DATE: MARCH 7, 2022
SUBJECT: PROCEDURES FOR STREET NAME CHANGE REQUESTS
______________________________________________________________________
RECOMMENDATION
• Hear staff report
• Technical questions from the Council
• Receive public comment
• Further Council discussion
• Approve and adopt Resolution No. 2022-19, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF CRESCENT CITY APPROVING PROCEDURES
FOR STREET NAME CHANGE REQUESTS
BACKGROUND
At the City Council meeting held February 7, 2022, the Council directed staff on the development of a policy for the processing street name change requests. Staff requested such direction because the City does not currently have any standardized process. The Government Code only requires that the City Council adopt a resolution setting forth the name change and that the City notify the County Board of Supervisors. In practice, the City also notifies the US Postal Service, the City Police Department, the Fire Departments, the Sheriff’s Office / dispatch, and Del Norte Ambulance as well as local utilities.
ITEM ANALYSIS
The proposed policy implements procedures based upon the direction given by the City Council on February 7th. Highlights of the policy include:
• Supermajority (2/3) consent from property owners whose address will change is required
STREET NAME CHANGE PROCEDURES
MARCH 7, 2022
2 • Planning Commission public hearing – all affected property owners will be notified by mail; notice will be published in the newspaper
• No renumbering of house numbers, no name changes mid-block or mid-street where there is not a clear delineation of street segments, such as a bend or physical obstruction
• Planning Commission will either deny the request or recommend it for approval and forward the request to the City Council
• If the Planning Commission denies the request, then the requesting party may appeal that denial to the City Council
• City Council public hearing - all affected property owners will be notified by mail; notice will be published in the newspaper
• The decision to approve or deny a request to change a street name is completely within the discretion of the City Council
The resolution also provides that no fee will be required for submission of a street name change request. This can be changed in the future if a fee is adopted by a subsequent resolution of the City Council.
FISCAL ANALYSIS
The cost incurred for each street name change request will include: (1) staff time in reviewing requests and preparing staff reports; (2) publication costs of public hearings (approximately $100 each); (3) postage for mailing of notices; (4) if approved, new street signs; and (5) staff time updating City records for affected parcels.
STRATEGIC PLAN ASSESSMENT
This action supports the following Strategic Plan goals:
GOAL 1: Support quality services, community safety, and health to enhance the quality of life and experience of our residents and visitors.
GOAL 3: Obtain the highest levels of organization excellence.
B. Maintain responsible fiscal management and accountability.
