This effort directly supports the City Council’s Public Engagement strategic goal identified during the Council’s strategic planning process, which emphasizes improving communication, transparency, and outreach to the community through multiple platforms.

The agreement establishes a one-year term and defines the provider as an independent contractor responsible for publishing City-provided content in a timely and accurate manner.

III. DISCUSSION:

Under the proposed agreement, Coalinga Press Imaginarium will publish one full-color, one-page advertisement per month, provide formatting support if requested, and coordinate publication scheduling with City staff, while ensuring allcontent is published exactly as approved by the City without unauthorized changes. This approach maintains full City control over messaging and supports the Council’s direction to expand public engagement by utilizing local print media to reach a broader segment of the community, including those who may not engage through digital platforms.

IV. ALTERNATIVES:

Do not approve the agreement
The City would need to pursue alternative outreach methods or providers, which may delay communication efforts.

Direct staff to negotiate revised terms
Council may request modifications to scope, cost, or duration prior to approval.

V. FISCAL IMPACT:

The totalcost of the agreement is $1,800 annually ($150 per month). Funding is available within the City’s existing publications budget. There is no additional fiscal impact anticipated beyond the contract amount.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Adopt Updated Community Pride Sign Policy
Meeting Date: Thursday, May 7, 2026
From: Sean Brewer, City Manager
Prepared by: Sean Brewer, City Manager
I. RECOMMENDATION:

Adopt the updated Community Pride Sign Policy establishing guidelines and procedures for use of the City’s electronic reader board at its new location.

II. BACKGROUND:

The City of Coalinga maintains an electronic reader board intended to communicate important information, promote community events, and enhance public awareness. The City previously adopted a Community Pride Sign Policy to regulate use of the sign and establish eligibility, priorities, and content standards.

Due to the relocation of the electronic reader board, staff has updated the existing policy to reflect the new location and ensure continued clarity and consistency in how the sign is managed and utilized.

Additionally, the City Council previously adopted a fee structure for for-profit businesses to utilize the sign, ensuring cost recovery for staff time, processing, and maintenance.

III. DISCUSSION:

The updated Community Pride Sign Policy maintains the existing framework for use of the City’s electronic reader board, including eligibility criteria, content limitations, scheduling procedures, and prioritization of messages, while incorporating updates related to the sign’s new location. For-profit businesses are required to submit an application and pay an established fee consisting of a $25 application/setup fee and a $100 monthly subscription, while not-for-profit organizations and special districts remain exempt from fees when meeting policy guidelines. The policy continues to affirm the City’s authority to manage and prioritize messaging and supports the Council’s public engagement goals by providing a consistent and transparent process for community communication.

IV. ALTERNATIVES:

Do not adopt the updated policy: The City would continue operating under an outdated policy that does not reflect the current sign location.

Direct staff to revise the policy: Council may request additional modifications prior to adoption.

V. FISCAL IMPACT:

There is no direct fiscal impact associated with adoption of this updated policy. The City willcontinue to recover costs associated with administration of the program through fees charged to for-profit businesses, including a $25 application/setup fee and a $100 monthly subscription.

2. Priority given to honorably discharged military veterans';

3. Preference given to residents’ bilingual in English and Spanish;

4. Recruits will be considered part-time, temporary employees while in the police academy;

5. Recruits hourly rate will be $21;

The City currently has three (3) Police Officer vacancies and anticipating losing two more officers shortly, as they are currently in backgrounds with other agencies. Staff is again seeking an opportunity to sponsor up to two (2) Police Recruits from within the community.

This Police Recruit Program would follow the guidelines as listed above. This program has been successful in the past, sponsoring residents of the city through the academy, who are now full-time Police Officers IV. ALTERNATIVES:

Do not approve (not recommended).

The Police Department would supply all required equipment needed to attend the police academy, i.e. duty belt and accessories, academic materials, firearm, ammunition, and the academic fees would be supplied by the police department. Much of the equipment is already owned by the Police Department so equipment costs would be minimal, roughly $1,000 per Recruit.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Adopt Resolution No. 4319, Approving the City of Coalinga Americans with Disabilities Act (ADA) Grievance Procedure and Designating an ADA Coordinator to Administer the Procedure
Meeting Date: Thursday, May 7, 2026
From: Sean Brewer, City Manager
Prepared by: Sean Brewer, City Manager
I. RECOMMENDATION:

It is recommended that the City Counciladopt Resolution No. 4319, approving the City of Coalinga Americans with Disabilities Act (ADA) Grievance Procedure and designating Administrative Analyst Mercedes Garcia as the ADA Coordinator.

