Ordinance Increasing Council Member Compensation
_____________________________________________________________________________________ Recommended City Council Action:

Waive Second Reading of, and adopt, an Ordinance Amending Cloverdale Municipal Code Section

2.04.010 “Compensation for Council Members”
_____________________________________________________________________________________ Background:

The Cloverdale Municipal Code sets the salary for City Council Members at $555 per month. The last increase to Council Member salaries was approved in 2016, and was the first time compensation for Council Members had been increased since 1998.

In addition to salary, the City provides some fringe benefits to elected officials. Council Member benefits include medical, dental, and life insurance coverage.

Historically, state law allowed compensation for council members to be increased by a maximum of 5% per year for each year since the compensation was last adjusted. However, in 2023 the Governor signed SB 329 into law which increased the amount council members could be paid. Pursuant to California Government Code Section 36516, the maximum compensation for council members in a city with a population of under 35,000 is $950 per month. Thereafter, compensation may be increased annually by no more than the greater of either: 1) the percentage change in the Consumer Price Index since the last adjustment, or 2) 5% per year for each since the last adjustment.

During the City Council’s budget workshop on April 25, 2024, the City Council directed that money be included in the budget to cover the cost of increasing compensation for Council Members to $950 per month.

State law provides that compensation for council members may only be changed by ordinance.

Additionally, any change may not take effect until a new term in office begins for at least one council seat.
_____________________________________________________________________________________ Summary:

The proposed ordinance will amend Cloverdale Municipal Code Section 2.04.010 to increase the compensation for Council Members to $950 per month. This is the maximum allowed by state law for a city the size of Cloverdale. If the City Council desires to establish a different amount for monthly compensation, that change make occur as part of the motion introducing the ordinance. 170
For reference, below is a list of the currently adopted monthly salaries for other similarly sized cities in Sonoma County:
• Healdsburg: $950
• Windsor: $443
• Cotati: $300
• Sebastopol: $300
• Sonoma: $300
Consistent with State law, if the ordinance is adopted, the new monthly salary will not take effect until January 2025, after the new Council is seated in December.

On November 13, the City Council voted 4-1 to introduce the ordinance. _____________________________________________________________________________________ Options:

1. Adopt the proposed Ordinance.

2. Do not Adopt the proposed Ordinance.

3. Provide alternative direction to staff.
_____________________________________________________________________________________ Budget/Financial Impact:

Raising the Council Members’ salaries to $950 per month will result in an annual increase of $23,700.

Council compensation is funded from the General Fund, and is included in the adopted budget. _____________________________________________________________________________________ Attachments:

Review and discussion of Updated City Council 2025 Subcommittee consolidation, Joint Committee and Regional Board/Committee Appointments
_______________________________________________________________________________________ Recommended Council Action(s):

Review Staff subcommittee consolidation suggestion and provide direction, as well as discuss Council Subcommittee and Regional Board/Committee Assignments for the 2025 Calendar Year to enable staff to make a recommendation at the January 8, 2025 City Council meeting. ________________________________________________________________________________________ Background:

Cloverdale Municipal Code Chapter 2.06 describes the City Council’s subcommittee system. Municipal Code Section 2.06.040 states the following:

Each subcommittee shall consist of two city council members, with one member designated as the subcommittee chair, and the city manager. City council members shall serve a one-year term on the subcommittee, or until their successor is appointed. Subcommittee assignments and appointments will be made by the majority of the city council, which typically takes place during the first regularly scheduled city council meeting in January each year.

In addition to Council subcommittees, there are various regional boards that require the Council to formally designate a board representative. In some instances, the Regional Boards By-laws require that the primary and alternate Board appointees consist of elected officials. The Boards that require board appointments to be elected officials include Sonoma Clean Power, Sonoma County Transportation Agency and Northern Sonoma County Air Pollution Control District. Staff is seeking direction on potential appointments for these boards.
________________________________________________________________________________________ Summary:

At the November 13th City Council meeting, Council directed staff to bring forward consolidation options to existing Subcommittees in order to streamline committee assignments. Staff compiled the following options to streamline the subcommittees.

1. Combine Planning and Sustainability Subcomittee into the Finance, Administration and Police Subcommittee. This subcommittee will be called “Administration Subcommittee” This subcommittee will include administrative functions of the City, including: Finance, Police, Planning, HR and Homelessness updates.

2. Continue with Public Works Subcommittee.

This subcommittee will focus on the physical improvements/issues of the City, including: water and wastewater, parks, airport and roads. This subcommittee will be called “Infrastructure Subcommittee”

3. Form a homeless Ad-hoc committee, with a single-purpose, and limited term. Retain the current Homeless Community Advisory Group Subcommittee and set meeting dates as needed. 181

4. Joint School and City Subcommittee will meet four times a year, dates and times subject to agreement with the Cloverdale Unified School District.

City staff will be distributing preference indication worksheets to the City Council to facilitate the subcommittee and regional board selection for calendar year 2025 based on the Council subcommittee consolidation direction. City Councilmembers are requested to return the attached preference indication worksheets forms to City Manager Kevin Thompson no later than December 30th. The worksheets will include recommendation for Subcommittee and regional board appointments at the January 8, 2025, City Council meeting. The results of the preference forms submitted by the Councilmembers will be compiled and presented to the City Council with any proposed alternative subcommittees roles, meeting frequency, and draft appointment recommendations at the first City Council meeting on January 8, 2025. The final determination of subcommittee and regional board appointments is at the direction of the full City Council. ________________________________________________________________________________________ Alternative Options:

RE: Comment on Item I.14 — City Council 2025 Subcommittee Consolidation Discussion and Regional Board/Committee Appointments Dear Mayor Lands, Councilmembers, and staff -
Generation Housing would like to submit comments specifically on the proposed subcommittee consolidation. As proposed, the only meaningful change would be to combine the Planning & Sustainability committee with the Finance, Administration, and Police Subcommittee.

We respectfully request that the Council retains an independent Planning & Sustainability committee. While we typically support the streamlining of review bodies in order to create efficiencies in the timeline to entitlement for housing projects, this proposed structure does not remove any steps to the process. Instead, we are concerned that it may render the process less clear and lose a specific planning & sustainability lens in the process of housing, including project approvals, RHNA planning, Housing Element planning, etc.

In partnership,
Jen Klose

California voters pass Prop 4 Climate Bond
California’s Proposition 4 has passed. Prop 4 will invest $10 billion in urgent protections against extreme heat, wildfire, sea level rise, and flooding, as well as investments in clean water. The bond also includes funding for California’s farms, natural lands, and waters to build climate resilience.

The proposition will fund projects across the state to safeguard drinking water, combat wildfires, protect natural lands, and improve resilience against floods and extreme heat, but some of the money is also directed toward shorter-term items like job training.

At least 40% of the funds will be spent to benefit communities considered most harmed by climate change and environmental fallout — prioritizing support for populations that might lack the resources to cope with those impacts.
