M. APPROVAL OF PARCEL MAP NO. 2023-144 FOR 7232, 7236, 7242 ARTESIA BOULEVARD AND 6011

BOTRYOIDES AVENUE
Meeting

Agenda Group
CONSENT CALENDAR Item: 4M.

Presented By
Hector Guzman, Assistant Engineer
Prepared By
Mina Mikhael, Director of Public Works/City Engineer
Approved By
Aaron France, City Manager

RECOMMENDED ACTION
1) Approve Parcel Map No. 2023-144 for 7232, 7236, 7242 Artesia Boulevard and 6011 Botryoides Avenue; and 2) Authorize the City Engineer and City Clerk to execute the parcel map.

PREVIOUS CITY COUNCIL ACTION
On April 10, 2024, the Planning Commission adopted Resolution No. 6335 approving a tentative parcel map.

DISCUSSION
Parcel Map No. 2023-144 will subdivide 11 parcels into 3 parcels. The parcels are zoned as Auto Center Specific Plan (ACSP) and have a General Plan land use designation of Commercial. The 0.9-acre City-owned land is irregularly shaped and consists of 11 parcels, which include former street-right-of-way and former Caltrans freeway parcels. The privately owned two-acre land is also irregularly shaped due to freeway off-ramp expansion.  The Parcel Map will consolidate and reconfigure these irregular parcels into three regularly shaped parcels, facilitating the orderly development and ownership of the site. The proposed development will consist of an integrated commercial center, including 2 drive-through restaurants, 75 electric vehicle charging stations and other related site improvements.

The parcel map has been completed to the satisfaction of the City Engineer and is now ready to be fully executed and recorded.  All of the requirements set by the City and the County have been met.  In accordance with City ordinance, City Council approval is required prior to recordation of the map.

BUDGET IMPACT

There is no budget impact with the approval of this parcel map.

Approved By
Aaron France, City Manager

RECOMMENDED ACTION
1) Approve a water bill insert advertising the 2025 Myrna Holmquist Scholarship.

PREVIOUS CITY COUNCIL ACTION
Each year, the City Council selects at least one Buena Park resident to receive the Myrna Holmquist Scholarship.

DISCUSSION
The Myrna Holmquist Scholarship was created to support Buena Park residents, who are pursuing a career in communications. Students must live in the city, be enrolled or in the process of enrolling at an accredited university, have a 2.75 or better grade-point average (GPA), and be majoring in Communications. Scholarships are awarded by a City Council ad hoc committee each year in an amount up to $10,000. Applications are due on April 3, 2025, for the next round of scholarships.

The proposed water bill insert will be used to promote the scholarship prior to the application deadline and hopefully bring new applicants into the program.

BUDGET IMPACT
Funds are available in the Community Relations & Education account for this purpose.
