AGENDA ITEM REPORT
ITEM NO. CC 20
Meeting: January 20, 2026
Title: Purchase Order Authorization to Purchase a Custom-built Food Trailer as a Component of the Covina Recreation Village Project
Presented by: Brian K. Lee, AICP, Deputy City Manager/Director of Community Development Alice Leung, Management Analyst
Recommendation: Authorize the City Manager or his designee to approve a Purchase Order in the amount of $40,109.15 with Arete Food Trailers to purchase a new custom-built food trailer for the Covina Recreation Village Project.

EXECUTIVE SUMMARY/ BACKGROUND:

The Covina Recreation Village Project is a rehabilitation and adaptive reuse of the former Vita Pakt warehouse structure into a new indoor sports and recreation complex. The new facility will feature an indoor rock-climbing area, a library, and exterior amenities such as a dog park, playgrounds, and outdoor gathering spaces.

As part of this project, an Air-Stream Style food trailer design has been added to enhance the communal atmosphere. The trailer will be stationed at the westerly front of the Covina Recreation Village. The trailer will offer pre-packaged food, drinks and ice cream. This convenient snack option provides families and individuals with easy access to refreshments, eliminating the need to bring their own food.

DISCUSSION:

City staff have worked with Arete Food Trailers to design a custom-built food trailer, The StreamLiner.

The trailer size is 14.7 feet by 7 feet and the design is similar to an Air-Stream Style Trailer. The trailer will be equipped with refrigeration, a freezer and additional shelving to store pre-packaged food, drinks and ice cream.

If the Purchase Order is approved, Arete Food Trailers will begin production, which is estimated to take approximately four months. The proposed quote, included as Attachment A, covers all necessary components, including California Department of Housing and Community Development (HCD) insignia and the Los Angeles County Environmental Health Plan Check process required for inspection and licensing.

FISCAL IMPACT:

Funding for the custom-built food trailer will be made available by 2024/25 unspent appropriations in account 1010-4010-55100 from development agreement public benefit funds.

AGENDA ITEM REPORT
ITEM NO. CC 21
Meeting: January 20, 2026
Title: Second Amendment to the Agreement between the City of Covina and Dunwright Painting and Coatings for Interior Painting as Tenant Improvements at 401 N.

Citrus Avenue
Presented by: Brian K. Lee, Deputy City Manager/Director of Community Development Alana Mantilla, Economic Development Manager
Recommendation: Approve the Second Amendment between the City of Covina and Dunwright Painting and Coating and Authorize the City Manager or his designee to and execute all related documents.

EXECUTIVE SUMMARY:

As part of the City’s Capital Improvement Program (“CIP”) budget, a project was included to create a shared workspace in the City’s downtown shopping district. Such effort is expected to enhance economic activity in the area and help to attract start-ups and small businesses and other entrepreneurs into the community. The project includes minor tenant improvements and the purchase of office furniture/equipment to convert a commercial building located at 401 N. Citrus Avenue into a 4,265 square foot shared office facility.

On April 19, 2022, the City Council approved an exchange agreement with Bently Real Estate to secure a no-cost eight (8) years, two (2) month lease for the subject property. The agreement was amended on September 5, 2023 to extend the performance period. In exchange, Bently Real Estate will receive approximately 416.9 lineal feet of Geneva Place to use as part of a larger mixed-use development project. Bently Real Estate is responsible for completing certain improvements at 401 N. Citrus to deliver the City a “warm shell”, which will then trigger the dedication of the Geneva Place right of way.

This includes installation of an elevator and an HVAC system among other items.

In April of 2022, the City published a Request for Qualifications (RFQ) seeking operational services for a co-working facility at 401 N. Citrus and evaluated the qualifications of respondents. The most qualified respondent was FoundrSpace LLC (“Operator”), and on August 1, 2023, the City Council approved a Management Agreement (“Agreement”) between the City and FoundrSpace LLC for their operation of a co-working facility. The Agreement detailed certain improvements that will be made by the City to the warm shell, which will bring the facility to a level of usability and habitability that will enable the Operator to begin operations.