II. BACKGROUND:

The Americans with Disabilities Act of 1990 (ADA) requires public agencies to adopt and publish a grievance procedure providing for the prompt and equitable resolution of complaints alleging discrimination on the basis of disability in the provision of services, programs, or activities.

The City of Coalinga previously adopted an ADA Transition Plan (2014), which outlines the City’s strategy for removing physical barriers within the public right-of-way and achieving compliance with ADA requirements. The Transition Plan identifies the City’s responsibility to develop an ADA complaint and grievance procedure; however, a formal standalone procedure has not previously been adopted by the City Council.

As part of ongoing efforts to ensure compliance with ADA requirements, the City has prepared a formal Grievance Procedure to complete this required component.

The proposed procedure applies to non-employment related complaints of disability discrimination.

Employment-related complaints continue to be governed by the City’s Personnel Policies.

III. DISCUSSION:

The proposed ADA Grievance Procedure establishes a clear, structured, and accessible process for individuals to submit complaints and for the City to respond in a timely and equitable manner. Key components include:

Complaints must be submitted within sixty (60) calendar days of the alleged violation and may be submitted in alternative formats to accommodate individuals with disabilities.

The ADA Coordinator (or designee) will investigate complaints within fifteen (15) calendar days of receipt.

The City willattempt to resolve complaints informally; if unresolved, a written response will be issued within sixty (60) calendar days.

Complainants may appeal the determination to the City Manager within fifteen (15) calendar days.

The City Manager (or designee) will issue a final written determination within sixty (60) calendar days of the appeal.

All records related to complaints and appeals will be retained for a minimum of three (3) years.

The procedure also ensures that communications and responses are provided in accessible formats upon request, including large print, Braille, or audio.

Consistent with best practices, staff recommends designating Administrative Analyst Mercedes Garcia as the City’s ADA Coordinator. This role is appropriately assigned to a staff member responsible for administrative compliance, risk management coordination, and interdepartmentalcommunication, ensuring effective implementation of ADA requirements and timely response to complaints.

Adoption of this Grievance Procedure and designation of an ADA Coordinator willcomplete a required administrative component of ADA compliance identified in the City’s Transition Plan and demonstrate the City’s commitment to accessibility, transparency, and equitable service delivery.

IV. ALTERNATIVES:

Do not adopt the ADAGrievance Procedure - Not Recommended The City would remain out of compliance with federalADA requirements, which require public agencies to maintain and publish a grievance procedure for the prompt and equitable resolution of disability-related complaints.

Provide alternative direction to staff
The City Council may direct staff to revise the proposed Grievance Procedure; however, any delay in adoption would postpone compliance with ADA administrative requirements.

V. FISCAL IMPACT:

There is no direct fiscal impact associated with the adoption of this procedure. Implementation will be administered by existing staff.

The City of Coalinga’s Personnel Policy governs employment-related complaints of disability discrimination.

The complaint should be in writing and contain information about the alleged discrimination, such as name, address, phone number of the complainant, date, and description of the problem. STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Direction and PotentialAction regarding CPI-Based Adjustment to City Fee Schedule
Meeting Date: Thursday, May 7, 2026
From: Seam Brewer, City Manager
Prepared by: Sean Brewer, City Manager
I. RECOMMENDATION:

Receive information regarding the City’s fee schedule and provide direction to staff on whether the City Council wishes to consider a Consumer Price Index (CPI)-based adjustment to City fees, which have not been updated since 2023, except for Administrative and Airport fees.

II. BACKGROUND:

City fees are charges imposed on individuals or businesses for specific services provided by the City and are intended to recover the reasonable cost of providing those services. Fees are distinct from taxes and must comply with applicable provisions of the California Constitution, including Propositions 4, 13, 26, and 218.

In 2017, the City completed a fee study prepared by Willdan Financial Services that established the baseline cost-of-service methodology for City fees. In January 2018, the City Counciladopted Resolution No. 3789, authorizing annualadjustments to City fees based on the Consumer Price Index (CPI).

While the City has the authority to apply CPI adjustments annually, fee updates have not occurred consistently. The most recent fee increase occurred in 2023 and was limited to Administrative and Airportrelated fees. All other City fees have remained unchanged since that time.

