Is community choice energy saving you money? beta
If your city belongs to a community choice aggregator (CCA), the CCA buys your electricity and PG&E, Southern California Edison or SDG&E delivers it. Every CCA and its utility must publish a joint comparison of a typical bill. This page puts all 29 current comparisons — 318 plan rows, with CARE and FERA — side by side, shows each product the CCA offers, and estimates the difference at your own usage.

Who chose your default product? Every member city's default, what it costs against the cheapest product, and the council decisions behind it.
Every CCA today
The typical bill on the plan most households are on (PG&E: E-TOU-C, SCE: TOU-D-4-9PM, SDG&E: TOU-DR1), each product against the utility; the last column is the default product for a CARE household. Where a CCA lets each city choose its default, the city's page marks it.

How to read a comparison
- The delivery charge is the same either way. The utility delivers the power and charges every customer the same for that. What differs is the price of the power and the fees below.
- The exit fee (PCIA) often decides the sign. CCA customers pay a Power Charge Indifference Adjustment for contracts the utility signed before their community left; it is set each year and differs by the year a community left. In 2026 PG&E's rose by several cents a kWh for most CCA customers while its own customers got a credit, so CCAs whose power costs less than PG&E's can still cost more in total.
- CARE households feel it more. CARE discounts the utility's charges, but the exit fee is a flat amount per kWh, so the same difference is a larger share of a smaller bill.
- Most CCAs offer more than one product. A city's council picks the default; customers can switch product or return to the utility. Switching and opt-out rules, and the utility's rules for returning customers, are on each CCA's page.
- Savings claims are often for the power price only. “5% below PG&E's generation rate” is a smaller share of the whole bill, and can coexist with a higher total bill.
Other comparisons
- The CPUC's California Electric Rate Comparison lists every CCA and utility product. When checked on 2026-10-20, the newest rates it showed were as of 2025-07-14, and the PG&E-area CCAs' were as of 2024-08-15 or earlier — before the 2026 change in the exit fee.
- Some CCAs offer their own calculator that takes your usage by time of day: Clean Energy Alliance, Clean Power Alliance, Orange County Power Authority, San Diego Community Power, San José Clean Energy.
Earlier comparisons back to 2021, CCA finances and money between CCAs and city governments: CCA money. Method: each comparison was downloaded from the utility's site on 2026-10-20, its residential tables read, and every column checked (power + delivery + fees = the printed total; total × usage = the printed bill, or a fixed monthly charge that is the same on every plan). Typical bills are shown as printed; the usage estimate is the per-kWh difference times your kWh.