To facilitate the interior painting of the facility as part of the tenant improvements, the City Council awarded a minor construction contract to Dunwright Painting and Coating for interior painting of the facility with an amount not to exceed $28,000. A First Amendment was approved by the City Council on September 16, 2025 meeting to add to the painting scope and thus increase the not to exceed amount to $41,000. A Second Amendment is now being requested which would modify insurance requirements to mirror other contracts of this magnitude, as well as to extend the term of the Agreement.

Page 495 of 646 ends

DISCUSSION:

The Management Agreement between the City and the Operator stipulates that the City will perform certain improvements to the building on a tiered system and within the allocated budget. Should there be additional funding after the City completes the physical building improvements from the Tier I category, funding may be used to pay for additional build out assistance, up to the amount set aside through the CIP. The proposed amendment updates the agreement by extending the contract term by approximately one month through June 30, 2026, with an option for one additional one-year extension not to exceed June 30, 2027, and by revising the insurance requirements to reduce the Commercial General Liability and Workers’ Compensation coverage limits consistent with the amended terms. The changes in insurance, from $2 million/$4 million in Commercial General Liability and from $2 million to $1 million in Workers’ Compensation, were approved by the City’s Human Resources Division as they are consistent with projects of this magnitude.

FISCAL IMPACT:

There is no impact to the General Fund. Funds are budgeted under account 4010-4000-55100- COWRK.

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

Contractor will be granted an extension of time and will not be assessed liquidated damages far unforeseeable delays beyond the control of, and without the fault or negligence of, the Contractor including delays caused by City. Within ten (10) calendar days of the occurrence of such delay, Contractor shall give written notice to City. Within thirty (30) calendar days of the occurrence of the delay, Contractor shall provide written documentation sufficient to support its delay claim to City. Contractor's failure to provide such notice and documentation shall constitute Contractor's waiver, discharge, and release of such delay claims against City.

4. Method of Payment.

A. Invoices. Contractor shall submit to City an invoice, on a monthly basis or less frequently, for actual services performed pursuant to this Agreement. negligence, except for Liabilities arising from the sole negligence or willful misconduct of the Indemnitees, as determined by final arbitration or court decision or by the agreement of the parties.

B. Workers’ Compensation Acts not Limiting. Contractor’s indemnifications and obligations under this Section 10, or any other provision of this Agreement, shall not be limited by the provisions of any workers’ compensation act or similar act. Contractor expressly waives its statutory immunity under such statutes or laws as to City, its officers, agents, employees and volunteers.

C. Insurance Requirements not Limiting. City does not, and shall not, waive any rights that it may possess against Contractor because of the acceptance by City, or the deposit with City, of any insurance policy or certificate required pursuant to this Agreement. The indemnities in this Section 10 shall apply regardless of whether or not any insurance policies are determined to be applicable to the Liability, tax, assessment, penalty or interest asserted against City.

D. Survival of Terms. Contractor’s indemnifications and obligations under this Section 10 shall survive the expiration or termination of this Agreement.

11. Insurance.

A. Minimum Scope and Limits of Insurance. Contractor shall procure and at all times during the term of this Agreement carry, maintain, and keep in full force and effect, insurance as follows:
1) Commercial General Liability Insurance with a minimum limit of Two Million Dollars ($2,000,000) per occurrence for bodily injury, personal injury and property damage and a general aggregate limit of Two Million Dollars ($4,000,000) per project or location.

If Contractor is a limited liability company, the commercial general liability coverage shall be amended so that Contractor and its managers, affiliates, employees, agents and other persons necessary or incidental to its operation are insureds.
2) Automobile Liability Insurance for any owned, non-owned or hired vehicle used in connection with the performance of this Agreement with a combined single limit of Two Million Dollars ($2,000,000) per accident for bodily injury and property damage. If Contractor does not use any owned, non-owned or hired vehicles in the performance of Work under this Agreement, Contractor shall obtain a non-owned auto endorsement to the Commercial General Liability policy required under Subparagraph A. 1) of this Section 11. 3) Workers’ Compensation Insurance as required by the State of California and Employer’s Liability Insurance with a minimum limit of Two Million Dollars ($2,000,000) per accident for bodily injury or disease. If Contractor has no employees while performing Work under this Agreement, workers’ compensation policy is not required, but Contractor shall provide an executed declaration that it has no employees.

