CITY OF EUREKA - Documentation Installationof 24’ Pipeline
PROJECT PROFILE
Oscar Larson & Associates (OLA.)
was selected by the City of Eureka to
complete a multi-phased project to
ensure the continuing operation of
the City’s water supply pipeline,
booster pump station, 20 MG
reservoir and high service pumps.
The initial phase included both
interior and exterior inspections to
establish the existing condition of
the pipeline. It was determined that
the existing pipeline was generally in
good condition with the exception of
cracking at some of the joints.
Following that phase, OLA. developed
a phased plan for paralleling,
replacing and rehabilitation of the
pipeline with the type of
improvement varying for different
sections of the pipe depending on
the condition of the pipe and
environmental conditions.
Subsequent studies evaluated the
booster station, reservoir and high
service pumps and made
recommendations for improvements
in those areas.
After approval of the plan and
recommendations by the City, OLA. was contracted to provide design and construction management
services for the various phases of
the improvements. At this time
eight projects have been completed.
The projects included the following:
• 26,900 feet of 28-inch HDPE
paralleling the existing main
through diked former tidelands.
• Valve replacement projects in the
existing pipeline and at the
reservoir.
• 5,600 feet of 18-inch ductile iron
pipe paralleling the existing
pipeline.
• Relocation of two sections of 24-
inch pipe totaling 5,000 feet.
The relocated pipe was ductile
iron pipe.
Replacement of electrical and
control systems at the booster
pump station. This included
provisions to mitigate surge on
pump start/stop.
Reservoir access and security
improvements.
Replacement of the high service
pumps, including the electrical
and control systems, and
installation of a standby
generator.
Paralleling of two sections of the
existing main with 24-inch ductile
iron pipe, total length 2,600 feet.
Paralleling a section of the
existing main with 3,700 feet of
24-inch ductile iron pipe.

Oscar Larson & Associates (OLA) was selected by the
McKinelyville Community Services District (District) to plan and design a section of the pipeline planned as
an alternative water supply line to provide water to the District in the event that the existing water supply line under the Mad River fails. The new line is to connect
to the Humboldt Bay Municipal Water District
transmission main in Areata, extend through Areata to
the new Highway 101Bridge crossing the Mad River,
cross on the bridge, and then extend along North Bank
Road to the District’s pump station at North Bank
Road and Azalea Avenue.
Prior to the start of this project, the section of the line in the bridge was constructed during the bridge
construction. That segment is 12-inch ductile iron
pipe terminating just north of the bridge. The line
designed by OLA, is an 18-inch PVC line that connects
to the 12-inch line, extends across a field to North
Bank Road and along the south side of North Bank
Road to the pumpstation. The total length of that line
is a little less than 4,000 feet. The section of line in Areata was designed by others. Construction of those
two sections of line is currently (Spring of 2014) in
progress with completion expected by Fall of 2014.

generation facilities and
equipment owned by the
Commonwealth Utilities
Corporation (CUC) on the islands
of Saipan, Tinian, and Rota. The
purpose of the investigation was
to assess the value and condition
of CUC assets and to identify
significant operational and
environmental risks at all
facilities. OLA. summarized the
findings of the investigation in a
Valuation Report, which identified
assets and risks at each visited
facility.
The findings identified in the OLA.
Valuation Report were used by
the CUCto improve operation
and maintenance procedures;
enhance planning efforts for
system repair/replacement and
facility upgrades.
The report was used to support
applications for funding and CUC
decision-making regarding the
benefits versus costs of obtaining
various types and limits of
insurance coverage for the
systems. The value of CUC
owned water, wastewater and
power generation assets were
valued in excess of S800 million.

SHELTER COVE BOAT LAUNCHING FACILITY
Eureka, California
Public facilities at Shelter Cove were
designed for the Harbor District and include a
beachfront concrete boat launch ramp sloping
into the Pacific Ocean; breakwater reconstruction; a paved access road descending from the blufftop to the beach; and blufftop parking
and restroom facilities. Protected from
northwesterly winds by Point Delgada, Shelter
Cove faces south and is circumscribed by 50
ft. high rock-and-sandstone bluffs. Facilities
were specifically designed for commercial and
recreational fishermen who, in years prior to
construction, used privately-owned, makeshift
facilities at the site extensively. Members of the
fishing community consistently participated in
planning the Shelter Cove project.
Oscar Larson & Associates worked closely
with the Harbor District, a citizen’s committee,
private groups, and public agencies to
develop Shelter Cove in a manner which
would simultaneously protect marine and
surfing resources, coastal waters, and the
King Range of Special Biological Significance.

