Therefore, the City respectfully urges Congress to work in close consultation with the IBWC to assess its long-term operational and management needs, and to ensure that sufficient funds are included in FY26 appropriations—and in future budgets—to support the ongoing upkeep and effective management of the Commission’s critical infrastructure.

For years, our region has endured the consequences of untreated sewage and contaminated water flowing from the Tijuana River Valley. This has led to frequent beach closures and damaged our local hospitality and tourism industries. Beyond the economic toll, the contamination poses serious risks to U.S. Navy SEALs who train in these waters, as well as to active-duty military personnel and homeland security officers who work in the region, and their families who live here.

Hazardous pollutants threaten their health and readiness, strain local resources, and create ongoing environmental and public health challenges—especially for border communities.

Thank you for your continued leadership on this issue. The City of Coronado remains committed to protecting our beaches, economy, natural environment, and military personnel. Moreover, we look forward to working together to end cross-border pollution once and for all.

Sincerely,
John Duncan
