Custody: Your qualified custodian bank maintains control of all assets reflected in this statement and we urge you to compare this statement to the one you receive from your qualified custodian. Chandler does not have any authority to withdraw or deposit funds from/to the custodian account.
Valuation: Prices are provided by IDC, an independent pricing source. In the event IDC does not provide a price or if the price provided is not reflective of fair market value, Chandler will obtain pricing from an alternative approved third party pricing source in accordance with our written valuation policy and procedures. Our valuation procedures are also disclosed in Item 5 of our Form ADV Part 2A.
Performance: Performance results are presented gross-of-advisory fees and represent the client’s Total Return. The deduction of advisory fees lowers performance results. These results include the reinvestment of dividends and other earnings. Past performance may not be indicative of future results. Therefore, clients should not assume that future performance of any specific investment or investment strategy will be profitable or equal to past performance levels. All investment strategies have the potential for profit or loss. Economic factors, market conditions or changes in investment strategies, contributions or withdrawals may materially alter the performance and results of your portfolio.

Index returns assume reinvestment of all distributions. Historical performance results for investment indexes generally do not reflect the deduction of transaction and/or custodial charges or the deduction of an investment management fee, the incurrence of which would have the effect of decreasing historical performance results. It is not possible to invest directly in an index.
Ratings: Ratings information have been provided by Moody’s, S&P and Fitch through data feeds we believe to be reliable as of the date of this statement, however we cannot guarantee its accuracy.
Security level ratings for U.S. Agency issued mortgage-backed securities (“MBS”) reflect the issuer rating because the securities themselves are not rated. The issuing U.S. Agency guarantees the full and timely payment of both principal and interest.
LGIP Yields: Reported yields for local government investment pools may be presented as either the 30-day yield or the monthly distribution yield, as applicable. For certain funds, the 30-day yield is calculated using reported daily yield data. Yield calculations are subject to change and may not be directly comparable across funds.
LAIF Yields: Additional Disclosure for CA Clients - As a result of a reporting lag from the Local Agency Investment Fund (LAIF), reported LAIF yields represent the most recently available Daily Effective Yield and may reflect data from approximately 7–10 days prior to month-end.

Annual Public Hearing to Review Full-Time Vacancies and Recruitment and Retention Efforts in Compliance with Assembly Bill 2561
TO PREPARED BY
Honorable Mayor and City Council Members Michelle Munoz, Human Resources Analyst II
DEPARTMENT HEAD APPROVAL CITY MANAGER APPROVAL
Kristin Griffith, City Manager Kristin Griffith, City Manager
RECOMMENDATION
Staff recommends that the City Council take the following action:
1. Receive and file the full-time represented vacancy report in compliance with Assembly Bill (AB) 2561 (Government Code §3502.3).
BACKGROUND/DISCUSSION
In accordance with California Assembly Bill 2561, public agencies are required to hold at least one public hearing each fiscal year, prior to the adoption of the annual budget, to report on workforce vacancy rates, recruitment and retention efforts, and any factors that impede the hiring process. This report is presented in compliance with AB 2561 and provides an overview of the City’s efforts as it pertains to vacancy levels, recruitment and retention initiatives, and identified challenges impacting staffing for fiscal year 2025/2026. As required by the statute, recognized employee labor groups are provided with an opportunity to participate in the public hearing. Additionally, if vacancies within a bargaining unit meet or exceed 20 percent, employee organizations representing the seven bargaining units may request supplemental information, including the number of vacancies, applicant data, average time to hire, and recommendations related to compensation and working conditions.
The following chart reflects the City’s vacancy data as of June 08, 2026. The City currently has 314 authorized budgeted full-time positions across all seven departments. As of the date of the report, all seven City bargaining units currently maintain vacancy rates below the 20 percent threshold, as detailed below.

The Human Resources Division continues to review and evaluate recruitment and hiring processes to ensure a timely production of eligibility lists and expeditious process for onboarding of selected candidates. The City retains the use of NEOGOV’s GovernmentJobs.com platform to advertise employment opportunities, integrated with its applicant tracking system, Insight, and pre-employment processing module, Onboard. The Human Resources Division works in close partnership with City departments to support recruitment efforts tailored to each department’s needs, including coordination of timelines, examination processes, and recruitment outreach and marketing strategies. For fiscal year 2025/2026, Human Resources staff participated in a local career fair hosted through Chapman University, and staff also attended an additional career fair hosted by the County of Orange’s OC Workforce Solutions, located at the Brea Mall which provided staff an opportunity to attract and engage prospective candidates. Participation in these events, combined with the City’s expanding social media presence, has proven effective in reaching and attracting qualified applicants.
As part of the City’s obligation under AB 2561, the Human Resources Division has identified ongoing recruitment and retention challenges, including competition with the private sector, and projected separations due to retirement eligibility within the workforce.
To address ongoing recruitment and retention challenges, the Human Resources Division has undertaken an additional review and update of job descriptions to ensure alignment with current operational needs and job market conditions. Efforts to streamline and expedite hiring processes are being implemented where feasible, along with the evaluation of alternative work schedules to enhance workforce flexibility and attract qualified candidates from both the public and private sector workforce's. Additionally, City staff have launched the fourth cohort of the City’s mentorship program to support employee development, long-term retention and further promote succession planning efforts.
Human Resources staff will continue to monitor vacancy rates and support recruitment and retention efforts to ensure compliance with AB 2561, sustain a skilled workforce, minimize turnover, remain competitive in the labor market, and maintain high-quality public service to the Brea community.
FISCAL IMPACT/SUMMARY
The City of Brea is required to comply with reporting obligations established under AB 2561, which mandates public agencies present the status of employee vacancies, along with recruitment and retention efforts, at least once per fiscal year during a public hearing prior to adoption of the final budget. The Human Resources Division will continue to collect and analyze relevant workforce data annually to ensure compliance and to identify potential improvements to policies, procedures, and recruitment strategies that may affect hiring outcomes.
There is no fiscal impact associated with this report.