PROJECT PROFILE
The $41/2 million run-of-the
river hydroelectric project at
Slate Creek in Shasta County,
California , was designed under
a turnkey contract with the
Granite Construction
Company. Itproduces 3,900
kw of power at peak production
and features two diversions -
each originating at a different
location and elevation and
each producing variable flows
and head losses. The design
for Slate Creek project
includes over 2Yimiles of
buried pipeline, 700 ft. of
elevated penstock dropping
steeply down a rocky hill, and
a single powerhouse. (The
powerhouse accommodated a

Dear Mr. Olson and Members of the Selection Committee,
PGAdesign is delighted to submit our Statement of Qualifications for landscape architecture services to the Crescent City.
Speaking from experience, your City is a wonderful place. Over the last couple of years, we have immensely enjoyed working with City staff and the community to develop the Beachfront Park Master Plan. We would like to build on that relationship.
PGAdesign’s expertise and experience could assist you by advancing and fleshing out Beachfront Park Master Plan into a vetted, buildable design and to generally upgrade municipal facilities, neighborhood parks and streetscapes.
For its 40 year history PGAdesign has completed over 88 park and recreation projects and several hundred public sector projects within Northern California. These projects range from large, complex regional waterfront park projects to smaller neighborhood parks and street improvements. We understand true success lies in collaboration between City staff, stakeholders, community groups, and the design team. We pride ourselves on being purposeful and attentive listening, and clear communication and presentation skills, facilitate design concepts that skillfully balance community needs and program requirements. Our team will be ready and able to assist the City’s needs as they arise no matter the size or complexity. We have sufficient staff to meet short deadlines or meet on site with limited notice. Here is an outline of services PGAdesign can provide:

D. Related Work Experience and Qualifications
The following is description of PGAdesign’s experience and qualifications for planning and designing parks and waterfront open spaces. PGAdesign brings both experience working with the City of Crescent and experience working with other California Coastal communities.
MASTER PLANNING: PGAdesign has developed master plans for Vallejo Waterfront Park, Oakland Union Point Park, and most importantly Crescent City Beachfront Park. For Beachfront Park Master Plan PGAdesign brought several threads together to establish a vision for the park.
• Promoting Coastal Access
• Creating a framework for long-term development
• Establishing a design statement for Beachfront Park
• Designing a sustainable and environmentally sound plan • Reflecting the great ideas of the community
• Creating a setting for success with grant funding
• Understanding potential CEQA concerns
SITE DESIGN AND ENTITLEMENT DRAWINGS: Integrating a site’s physical features — e.g. sun and wind exposure, slopes, existing vegetation, and soil conditions — with an understanding of pedestrian and vehicle circulation, emergency access, and community programing into a functional, cohesive, “PGA: We have enjoyed a high level of
service and a good—and fun—design
collaboration with them on other projects.
They are sensitive to sites, good with clients
and programming, and have done more
work on Oakland’s waterfront than any
one we know of.”
Henry Siegel
Siegel and Strain Architects
Beachfront Park Master Plan, 2020
and beautiful space is no small feat, and is the essence of good landscape site design. And add to that an overlay of code compliance, cost, and maintenance considerations. PGAdesign knows that all these elements must be considered and incorporated to bring the project through the City’s review boards for approval.
INCLUSIVE PLAYGROUND DESIGN: At the heart of park and playground design is inclusivity. ADA access does not guarantee inclusion so steps must be taken in the design to address special needs, disabilities, and basically recognize everyone’s right to participate fully and contribute in a meaningful way. On our award winning Rotary PlayGarden, we designed a fully accessible space that provides multiple activities that accommodate inclusive play needs and surpass accessibility requirements. There is rotating, swinging, sliding, climbing, spinning, bouncing, kinetic elements, sand, tactile play, water play, and a wheelchair accessible carousel.
PARK DESIGN: PGAdesign has a long history of park design. Our experience and expertise is best relayed by simply listing some projects:

HISTORIC PRESERVATION AND RENOVATION OR CITY PARKS AND FACILITIES: PGAdesign is unique in that we have a portion of our design focused on historic preservation with Principal Cathy Garrett heading up this division. Cathy is past president of the California Preservation Foundation, former Commissioner for the Historical State Capitol Commission, and past board member for the National Association of Olmsted Parks. She co-founded the Historic American Landscape Survey Group (HALS) of Northern California. She is also an asset when reviewing and giving guidance on projects coming before community groups and the Landmarks Preservation Commission. Some current and past preservation projects include:
• John Hinkle Park, Berkeley
• Berkeley Rose Garden Irrigation Rehabilitation, Berkeley • Piedmont-Channing Circle Stormwater Management,
Berkeley
• Alviso Adobe Community Park, Master Plans and Design, Pleasanton
• Montalvo Arts Center, Saratoga
• Grifth Park Fern Dell Cultural Landscape Rehabilitation, Los Angeles
• Allied Arts Guild, Menlo Park
• Alma College Site Assessment & Implementation Plan,