III. DISCUSSION:

Staff is bringing this item forward to obtain City Council direction regarding whether to proceed with a CPIbased adjustment only, consistent with the authority previously granted by the City Council, rather than undertaking a comprehensive fee study.

Since 2023, the City has experienced inflationary impacts affecting labor, materials, contractual services, and overhead costs. Applying a CPI-based adjustment is intended to help maintain alignment between existing fees and the underlying cost of providing services, without modifying fee structures, service levels, or cost recovery policies.

At this time, staff is not proposing specific fee amounts or requesting adoption of a resolution. Instead, staff is seeking policy direction on whether the City Council wishes staff to return at a future meeting with a proposed CPI adjustment to applicable fees.

If directed to proceed, staff would:

Apply a CPI factor consistent with prior Council practice Limit adjustments to CPI only, with no structural or methodologicalchanges Prepare a resolution and updated fee schedule for City Councilconsideration IV. ALTERNATIVES:

The City Council may choose to:

Direct staff to return with a CPI-based fee adjustment.

Direct staff to limit CPI adjustments to certain fee categories or departments.

Issue an RFP for a consultant to conduct a new updated fee study.

Take no action and maintain the current fee schedule.

V. FISCAL IMPACT:

There is no fiscal impact associated with receiving this report and providing direction.

Any future fiscal impact would depend on the CPI percentage applied and service demand and would be presented to the City Council prior to any action.

AUTHORITY
Subject: City Council Direction to Negotiate an Arrangement with the Coalinga Huron Unified School District to Open the Pool for the Summer of 2026 Meeting Date: Thursday, May 7, 2026
From: Sean Brewer, City Manager
Prepared by: Sean Brewer, City Manager
I. RECOMMENDATION:

Provide direction to the City Manager to negotiate an agreement with the Coalinga-Huron Unified School District (CHUSD) to facilitate the opening of the CHUSD Aquatic Facility for public use during Summer 2026.

II. BACKGROUND:

The CHUSD Aquatic Facility serves as a key recreationalasset within the community and provides opportunities for residents, particularly youth and families, to access aquatic programming during the summer months.

For Summer 2026, The City Council has expressed interest in having the CHUSD community pool open duirng the summer in some capacity, consisting primarily of community swim opportunities.

III. DISCUSSION:

The City is currently in communication with CHUSD regarding opportunities to support the opening of the aquatic facility this summer. Staff anticipates having additional details available at the May 7th meeting. As of the writing of this report, those details are still being finalized; however, staff expects to have sufficient information to support Councilconsideration and provide direction to negotiate an agreement to facilitate opening the facility.

IV. ALTERNATIVES:

None at this time.

V. FISCAL IMPACT:

At this time, a cost sharing plan and estimate is undetermined, however, once staff has more information, fiscal impacts will be provided before an arrangement is finalized. Staff hope to have financial information by the meeting on May 7th.

STAFF REPORT - CITY COUNCIL/SUCCESSOR AGENCY/PUBLIC FINANCE

AUTHORITY
Subject: Council Consideration of Funding the Train to Transport Vistors During the Weekend of the Horned Toad Derby
Meeting Date: Thursday, May 7, 2026
From: Sean Brewer, City Manager
Prepared by: Sean Brewer, City Manager
I. RECOMMENDATION:

Staff is seeking direction from the Council to consider funding the trackless train for the Coalinga Horned Toad Derby this Year to transport visitors during the weekend.

II. BACKGROUND:

The City was made aware that the Chamber of Commerce will not be funding the trackless train this year due to increased costs. The trackless train has been providing services, funded by the Chamber, for several years providing convenient transportation for several residents and visitors throughout the City to and from the Derby.

III. DISCUSSION:

Mayor Pro-Tem Schindler is requesting the Council to consider funding the train to ensure increased transportation options for residents and victors of the horned toad derby. If the Council desires to fund the trackless train, staff would work with the Chamber and Vendor to decide on the most cost effective approach within the City Managers spending authority.

IV. ALTERNATIVES:

V. FISCAL IMPACT:

If Councilchooses to proceed with supporting the trackless train, staff would request a budget no more than $10,000 for the weekend and to authorize the City Manager to execute any necessary agreements or transfer of fund to ensure the train runs at the Derby.