B. Acceptability of Insurers. The insurance policies required under this Section 11 shall be issued by an insurer admitted to write insurance in the State of California with a rating of A:VII or better in the latest edition of the A.M. Best Insurance Rating Guide. Self-insurance shall not be considered to comply with the insurance requirements under this Section 11.

Page 504 of 646 ends

C. Additional Insured. The commercial general and automobile liability policies shall contain an endorsement naming the City, its officers, employees, agents and volunteers as additional insureds.

D. Primary and Non-Contributing. The insurance policies required under this Section 11 shall apply on a primary non-contributing basis in relation to any other insurance or selfinsurance available to City. Any insurance or self-insurance maintained by City, its officers, employees, agents or volunteers, shall be in excess of Contractor’s insurance and shall not contribute with it.

E. Contractor’s Waiver of Subrogation. The insurance policies required under this Section 11 shall not prohibit Contractor and Contractor’s employees, agents or subcontractors from waiving the right of subrogation prior to a loss. Contractor hereby waives all rights of subrogation against City.

F. Deductibles and Self-Insured Retentions. Any deductibles or self-insured retentions must be approved by City. At City’s option, Contractor shall either reduce or eliminate the deductibles or self-insured retentions with respect to City, or Contractor shall procure a bond guaranteeing payment of losses and expenses.

G. Cancellations or Modifications to Coverage. Contractor shall not cancel, reduce or otherwise modify the insurance policies required by this Section 11 during the term of this Agreement. The commercial general and automobile liability policies required under this Agreement shall be endorsed to state that should the issuing insurer cancel the policy before the expiration date, the issuing insurer will endeavor to mail thirty (30) calendar days’ prior written notice to City. If any insurance policy required under this Section 11 is canceled or reduced in coverage or limits, Contractor shall, within two (2) business days of notice from the insurer, phone, fax or notify City via certified mail, return receipt requested, of the cancellation of or changes to the policy.

H. City Remedy for Noncompliance. If Contractor does not maintain the policies of insurance required under this Section 11 in full force and effect during the term of this Agreement, or in the event any of Contractor’s policies do not comply with the requirements under this Section 11, City may either immediately terminate this Agreement or, if insurance is available at a reasonable cost, City may, but has no duty to, take out the necessary insurance and pay, at Contractor’s expense, the premium thereon. Contractor shall promptly reimburse City for any premium paid by City or City may withhold amounts sufficient to pay the premiums from payments due to Contractor.

I. Evidence of Insurance. Prior to the performance of Work under this Agreement, Contractor shall furnish City’s Risk Manager with a certificate or certificates of insurance and all original endorsements evidencing and effecting the coverages required under this Section 11. The endorsements are subject to City’s approval. Contractor may provide complete, certified copies of all required insurance policies to City. Contractor shall maintain current endorsements on file with City’s Risk Manager. Contractor shall provide proof to City’s Risk Manager that insurance policies expiring during the term of this Agreement have been renewed or replaced with other policies providing at least the same coverage. Contractor shall furnish such proof at least two (2) weeks prior to the expiration of the coverages.

Page 505 of 646 ends

J. Indemnity Requirements not Limiting. Procurement of insurance by Contractor shall not be construed as a limitation of Contractor’s liability or as full performance of Contractor’s duty to indemnify City under Section 10 of this Agreement.

K. Subcontractor Insurance Requirements. Contractor shall require each of its subcontractors that perform Work under this Agreement to maintain insurance coverage that meets all of the requirements of this Section 11.

12. Mutual Cooperation.

A. City’s Cooperation. City shall provide Contractor with all pertinent data, documents and other requested information as is reasonably available for Contractor’s proper performance of the Work required under this Agreement.

B. Contractor’s Cooperation. In the event any claim or action is brought against the City relating to Contractor’s performance or Work rendered under this Agreement, Contractor shall render any reasonable assistance that City requires.

13. Records and Inspections. Contractor shall maintain full and accurate records with respect to all matters covered under this Agreement for a period of five (5) years. Contractor shall, without charge, provide City with access to the records during normal business hours. City may examine and audit the records and make transcripts therefrom, and inspect all program data, documents, proceedings and activities.

