Item #6.8.
City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Stepp, Deputy City Manager
Meeting: City Council - Regular Meeting - Aug 25 2026
Subject: Allocation of Community Support Funding
DESCRIPTION:
Consider discussing how to allocate the remaining $10,000 in community support funding and providing staff direction.
RECOMMENDATION:
-
SUMMARY:
During the City Council's Fiscal Year 2026-27 budget discussions, the Council expressed support for allocating $10,000 to the Calistoga Cares food bank. The Council also discussed the possibility of allocating an additional $10,000 to the City's Community Enrichment Grant Program.
While there was clear direction regarding the $10,000 allocation to the Calistoga Cares food bank, staff did not receive clear direction regarding the intended use of the remaining $10,000. Staff is therefore returning to the City Council for discussion and direction regarding how those funds should be allocated.
ANALYSIS:
As part of the Fiscal Year 2026-27 budget process, the City Council discussed providing $20,000 in funding to support community organizations and programs.
Council direction included allocating $10,000 to the Calistoga Cares food bank. During the same discussions, Council considered allocating the remaining $10,000 to the Community Enrichment Grant Program. However, staff did not interpret the discussion as providing clear consensus or final direction to dedicate those funds to the grant program.
The purpose of this item is to clarify Council's intent before staff proceeds with the allocation of the remaining funding.
The Council may provide direction to:
Allocate the remaining $10,000 to the Community Enrichment Grant Program; Allocate some or all of the funding to another community purpose or organization identified by the Council; or
Provide other direction regarding the use of the remaining $10,000.
Following Council direction, staff will take the necessary steps to implement the allocation.
Item #8.1.
FINANCIAL IMPACT:
A total of $20,000 was included in the Fiscal Year 2026-27 budget for community support in account # 101-4114-4487. Of this amount, $10,000 will be allocated to the Calistoga Cares food bank consistent with Council direction.
This item will determine the use of the remaining $10,000 and does not result in an increase to the adopted Fiscal Year 2026-27 budget.
CEQA STATUS:
The recommended action is not a project and therefore not subject to CEQA review.

City of Calistoga
STAFF REPORT
To: Honorable Mayor and City Council
From: Rachel Stepp, Deputy City Manager
Meeting: City Council - Regular Meeting - Aug 25 2026
Subject: Acceptance of Property Tax Revenue Transfer for Structural Fire Protection Services
DESCRIPTION:
Council will consider accepting the transfer of 100% of Napa County’s fire protection property tax revenue in Tax Rate Area 001-000 and any future tax rate areas established within the City limits to the City of Calistoga pursuant to California Revenue and Taxation Code Section 99.02.
RECOMMENDATION:
Consider Adopting the Resolution
SUMMARY:
Ad valorem property taxes are collected and allocated among local agencies according to the Proposition 13 and Assembly Bill 8 allocation factors established in 1978. When those allocation factors were created, County records indicated that structural fire protection services within the City of Calistoga were provided by Napa County Fire. As a result, the portion of property tax revenue associated with structural fire protection within the City’s tax rate area has historically been allocated to the County.
Since that time, the City has established and maintained a fully staffed fire department with the personnel, equipment, and apparatus necessary to provide structural fire protection and emergency response services within Calistoga. The City and County have agreed that the property tax revenue collected for structural fire protection within the City of Calistoga’s tax rate area should therefore be allocated directly to the City, since it provides those services within the City limits.
ANALYSIS:
California Revenue and Taxation Code Section 99.02 authorizes a local agency, by resolution of its governing body, to transfer a portion of its property tax revenue allocated within one or more tax rate areas to another local agency sharing the same tax rate areas. The statute requires the governing bodies of both affected agencies to approve the transfer by resolution.
On July 28, 2026, following a noticed public hearing, the Napa County Board of Supervisors adopted Resolution No. 2026-88 approving the transfer of 100% of the County’s fire protection property tax revenue in Tax Rate Area 001-000, as well as any future tax rate areas established within the City limits, to the City of Calistoga.
As required by Revenue and Taxation Code Section 99.02, the Board of Supervisors found that:
Item #8.2.
1. Revenue is available for the transfer;
2. The transfer will not increase the ratio between County revenues generated by regulatory licenses, use charges, user fees, or assessments and the County revenues used to finance County services;
3. The transfer will not impair the County’s ability to provide existing services; and
4. The transfer will not reduce property tax revenue allocated to school entities.
The County’s resolution provides that the transfer will apply to all tax bills issued after September 1, 2026, provided the City Council adopts a resolution approving the transfer and notifies the Napa County Auditor-Controller of its approval before that date.
Adoption of the proposed City resolution will complete the City’s required action under Revenue and Taxation Code Section 99.02. Following the City’s approval, the Napa County AuditorController will take the actions necessary to implement the transfer and directly allocate the applicable fire protection property tax revenue to the City in accordance with the Proposition 13 and AB 8 property tax allocation methodology.
Accepting the transfer will appropriately align the allocation of structural fire protection property tax revenue with the City’s responsibility for providing those services within Calistoga.
FINANCIAL IMPACT:
The property tax revenue to be transferred to the City is currently estimated at approximately $500,000 annually. The transfer will apply to tax bills issued after September 1, 2026, and the City will begin receiving the associated revenue in Fiscal Year 2026-27.
The actual amount received will fluctuate annually based on changes in assessed valuation and the applicable AB 8 property tax allocation calculations. This will provide the City with an ongoing source of General Fund revenue to support structural fire protection services.
CEQA STATUS:
The recommended action is not a project and therefore not subject to CEQA review.

CITY OF CALISTOGA, CALIFORNIA, AS FOLLOWS:
Section 1. The recitals set forth above are true and correct and incorporated herein by this reference.
Section 2. The City Council hereby approves and accepts the transfer of 100% of the Structural Fire Tax revenue in Tax Rate Area 001-000 and any future tax rate areas established within the City limits from the County to the City pursuant to Revenue and Taxation Code section 99.02,
Section 3. The City Council hereby authorizes the City Manager, or the City Manager’s designee, to take all actions necessary or appropriate to implement the transfer of Structural Fire Tax revenue to the City, including providing a certified copy of this Resolution to the Napa County Auditor-Controller and any other County officer or employee as necessary.
Section 4. The City Council hereby notifies the Napa County Auditor-Controller of the City’s approval and acceptance of the transfer and requests that the Napa County AuditorController make all necessary allocations, adjustments, and distributions to implement the transfer of Structural Fire Tax revenue to the City in accordance with Napa County Resolution No. 2026-88 and Revenue and Taxation Code section 99.02.’ Section 5. The City Council finds that the adoption of this Resolution is not a “project” subject to the California Environmental Quality Act, Public Resources Code section 21000 et seq., because the Resolution approves only the City’s acceptance of a property tax revenue transfer from the County of Napa and authorizes related fiscal and administrative implementation by the County Auditor-Controller. The Resolution does not approve, authorize, fund, or commit the City to any specific project, construction activity, development activity, physical improvement, land use approval, or other activity that may result in a direct or reasonably foreseeable indirect physical change in the environment. The action is therefore not a project under Public Resources Code section 21065 and CEQA Guidelines section 15378, subdivisions (a) and (b)(4). The action also is not a project under CEQA Guidelines section 15378, subdivision (b)(5), because it is an organizational or administrative activity of government that will not result in direct or indirect physical changes in the environment.
