RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONA, CALIFORNIA, APPROVING THE CITY OF
CORONA POSITION LIBRARY AND COMPENSATION
PLAN AND REPEALING PRIOR PLANS, INCLUDING
RESOLUTION 2024-101
WHEREAS, pursuant to Corona Municipal Code (“CMC”) Sections 2.04.060(F) and 2.40.040(D), the City Manager or his designee is responsible for the preparation and submission to the City Council for its approval a Position Library and Compensation Plan covering all available positions; and
WHEREAS, the Position Library and Compensation Plan constitutes a comprehensive list of authorized employment positions for the City, although it is strictly a resource document of available employment positions, as the positions listed therein will not necessarily be budgeted or funded in any given fiscal year; and WHEREAS, any employment position listed in the Position Library and Compensation Plan can be filled with a full-time employee, part-time employee or seasonal employee, provided the position is included in the department’s budget or is filled by a provisional employee, or with a temporary employee if there are sufficient funds available in the department’s personnel budget; and
WHEREAS, the Position Library and Compensation Plan shall also include at least the following for each position: (1) the position title; (2) an authorized compensation range; (3) those departments or divisions authorized to utilize the employment position, subject to adjustment pursuant to the City Manager’s authority under CMC section 2.04.060(B); and (4) other notes applicable to the employment position; and
WHEREAS, the Position Library and Compensation Plan has been previously titled or referred to as a “position and classification listing”, a “position classification and salary listing”, a “classification library” or other similar names; and WHEREAS, on November 6, 2024 the City Council adopted the current version of the document by Resolution 2024-101; and
WHEREAS, the adoption of this Resolution will make the following revisions: (1) Effective December 28, 2024 update the salary ranges for the Corona Firefighters Association (CFA), Corona Police Employees Association (CPEA), Corona Police Supervisors Association (CPSA), Corona Public Service Employees Association (CPSEA), Corona Supervisors Association (CSA), Confidential group employees, Management group employees, Executive group employees, City Manager, City Attorney/Legal & Risk Management Director, and PartTime positions; and (2) Effective January 1, 2025 update the salary ranges for the City Council; and (3) Repeal Resolution No. 2024-101.
2 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Corona, California as follows:
SECTION 1: The City Council hereby adopts the Position Library and Compensation Plan attached hereto as Exhibit “A” and incorporated herein by this reference.
SECTION 2: The City Council hereby rescinds, repeals, vacates and sets aside in its entirety Resolution No. 2024-101, as well as previously adopted documents titled as a position and classification listing, a position classification and salary listing, a classification library or other similar names.
SECTION 3: This Resolution shall take effect on December 28, 2024, except as noted on the attached Position Library.

RECOMMENDED ACTION:
That the City Council introduce, by title only, and waive full reading of consideration of Ordinance No. 3408, the first reading of an ordinance adding Section 5.02.035 to Chapter
5.02 of the Corona Municipal Code to require an inspection by the Corona Fire Department prior to issuance of a business license to a business that will operate from a fixed location within the City and amending Section 5.02.100 to ensure if a business moves locations the application is referred back to the city official for an inspection.
BACKGROUND & HISTORY:
The Corona Fire Department has identified that, while certain businesses have properly obtained a business license to operate within the city, some may not fully adhere to the minimum code requirements established by the current adopted edition of the California Fire Code. These requirements are health and safety standards that protect both the public and business owners. Such requirements can include considerations for changes in use or building occupancy, proper storage, handling, and use of hazardous materials, and essential life safety measures. Other key areas such as fire protection systems, emergency exiting, and the necessary operational fire code permits have also been identified as areas where operating businesses are routinely found to be out of compliance with safety standards.
ANALYSIS:
The Corona Municipal Code Chapter 5.02 establishes guidelines and procedures for the issuance of business licenses operating within the City of Corona. The provisions of this chapter were enacted solely to raise revenue for municipal purposes and were not intended for regulation.
The proposed updates to the Corona Municipal Code are necessary to enhance safety and mitigate risks associated with non-compliance with fire code regulations. Requiring fire inspections prior to issuing or transferring business licenses ensures that businesses adhere to safety standards, addressing potential hazards such as inadequate fire protection systems, unsafe storage of hazardous materials, or insufficient emergency exits. These measures are essential to safeguarding public health, safety, and welfare for business operators, patrons, and the community.
Adding Section 5.02.035 will establish fire code compliance as a prerequisite for issuing a business license for a fixed place of business within the City. This ensures that the location conforms to applicable fire code provisions and Title 17 of the Corona Municipal Code. Upon receiving a business license application, the contracted processing vendor will immediately refer it to the city official responsible for enforcing the fire code. Within ten (10) days, an inspection will be conducted at the business location to confirm compliance. The applicant will pay a fee established by a resolution of the City Council for this inspection.
Amending Section 5.02.100 for nontransferable exceptions ensures that if a business relocates to a new fixed location, a fire inspection will be required under Section 5.02.035.
These changes address gaps in the current process and reinforce the City's commitment to maintaining a safe and compliant business environment.
Adding Section 5.02.035 and amending Section 5.02.100 to Chapter 5.02 will preserve and protect the public health, safety, and welfare of both the business operators and the community.
FINANCIAL IMPACT:
The adoption of this Ordinance will not have a financial impact on the General Fund.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where is can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action amends the Corona Municipal Code to include regulations regarding fire inspections for new business licenses and will not have an impact on the environment.

