Goal: Maintain and Enhance Fiscal Stability
Objective: Funding Plan for the Redevelopment of Sayonara Drive

Fiscal Impact

If successful, the grant application would provide up to $960,000 to support the planning or implementation of activities related to housing and community development. The grant does not require any matching funds.

Background and Analysis

In January 2024, the California Department of Housing and Community Development (HCD), announced the release of a Notice of Funding Availability (NOFA) for the Prohousing Incentive Program (second round). This round of funding will have nearly $10 million dollars available for disbursement to those cities and counties who have received the Prohousing designation. The PIP is funded through Chapter 364, Statues of 2017 (SB 2, Atkins), which established the Building Homes and Jobs Trust Fund.

The City is eligible to apply for these grant funds due to its Prohousing designation. If awarded, the City will likely utilize the funding to facilitate the City’s statutory requirement to replace affordable housing units on Sayonara Drive which were demolished as part of the Sayonara Drive Project in 2010. Any remaining funds after the Sayonara Drive project will be allocated for other homeownership opportunities including down payment assistance or similar efforts.

SU
BJECT: Addition and Amendments to Adopted Master Fee Schedule Summary and Recommendation
In December 2019, staff completed a comprehensive review of the City’s user fees. The results found that the City’s General Fund was recovering approximately 54 percent of the actual costs for providing services associated with user fees. Based upon this analysis, City Council adopted Resolution No. 2019-109 dated December 12, 2019, which made appropriate adjustments to the Master Fee Schedule to reflect actual costs as well as incorporate changes that are reflective of services provided more appropriately. Staff analyzes and reviews the Master Fee Schedule annually and brings adjustments back to City Council when necessary.

St
aff is recommending the proposed updates and the City Council adopt Resolution No. 2024- ____, a Resolution of the City Council of the City of Citrus Heights, California, Amending the City User Fees and Establishing New Fees for Certain Services Provided.

Fiscal Impact
Th
e fiscal impact associated with the amended and additional fees listed is nominal. There would be a slight reduction in revenue collection with the expansion to dogs in Lifetime Registration of Micro-Chipped Dogs. A minimal increase is anticipated in fee collection with the addition of late and re-scheduling fees for the Annual Rental Housing Stock Fee and the addition of other forms of returned payments to the Return Payment Fee. There will be no impact to revenue for State Housing Incentive Project Deposit as unused funds to the deposit would be refunded, however it would offset existing expenditures associated with processing the project.

Background and Analysis

Lifetime Registration for Altered, Micro-Chipped Cats & Dogs & Lifetime Registration for Altered, Micro-Chipped Cats & Dogs – Senior Citizen Discount Rate This proposed amendment to the pet license fee is in response to a public comment during the October 12, 2023 City Council meeting that requested review of providing lifetime licenses for dogs. During Council comments, two members of the City Council requested staff evaluate the current licensing requirements. Currently the fee is applicable to cats only. In a recent analysis of staff time, it was determined that the processing time for dogs is the same and justifies a similar fee. Staff is requesting to amend the fee to include the cost recovery of processing the registration of dogs; the standard licensing rate at $69 and the discounted senior citizen rate is $57.

Annual Rental Housing Stock Fee- Re-Scheduling Fee & Annual Rental Housing Stock Fee- Late Fee
State Law requires the City to maintain certain health and safety standards in housing property.

Fees collected are used to fund the Rental Housing Inspection Program that responds to violations of these standards. Citrus Heights Municipal Code (CHMC) 50-246 (e) allows the City to charge fees for Re-scheduling, Re-Inspections, Failure to Notify, Missed Appointment, and Housing Stock Fee. Staff is recommending the addition of a late fee of $25 which is consistent with late fees for other services at the City and a re-scheduling fee of $11 to recover costs associated with the process.

State Housing Incentive Project Deposit
In response to the state housing crisis, the legislature has passed dozens of laws to incentivize housing construction. Many of these laws establish a unique procedure for local governments to follow in order to process applications that utilize these state incentives. New incentives (and thereby procedures) have been added to each legislative session including bills such as SB35, SB330, SB684, among many others. Since each of these procedures established by the state is unique and the City has not processed an application for any of these State Housing Incentive Projects, the fee necessary to fully recover City costs is difficult to determine. In order to enable the City to recover costs associated with future applications for these projects, staff recommends the creation of a “State Housing Incentive Project” deposit of $5,000. The deposit would serve as a universal fee for any existing or future state housing incentive project submitted to the City.

This deposit would be time and materials based and allow for full cost recovery of processing any housing application affiliated with a state housing incentive law and any unused funds would be refunded.

Returned Payment Fee
With the expansion of payment methods used, the City can encounter other forms of returned payments other than in physical check form such as Automated Clearing House (ACH) or electronic check. Staff is recommending amending the title from Returned Check Fee to Returned Payment Fee. This allows for the recovery of costs the City incurs for returned payments from the customer.

BJECT: Fiscal Year 2023-24 Mid-Year Budget Adjustment and Financial Forecast Update
Summary and Recommendation
St
aff recommends the City Council review the General Fund revenues and expenditures for the first seven months of Fiscal Year 2023-24 and the updated Ten-Year Financial Forecast and adopt Resolution No. 2024-___ approving amendments to the Fiscal Year 2023-24 Budget.

