STAFF REPORT
To: Honorable Mayor and City Council
From: Connie Cardenas, Admin. Services Director
Meeting: City Council Regular Meeting - Jan 27 2026
Subject: Fiscal Year 25-26 Mid-Year Budget Amendments
DESCRIPTION:

Council will consider approving the Fiscal Year 25-26 Mid-Year Budget Amendments.

RECOMMENDATION:

Receive a report and consider adoption of the attached resolution amending the Fiscal Year 25–26 budget.

SUMMARY:

On June 24, 2025, the City Council adopted a balanced budget for the Fiscal Year 25-26. Mid-year budget adjustments address changes in conditions since the budget was adopted, as well as administratively necessary updates, including for audit purposes.

Increases in both revenues and expenditures are being recommended across several funds.

In the General Fund, the City’s primary and most flexible fund, a $360,500 revenue increase is recommended, along with a $279,119 expense increase. Also proposed are transfers of the estimated $400,000 net surplus from last year's FY 24-25 budget. The amount of $200,000 to fund 110, the City Council's Infrastructure - Human and Physical Fund, the amount of $100,000 to fund 114, the city's Equipment Fund, and $100,000 to fund 166, the city's Unfunded Liability Fund. The General Fund reserves are expected to remain at or above the City Council’s 50% policy level when taking into account the internal loan for the purchase of the new fire engine in FY 24/25.

ANALYSIS:

The analysis below addresses the operating funds for Fiscal Year (FY) 25-26, including the General Fund, Special Revenue Funds, and Utility Funds.

General Fund
General Fund Revenues
The total General Fund Revenue Operating Budget adopted for the FY 25-26 was $21,918893.

Table 1 summarizes the proposed revenue adjustments, which would increase the net revenue by $360,500. Increasing the FY 25-26 projected General Fund Revenue Operating Budget to $22,279,393.

1. Transient Occupancy Taxes (TOT): TOT taxes are applied to the cost of lodging stays.

Factors influencing TOT revenue include business and leisure travel, local business activity, and increases in room rates. The city receives 12% cost of lodging stays. An increase of $180,000 to (101-3204) from the original FY 25-26 adopted budget.

2. Police Services Charges: Revenues are projected to grow by $100,000 compared to the original FY 25-26 adopted budget. The St. Helena dispatch agreement has been reviewed, and the increase is being requested due to missed calculations identified during the review.

The revenue account that will increase is (101-3256).

3. Citizens Option for Public Safety (COPS): COPS grant funds must supplement existing services and may not be used to supplant any existing funding for law enforcement. Funds are used to address the operational needs of the police department. A transfer into the general fund for $80,500 to (101-3299) will be processed to unfreeze the police officer position.

No other revenue changes are being recommended at this time. For reference purposes.

General Fund Expenditures
A total of $279,119 in additional FY 25-26 expenditures is recommended. Exhibit A provides a detailed summary of the 13 general ledger accounts and the increases in expenditures. The amounts are listed in Table 2 below. The surplus balance of $120,488 is estimated.

1. Police Salaries and Benefits: Expenditures increased to unfreeze Police officer positions.

The estimated cost of $80,500 covers the remainder of FY 25-26. The transfer into the general fund to revenue account (101-3299) will be processed to offset the expense in order to unfreeze the police officer position from the COPS fund.

2. Workers Compensation: Increase of $60,421 to cover additional charges.

3. Unfunded Liability: Expenditures decreased by $134,347.

4. Attorney Fees Fire: Expenditures increased $21,000 due to the Fire Tax and county response negotiations.

5. Public Works Tree Trimming: Expenditures increase by $25,000 due to additional tree trimming required.

6. Lake St. Overlay Project: Expenditure increase of $80,000 to cover the project's budget overage.

7. Personnel Contract: Expenditure increase in the amount of $40,000 for City Manager recruitment.

8. Multiples Fairgrounds: Increases for $31,545 for part-time Maintenance I and part-time Office Assistant; $5,000 for overtime; $10,000 for Grant St. gates and safety-enhanced entry/egress; $35,000 Fencing pond due to liability; $5,000 roof patch and repairs; and $20,000 increase in attorney fees.

Additional Budget Changes
Additional General Fund budget changes that do not require City Council approval will be made administratively within each department. Salary and/or overall budget savings in each department are expected to cover any increases in other areas within that budget. Exhibit A shows a summary of all General Fund expenditure decreases and increases.

FY 25-26 Other Funds

1. Citizens' Option for Public Safety (COPS): Police salaries and benefits to cover expenditures increased to fund a police officer position. The estimated cost of $80,500 covers the remaining FY 25-26 transfer from COPS 141-4700-4799.

2. Multiple Fairgrounds: Increase of $106,545 transferred into the Fairgrounds fund 170-3299 from the General Fund.

3. Water Utilities: Transfer budget from Kimball Dam Raise Project to Conn Creek Water Line Project in the amount of $1,764,039.

4. Wastewater Utilities: Increase budget for Rancho De Lift Station in the amount of $69,117 to close out the project and pay the last invoice.

Fire Department Staffing Request
In late summer 2025, the City Council requested that the Fire Department’s request for three additional full-time firefighters return as a discussion item. The estimated annual cost of adding three full-time firefighters is $498,336, or $ 166,112 per position.

Based on the analysis of available operating funds for FY 25–26, the City’s General Fund cannot support the addition of three full-time firefighter positions without drawing on General Fund reserves.

This limitation is driven by multiple factors, including existing expenditure pressures and uncertainty in future revenues, most notably the potential reduction in the City’s contract revenues from Napa County for fire services.

Item #8.7.

Page 254 of 266 ends

At this time, staff does not recommend proceeding with the addition of the three full-time firefighter positions absent either an identified ongoing funding source or clear direction from the City Council regarding the use of reserves for this purpose.

Recreation Department Part-Time Classifications and Pay Adjustments Staff is proposing updates to the salary schedule to reflect the new California minimum wage by setting the starting hourly rate at $17.00 rather than $16.90. This adjustment supports the recruitment and retention of part-time employees and aligns with comparable agencies in the area.

Exhibit B reflects the proposed salary schedule changes.

In addition, staff is proposing a restructuring of the Recreation Department by consolidating job descriptions to better meet operational needs. As part of this process, an internal salary survey was conducted, and proposed pay ranges were adjusted to the market median, consistent with actions taken for other employee groups and in alignment with the City’s established compensation philosophy.

FY 24-25 Surplus
Table 3 illustrates the proposed changes and the “Transfer Out” from the General Fund.

City staff is proposing a Transfer Out of $400,000 from the General Fund for FY 24–25, consisting of $200,000 to the Infrastructure – Human and Physical Fund 110, $100,000 to the Equipment Fund 114, and $100,000 to the Unfunded Liability Fund 166, consistent with City Council priorities.

The fund balance for Fund 110 is estimated to be $1,712,882 for FY 24-25.

FINANCIAL IMPACT:

The proposed net budget amendments to revenues and expenditures are listed below. If approved by the City Council, the budget adjustment in each respective fund will be as follows:
 General Fund, leaving a surplus of $81,381 in FY 25-26 o Revenues: $360,500
o Expenditures: $279,119
 Fairgrounds' increase in expenditures of $106,545, funded by a transfer from general fund 101 to fund 170.
 Citizens Option for Public Safety funds are proposed to support increased police salaries and benefits associated with funding an additional police officer. The estimated cost of $80,500 is to cover the remaining time of FY 25-26. A transfer out of the COPS fund, 141-4700-4799, into the general fund will be processed.