14. Termination or Suspension of Agreement.

A. Right to Terminate or Suspend. City may terminate or suspend this Agreement at any time, at will, for any reason or no reason, after giving written notice to Contractor at least seven (7) calendar days before the termination or suspension is to be effective. Contractor may terminate this Agreement at any time, at will, for any reason or no reason, after giving written notice to City at least sixty (60) calendar days before the termination is to be effective.

B. Obligations upon Termination. Contractor shall cease all work under this Agreement on or before the effective date of termination specified in the notice of termination. In the event of City’s termination of this Agreement due to no fault or failure of performance by Contractor, City shall pay Contractor based on the percentage of work satisfactorily performed up to the effective date of termination. In no event shall Contractor be entitled to receive more than the amount that would be paid to Contractor for the full performance of the Work required by this Agreement.

15. Force Majeure. Contractor shall not be liable for any failure to perform its obligations under this Agreement if Contractor presents acceptable evidence, in City’s sole judgment, that such failure was due to strikes, lockouts, labor disputes, embargoes, acts of God, inability to obtain labor or materials or reasonable substitutes for labor or materials, governmental restrictions, governmental regulations, governmental controls, judicial orders, enemy or hostile governmental action, civil commotion, fire or other casualty, or other causes beyond Contractor’s reasonable control and not due to any act by Contractor.

Contractor will take affirmative action to ensure that subcontractors and applicants are employed, and that employees are treated during employment, without regard to their race, color, religious creed, sex, gender, gender identity, gender expression, marital status, national origin, ancestry, age, physical disability, mental disability, medical condition, genetic information or sexual orientation.

18. Prohibition of Assignment and Delegation. Contractor shall not assign any of its rights or delegate any of its duties under this Agreement, either in whole or in part, without City’s prior written consent. City’s consent to an assignment of rights under this Agreement shall not release Contractor from any of its obligations or alter any of its primary obligations to be performed under this Agreement. Any attempted assignment or delegation in violation of this Section 18 shall be void and of no effect and shall entitle City to terminate this Agreement. 20. Waiver. No delay or omission to exercise any right, power or remedy accruing to City under this Agreement shall impair any right, power or remedy of City, nor shall it be construed as a waiver of, or consent to, any breach or default. No waiver of any breach, any failure of a condition, or any right or remedy under this Agreement shall be (1) effective unless it is in writing and signed by the party making the waiver, (2) deemed to be a waiver of, or consent to, any other breach, failure of a condition, or right or remedy, or (3) deemed to constitute a continuing waiver unless the writing expressly so states.

23. Amendment of Agreement. This Agreement may be amended only by a writing signed by both parties. If the City Manager has entered into this Agreement on behalf of the City, the City Manager may approve an amendment to this Agreement and additional payment up to the amount of his contract authority. This Agreement, and any dispute arising from the relationship between the parties to this Agreement, shall be governed by and construed in accordance with the laws of the State of California, except that any rule of construction to the effect that ambiguities are to be resolved against the drafting party shall not be applied in interpreting this Agreement. Any dispute that arises under or relates to this Agreement (whether contract, tort or both) shall be resolved in a municipal, superior or federal court with geographic jurisdiction over the City of Covina.

11. Insurance.

1) Commercial General Liability Insurance with a minimum limit of Two Million Dollars ($2,000,000) per occurrence for bodily injury, personal injury and property damage and a general aggregate limit of Four Million Dollars ($4,000,000) per project or location. Page 541 of 646 ends

Page 542 of 646 ends

14. Termination or Suspension of Agreement.

In no event shall Contractor be entitled to receive more than the amount that would be paid to Contractor for the full performance of the Work required by this Agreement.

15. Force Majeure.

27. Governing Law and Choice of Forum.

Overview
VectorUSA has proposed one (1) new camera location which will utilize a new LTE gateway. The LTE gateway locations will require power to be installed by the City at the camera/gateway location.

