exempts restaurants, clean rooms, laboratories, and projects where electrification is not feasible or deemed to be in the public interest. With this as an example, the City's ordinance should apply to as much new construction and reconstruction of buildings unless where technically infeasible or cost prohibitive. The terms, new construction and reconstruction, respectively, would need to be defined in the ordinance. Further, proposed regulations would be drafted in close coordination with community stakeholders.

Should the City Council consider directing staff to initiate the ordinance process concerning building electrification regulations, staff will work with Central Coast Community Energy, the Tri-County Regional Energy Network, and interested stakeholders including local contractors, builder associations, and chambers of commerce.

The recommendation may be found consistent with the City;s Sustainable Community Policy (Resolution No. 5500), in particular, the following:

• Continue to collaborate with regional and state entities to reduce impacts to the environment and reduce energy consumption;
• Streamline permitting for energy efficient improvements to existing structures; and
• Develop a municipal/government agency efficiency program to improve and update existing facilities and fleets to more energy efficient alternatives and "lead by example" for the community and other local agencies.

FINANCIAL CONSIDERATIONS
