Citywide Assessed Value and Estimated Actual Value of Taxable Property Last Ten Fiscal Years
(2) Total direct tax rate is the city share of the 1% Proposition 13 tax, post ERAF, for TRA 12-000. (3) Estimated Actual Value is derived from a series of calculations comparing median assessed values from 1940 to current median sale prices.

Based on these calculations a multiplier value was extrapolated and applied to current assessed values. (4) During the year, the County reclassified and added additional classification for property. Most notably, property previously included in commercial was moved to industrial and is included in the other property section of this table. (1) Other Value contains state utility in the amount of $1,033,243. 157

The Government Code of the State of California provides for a legal debt limit of 15% of gross assessed valuation. However, this provision was enacted when assessed valuation was based upon 25% of market value. Effective with the 1981-82 fiscal year, each parcel is now assessed at 100% of market values (as of the most change in ownership for that parcel). The computations shown above reflect a conversion of assessed valuation data for each fiscal year from the current full valuation perspective to the 25% level that was in effect at the time that the legal debt margin was enacted by the State of California for local governments located within the state.

STAFF REPORT
2/25/2026
TO: Honorable Mayor and City Council Members
FROM: Gabriel A. Gonzalez, Interim City Manager
PREPARED BY: Andrew Simmons, P.E., Public Works Director/City Engineer SUBJECT: Professional Service Agreement with Albert A. Webb Associates in the amount of $59,828 to provide Professional Engineering Services for the Avenue 50 Widening Project, ST-93.

STAFF RECOMMENDATION:

Authorize City Manager to execute a Professional Service Agreement with Albert A. Webb Associates in the amount of $59,828 to provide Professional Engineering Services for the Avenue 50 Widening Project, ST-93.

BACKGROUND:

The total budget allocated to the improvements for this project is an amount of $9,250,000, currently there is a reimbursement agreement between CVAG and The City of Coachella to provide funding with the regional share of 75%(CVAG) for an amount $6,937,500 of the total cost. The Project is among the Top 10 projects listed in the 2015 Transportation Project Prioritization Study (TPPS).

The City is the lead agency for this proposed work. The project will widen the existing street and construct concrete curb and gutter within areas where none exists between Jackson Street and Colonia Drive. The finished project will complete the planned widening of Avenue 50 to two traffic lanes in each direction, and include pedestrian, bicycle and drainage facilities. This segment will complete a missing link that will connect existing and proposed improvements between Calhoun and Jackson Street.

DISCUSSION/ANALYSIS:

The City of Indio and the County of Riverside have undertaken the Jackson Street and Avenue 50 Street Improvement Project, which proposes to improve Avenue 50 up to the previous City of Coachella city boundary.

Page 405 ends

Item 24.

To provide continuity and close the existing gap, the City of Coachella proposes to construct improvements along Avenue 50, including the south side adjacent to Assessor’s Parcel Number 779-250-005 (approximately 800 feet) and the north side between Centro Libre Cristiano Church and Colonia Drive (approximately 500 feet). See exhibit below.

The proposed improvements are intended to address existing geometric deficiencies and enhance pedestrian and bicycle accessibility along the corridor. The project will include roadway widening, curb and gutter, sidewalk improvements, driveway reconstruction, and signing and striping.

City Staff recommends awarding the professional service agreement to Albert A. Webb Associates for the professional engineering services. This will allow the design to be completed with the City of Indio’s project to allow for the corridor improvements to be completed together.

FISCAL IMPACT:

No fiscal impact or additional appropriations needed. Funding for this agreement will be covered by CVAG ($44,871) and SB1 Fund 109 ($14,957) included in the FY 25/26 CIP Budget.

Section 1 Project Understanding
Our understanding of the needs for this proposed development is as follows:

The City of Indio and the County of Riverside have undertaken the Jackson Street and Avenue 50 Street Improvement Project, which proposes to improve Avenue 50 up to the previous City of Coachella city boundary. This project has completed Plans, Specifications, and Estimate (PS&E) and is currently in the right-of-way (ROW) phase, with construction anticipated to begin later this year.

The project will require permanent and temporary easements from parcel 779-250-005.

All improvements will be designed in accordance with City of Coachella standards, applicable Caltrans standards, and the Standard Specifications for Public Works Construction (Greenbook).

It is assumed that the project will not require relocating the existing IID power poles along the north side of Avenue 50.

Services include overall project management; coordination with the City and utility agencies; and preparation of project correspondence, documentation, and file management. We will schedule meetings.

