, and the City Attorney’s Office.

Financial Implications?
Within Existing budget.

How time sensitive is this issue?
High. Numerous state housing bills are enacted each year, significantly shaping local planning processes and compliance requirements. Ongoing development activity in Belmont makes timely awareness and coordination critical.

General Plan/Vision Statement.

The Housing and Long-Range Planning Subcommittee supports the City’s vision by fostering proactive, informed, and transparent planning efforts that align with State law while maintaining Belmont’s long-term community values and goals