• California Nursery Rehabilitation Plan, Fremont
• California Memorial Stadium CLR, University of California, Berkeley
• Stanford Mansion State Historic Park, Sacramento
COMMUNITY FACILITATION: PGAdesign understands that good design depends on good community input and has thus has developed an expertise in community engagement. This expertise can be demonstrated by the community engagement process we developed and lead for the Beachfront Park Master Plan. On the Beachfront Park Masterplan, we worked closely with city staff and Greenway Partners to carry the community-led design process through project delivery. The city and other consultants had already taken set a great precedent for community involvement prior to our involvement. We worked with the city to maintain the community relationships and built on that trust. PGAdesign presented the Site Analysis, Trail Connections Recommendations and Wayfinding Diagram, three Master Plan Alternatives and associated CEQA review input and conceptuallevel cost estimates. We identified potential challenges, as well as a had broad discussion of maintenance considerations.
PGAdesign is willing to engage directly with community groups, individual citizens, local non-profit organizations, businesses, and government entities. We approach community engagement with an understanding that we are there to serve the community. We listen well. Our role is to facilitate conversation and to record, illustrate and ultimately tease out the threads that realize and synthesize community visions. The results are plans that the city and community at-large take pride and ownership in. The relationships formed and strengthened in this process will be the foundation of grant applications, collaborations, and community actions.
The Vallejo Waterfront Park Master Plan required two years of community input, design refinement and ultimately community approval. A diverse and divided community, PGAdesign had to start by engaging a community that had a history of mistrusting design professionals - some of that mistrust warranted from past experiences. Once we demonstrated the ability to listen and showed we would incorporate their concerns and views as much as feasible, while keeping the project viable, their mistrust dissipated. The community coalesced around the plan. The City Design Review Board and City Council unanimously approved the plan.
ENVIRONMENTAL EQUITY: Incorporating sustainable design practices into projects, as PGAdesign does, also means recognizing the environmental inequities experienced across communities. We understand that the impacts of climate change, from unhealthy air quality to the urban heat island affect, are often experienced most acutely by certain communities burdened by factors from racial discrimination to poverty. We are interested in supporting Crescent City’s Climate Change Plan, reducing the negative impacts of climate change as when we design resilient landscapes. Responsible and sincere community engagement is an important aspect of environmental equity.
SOFTWARE EXPERTISE: The Beachfront Master Plan was prepared in Revit and saved to AutoCAD and PDF formats. The perspective views will be prepared in Revit/Enscape and saved to Sketchup and PDF formats. We use industry-standard Revit software to draw our designs in three-dimensions. Revit along with Enscape allows us to convey plans during conceptual design in perspective views. Revit and AutoCAD are Autodesk software, meaning that we can incorporate City AutoCAD standards into our drawings, and export them back to AutoCAD whenever necessary. 3D models from Revit can be easily exported into Sketchup, AutoCAD and AutoCAD 3D for later use by the city and consultants.
GOVERNMENT AND LOW MAINTENANCE PROJECTS: PGAdesign has done work at a variety of municipal landscapes, from well-used urban spaces to waterfronts with intense weather conditions. We understand what maintenance would be required for the landscapes we design. We know that maintenance personnel are key stakeholders in and, with their input, often write project maintenance manuals. We have developed in-house plant library linked to our CAD program that allows us to select and space plants correctly, enabling less shearing and lower maintenance. We regularly research plants and materials for longevity and stay informed about work by our peers in other municipalities. Being that are work is entirely focused in California, we make regular trips to previous projects noting their level of maintenance, use, and age, and observing how materials endure.
With parks projects, we try to design spaces that look fresh and modern yet rely on materials with longevity. Clover Park in Dublin uses simple materials of concrete, turf, and plants to give the City a park that will endure. For instance, we added simple, attractive visual interest by installing different types of concrete benches, matching the seating requirements to different park nodes and play areas.
IRRIGATION, WATER EFFICIENCY, AND CLIMATE WISE PLANTING:
PGAdesign’s irrigation systems often employ subsurface drip and drip tubing for the shrubs, and bubblers for the trees. Heavy-duty drip systems conserve water and are durable. The drip systems have an added advantage that they require fewer valves than bubblers and are therefore less costly. Drip systems water the entire surface and are good for closely spaced groundcovers. Combined with a SMART controller, drip systems enable us to reduce water consumption on our projects.
QUALITY CONTROL: PGAdesign enjoys a reputation for consistently offering our clients high levels of technical competence combined with design solutions.
Our quality control process integrates procedures throughout the design process and have yielded excellent thorough construction documents. One example of this interwoven process is our weekly staff meetings where we verify projects have the support they need to meet deliverable commitments. Also, at these weekly meetings we conduct three-minute reviews of projects to share our professional lessons learned and design tips. We have procedures and checklists in place that cover various phases of the design process. Interim reviews are performed by the assigned principal prior to each submittal. The final quality review is completed by either a principal or senior landscape architect not on the project’s design team, which brings a set of fresh eyes to the project.
CONSTRUCTION DOCUMENTATION: PGAdesign is most well-known for its high-quality construction documentation. We have prepared construction documentation for many well designers (Hood Design Studio, Michael Van Valkenburg, Ken Kay, Weiss Manfredi, Mario Schjetnan, to name a few). We take great effort to assure the basics:
• Drawings and specifications use the same terminology. • There are sufficient drawing views (plans, sections, elevations, and details) to relay the design intent and constructability.
• Graphics are clear with legends and notes coordinated (confusing plans can lead to higher bids and fields errors).
• Plans are coordinated with other disciplines – structural, civil, architectural, etc. • Codes, easements, setbacks, maintenance and service needs are all respected and incorporated into the set.
• Plans are coordinated with other disciplines – structural, civil, architectural, etc. • Codes, easements, setbacks, maintenance and service needs are all respected and incorporated into the set.
After three and a half years the Fremont
City Council voted 5-0 in favor of adopting
the California Nursery Master Plan.
Their final vote recognized the extensive
community process, and the great vision
laid out for the future of this enormous
community asset. The final Plan strikes
the perfect balance of promoting the site
to the community and keeping the idyllic
setting intact.