Task 2 - Survey

2.1 Topographic Survey
Perform field survey to establish datum (NAVD88), collect existing conditions along Avenue 50, and prepare digital topographic mapping with 1-foot contours. Deliver Civil 3D surface (TO) and existing plan (XP) files. (Assumes one site visit; traffic control not included.)

2.2 Right-of-Way Mapping
Update existing right-of-way and easements.

2.3 Legal Descriptions & Plats (up to 2)
Prepare up to two legal descriptions and plats for dedications/easements, including coordination and support for signatures and recordation.

2.4 Title Report

Note: Additional services (traffic control, survey discrepancies, record of survey, or title updates) are not included.

Task 3 - Utility Verification and Coordination
Utility coordination and mapping have been previously completed as part of the Indio project. For the Coachella Avenue 50 Widening Project, we will utilize the existing utility mapping and perform targeted verification to confirm current conditions.

No Utility Conflict Matrix or ABC utility letter process is anticipated. Utility impacts are expected to be minimal and limited to standard adjustments (e.g., manholes and valve covers).

All coordination updates will be incorporated into the final design submittals.

Task 4 – Final Plans, Specifications, and Estimate (PS&E)

4.1 Street Improvement Plans
We will prepare PS&E documents for the proposed street widening improvements. The City will review plans at the 90% and 100% design stages, and final plans will be submitted on 24” x 36” Mylar sheets.

Plans will show existing improvements in halftone/dashed format and proposed improvements in full tone, including roadway widening, curb and gutter, sidewalks, ADA ramps, and utility adjustments.

Plan sheets will include typical elements such as title sheet, project notes, cross sections, utility mapping, demolition plans, street plans and profiles, curb ramps and driveway details, horizontal control, and construction details.

4.2 Signing and Striping Plans
Signing and striping plans will be prepared at 1”=40’ scale and conform to Caltrans Standard Plans, CAMUTCD, and City of Coachella standards.

4.3 Specifications
We will compile project-specific technical specifications using the City’s boilerplate documents and prepare special provisions as required. Specifications will be signed and sealed by a California-registered civil engineer.

4.4 Cost Estimate
We will prepare detailed engineers’ estimates at each submittal stage using current local cost data. Estimates will include all roadway, drainage, utility, traffic control, signing and striping, lighting, and incidental work items.

Task 5 – Right-of-Way Services

5.1 Project Management
Provide overall R/W project management, including kickoff meeting, coordination with the City and team, schedule tracking, status updates, and QA/QC of all deliverables.

STAFF REPORT
5/13/2026
TO: Honorable Mayor and City Council Members
FROM: Gabriel A. Gonzalez, Interim City Manager
PREPARED BY: Andrew Simmons, P.E., Public Works Director/City Engineer SUBJECT: Authorize the direct purchase of Shade Structures from USA Shade in the amount of $101,178.43 and Playground Equipment from Dave Bang Associates Inc. in the amount of $400,876.52 for the Avenue 53 Tot Lot, City Project P-29.

STAFF RECOMMENDATION:

Authorize the direct purchase of Shade Structures from USA Shade in the amount of $101,178.43 and Playground Equipment from Dave Bang Associates Inc. in the amount of $400,876.52 for the Avenue 53 Tot Lot, City Project P-29.

BACKGROUND:

The City has completed park improvement project plans for the Avenue 53 Tot Lot Project P-29.

The proposed improvements include the complete removal of existing Park facilities. New construction will include shade structures, playground equipment, picnic area with tables and benches, walking path, sidewalk and pathway and park lighting. The improvements will also include new irrigation, landscaping, and a perimeter fence.

DISCUSSION/ANALYSIS:

Advanced purchase of the pre-fabricated shade structures and playground equipment meet the standards and requirements in the project plans. The advanced purchase will ensure there are no project delays and provide a cost savings by minimizing a Contractor’s markup.

As per the City’s Purchasing Procedures and Regulations all purchases in excess of $25,000 require City Council approval and completion of a formal bid process. A cooperative purchasing agency (Sourcewell) has completed a formal bid process and awarded bids to USA Shade and Dave Bang Associates Inc. for the equipment specified in the project plans. As a member of Sourcewell, the City may piggyback and take advantage of this service agreement and requests authorization to make the direct purchases that have been quoted in the attachments.

Page 425 ends

Item 25.

FISCAL IMPACT:

No fiscal impact. The purchase of the shade structures and playground equipment has been budgeted in the FY 25/26 CIP budget and is funded by the TCC Grant.

