and ongoing work, list of work tasks and products, estimated completion date, financial and staffing requirements, department responsibilities and funding sources.
The Annual Work Plan also includes the identification of strategic issues facing the City, a discussion of the proposed approach to addressing these issues, and implementation measures set out through the Plan.
In order to stimulate strategic thinking in advance of the meeting, each City Council member is asked to consider the attached questionnaire. Responses received prior to Tuesday, January 4, can best be considered as a part of the drafting of the Work Plan.
All City Council member responses to the questionnaire will be published as an appendix to the meeting staff report and made available for public review, as usual, prior to the meeting.
LEGAL AND RISK MANAGEMENT CONSIDERATIONS
The Annual Work Plan meeting is a special meeting of the City Council pursuant to Carpinteria Municipal Code section 2.04.020, and staff is seeking the City Council's agreement to schedule the meeting for Saturday, January 28, 2023, from 8:00 am to approximately 12:00 pm. The meeting is open to the public and will be noticed by publishing an advertisement in the newspaper, posting the agenda and making the agenda materials available in advance of the meeting through the City Clerk's office and the City website.
The Annual Work Plan includes projects and programs, or changes to them, as needed to implement certain recommendations of the City's most recent Risk Management Evaluation.
POLICY CONSIDERATIONS
Conducting the Annual Work Plan meeting at a time and place where the Councilmembers, staff and the public can dedicate a significant block of time for discussion of this important work is helpful to the strategic and work planning deliberation process. Setting a special meeting date that allows for this time can be found consistent with the City's interest in promoting good governance, including efficient use of public resources and encouraging public participation.
FINANCIAL CONSIDERATIONS
The Annual Work Plan is an important precursor to the drafting of the budget for the coming fiscal year, i.e., July 1, 2023 through June 30, 2024. Through the budget process, which typically begins in March with Finance Committee meetings on the budget and concludes in June with the adoption of the budget by City Council, it will be G:\DAVE\CityCouncil\S-Annual Work Program 2023.docx
