CITY OF CALISTOGA
STAFF
REPORT
============================================================================== TO: Honorable Mayor and City Council
FROM: Donald Williams, City Council Member
DATE: April 5, 2022
SUBJECT: Economic Diversification
DESCRIPTION: Establishment of a council subcommittee for the purpose of developing guidelines and recommending the distribution of funds to encourage economic diversity in Calistoga.
ACTION: Consider resolution.
DISCUSSION: The hospitality industry is the most significant source of revenue for the City. But it is vulnerable to external events like fire, pandemic, and recession which can compromise the city’s budget. Also it can lead to overtourism, contrary to the small town ethos.
Non-hospitality enterprises may not generate as much revenue as hospitality. But economic diversity can buffer a town when a single big industry suffers a downturn.
The value of economic diversification is well-established. Economic diversification amounts to broadening a portfolio, not putting one’s eggs all in one basket. The council allocated $30K in the 2021-22 budget to develop economic diversity. The idea is not to supplant tourism but to complement it. Economic diversity can enhance tourism by making a town more interesting to visitors.
This resolution encourages non-hospitality alternatives by developing a business diversification program and providing subsidies to qualified businesses. Criteria for the awards might include the following: the businesses must be local; they must offer a product/service not already readily available; they must demonstrate need; they must demonstrate promise.
There is precedent for subsidies---the council’s community enrichment program.
Likewise, a Business Diversification Program could invite applications to be evaluated by a council sub-committee and approved by the whole council. The subcommittee Item #7.1.
would also be charged with announcing the program; establishing criteria for the awards; evaluating applications; and recommending amounts of the awards. An incentive plan for locals has the advantage of getting the financial assistance directly to Calistogans who need it now. After a year, the program could be reviewed for its effectiveness.
From the Chamber of Commerce’s “Calistoga Downtown Report 2020 Part 2”:
“Focusing on residents [as well as visitors] can help to ensure that the district is authentic and unique, reflects the sensibilities of Calistoga residents, and provides added vibrancy and authenticity for both groups. It can also help to ensure that the district is more resilient to the effects of long-term economic cycles, as visitors from outside the area have more alternatives and can choose not to come to Calistoga, while the resident consumer base will always be present.” (p. 12). “A variety of businesses is key!” (p. 25).
FINANCIAL IMPACT: The council has already allocated $25,000 to encourage economic diversification in Account Number 01-4115-4402. No additional expenditure is anticipated at this time.
CONSISTENCY WITH CITY COUNCIL GOALS AND OBJECTIVES: Goal 1: Maintain and enhance the economic vitality of the community and the financial stability of the City.

Item #7.1.
City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Laura Snideman, City Manager
Meeting: City Council - Apr 05 2022
Subject: City Staffing Modifications
DESCRIPTION:
Consider proposed City Staffing Modifications.
RECOMMENDATION:
By minute order, direct staff to proceed with all necessary next steps to modify the City's allocated and budgeted positions for Fiscal Years 2021-22 and 2022-2023.
BACKGROUND/SUMMARY:
Over time, both the City Council and the community expectations of the city’s breadth of services, service levels, and the quality of services have been increasing. Moreover, the demand for some services, especially planning services, has significantly increased in the recent past. Calistoga must also react to various state mandates and requirements that often require a significant time investment from staff, especially in reporting requirements.
In response to this variety of pressures, the city’s organization has been growing over the past five years, primarily in public safety and recreation. However, we have grown unevenly. When we endeavor to deliver more services, increase levels of service, and/or offer higher quality services, we need sufficient staff to provide these services. As staff was added to endeavor to meet some service expectations, we did not have a corresponding increase in staff to support the changing and growing organization. As just one example, when we have more public safety and recreation staff, the internal workload for hiring, training, paying, and evaluating staff also increases. Some of our current staffing challenges are also a result of Covid. In response to concerns regarding the possible devastating economic consequences of Covid, a very conservative budget approach was wisely taken affecting both staffing and budget estimates over the past two years, stalling any “right-sizing” of the organization.