The lay-out for this custom playscape, design number C24005CHR4_26, has been configured to meet the requirements of the ASTM F1487 standard. In addition, each of the above components listed as "Certified" have been tested and are IPEMA certified. Components listed as "Not Applicable" do not fall within the scope of the ASTM F1487 standard and have not been tested. IPEMA certification can be verified on the IPEMA website, www.ipema.org. In the interest of playground safety, IPEMA provides a Third Party Certification Service which validates compliance.

The CO2e (carbon footprint given in Kilograms and Metric Tons) listed above is a measure of the environmental impact this play structure represents from harvesting raw materials to the time it leaves our shipping dock. Playworld Systems nurtures a total corporate culture that is focused on eliminating carbon producing processes and products, reducing our use of precious raw materials, reusing materials whenever possible and recycling materials at every opportunity. Playworld Systems elected to adopt the Publicly Available Specification; PAS 2050 as published by the British Standards Institute and sponsored by Defra and the Carbon Trust. The PAS 2050 has gained international acceptance as a specification that measures the greenhouse gas emissions in services and goods throughout their entire life cycle.

The lay-out was also designed to meet the 2010 Standards published 15-Sep-2010, by the Department of Justice when installed over a properly maintained surfacing material that is in compliance with ASTM F1951 "Accessibility of Surface Systems Under and Around Playground Equipment" as well as ASTM F1292, "Impact Attenuation of Surfacing Materials Within the Use Zone of Playground Equipment", appropriate for the fall height of the structure.

Installation times are based on one experienced installer. A crew of three experienced individuals can perform the installation within the given time, each member working 1/3 of the given hours. [Eg. Installation Time = 30 hours. For a crew of three, each member will work 10 hours on the installation for a total of 30 hours on the project.]
A measurement, in pounds, that qualifies the amount of material that was captured as waste and diverted from landfill during an initial manufacturing process and is being redirected to a separate manufacturing process to become a different product. E.g. 100% of our Aluminum Tubing is made from captured waste material during the manufacturing process of extruded Aluminum products such as rods, flat bars and H-channels.

A measurement, in pounds, that qualifies the amount of material that was once another product that has completed its lifecycle and has been diverted from a landfill as a solid waste through recycling and is now being used in a Playworld Systems' product. E.g. **20% to 40% of the steel in our steel tubing and sheet steel have been diverted from landfills. Automobiles are scrapped and recyclable steel is purchased by the steel mill that produces our raw product. ** The amount of Post-Consumer recycled steel fluctuates daily based on the availability of the recycled steel.

STAFF REPORT
5/13/2026
TO: Honorable Mayor and City Council Members
FROM: Gabriel A. Gonzalez, Interim City Manager
PREPARED BY: Andrew Simmons, P.E., Public Works Director/City Engineer SUBJECT: Authorization to close the Single League Soccer Recreation Services RFP and begin negotiations with both of the existing soccer leagues, CVSL and CYSA, for continued soccer recreation services.

STAFF RECOMMENDATION:

Staff recommends that the City Council authorize the recommendations of the Parks and Recreation Chair and Commissioners and direct staff to close the single league soccer recreation services RFP and begin final negotiations for soccer recreation services contracts with both Coachella Valley Soccer League (CVSL) and Coachella Youth Soccer Association (CYSA).

BACKGROUND:

In 2025, The City of Coachella issued a Notice Inviting Bids NIB for a Request for Proposals (RFP) for Soccer Recreation Services. The city received 4 qualifying bids on May 17th of 2025.

Due to the time required to review and score the bids and the time to offer each applicant time to complete an interview and presentation, it was determined that a new soccer contract for Soccer Recreation Services could not be completed intime for the 2025/2026 season which started in July of 2025. It was determined that the existing two league setup that existed between Coachella Valley Soccer League (CVSL) and Coachella Youth Sports Association (CYSA) would remain in place for the 2025/2026 season. Both soccer leagues are currently operating for the 25/26 season under the existing City Sports League Memorandum of Understanding.

In March of 2025, the completed analysis of the soccer recreation services responses to the request for proposals was presented to the Parks and Recreation Commission. At that meeting it was recommended to allow the top three respondents an opportunity to provide presentations in an oral interview format at the regularly scheduled, April 21st, commission meeting.

On April 21st, 2026, the Parks and Recreation Commission moved to forego a consolidation of all soccer league services to a single league. They voted unanimously to continue soccer recreation services with both of the existing leagues currently serving Coachella, CVSL and CYSA.

Page 454 ends

Item 26.

