CITY ADMINISTRATION -

STAFF REPORT
June 23, 2026
ITEM # 6-D
FROM: Greg Gatzka, City Manager
SUBJECT: Fiscal Year 2026-2027 Compensation and Benefit Plan Summary:

As part of the Fiscal Year budget process, the Council annually approves the City's Compensation and Benefit Plan for all City staff positions.

Recommendation:

Consider approving Resolution No. 4150 to adopt the Fiscal Year 26-27 Compensation and Benefit Plan for City staff positions.

Budget impact:

The proposed compensation and benefits plan implements the proposed Fiscal Year 26-27 Budget tor all allocated staff positions and agreements with all represented employee groups and unrepresented management.

Background:

The FY 26-27 compensation and benefit plan incorporates all proposed budgeted positions, and agreed changes with employee represented groups that include CLOCEA, CPOA, CPNSA, Local 39, and Unrepresented Management, The City Manager is proposing one additional salary adjustment be made for the Public Works Utilities Superintendent position classification in unrepresented management. Currently, the Utilities Superintendent position that supervises both the City's Water and Wastewater operations has a salary base that is 3.11% less than the Wastewater Treatment Plant (WWTP) Chief Plant Operator position. As the WWTP Chief Plant Operator position is currently vacant, the Utilities Superintendent is covering the extra workload responsibilities and a revision to the salary range is warranted. A proposed additional 9% salary adjustment will place this unrepresented management salary range to 5.4% above the subordinate position which will support employee longevity and retention.

One additional benefit is also proposed for Unrepresented Management to support the City's implementation of the bilingual pay benefit program. Rather than pay an outside organization to provide services that qualify employees for this benefit, the City Manager has established an internal Bilingual Pay Benefit Committee of qualified Unrepresented Management staff to administer employee testing and qualification for the bilingual pay benefit under adopted MOUs.

City Offices
832 Whitley * Corcoran, CA 93212 * Phone 559-992-2151 * www.cityofcorcoran.ca.gov The MOU benefit for represented employees is $100/month for qualified employees within CPOA, PNSA and CLOCEA who can speak/read/write in Spanish. The City Manager is proposing t add $120/month benefit to qualifying Unrepresented Management staff who are bilingual an serve on the City's Bilingual Pay Benefit Committee to administer testing and qualifications There are currently seven qualified management employees that include four in the Police Resolution NO. 4150

Hazardous Materials Business Plan (HMBP)
Plant nurseries that store hazardous materials at or above 55 gallons of a liquid, 500 pounds of a solid, or 200 cubic feet of a compressed gas must submit and maintain a Hazardous Materials Business Plan (HMBP) in the California Environmental Reporting System (CERS). All such wastes must be properly identified and managed in accordance with federal, state, and local regulations. STAFF REPORT
June 23, 2025
ITEM # 6-F
FROM: Kevin J. Tromborg, Community Development Director SUBJECT: Professional Service Agreement for Housing Program Administration with Self Help Enterprise
Recommendation: (Voice Vote) Staff recommends the City Council consider approval of the Professional Service Agreement for Housing Program Administration with Self Help Enterprises.

Discussion: The City of Corcoran first entered into service agreements with Self Help Enterprises (SHE) in 2008 for the administering of our First Time Buyers program and the Housing Rehabilitation program. Prior to this, the city administered the programs in house. The cost to the city for employees and staff time proved to far exceed the 10% allowed for loan administration by Housing and Community Development of the State of California (HCD) for each grant.

SHE has proven to be a valuable partner with the city in administering the grants, qualifying potential loan recipients and construction management of the rehabilitation. The City's Community Development Department administers the loan monitoring service once the loans for the programs have been completed.