As a result, we are under-resourced. The City’s “organizational infrastructure” has become very fragile. We need additional staff, particularly in administration, to take care of many operational basics. We need staff allowed to work in jobs that requires a higher level of training, skill, and expertise. We need staff who can be cross-trained and provide back-up in key roles such as payroll and city clerk duties. We need staff who can be flexibly assigned to a variety of needs as the council’s priorities change and as new projects come up. We need staff who are ready to take on key leadership roles when other staff members decide to retire or move to service in a different community.
Item #7.2.
Knowing without question that we need a different staffing structure, and without wanting to wait for and spend funds on a full organizational analysis in the present circumstances, there are key staffing changes recommended for incorporation into the budget at this time. While some of the positions will take additional work such as creating a full job description or setting an exact salary range before we will be ready to fill the vacancy, providing general direction and funding now ensures that time investment is worthwhile and allows us to better develop a recommended FY 2022-23 budget. The specific positions are as follows, including the total annual net estimated cost for both salary and all benefits:
General Fund
1. Administrative Services Technician in Finance to allow for both a higher level and a broader level of work to be performed with a corresponding reduction of Accounting Assistant. Net impact: $7,000
2. Senior Management Analyst in Finance to provide senior accounting and finance management assistance including for succession purposes with a corresponding reduction of HR/Finance Specialist. Net impact: $8,000
3. Two Fire Captains, to complete the recommended staffing structure arising from the yearslong transition to a full-time professional fire department with a corresponding reduction of two Engineers. Net impact: $60,000
4. Senior Planner to provide high-level long-range planning support and manage some of the volume of current planning applications and initiatives including addressing the economic development and broad housing functions. Net impact: $170,000 (Note: a development fee study will be recommended in next year’s budget and should certain development-related fee increases be recommended, and should the City Council choose to implement those fees, the cost of this position would be partially offset after those fees are implemented.)
5. Management Analyst in administration to provide various administrative and functional support to HR, City Clerk, and City Manager. Net cost: $140,000
6. Assistant City Manager to provide support for a wide array of council initiatives and special projects and provide general oversite of HR, IT, and City Clerk functions. Net impact: $285,000 (Note: an especially preliminary estimate.)
Total annual initial estimated net cost: $670,000
Water/Wastewater Enterprise Funds
Plant Operator II to restore service levels to pre-Covid levels and reduce staff burnout due to overtime and weekend assignments. Net cost: $150,000
General Fund and Water Enterprise Fund
Administrative Services Technician to provide both water conservation support and broader highlevel administrative support to Public Works, particularly related to capital projects, with a corresponding reduction of Water Conservation Technician. Net impact: Total dollars remain the same, but with an approximately $56,000 reduction in Water Fund and $56,000 increase to the General Fund. (Note: an additional, existing part-time position would remain in the water fund, allowing for full-time work if necessary for water conservation.) CEQA STATUS:
The action is exempt from environmental review under the California Environmental Quality Act, Public Resource's Code section 21000 et seq. ("CEQA") pursuant to CEQA Guidelines Section 15061(b)(3) as it can be seen with certainty that the project has no potential for causing a significant effect on the environment.
Item #7.2.
FINANCIAL IMPACT:
Staff is confident that we have sufficient revenue for both the current and coming fiscal year to make these changes. The devastating Covid-related economic fears did not materialize to the extent imagined. The area’s economy is recovering from the lesser impacts seen over the past two years.
Home sales continue to increase significantly in value such that are property taxes are likely to increase at a higher-than-average annual rate. Most notable, as many are seeing, tourism is thriving and therefore our hotel-based transit occupancy taxes (TOT) are likely to be sustained through at least the next fiscal year. Mid-year budget estimates show a 63% reserve level, notably above the City Council’s goal of 50% and double the Covid exception of 30%.

Subject: Library presentation request, April 5
Hi Laura, at the April 5 council meeting I'd like to request the council permit a Presentation by our local library Commissioner, Stephanie Allan, about library services. Her presentation may include the county library Director Anthony Halstead as well as associate librarians. They ask for 15 minutes during "Presentations," hopefully at the April 19 meeting if the council agrees.
Thank you,
Donald Williams
