Annual Adoption of the Cloverdale Citizen Recognition Program Calendar _______________________________________________________________________________________ Recommended Council Action(s):

Approve by motion the 2026 Cloverdale Citizen Recognition Program Calendar ________________________________________________________________________________________ Summary:

The proposed action approves the 2026 Cloverdale Citizen Recognition Program calendar. The calendar reflects the finalized structure previously reviewed by the City Council, including annual rotation blocks for each Councilmember, the one-honoree-per-year limit, and the administrative nature of the program.

Approving the calendar does not limit Council discretion to switch assignment months by mutual agreement. ________________________________________________________________________________________ Background:

On September 24, 2025, the City Council approved the Cloverdale Citizen Recognition Program. The program provides each Councilmember with the opportunity to annually recognize a resident, group, or organization whose contributions enhance civic spirit and reflect Cloverdale’s values. It uses a rotating twomonth assignment structure, allows one honoree per Councilmember per year, and is implemented as an administrative practice so it can be adjusted as needed. The finalized program document outlines eligibility, rotation, forfeiture rules, and coordination procedures. ________________________________________________________________________________________ Calendar:

Council Reorganization - Annual Selection of Mayor and Vice Mayor _______________________________________________________________________________________ Recommended Council Action(s):

Select a Mayor and Vice Mayor for one-year terms ending December 2026. ________________________________________________________________________________________ Summary:

The Mayor and Vice Mayor positions are individually selected by a majority of the City Council for a one-year term. The selection of Mayor typically takes place at the first City Council meeting in December or the initial meeting at which newly elected Councilmembers are sworn in, as applicable following certification of the election by the then existing City Council members.
________________________________________________________________________________________ Background:

The City Council shall meet at the meeting at which the declaration of the election results for a general municipal election is made pursuant to Sections 10262 and 10263 of the Elections Code. Following the declaration of the election results and the installation of elected officials, the Council shall choose one of its members as Mayor and Vice Mayor. In a non-election year, the Council makes the selections at the first meeting in December.

The recommended process for selection of Mayor and Vice Mayor is as follows:

1. The Mayor will call for nominations for the Office of Mayor

2. Nominations received from the members of the City Council

3. Public Comment

4. Council Comments (if any)

5. Vote (taken beginning with the first nominee)

Re: Comments on the Decommissioning of the Potter Valley Project – Docket No.

P-77-322
To Whom It May Concern:

As a Council Member for the City of Cloverdale in northern Sonoma County, I write to provide public comment regarding the ongoing decommissioning process for the Potter Valley Project (Project No. 77, Docket No. P-77-322). Cloverdale and the broader Russian River watershed have long been connected to the project’s operations, and the transition now underway carries significant implications for our community’s long-term water security, economic stability, and climate resilience.

While we recognize the complexities surrounding the future of the Potter Valley Project and appreciate that PG&E is proceeding with decommissioning in accordance with federal requirements, I must emphasize that local governments like ours will bear real and lasting impacts from the resulting changes in water-supply reliability. As a small city with limited fiscal resources, Cloverdale does not have the capacity on its own to fund 432
the substantial upgrades and new infrastructure needed to maintain dependable water supplies in the absence of the project’s historical contributions to regional water management.

For this reason, I urge FERC to require PG&E to meaningfully assist affected communities—particularly Cloverdale—with funding and support for new water-storage projects, groundwater resiliency initiatives, and long-term water-supply planning. This includes, but is not limited to:
• Local and regional water-storage improvements, including off-stream reservoirs and aquifer recharge systems;
• Infrastructure that enhances drought resilience and reduces dependence on single-source supply;
• Technical and financial support for feasibility studies, environmental reviews, and grant development;
• Transitional mitigation measures that help cities adapt to altered hydrology following decommissioning.

Cloverdale is already facing increased water-supply volatility due to expanding climate impacts, prolonged droughts, and regulatory constraints. The decommissioning of the Potter Valley Project further compounds these challenges. PG&E has benefited for decades from its operation of the project; as such, it is appropriate that the company contribute to the solutions that will allow our communities to move forward without disproportionate harm.

I respectfully request that FERC ensure that the final decommissioning plan includes enforceable provisions for community support, with a clear funding mechanism and timeline for implementation.

Thank you for your consideration and for your continued work to ensure a responsible and equitable transition for all communities affected by the Potter Valley Project. I ask that these comments be entered into the public record for Docket No. P-77-322. 433
Sincerely,
Andrés Marquez
