Destination Marketing Support
As a local business owner, I am asking that you continue supporting the Calistoga Chamber of Commerce’s destination marketing efforts. Simply put, these efforts bring visitors to town, and those visitors keep businesses like mine – and many others – open and thriving. Without that steady stream of tourism, our local economy takes a hit, and that affects everyone, from small shop owners to restaurants, wineries, hotels, and city services that rely on visitor dollars.
The Chamber's marketing efforts—whether it’s digital ads, social media, public relations, or special events—are a big reason people choose to visit here instead of somewhere else. When done right, destination marketing isn’t just about bringing people in; it’s about making sure they have the kind of experience that makes them want to come back, tell their friends, and keep our town buzzing.
We all know how competitive tourism is, especially in Napa Valley. If Calistoga doesn’t keep up, other destinations will happily take our visitors. That means fewer people filling hotel rooms, dining in our restaurants, shopping in our stores, and spending money that directly supports our community. And let’s not forget, the more visitors spend, the more tax revenue the city collects.
Cutting funding to destination marketing would be a step backward. The Chamber has proven that their work brings real results. We need to keep investing in what’s working so Calistoga stays vibrant and successful.
I urge you to keep this funding in place. It’s not just about helping businesses—it’s about keeping our whole community strong. Thanks for your time and consideration.

The work and presence of the Calistoga Chamber of Commerce is invaluable to local business, and I daresay to the community at large. This is a resource that builds the image of Calistoga in countless ways, and has brought singular recognition on a national scale to our small town; i.e. the annual Lighted Tractor Parade. The Calistoga Chamber has been uniquely important in balancing the needs of a diverse Item #8.1.

Business owners in Calistoga also support our local schools; Boys & Girls Club, Soroptomists, Sharpsteen museum and other organizations that enhance the town. If our businesses don't bring in enough visitors, available dollars and/or donations will also decline, which would be detrimental for all of Calistoga.

Calistoga is absolutely unique and people love it for that - we hear this expressed sincerely and continually at our gallery. But it's imperative to get them here to know that and share in it. This is a huge part of what the Calistoga Chamber of Commerce does. Like everyone, our businesses have experienced 5 or 6 years of unusual difficulty, including evacuations, closures, and negative publicity, beginning with the Tubbs Fire, Item #8.1.
through Covid, to the Glass Fire and accompanied by multiple rocky cultural, political and economic waters.
But we need to promote the enduring fact that within all of this, in spite all of this, Calistoga is still a haven of peace, beauty and human enjoyment that is within reach. Calistoga is REAL. Please support the Chamber of Commerce's efforts to get this message out. We need your support. Jan Sofie Signature

Re: five-year funding proposal for Chamber of Commerce, 4/8 City Council Mtg, Agenda Item 8.1 Dear Mayor Williams & Council Members,
I opposed locking-in a 5 year contract in lieu of an annual commitment or even a 2-3 year commitment last time this was presented because I believed at the time that gauging the City's economic prosperity into the future was difficult and at best plain conjecture. I feel this way even more today as the Valley's declining economic outlook has been forecast by a host of experts. I'm of the opinion that 4.4% of TOT translates to a lot of dollars, perhaps too many. I believe that the annual sums proposed (all higher than today's) ranging from $566.500 in year 1 to $637,601 in year 5 represent an ever increasing investment with no guarantee of ROI. I further believe that these City contributions detract from its own annual budget are imprudent and may compromise stability in a climate where TOT declines as projected. I can fully understand why the Chamber requests this strong commitment to its funding as it assures a term of continuity and may streamline their operations to the extent of saving them money in their marketing efforts. I simply ask that the Council review this proposal with diligence, discretion and care to consider safeguards in the face of declining revenue. Please be frugal with our City budget and use it wisely.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Stepp, Deputy City Manager
Meeting: City Council - Apr 08 2025
Subject: Approval of an Exemption to Special Event Duration Limits for Symphony of Flowers by Cavalia
DESCRIPTION:
Consider adopting a Resolution approving an exemption to Calistoga Municipal Code Section
5.18.020 to allow the Symphony of Flowers by Cavalia special event to operate for 115 consecutive days, from May 9 through August 31, 2025, and authorize the City Manager or designee to issue a Special Event Permit with appropriate conditions.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
The Calistoga Municipal Code Section 5.18.020 defines and regulates special events and imposes a maximum duration of six consecutive days. Events exceeding this limit may only be permitted if the City Manager or the City Council grants an exemption.
Symphony of Flowers by Cavalia is proposed as a ticketed, walk-through floral art installation and sensory experience from May 9 to August 31, 2025, to be held at the Museion Winery and Custom Crush facility, located at 865 Silverado Trail. The event features large-scale floral arrangements, interactive displays, music, and artistic lighting designed to create a unique and family-friendly cultural attraction.
The event would operate with timed admissions, no permanent construction, and daily public access. It will use temporary infrastructure and is designed to comply with all applicable safety and permitting standards.
As the proposed event is 115 consecutive days, it exceeds the limit established by the Municipal Code, the applicant is requesting an exemption, which is permitted under section 5.18.030 of the code, for the City Council to authorize its full duration.
ANALYSIS:
City staff has reviewed the proposal in consultation with the Planning, Fire, Police, and Public Works departments. The applicant has submitted a preliminary operations plan covering topics such as access, parking, and event logistics.
The applicant has indicated that the event aligns with Calistoga’s identity as a destination for art, culture, and nature while also supporting the local economy by generating foot traffic and patronage Item #8.2.
at nearby businesses. The event will make temporary use of a private facility in a manner designed to minimize impacts on the surrounding area.
At the time of this report, several operational components, such as final site layout, lighting element specifications, updated parking plan, and detailed public safety coordination, are still being finalized in coordination with City staff. Staff expects these items to be completed before the Council meeting and recommends that any approval be contingent upon submission of all required plans and materials.
FINANCIAL IMPACT:
There are staff time costs associated with the interdepartmental coordination required for review and oversight of the event, including involvement from Planning, Police, Fire, and Public Works. This level of coordination is typical for large-scale special events and is covered under the City’s standard review procedures. The applicant has paid the required special event application permit fee. Any additional City staff time or services directly attributable to the event—such as traffic control, inspections, or public safety staffing—will be billed to the event organizer following the City’s cost recovery policies.
No additional appropriation is necessary.
CEQA STATUS:
This action does not meet the definition of a “project” under the California Environmental Quality Act (CEQA).