Cameras and Mounts
VectorUSA will provide and install a total of one (1) new Verkada camera. The camera models and types to be installed are as follows:

Outdoor Cameras
• (1) Verkada CD63-2TBE-HW – 4K Outdoor Varifocal Dome w/ IR – (1) Wall Mount Storage and Licensing
The Verkada cameras come with (90) days of on camera storage, so centralized servers or compute resources are not needed for the camera system. Each camera acts as its own server. The stored video can be accessed through the Verkada cloud software. One (1) 5-year camera licenses will be included in this proposal to bring all the included cameras onto the cloud-based software. Verkada’s centralized web–based platform, Command, allows users to find the footage they need in seconds. With features like Motion Detection, People Analytics and Vehicle Analytics, teams can quickly search across their organization to find relevant footage, eliminating the need to scrub through incidents manually.

Switching
For the LTE Gateway connected cameras, the LTE Gateway will provide the switch port for the camera connection.

Power
Power will be provided by the City for any locations that require power for the gateway. Power to the camera will be provided by the gateway. For cameras that require a power source greater than PoE+ (802.3at) will have a PoE++ (802.3bt) included in the proposal.

Connectivity
VectorUSA will provide and install new Category 6 copper cable to connect to the new cameras. For locations with LTE Gateways, a patch cord will be installed between the camera and gateway.

Pathway
Connection between the gateway and camera that extend further than 15 feet, conduit or liquid tight flex will be provided to secure the cable connection.

As-Built Drawings: As-built drawings are revised drawing sets submitted by a contractor upon completion of a job.

They serve to document all changes made during the construction process and allow contractors to track changes as work is performed. Any logical diagrams, schematics, or line diagrams produced during the installation of the project are included.

Inspection report: Inspection reports outline the inspection of a project, ensuring that its installation process, products, and methods meet a specific set of standards. These standards may be codes, industry-established standards, construction details, client preferences, or internal standards. The inspection report also cites project status and outstanding areas of improvement along with specific correction recommendations. Upon correction, a secondary inspection is issued to verify compliance to stated requirements.

Test Results: VectorUSA will provide the client with all test results including cable tests for continuity and performance. Certified “Pass” or “Fail” results are generated using a certified and calibrated test unit which determines whether a link is compliant with a category (TIA) or class (ISO); for example, category 6 or class E.

Permanent Link Certification: Permanent link certification tests the permanent portion of the channel which is the cable and terminations that exist between the patch panel and user outlet. It does not test the patch cables since these are not permanent and can be moved. The maximum permitted length of the permanent link is 90 meters.

Permanent link testing is preferred over channel testing since permanent links are considered the true foundation of the network. While this may not seem intuitive since proper data transmission relies on the performance of the entire channel, industry standards offer more headroom in the channel due to patch cords being the weakest link.

This means that when channel testing with quality patch cords, the channel can pass even if the permanent link has failed.

Channel Certification: Channel certification tests the connection from one active device to another (think switch to server or switch to laptop), and it includes any patch cords and equipment cords. In the data center, the channel would include any cable between two switches or between a switch and server and any patch cords used for crossconnects or interconnects. In the LAN, this would include any cable between the switch in the telecom room and the end device, including any patch cords from the switch to a patch panel and any equipment cords from the outlet to end device. The maximum permitted length of the channel is 100 meters.

Butterfly Diagrams: Butterfly diagrams are flat, two-dimensional depictions of a manhole or handhole showing the wall positions of ducts/conduits, duct types, and identifiers for each duct in the duct bank. These diagrams can also depict Cable ID and routing information, splice housings, service loops, vault dimensions and any other active or inert equipment.

Fiber Line Diagram: Fiber line diagrams are flat, two-dimensional depictions of vertical fiber cables, representing start and end points, pathway variations, and all applicable splice/termination points.

Splicing Worksheet: Splicing worksheets are spreadsheets or matrices containing fiber optic cable and strand counts, fiber types, and building locations.

Manufacturer Cable Warranty: Manufacturer cable warranties financially cover specific components that break down due to flaws and defects within the product itself. These are typically offered as a Standard option providing 1-Year coverage, or an Extended option that may cover up to twenty-five (25) years of coverage if properly tested and certified – receiving a “Pass” on all standard parameters.

CC Regular Meeting

AGENDA ITEM REPORT
ITEM NO. CC 23
Meeting: January 20, 2026
Title: First Amendment to the Agreement between the City of Covina and Infinite Air Solutions for HVAC System Installation as Tenant Improvements at 401 N. Citrus Avenue
Presented by: Brian K. Lee, Deputy City Manager/Director of Community Development Recommendation: Approve the First Amendment between the City of Covina and Infinite Air Solutions and Authorize the City Manager or his designee to and execute all related documents.

