Chapter 19.09 – LAND USE MATRIX

19.09.010 – Land Use Matrix Introducon.

The following matrix describes permied land uses only. Footnotes are included to provide addi onal details. All
uses must conform to the development standards of the applicable zoning chapter and be conducted wholly within a building, except enterprises customarily conducted in the open (e.g., automobile sales, plant nurseries, restaurants with outside dining). New uses proposed within an exis ng structure may be approved by the Director
a$er the use has been reviewed and determined to be compa ble and in compliance with Title 19. All businesses
must obtain a Business Tax Cer
ficate before commencing opera
ons.

The construc
on, conversion, exterior modifica
on, or enlargement of any structure requires the applicant to obtain or modify a planned development permit (PDP) in accordance with Chapter 19.59 and the provisions of the zone, except where the following use chart specifies that a planned development permit is not required. New structures that do not require a planned development permit will be subject to a zone clearance.

Accessory uses, as defined in Sec
on 19.04.030, and struc tures which are incidental or ancillary to any of the uses permied in the matrix below may be permied. The total square footage occupied by all accessory uses within the primary structure(s) on a site must not exceed forty-nine percent of the gross floor area of the building(s) and in the case of condi
onally permied uses, the maximum square footage of the accessory use will be determined as part of the condi
onal use permit process, but not to exceed forty-nine percent of the gross floor area of the building(s).

New uses that intensify the use of a property and/or have the poten al to create a nuisance may be subject to
addi
onal requirements or may be prohibited. For property located within an adopted specific plan area, addi onal
requirements may be applicable for new land uses and structures. Uses not listed in the land use matrix may be permied, subject to the requirements of Chapter 19.60, if the Director reviews the proposed use and determines, in their sole discre
on, that the use is compa
ble with, and no more objec
onable than, any of the oth er uses
contained in the land use matrix.