Subject: Statement of Qualifications for Engineering, Planning, Environmental, Architectural, and Related Support Services, RFQ #2022-001 Dear Mr. Olson:
Thank you for considering our qualifications so that we may continue to provide on-call support services to the City. Our firm welcomes the opportunity to continue offering practical and cost-effective solutions for the City’s ongoing and upcoming projects.
SHN proposes to provide services representing three general disciplines: civil engineering, planning, and environmental services. The Request for Qualifications (RFQ) provided several criteria by which reviewers will evaluate our qualifications; here is a summary that addresses those criteria.
Overall Firm Qualifications. Small and rural communities such as the City of Crescent City are key and important clients for SHN. We understand the concerns and interests of small cities from numerous viewpoints, 1) as residents and tax/ratepayers, 2) as City and District Engineers for other small cities, and 3) as community leaders elected to district boards. Many SHN employees currently serve on various boards, committees, and commissions because we believe in being part of the communities that we live in. Several SHN’ers are trained under the FEMA Community Emergency Response Team (CERT) or part of an organization under the Community Organizations Active in Disaster (COAD). We also understand the need for infrastructure planning and grant funding to keep costs reasonable, and our goal is to be responsible stewards of our clients’ financial resources.
Firm’s Experience. The City’s RFQ provides a list of services that may be needed, and to save space and reviewers’ time, we tabulated the services we have provided for cities and services districts similar to the City (see pages 4-5). The quality of our work is supported by our client references. Our long-term and returning local government clients attest to our reasonable costs and approach, and our knowledge of relevant agency processes.
Approach to Services. Maintaining clear and consistent communication is a critical component to every project. We strive to foster a collaborative relationship with our clients and provide appropriate solutions.
Our team realizes that smaller municipal clients typically operate under modest budgets, and we provide reasonable and affordable solutions. Our approach is to work closely and collaboratively with our clients.
Jon Olson, Public Works Director
SHN Statement of Qualifications to Provide Consulting Services, RFQ #2022-001 March 17, 2022
Emergency Resources. SHN has experience providing services to facilitate emergency repairs, including emergency permitting, design, and construction coordination. For example, SHN recently assisted the City of Blue Lake when a 400,000 gallon water supply tank was vandalized, which released the tank's entire volume. SHN was on site within minutes of being contacted, outlining the repair work, consulting on the patch selection, and working with the repair contractor. The City was able to provide a continuous water supply, with most residents being unaware of the emergency repairs.
Additional Considerations. As a Principal of the firm, I am authorized to bind SHN to all commitments made in this proposal. SHN proposes two project managers to provide responsive services to the City; they are me for planning and environmental needs, and Jordan Ludtke, PE, for engineering needs.
Additionally, SHN meets the insurance requirements as required by the City. Finally, as requested in the RFQ, we are including our rate schedule under separate cover.
As requested in the RFQ, here is a summary of our contact information:

Approach to Providing On-Call Consulting Services
SHN proposes to provide on-call consulting services for the City professionals who will provide a wide variety of technical services and who understand the role of serving the public. Our municipal clients’ success is attributed to SHN’s:
○ Engagement – It is critical for the on-call consultant to work closely with the City’s Public Works staff, providing immediate access via phone or email. By developing this strong and collaborative relationship with the City’s staff, SHN will better understand and anticipate the needs of the City. ○ Adaptability – Our philosophy is to serve as a consultant who can adapt to varying needs. Some projects will require plans and specifications, others will require consultation in the field during construction, and some projects may be very conceptual and broad in scope and require more of a “big picture” approach.
○ Appropriate Solutions – Choosing the right tool for the job is critical in ensuring the job gets completed as efficiently and effectively as possible. While SHN has the ability to provide high-end technical solutions, we strive to provide practical solutions that are appropriate for the need. A simple and pragmatic approach is often the most appropriate. ○ Experience and Expertise – SHN offers a broad spectrum of services and can cover nearly every aspect of a project from planning through construction. When unexpected conditions arise, we have the people to find the solution. Whether it is a geotechnical concern, or if contaminated soils have been encountered, we have the experience and expertise to help the City get the project completed. ○ Funding Knowledge – SHN has been successful in obtaining and managing grant funds and low interest loans for municipal clients. We have assisted our clients in acquiring millions of dollars in grant funding and loans for various types of projects, including water and wastewater treatment and conveyance improvements, and transportation improvements. ○ Communication Skills – Clear and consistent communication is the key to success on every project. Failure to communicate can doom even the most simple and straightforward projects. We commit to have open and honest correspondence with City staff on every project. ○ Project Management – Bob Brown, AICP, and Jordan Ludtke, PE, are proposed as the Project Managers responsible for overall management of the on-call services contract. Depending on the type of project, Bob and Jordan will be responsible for project budgets and timelines, and they will ensure that the necessary deliverables are provided to the City.
City of Crescent City, Public Works Department SOQ to Provide Consulting Services, RFQ No. 2022-001 03 2. Related Work Experience and Qualifications
Understanding of City’s Operations and Projects
SHN’s current position providing on-call services for both engineering and planning to the City of Crescent City (and other entities) demonstrates our familiarity with projects that the City hopes to complete in the next few years.
SHN has been involved in promoting alternative housing opportunities and assessing housing needs and consideration of mixed-use opportunities for the downtown area, consistent with the City’s Economic Development Strategic Action Plan. Both our private and municipal work in the Crescent City area gives our geologists, biologists and environmental services familiarity with constraints and design considerations. SHN is currently translating these constraints into the City’s GIS system to expedite permit processing. We currently utilize the City’s MyGov site for building permit referrals and are assisting in structuring MyGov for planning applications as well. SHN is well versed in recent changes to State planning and housing law and CEQA and implementing recent legislative changes.
The City has been completing street, sidewalk/curb return as well as storm drain projects, with more to come. It is anticipated that improvements to the water pumping/distribution/storage/metering system and wastewater collection systems will continue over the next several years. Water District consolidation may be considered for implementation in the near future developing a new five-year capital improvement plan (CIP) is a priority task for the City. A major upcoming design effort will be implementing the Beachfront Park Master Plan and Pebble Beach Drive bank stabilization (SHN provided the geologic investigation). Coordination with Caltrans for transportation improvements, undergrounding, streetlights and hydrants continues. The City will be taking next steps in developing a new City Hall and may utilize some of its public parking lots for mixed use or housing projects.
Experience Examples from RFQ SHN Expertise in Crescent City How Expertise Benefits the City Example 1.
Knowledge of City’s building
permit system, and assistance
with permit reviews
SHN has navigated the City’s
building permit system for many
developments, such as water
tanks, housing, and cell towers.
SHN’s expertise in both
engineering and planning
benefits the City by designing
projects with fewer and lesser
impacts, those easing the permit
process.
Example 2.
Understanding of upcoming
design work and City’s specific
needs
SHN understands that upcoming
work will likely include water and
wastewater system improvements
and developing a Capital Improvement Plan.
Our expertise with similar work for
other municipalities will benefit the
City in securing funding, and
approaching projects in planned
phases.
Example 3.
Understanding of City’s
regulatory compliance program
and how to assist in its
implementation
SHN planners have an excellent
knowledge of the City’s
regulatory compliance program,
having assisted the City in over 50
projects since 2019.
SHN’s expertise benefits the City in
numerous ways, for example, by
allowing development through
Conditional Use Permits.
Example 4.
Understanding of the typical
planning process and how to
assist the City
Acting as the City’s contract staff
since 2019, SHN has developed an
excellent understanding of the
City’s planning processes.
SHN already-extensive understanding of the City’s planning process means we can “hit the ground running” with little to no review or
time to “come up to speed.”

City of Crescent City, Public Works Department SOQ to Provide Consulting Services, RFQ No. 2022-001 06 3. Staffing and Support
SHN’s team of multi-disciplinary professionals have a wide variety of expertise and experience. Our team (as presented in the organizational structure below) is experienced in providing on-call engineering, planning and permitting, and environmental services. In addition to the team presented in this statement of qualifications, SHN also provides surveying, geotechnical, biological, and materials testing and inspection services.
SHN has experience providing services to facilitate emergency repairs; including emergency permitting, design, and construction coordination.
It is paramount to maintain open lines of communication, especially in emergency situations, and we are always available by landline, mobile phone lines, and email. If selected, SHN will provide “off hour” contacts to be used only in emergencies. SHN will likely require two hours from the time of contact to arrive in Crescent City during an emergency.
The following graphic presents SHN’s multidisciplinary team for the City’s on-call retainer.