To facilitate the installation of an HVAC system within the facility as part of the improvements, the City Council awarded a minor construction contract to Infinite Air Solutions for HVAC installation with an amount not to exceed $24,300. The City and Contractor have noted that additional vents need to be added to the scope, and as such, the quoted price has gone up by $3,000. Staff recommends that the First Amendment be approved to allow for additional duct work to be added to the existing scope, in an amount not to exceed $27,300.

DISCUSSION:

The Management Agreement between the City and the Operator stipulates that the City will perform certain improvements to the building on a tiered system and within the allocated budget. Should there

Page 595 of 646 ends

be additional funding after the City completes the physical building improvements from the Tier I category, funding may be used to pay for additional build out assistance, up to the amount set aside through the CIP. Infinite Air Solutions’ original agreement scope stipulates that they will install ducting throughout both buildings, install a two-zone HVAC system, and install Nest thermostats. The additional scope within this proposed Amendment will also add four additional ducts to the restrooms of the facility.

The total price for completion of the original Agreement items and the additional scope is $27,300.

Following the City’s completion of the tenant improvements, the Operator will outfit the building to support their operation and the co-working space will open for business.

FISCAL IMPACT:

There is no impact to the General Fund. Funds are budgeted under account 4010-4000-55100- COWRK.

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

Not applicable.

Respectfully submitted,

AGENDA ITEM REPORT
ITEM NO. CC 24
Meeting: January 20, 2025
Title: Hazard Mitigation Plan Grant Funding
Presented by: Ric Walczak, Chief of Police
Recommendation: Approve Resolution CC 2026-14 to appropriate funding for the Hazard Mitigation Plan Update.

EXECUTIVE SUMMARY:

The City of Covina applied and was approved for grant funding through the State Office of Emergency Services (Cal OES) to update the City’s Hazard Mitigation Plan. This Plan must be updated every five years and identifies the natural hazards in our jurisdiction in compliance with state and federal mitigation planning requirements. A valid Hazard Mitigation Plan allow jurisdiction like the City of Covina to access emergency relief funding after natural disaster events.

DISCUSSION:

Updating the Covina’s Hazard Mitigation Plan entail’s establishing a planning process to include an evaluation and documentation of a full range of natural hazards to determine which hazards have historically posed a threat to Covina or have actually occurred in the city's history in addition to new and continuing threats that can affect Covina and its assets. Hazard probabilities will be considered by the planning team when evaluating the most common and significant hazards that historically occur in our area for inclusion in the plan such as earthquakes, windstorms and wildfires. During the risk assessment, each identified hazard will be profiled to describe the hazard history, probability, vulnerability, and impacts. Mitigation actions will be evaluated & then prioritized.

Department representative from fire, planning, economic development, building code enforcement, city management staff, and public works will make up the team. A consultant will also be hired as part of this grant to facilitate and develop the final plan for submission to CalOES.

FISCAL IMPACT:

Resolution CC 2026-14 requests an appropriation of $175,725.50. This is a cost sharing grant. The total project cost is $230,644 with $175,725.50 covered by grant reimbursement, and $54,918.50 will be from existing general fund budgeted costs. The majority of this cost is from staff time needed to complete this Hazard Mitigation Plan.

CEQA (CALIFORNIA ENVIRONMENTAL QUALITY ACT):

Not applicable.

AGENDA ITEM REPORT
ITEM NO. PH 1
Meeting: January 20, 2026
Title: Consideration of Fiscal Year 2026-2027 Community Development Block Grant (CDBG) Program Budget
Presented by: Brian K. Lee, AICP, Deputy City Manager/Director of Community Development Alice Leung, Management Analyst
Recommendation: 1. Open the public hearing and receive public testimony;

2. Close the public hearing;

3. Consider approval of the FY 2026-2027 CDBG program budget as recommended in Column C of the Table on Attachment A with the provision that:
a) the allocation be adjusted based on the final allocation as determined by the Los Angeles County Development Authority (LACDA), with a maximum of 15 percent of funding allocated for public service programs;

