1. The proposed use is conditionally permitted within the subject land use district and complies with all of the applicable provisions of the zoning code, as amended by ZTA 25-4 and subject to approval of GPA-25-2 and ZC-25-2, which would designate and zone the Subject Site for Light Industrial, Warehouse Overlay uses.

2. The proposed use would not impair the integrity and character of the land use district in which it is to be located. No new development is proposed on site as part of the Project and CUP 25 4 will be required to comply with all applicable requirements of the Calimesa Municipal Code, as amended by ZTA 25-4 and the conditions of approval listed in Exhibit A to this Resolution.

3. The Subject Site is physically suitable for the type and intensity of land use being proposed. The existing warehouse building has already been developed on the Subject Site and there is no proposal to expand or change the existing warehouse development as part of CUP-25-5.

4. The proposed use is compatible with the land uses presently on the Subject Site. The existing warehouse building has already been developed on the Subject Site and there is no proposal to expand or change the existing warehouse development as part of CUP-25-5.

5. The proposed use would be compatible with existing and future land uses within the general area in which the proposed use is to be located. The existing warehouse building has already been developed on the Subject Site, there is no proposal to expand or change the existing warehouse development as part of CUP-25-5, and neither GPA 25-2 nor ZC 25-2 would allow changes or intensification of existing uses in the general area.

6. The proposed use is compatible in scale, mass, coverage, density, and intensity with all adjacent land uses. The existing warehouse building has already been developed on the Subject Site, which is compatible with all existing adjacent uses. There is no proposal to expand or change the existing warehouse development as part of CUP-25-5, and GPA 25-2 and ZC 25-2 will maintain the existing pattern of development on adjacent sites.

7. There are adequate provisions for water, sanitation, and public utilities and services to ensure that the proposed use would not be detrimental to public health and safety. Yucaipa Valley Water District has provided documentation that there are adequate provisions for water, sanitation, and public utilities and services to ensure that the proposed use would not be detrimental to public health and safety.

8. There will be adequate provisions for public access to serve the Subject Site. The existing warehouse building has already been developed on the Subject Site and already has adequate public access.

9. The proposed use is consistent with the general plan. As amended by GPA 25-2, the General Plan will allow warehouse buildings no larger than 1,100,000 square feet in size with approval of a CUP, and the Subject Site is already developed with an existing 1,012,760-square foot warehouse.

10. There will not be significant adverse effects upon environmental quality and natural resources due to CUP 25-5. The Initial Study was prepared to evaluate the potential environmental impacts associated with the proposed Project and determined the Project would not have any significant effects on the environment.

11. Any negative impacts of the proposed use are mitigated. The Initial Study was prepared to evaluate the potential environmental impacts associated with the proposed Project and determined the Project would not have any significant effects on the environment that require mitigation. CUP 25-5

NOTICE OF PUBLIC HEARING
PUBLIC NOTICE IS HEREBY GIVEN that on July 20, 2026 at 6:00 p.m. in the Norton Younglove Senior Center, 908 Park Avenue, Calimesa, California, the City Council of the City of Calimesa will hold a Regular Meeting (in person) to consider the Calimesa Annexation Project, associated Environmental Assessment, General Plan Amendment, Zone Text Amendment, Pre-Zoning, and Conditional Use Permits as follows:

A REQUEST BY DAVID GRAVES ON BEHALF OF I-10 LOGISTICS OWNER, LLC

FOR THE CALIMESA ANNEXATION PROJECT PROPOSED AS FOLLOWS FOR A 313.4-ACRE AREA LOCATED EAST OF INTERSTATE 10 (I-10) AND CALIMESA

BOULEVARD, NORTH OF BROOKSIDE AVENUE, NORTH AND SOUTH
OF CHERRY VALLEY BOULEVARD, AND WEST OF FABIAN LANE.

ASSESSORS’ PARCEL NUMBERS (APNS) 407-220-(024, 026, 028, AND 029) AND 407-230-(004, 006, 011, 016, 017, 018, 020, 029, AND 030):
• Environmental Assessment No. EA-25-8 consists of a resolution that would adopt the Project’s Negative Declaration (ND) and associated findings in accordance with CEQA Guidelines § 15074.
• Annexation No. ANNX-25-1 would allow for the annexation of +/- 234.0 acres of land located north of and abutting Cherry Valley Boulevard and east of and abutting the existing City of Calimesa City limits (herein, “Northern Annexation Area”), and approximately

79.4 acres of land located south of and abutting Cherry Valley Boulevard and south and east of and abutting the existing City of Calimesa City limits (herein, “Southern Annexation Area”).
• General Plan Amendment No. GPA-25-2 would accommodate the proposed annexation of the 313.4-acre Annexation Area into the jurisdictional limits of the City of Calimesa, and would amend the City of Calimesa’s General Plan Land Use Map in a manner generally consistent with the existing adopted Riverside County land use designations for the Annexation Area.
• Pre-Zoning application No. ZC-25-2 would amend the City of Calimesa’s Zoning Map to apply pre-zoning designations to the 313.4-acre Annexation Area. Zoning classifications would include “Light Industrial (L-I) Zone” on approximately 138.7 acres and “O-S-R (Open Space Residential)” on approximately 87.0 acres for the Northern Annexation Area, and “C-C (Community Commercial, FAR 50:1)” on approximately 19.8 acres and “R-E (Residential Estate)” on approximately 58.5 acres within the Southern Annexation Area.

In addition, proposed ZC-25-2 would apply a “Warehouse Overlay Zone (WOZ)” over the 138.7 acres of the Northern Annexation Area that currently are developed with two warehouse buildings.

• Conditional Use Permit No. CUP-25-4 is required to fulfill the requirements of (amended) Municipal Code Table 18.30.030 for Building 1, which is the existing warehouse building in the western portions of the Northern Annexation Area. • Conditional Use Permit No. CUP-25-5 is required to fulfill the requirements of (amended) Municipal Code Table 18.30.030 for Building 2, which is the existing warehouse building in the eastern portions of the Northern Annexation Area.

The City Council will also be considering approval of an agreement with the applicant, I-10 Logistics Owner, LLC, that would include an exchange of public benefit payments to the City and annual payments to the applicant for a period of fifteen years if the applicant successfully annexes the Project into the City subject to additional terms and conditions.