18 March 2022
RE: Statement of Qualifications (SOQ)-Civil Engineering and Other General Professional Services Dear Mr. Olson,
Stover Engineering, in association with Kennedy/Jenks Consultants (K/J) and GRI, are pleased to submit this SOQ to provide civil engineering and other general professional services just as we have under a similar City agreement for the past three years. Ward Stover, PE will remain the Project Manager/Principal Engineer, while Ryan Young, PE, PLS will provide land surveying services as needed. We anticipate several road and water related improvement projects in the next 5 years. Connor Rutten, PE and Charles Wright from K/J as well as other staff will be called upon depending on the staffing levels required for any task order. We have added Chris Ell, PE from GRI to round out any geotechnical needs the City may have. As you well know, Stover and K/J have successfully worked together on many projects for over 16 years, providing the local response a client needs, with the technical depth required for anticipated projects such as yours. GRI and Stover have been collaboratively providing services for the Pebble Beach Drive Bluff repair project the past 2 years. We have assembled a team that best meets the needs of the City for the following reasons:
• We are located just minutes away from City Hall and less than 10-minute drive to any of the City’s infrastructure. • A demonstrated history of performing a variety of engineering services for the City of Crescent City for 30 years and nearly continuously for the past 19 years, including current projects. • Successfully provided on-call professional services to the City under 21 Task Orders the past three years. • A team that will be locally managed and staffed for most projects with access to over 500 specialized engineers when needed for any task. • All key personnel listed above have current working relationships with City staff. We understand the need for City staff to meet face-to-face on short notice, collect field data with minimal travel expense, and meet with construction contractors and other personnel in person to get quick responsive results. That is why Ward Stover is proposed to be the Project Manager to provide a level of service unequalled by firms located outside of Del Norte County. All services are proposed to be contracted and managed through Stover Engineering. I am really excited on behalf of our team about this opportunity to continue working with the City in a capacity that best meets your needs. Please feel free to contact me should you have any questions. Very truly yours,

STOVER ENGINEERING
1 OVERVIEW
This Statement Qualifications (SOQ) is submitted in response to the City of Crescent City Request for Qualifications (RFQ 2022-001) for Engineering Support Services dated 15 February 2022 and amended by Addendum 1. Stover Engineering has reviewed the general scope of services that may be requested by the City for Civil Engineering Services and Other General Professional Services. It is a broad list that very few smaller firms, and even some larger firms, would have expertise in every category. We have assembled a core team that attempts to address most of the potential day-to-day needs of the City while remaining honest in our limited abilities in some areas that can be supplemented by specialized sub-consultant firms when the need arises.
Stover Engineering, located in Crescent City, is pleased to propose Kennedy/Jenks Consultants as our routine on-call sub-consultant to supplement any services that Stover is not able to provide to the City of Crescent City. We have over 16 years of experience working together on water and sewer projects for both the City of Crescent City and other public agencies in Del Norte County. We are currently working together on two wastewater projects in Del Norte County and have completed and currently underway a number of Task Orders under our current on-call agreement with the City. Services for Task Orders under our current Master Services Agreement have been provided under, or meeting, original budgets.
GRI has been included on our team to provide any necessary geotechnical services that may be needed for a rapid response to weather related damage, and in anticipation of capital improvement projects to the City’s infrastructure. GRI is currently providing Pavement Management Services to the City as well as geotechnical services in association with Stover Engineering and COWI for the City’s Pebble Beach Drive Bluff Repair project under separate agreements with the City.
For ease of review of this SOQ, we have followed the same outline format in the City’s RFQ proposal instructions. All experience listed below that does not mention a specific sub-consultant implies specific experience of Stover Engineering or that of Ward Stover with previous employers.
ORGANIZATION OF FIRM
Stover Engineering was established in Crescent City over 29 years ago in 1992 as a full-service civil engineering firm serving public and private clients in California and Oregon along America’s Wild Rivers Coast. Ward Stover, PE is the firm’s principal and sole proprietor with over 37 years of design and management experience in public works, private development, and structural projects.
We have seven employees including Ward L. Stover, PE and Ryan C. Young, PE PLS. They are both California Licensed Civil Engineers while Ryan is also a Licensed Land Surveyor.
Our only office is in Crescent City, just blocks from Crescent City City Hall and within miles of all of the City’s infrastructure.
In addition to our full-service in-house capabilities, we have a demonstrated record of successfully teaming with such national firms as Kennedy/Jenks Consultants, GRI, COWI, Brown & Caldwell, URS, and KMD Architects. It’s from those experiences that enable us to manage a multi-firm team with responsive and cost-