Fiscal Impact
The
proposed budget amendments will increase General Fund revenue appropriations by $709,693 with $128,200 adjustments to net General Fund expenditure appropriations to reflect updated projections for the 2023-24 fiscal year.

Background and Analysis
FISCAL YEAR 2023-24 MID-YEAR BUDGET REVIEW
The City’s budget for Fiscal Years 2023-24 and 2024-25 was adopted by the City Council on May 25, 2023. The Fiscal Year 2023-24 budget (excluding ARPA fund 101) for all City funds anticipated revenue of $69.5 million and expenditures of $66.1 million. As of January 31, 2024, $21.8 million (31.35 percent) of the budgeted revenue have been received and $32.3 million (48.9 percent) of the budgeted expenditures have been incurred.

The
City’s main operating fund is the General Fund. The General Fund budget for Fiscal Year 2023-24 anticipated revenue of $43.1 million to fund expenditures of $39.8 million (excluding American Rescue Plan Act funds). As of January 31, 2024, General Fund revenues totaled $10.9 million (25.4 percent of the budgeted amount). General Fund expenditures totaled $21.4 million (54.0 percent of the annual budgeted amount). General Fund expenditures exceeded General Fund revenues by $10.5 million at the end of the first seven months of the fiscal year. As the City Council has previously discussed, the General Fund operates in a deficit cash flow position during the first portion of the fiscal year due to the timing of the receipt of major sources of revenue including property tax, motor vehicle-in-lieu fees and sales tax. During this period, the ITEM 9

General Fund relies on the available fund balance and in recent years has also utilized available cash in other funds to temporarily bridge the cash shortage.

Based upon fiscal activities during the first seven months of the fiscal year and information currently available, staff is proposing adjustments to the Fiscal Year 2023-24 General Fund Budget to more closely align the budget with anticipated revenues and expenditures.

GENERAL FUND REVENUE
The Fiscal Year 2023-24 General Fund budget projected revenue of $43.1 million was based upon information available at the time the budget was developed in May 2023. Based upon actual revenue received as of January 31st and projected revenue for the remaining five months of the fiscal year, staff is recommending adjustments to the General Fund revenue budget which will increase the budgeted revenues by $709,693.

The proposed adjustments to General Fund budgeted revenue include:

Taxes and Franchises
The largest source of revenue to the General Fund is sales tax. Sales tax revenue was budgeted at $14.4 million. Based upon a combination of decreased gas prices, economic factors influencing some buying decisions and business closures, the City’s sales tax consultant has decreased the projected sales tax revenue by $510,563 to $13.9 million.

Property tax revenue was budgeted at $7.4 million mainly attributable to one-time payments and the real estate market conditions. Budgeted revenue is forecasted an increase of $50,822 to $7.45 million.

Intergovernmental Revenue
The second largest source of General Fund revenue is motor vehicle-in-lieu fees which is paid by Sacramento County in two installments – 50 percent in January and the remaining 50 percent in May of each year. The City has been notified that the Fiscal Year 2023-24 vehicle-in-lieu fee revenue will total $11,096,257 which is $69,434 more than the budgeted amount.

Investment Revenue
Continued high interest rates have resulted in an increase of $1.1 million in projected interest earnings. Interest revenue will still be higher than last fiscal year due to the earned interest on unexpended American Rescue Plan Act funds and growing General Fund Reserves.

GENERAL FUND EXPENDITURES
The Fiscal Year 2023-24 budget includes General Fund expenditure appropriations of $39.8 million, with $21.5 million (54 percent) expended as of January 31, 2024. It is recommended that the City Council consider the following adjustments to the General Fund expenditure appropriations with $128,200 adjustment to net expenditures:

Police Department
It is recommended that the Police Department budget increase by $120,200 to fund higher than anticipated costs. These costs are related to the following:

POST Training – The training is typically reimbursed from the State; however, we are receiving the reimbursements at a slower rate and expenditures are projected to go over budget by approximately $12,000.

Recruit Academy – There has been an increase this year to six recruits from four and two dropped out. The increase in academy attendees and the increase in tuition costs require an adjustment of $17,000.

Booking Fees – These fees are increased annually and charged in excess of the agency’s three- year average of non-felony bookings. With bookings increasing, we are seeing significant charges and anticipate seeing this for another year or two. The increase to the budget would be $27,800.

Towing – Towing and storage of evidence vehicles is driving the costs up with a projected increase in budget of $25,000. The District Attorney’s Office has a new process in place to try and limit the amount of time a vehicle is stored.

Software Support – As with much of the other software costs, annual software came in $7,000 higher than anticipated.

Reimbursable Expense – This expenditure account is offset by revenue account for expenses such as vehicle stipend (reimbursed by Task Force) and sexual assault exam (reimbursed by the state). While there is no net fiscal impact, a budget amendment of $18,000 to the expenditure account would cover the reflection of the revenue impact.

K9 – Increase of $13,400 in expenditures inclusive of the cost of an unforeseen medical issue for one of the canines.

Administrative Services Department
Education Reimbursement – The education reimbursement program is to encourage staff to expand on their education related to their job classification. The budget for this reimbursement has been exhausted and an additional $8,000 to continue to assist staff in professional development is requested.