4. Adopt Resolution CC 2026-07, authorizing the allocation of the Fifty Second Year CDBG funds for FY 2026-2027; and

5. Authorize the City Manager or his designee to execute the documents related to the FY 2026-2027 CDBG funds.

EXECUTIVE SUMMARY:

As a municipality with a population below 50,000 prior to the most recent census count, the City of Covina (City) is ineligible to receive CDBG funding directly from United States Department of Housing and Urban Development (HUD). Instead, the City receives CDBG funds from LACDA through the Urban County Program. Under this program, LACDA applies to HUD for CDBG funding, and then divides the funding amongst its subrecipients such as the City of Covina. The City’s CDBG funding is accounted for under the Community Development Department budget.

LACDA requires that the City submits a preliminary budget and spending contract by January 31 of each year. Specific projects must be approved by LACDA and found to be in compliance with federal regulations. The FY 2026-2027 budget must take into account the scheduled Section 108 loan payment, which will reduce the amount of the FY 2026-2027 funds available for programming.

DISCUSSION:

The LACDA has notified the City that the estimated final allocation of CDBG funds for FY 2026-2027 is $266,966 CDBG funds can only be spent on activities that:
 Benefit low- and moderate-income persons
 Prevent or eliminate slum and blight, or
 Meet community development needs having a particular urgency (must pose a serious and immediate threat to the health of welfare of the community).

Under the CDBG program, public service (non-capital/non-construction) projects are limited to 15 percent of the annual allocation. The public service allocation for FY 2026-2027 will be $40,045, based on the planning allocation amount of $266,966 as shown in the table below.

Page 633 of 646 ends

Table 1. Funding Availability
FY 2026-2027 allocation $266,966
Total available for public service programs ($ 40,045)
Total available for non-public service programs $226,921 Estimated Section 108 payment for FY 26-27 $172,188
Remaining funds available for non-public service
programming $ 54,733
Section 108 Payment
The HUD Public Offering for the Section 108 Loan Program was completed in March 2018, at an interest rate of 3%. Principal and interest payments are now established for the remainder of the 20- year term. In FY 26-27, $172,188 is the amount being set aside to pay the Section 108 loan payment.

The amount payable for the Section 108 Loan payment is withheld from the City’s annual CDBG allocation by the LACDA.

Fiscal Year 2026-2027 Funding Applications - Public Service Programs Applications were received for the following public service programs:
 Senior Information and Referral
 Senior Nutrition
For fiscal year 2026-2027, the public service maximum cap is estimated to be $40,045. Notwithstanding the HUD 15% public service cap, the LACDA requires that each program be funded at a minimum of $10,000. Therefore, public entities using CDBG funds need to be consistent with two sets of regulations by two different funding agencies.

Table 2. Public Service Applications Submitted

1. Senior Information and Referral Program Yes $20,000

2. Senior Nutrition Program Yes $20,000

A total of $40,000 was requested in public service funding. $40,045 is available for programs. Two existing City public service programs have requested funding to continue their work. Staff and the Finance Advisory Commission is recommending continued funding of City public service programs.

Fiscal Year 2026-2027 Funding Applications - Programs other than Public Service After allocations for public service programs and payment and payment of principal and interest on the Section 108 loan, $54,733 is available for budgeting purposes. Program applications totaling $54,733 were received for this category.

The Finance Advisory Commission, which reviews, evaluates and monitors CDBG programs as part of the City's mandated Citizen Participation, considered all requests at their December 10, 2025, meeting in order to make a recommendation for funding to the Covina City Council. City staff members were also present. The Commission recommendation is shown on Column “C” of Attachment A and in Table 3 below. A copy of the draft minutes from the meeting is attached as Attachment C.

Final Recommendation by the Finance Advisory Commission on FY 2026-2027 Funding The Commission discussed the proposed projects at the Regular Meeting of December 10, 2025 and then voted on the recommendation to the City Council. The Commission members unanimously approved the staff funding allocations. In addition to funding recommendations, the Commission advised that in future years Staff should evaluate and implement additional outreach measures beyond the minimum CDBG notification requirements to better inform potential applicants of funding opportunities, including improving accessibility on the City’s website to enhance transparency and public access. The Finance Advisory Commission recommendation is indicated in Table 3.