WHEREAS, Article XI, § 7 of the California Constitution authorizes cities to make and enforce within their limits all local, police, sanitary, and other ordinances and regulations not in conflict with general laws; and
WHEREAS, Corona Municipal Code (“CMC”) Chapter 5.02 establishes guidelines and procedures for the issuance of business licenses operating within the City of Corona (“City”); and
WHEREAS, the Corona Fire Department has discovered that certain businesses that have been issued a business license and are operating from a fixed location within the City were established without complying with applicable provisions of the Fire Code set forth in CMC Chapter 15.12, including provisions pertaining to the handling of hazardous waste; and WHEREAS, it is in the public interest and would preserve and protect the public health, safety and welfare to ensure that businesses are in compliance with the Fire Code prior to issuance of a business license; and
WHEREAS, the City Council desires to add Section 5.02.035 to CMC Chapter
5.02 to require an inspection by the Corona Fire Department prior to issuance of a business license to a business that will operate from a fixed location within the City.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CORONA
DOES ORDAIN AS FOLLOWS:
SECTION 1. Addition - Section 5.02.035 (Inspections). Section 5.02.035 (Inspections) is hereby added to Chapter 5.02 (Business License Tax – Generally) of Title 5 (Business Licenses and Regulations) to read as follows:
“5.02.035 Inspections.
As a prerequisite to initial issuance of a business license for a business to be carried on at a fixed place of business within the city, the fixed place of business shall be in compliance with all applicable provisions of the fire code and the location shall conform with the provisions of Title 17 of this code. Upon receipt of an application

for a business license for a business to be carried on at a fixed place of business within the city, the Collector shall immediately refer the application to the city official having responsibility for enforcing the fire code, who, within ten (10) days from the date of the application, shall make an inspection of the fixed place of business to determine compliance with all applicable provisions of the fire code. The applicant shall pay a fee established by resolution of the City Council for such inspection.”
SECTION 2. Amendment - Section 5.02.100 (Nontransferable - Exceptions).
Section 5.02.100 (Nontransferable - Exceptions) of Chapter 5.02 (Business License Tax – Generally) of Title 5 (Business Licenses and Regulations) is hereby amended in its entirety to read as follows:
“5.02.100 Nontransferable – Exceptions
No license issued pursuant to the provisions of this chapter shall be transferable; provided, however, when a license is issued authorizing a person to transact and carry on a business at a particular place or places, such licensor may, upon application therefor and paying to Collector a fee in the amount of $3 to defray the city’s costs of issuance, have the license amended by the Collector to authorize the transacting and carrying on of such business under such license at some other location in city to which the business is or is to be moved; and provided further, a transfer, whether by sale or otherwise, to another person under such circumstances that the real or ultimate ownership after the transfer is substantially similar to the ownership existing before the transfer shall not be prohibited by the provisions of this section. For the purposes of this section, stockholders, partnerships or other persons holding an ownership interest in a corporation or other entity, defined in § 5.02.020 to be a person, shall be regarded as having the real or ultimate ownership of such corporation or other entity. Prior to the amendment of a license pursuant to this section, the Collector shall refer the application to the city official having responsibility for enforcing the fire code, who shall make an inspection, as required by § 5.02.035, of the location in the city to which the business is or is to be moved. The applicant shall pay a fee established by resolution of the City Council for such inspection.” SECTION 3. Effective Date. The Mayor shall sign this Ordinance and the City Clerk shall attest thereto and shall within fifteen (15) days of its adoption cause it, or a summary of it, to be published in a general circulation newspaper published and circulated in the City of Corona.