Kennedy/Jenks
The Stover Engineering team associated with Kennedy/Jenks is uniquely and well qualified to provide engineering and technical services generally requested in your RFQ and have done so under our current on-call Agreement with the City. In addition to our technical qualifications outlined throughout the SOQ, we have a team management system that is purely collaborative while still retaining structure to the communication and delivery process.
Besides examples of our current on-call tasks with the City, the best example of how this can work was the final realization of the City of Crescent City’s nearly $38 million Water Pollution Control Facilities in 2010.
During the course of nearly ten years, the City had four City Manager’s, three Finance Directors, and two City Engineers. It was completed under budget and just ahead of schedule with Ward Stover of Stover Engineering and Ron Walz of Kennedy/Jenks remaining as the Local Liaison (ultimately Project Manager), and Project Engineer respectively. A small local firm with only 8 employees successfully participated in and ultimately managed a complex wastewater project in a complex political environment with the assistance of specialists in the industry backfilling what we were not able to provide.
STOVER ENGINEERING
3 The same approach was used when Stover Engineering competitively assembled a team, including Kennedy/Jenks, to provide the design and construction management for the $33.8 million Crescent City Harbor Reconstruction project. The project was completed under budget and met its contractual deadlines. That project had major financial and permitting hurdles that were successfully overcome. Stover was not a broker but the primary provider in value of services providing the continuity needed for both small and large projects.
We are ready to continue a similar approach for the City of Crescent City with planned water improvements and other projects.
GRI
Established in 1984, GRI has provided full-service geotechnical engineering, pavement engineering, geologic, and hazmat solutions for challenging projects throughout the Pacific Northwest. GRI’s history provides a depth of expertise to help at any stage of project development, ranging from planning to design and construction.
GRI has a southern Oregon coast office in Brookings and has completed over 30 projects in California. GRI’s portfolio includes recent work performed for the City of Crescent and Del Norte County on N Pebble Beach Drive and S Pebble Beach Drive bluff stabilization project, and for the Jack McNamara Airport. GRI has provided geotechnical services on more than 100 projects for ports, coastal/federal authorities, private and industrial clients throughout California, Oregon, and Washington. As a result of this long-term, advanced experience with docks, piers, terminal expansions, causeways, office and support buildings, access roads, parking lots, and utilities, we are very familiar with the unique considerations for project development, coordination requirements, permitting, design, and construction of waterfront development.
The Stover Engineering Team proposes to tackle each task order with understanding the issue, identifying the potential need, and then assembling the right team regardless of which firm they are from. Once a scope of work is developed, deliverables established, and proposed fee is agreed upon, we will then move forward with the project. We will establish deliverable timelines. On larger projects, the use of scheduling software will be employed to develop reasonable deadlines and track progress and identify impacts due to delays. Regardless of task assignments, various responsibilities or even project size, Ward Stover will remain the Project Manager and key contact. In many cases, Mr. Stover and a Project Engineer, or other consultant, may attend meetings together. This is done to expedite the transfer of information to the rest of the team.

Grading and drainage design for Azalea Park Ballfield and Parking Improvements We have performed services for numerous projects in over 29 years in the service areas listed above. We would like to focus your attention to some key, distinctly different projects of small local agencies similar to, and including, Crescent City, which we have managed or designed over the past ten plus years. They exhibit most of the elements of the general services requested in the RFQ and should give the reader a sense of the breadth and depth available from our firm. This list does not imply we only do large projects as most of our projects are smaller in size. Circumstances have provided Stover Engineering with a rare opportunity to provide some major projects in a small community over the last fifteen years.
CWSRF Grant Wastewater Planning Study Klamath Community Services District, Klamath, California.
Kennedy/Jenks worked with Stover Engineering to provide wastewater planning services for Klamath Community Services District (KCSD). KCSD received a Clean Water State Revolving Fund (CWSRF) planning
STOVER ENGINEERING
6 grant to assess the existing condition of wastewater facilities and recommend improvements to increase capacity and bring the system into permit compliance. KCSD was facing several capacity issues related to wastewater treatment and disposal, as well as an under-funded wastewater utility that was not able to effectively implement corrective measures. In 2006, the CRWQCB issued a Cease and Desist Order (CDO) prohibiting additional connections to the wastewater system. Kennedy/Jenks worked with KCSD staff to obtain plant operating data and develop multiple, detailed treatment process alternatives addressing system deficiencies. With the aid of additional data collection provided by Stover Engineering, and by working closely with CRWQCB staff to establish key design criteria, Kennedy/Jenks was able to further refine each treatment alternative and present solutions that not only met the needs of the community, but that were also consistent with anticipated regulatory requirements, ensuring a smoother pathway and transition into permit compliance. Kennedy/Jenks performed detailed evaluations of alternative wastewater solutions, including primary treatment coupled with advanced nutrient filtration, sequencing batch reactors (SBRs), and membrane bioreactors (MBRs). Detailed life-cycle cost analyses were developed to understand both the upfront capital expenditures and the annual operations and maintenance costs that are critical to the development of a long-term, sustainable financial model. The planning study ultimately recommended a treatment and disposal alternative that provided sound technical solutions to the community, paved the way for lifting the CDO and re-issuing the permit, and met the construction grant budget requirements.
Crescent City Harbor District Tsunami Repairs This $33.8 million project is just one of nearly $50 Million of Harbor repair projects designed and managed by Stover Engineering since 2006. In addition to water side improvements, it included water, sewer, paving, fire protection, and fire code requirements with documented deviations permitted by the Fire Chief. This project had very tight timelines from various permitting authorities as well as funding constraints. The District’s annual operating budget is about $1.2 million so accurate cost estimates were essential. This project was completed under budget, below the original contract bid amount and within the contract schedule. The project was staged and bid to ensure the fishing fleet was fully accommodated with temporary repairs during the carb season following the 11 March 2011 tsunami.
City of Crescent City Water Pollution Control Facilities - In association with Kennedy/Jenks and other firms, this was nearly a ten year project which included the design and construction of a new directionally-drilled 24- inch HDPE ocean outfall (the largest ever pushed) and designed and construction of $37.8 million wastewater plant upgrade including headworks improvements, dewatering building, MBR tertiary treatment, new operation building and new lab building. Stover Engineering provided local design and study support including outfall water quality sampling, surveying, fund procurement and “taking the heat” from the public on controversial project due to project costs and limited bidding environment. We provided advice to management and City Council throughout the project due to high turnover in City management. We also provided technical support and testimony during a two-year grand jury investigation which ultimately exonerated the City and consultants from wrongdoing alleged by certain citizen opponents of the project.
Stover Engineering provided bidding assistance and coordination, project management and construction management, and record drawing draft. We also designed a chemical waste storage management system after project completion.
Elk Valley Road Reconstruction This project was designed by Stover Engineering in 2003 and illustrates what can be provided by a 4-person firm at the time. Design and construction management of 5,500 LF roadwidening and reconstruction project located in Crescent City, California. Project involved the design of major drainage improvements, numerous water line relocations/installations as well as road widening and sidewalk improvements. Drainage improvements incorporated large diameter elliptical concrete pipe due to the limited cover required for this project near sea level. Project alleviated chronic flooding in the area due to poorly

