Where feasible, loading areas must be located to av oid crossing pedestrian paths and primary customer access aisles.

In addition, the total number of such off-street parki ng spaces may not be less than the amount required for the various uses if computed separately. Such shared pa rking facility must be attached or adjacent to , or within a reasonable walking distance of, the building that it is intended to serve , be supported by a shared parking analysis acceptable to the Director, and be subject to a recorded parking agreement approved by the dDirector. Where shared parking is approved, the Director may requir e signage, striping, or other operational measures to clarly identify the spaces and minimize conflicts between uses. (Ord. No. 1054, § 3(Att. No. 1), 5-12-2010)
19.44.190 Transportation demand management facilities.
A. For all nonresidential development, preferential carpool and vanpool parking spaces must be provide d in accordance with the following requirements:
1. For retail commercial projects, a minimum of one preferential vanpool or carpool parking space must be provided for projects of fifty thousand square f eet to one hundred thousand square feet of floor area and two such spaces for projects over one hund red thousand square feet of floor area.
2. For office and industrial projects, at least two percent of the required parking spaces must be rese rved for carpool and vanpool vehicles.
3. All carpool and vanpool parking spaces must be pr ovided with appropriate signage and striping. The designated spaces must be located as close as pract ical to employee building entrances and may not displace handicapped or customer parking needs. C. Transit Stops. Transit stop improvements (bus tu rnouts, bus pads, bus shelters) may be required for nonresidential development of one hundred thousand square feet or more of floor area and for residential developments of one hundred dwelling units or more. If determined to be appropriate, after consultatio n with the bus service provider, transit needs facili ties may be required. Nothing herein prevents the c ity from imposing transit stop improvement requirements on d evelopments of a lesser size if necessary to mitiga te adverse impacts.

The area proposed for future parking area improvements may be used for interim landscaping, recreation, or other similar uses if the phased parking will not c ause adverse impacts to the proposed use or adjoini ng uses.
G. Modification. The planning commission or city co uncil may require that nonresidential projects prov ide a greater number of carpool/vanpool parking spaces or bicycle parking facilities than set forth in this section, and may also require the transportation demand mana gement facilities described in this section be appl ied to projects smaller than the prescribed thresholds if deemed necessary to reduce traffic and air quali ty impacts.
