3. Test Performance Criteria

Formula
Performance Criteria is 98.5% reads during a three-day read day billing window Performance Criteria = 100 x ([Successful Communications] / [Expected Communications])
* Billing Window means the span in days during which a valid meter read must be obtained to properly bill a customer. Successful Communications is defined as a billing read available in the HES or MDMS. Expected Communications is defined as a billing read from each active account in MDMS.

The denominator, “Expected Communications”, in the formula above will be modified to adjust for the following conditions:

1. Damaged meter or transmitter for example: meters with tamper, theft or other human induced failures that render the meter or transmitter incapable of providing a read.

2. Other Installation Defect- the unit is otherwise installed improperly so that it does not communicate with the network infrastructure.

3. Meter or transmitter has been identified for the City of Camarillo to remediate.

4. Transmitter is serviced by network infrastructure that has been subjected to a power failure greater than eight (8) total hours within the last 3 days.

5. Illegal or unauthorized jamming of the radio spectrum is preventing or interfering with radio communications.

6. Data Base errors- the transmitter is removed from the field but not removed from the AMI database.

7. A t ransmitter or the network equipment that serves a route has been affected by a Force Majeure event. “Force Majeure” means (a) acts of God; (b) flood, explosion, fire, earthquake or other natural disasters; (c) war, invasion, hostilities (whether war is declared or not), terrorist threats or acts, riot or other civil unrest; (d) government order or law; (e) actions, embargoes, or blockades in effect on or after the date of this Agreement; (f) action by any governmental authority; (g) national or regional emergency; (h) strikes, labor stoppages or slowdowns, or other industrial disturbances; (i) shortage of adequate power or transportation facilities; and [(j) other events beyond the reasonable control of the party impacted.

The RAP test procedure can be applied to a singular route or may be applied to several routes based on network layout, geographic region, or meter reading routes as mutually agreed upon by Contractor and the City of Camarillo.