DISCUSSION/ANALYSIS:

The City received 4 bids that were all deemed responsive and on time. The four bids were all very close in the total scoring rubric and no single organization stood out as a clear favorite. Per section 8 of the Listed RFP, leagues may be offered an opportunity for a question-and-answer session and an opportunity to have a presentation at an oral interview.

The three top RFP respondents who provided oral interviews are listed below:

1. Coachella Futbol Association

2. Coachella Valley Sports Association

3. Coachella Youth Sports Association
Upon completion of the oral interviews and public comments, the Commission determined that continuing with the two existing leagues was in the best interest of the community and the best use of City facilities. Many public speakers expressed support for this direction and commented on the overall benefit that community receives from having two experienced sports leagues who operate from the cities two separate sports field parks.

NEXT STEPS:

Upon receiving direction from City Council. City staff will begin negotiations with the League(s) to complete a modified MOU for the 26/27 soccer season. These negotiations shall include updates that reflect community comments, Commissioner comments and City Council comments to ensure that the revised soccer league MOU addresses community and Council concerns. The modified MOU will be presented and discussed at the next regularly scheduled Parks and Recreation Commission meeting and City Council shall have the final authority of approval for the final soccer recreation services MOU. Some preliminary topics discussed at the Parks and Recreation Commission meeting included:

1. Stricter enforcement and penalties for public intoxication.

2. Stricter enforcement and penalties for violent behavior/fighting.

3. Updated communication standards between the leagues and City staff.

4. Reevaluating distribution of field use.

5. Reinstituting Field Use fees.

ALTERNATIVES:

1. Approve Staff and Parks and Recreation Commission recommendations to advance negotiations for soccer recreation league services with both CVSL and CYSA.

2. Recommend a single Sports League be awarded the entire Soccer League Recreation Services.

3. Other.

Item 27.
80237.00000\44868549.1
TO: Honorable Mayor and City Council Members
FROM: Gabriel A. Gonzalez, Interim City Manager
PREPARED BY: Ryan Guiboa, City Attorney
SUBJECT: Consideration of Filling Council Vacancy
RECOMMENDED ACTION:

Discuss and take potential action to fill the Council vacancy. The City Council may fill the vacancy by appointing an eligible resident before June 22, 2026, or by leaving the seat vacant until the General Municipal Election scheduled for November 3, 2026, at which time the seat will be filled for a new four-year term.

If the Council elects to make an appointment, it should discuss at this meeting what processes, if any, it wishes to adopt for soliciting applications, interviewing candidates, nominating and voting on an appointment.

BACKGROUND:

On April 22, 2026, a vacancy was created on the City Council due to Mayor Pro Tem Dr. Frank Figueroa’s appointment to Mayor. The Council must act within 60 days of the effective date of the vacancy to determine whether to fill the Council seat by appointment or to call a special election.

A. APPOINTMENT PROCEDURES
If the Council decides to fill the vacancy by appointment, Council may appoint an eligible resident by majority vote (three affirmative votes) within the 60-day period, or before June 22nd. Council may wish to nominate an eligible resident for appointment and may make such nomination for appointment at this Council meeting. Alternatively, the Council may adopt more formal procedures to fill the vacancy, which could include directing the City Clerk to advertise the vacancy, establish an application process, and provide Council with the opportunity to interview candidates for consideration and appointment. A sample application is attached for Council consideration. The level of formality is up to Council, provided the Council takes action within the 60-day period.

The vacant City Council seat has a term through November 2026. Any appointed resident will serve only until November 2026. At that time, the Council seat will stand for election for a new four-year term at the November 3, 2026 General Municipal Election.

STAFF REPORT
May 13, 2026

Page 474 ends

Item 28.
80237.00000\44868549.1
B. SPECIAL ELECTION PROCEDURE
The statute provides that the Council may technically call a special election to fill the vacancy in lieu of appointment. If a special election is called, it must normally be held on the next regularly established election date not less than 114 days from the call of the election, consistent with Elections Code section 1000. However, the next regularly established election date is also the scheduled General Municipal Election on November 3, 2026. Thus, at this late date, any possible special election will simply be absorbed into the currently scheduled General Municipal Election, so no separate special election need be called. For practical purposes, if the Council does not appoint to fill the vacancy, the seat will simply remain vacant until filled by the November 3, 2026 General Municipal Election.

FISCAL IMPACTS
Should the City Council choose to fill the seat by an appointment application process, there would be nominal staff and material costs.

CONCLUSIONS AND RECOMMENDATIONS
Staff recommends that the City Council discuss and take potential action to fill the Council vacancy.
