Fiscal Year End Review 2024/2025: July 1, 2024, to June 30, 2025 Planning Commission,
State law requires cities to conduct certain planning functions such as preparing and adopting a General Plan, adopting and carrying out zoning and sub-division regulations, and conducting environmental reviews for identified projects. The Corcoran Planning Commission are representatives of the community appointed by the City Council to carry out planning functions and act as advisors to the City Council on these issues. The Community Development Director serves as Executive Secretary for the Planning Commission. Development is on the rise in Corcoran and during the 2024/2025 fiscal year the Planning Commission was intricately involved in all aspects of planning including projects such as the zoning code revisions that will be completed in 2025. The revisions are necessary to correct minor issues that were missed or left out when the zoning code was last revised in 2014. The Planning Commission served as the eyes and Ears of the City Council for land use and development permits for the City of Corcoran.
Building and Safety Division
2024/2025 saw two (2) active subdivisions, D.R. Hortons Fox Run subdivision on the west side of Corcoran and Sequioa 2 Subdivision by Stonefield Home on the southwest side of Corcoran. Fox Run has built out all 47 units and has sold over 40 units to the present date. Sequioa (2) phase 1 & 2 has finished infrastructure and is in various stages of construction on 15 homes and phase three final map has been approved. Phase 4 final map is in process. New Single-Family Dwellings infill lots were successful in 2024/2025 as well with staff issuing 5 SFD permits. The Truck Stop and Convenience Market project on Orange Avenue and 5 ½ Avenue parallel to Highway 43 is moving forward again under new ownership. Corcoran once again experienced a productive year regarding Photovoltaic permits.
You can see the progression. 2022 PV permits saw a record of PV permits issued (174) that was eclipsed in 2023 with (186). PV permits in 2024 set another record with (193) permits issued with a combined valuation of 3,011,817.00. PV permits for the 2024/2025 fiscal year is 103 PV permits with a valuation of 2,392,842.00 All permits issued in 2024/2025 led to a very successful fiscal year with (387) total permits issued with a combined valuation of 20,259.974.00. Building Plan Check will utilize our contract company Interwest for a greater number of our Residential plan checks. This will free up time in Community Development for additional training of regarding Planning, Building and Safety and Code Enforcement. (See Attached report).
Planning Division
The Planning Division moved steadily forward and has been actively working with Economic Development to bring additional sub-divisions for housing as well as business and industrial interest. We are working with D. R. Horton, Stonefield Home, and other Developers to continue with new working on a final review of the Planning Commission Approved zoning code revisions. (See attached planning report)
Code Enforcement Division:
Code Enforcement has evolved into an intricate tool to protect property values, blight, and the environment. It is a process whereby Community Development staff use various techniques to gain compliance with duly adopted codes and regulations of the City, County, State and Federal law. New state and federal regulation regarding the plethora of codes and regulations keeps Code Enforcement on a continual education cycle. Currently, Community Development has one (1) full-time code enforcement officer. He is continuing his training in all aspects and techniques to be an effective servant of the community. Community Development employs a proactive style of code enforcement regarding Sub-standard buildings, Property maintenance, weed abatement, vehicle abatement and enforcement of the City Municipal code and zoning regulations. We work on a complaint basis as well complaints are addressed in order according to the severity of the problem. water conservation is still a serious issue in California and in Corcoran. Code Enforcement and the Public Works water division still monitors water usage and waste. A member of the Public works Department is currently enrolled in PC832 at the College of Sequoias which will allow Public Works to administer Administrative citations without the assistance of Code Enforcement. This will free up Code Enforcement for other aspects of enforcement and allow Public works a more proactive approach to water conservation.

Housing Division:
The Housing Division continues to reconstruct the procedures of handling City loans. The Housing Division with the assistance of the Finance Department has been working to bring all of the CDBG, Home and Cal/Home loans up to date. Many of our loans have been delinquent or other issues that have put the loan agreement in violation. We have been scheduling interviews with the recipients of the loans and working out solutions to help assist them in the re-payment of the loans.
Community Development:
Community Development training utilizes organizations such as California Building Officials (CALBO), California Code Enforcement Organization (CACEO), American Planning Association (APA) to provide the highest quality training for our employees as well as in-house monthly education. By the end of 2026 our complete Community Development staff will be certified in their field.
Community Development continues to strive for excellence in its divisions. We will provide service to the community that will enable our City to thrive and be a beacon of expertise and proficiency in Kings County.