7 maintained drainage ditches. $4.3 million construction cost. The project was designed under a tight schedule and completed on a statewide basis for construction funds after design completion beating a similar sized project in Humboldt County for funding priority. We assisted in the preparation of NEPA documents and procurement of additional right-of-way lands.

Project Experience
WATER DISTRIBUTION SYSTEM MODELING & CIP PLANNING, CITY OF CRESCENT CITY, CRESCENT CITY, CA | HYDRAULIC MODELING | Kennedy Jenks is currently updating Crescent City’s (City) existing Infowater hydraulic model to be an all-pipe hydraulic model. Connor is the task lead for updating the model, which includes water meter geocoding, demand allocation, and model calibration based on available SCADA data. The updated model will be used to inform the City on how to optimally operate their system to minimize wear and tear on the City’s facilities. A storage evaluation of the system will also be performed to verify that the City has adequate fire flow storage and peak hour storage. Based on the findings of the hydraulic and storage analyses, Kennedy Jenks will develop CIP projects for the City.
BOVCSD SYSTEM CAPACITY ANALYSIS, CITY OF CRESCENT CITY, CRESCENT CITY, CA | PROJECT ENGINEER | Kennedy Jenks provided a system capacity analysis for the Bertch Oceanview Community Services District (BOVCSD) water distribution system to determine if the system has capacity to serve new facilities for the Elk Valley Casino. The remaining capacity of the Elk Valley Pump Station, BOV Tank, and transmission mains were all evaluated under max day demand and fire flow conditions using the calibrated hydraulic model to determine how much additional demand the system can handle. The analysis also incorporated the results of pump performance tests done for the two pumps located at the Elk Valley Pump Station to determine the capacities of each of the pumps both individually and combined. Connor was the task lead for the analysis and was in charge of the reviewing the model results and writing the technical memorandum. The final report provided the remaining capacity of each component of the distribution system as well as recommendations for both the City and BOVCSD on what could be done to increase system capacity.

ELEVATED TANK REPLACEMENT STUDY, CITY OF DAVIS, DAVIS, CA | HYDRAULIC MODELING | The City of Davis (City) is looking to demolish the existing elevated tank and replace it with a new elevated tank since the existing tank does not comply with current seismic standards. Kennedy Jenks will use the City’s existing hydraulic model to evaluate: (1) six potential locations for a new elevated tank; (2) the feasibility of increasing the storage volume of the new elevated tank up to 0.5 MG; and (3) increasing the water level operating range in the elevated tank to increase the hydraulic grade line of the system by 15 feet. The outcome of this study will be to identify the preferred location for the new elevated tank, based primarily on operational functionality. This study uses extended periods simulations to examine well pump and tank cycling patterns to ensure that the new proposed tank and control strategies do not have any negative impacts to the distribution system.
CITY OF TIGARD CACH RESERVOIR OWNERS REPRESENTATIVE, CITY OF TIGARD PUBLIC WORKS DEPARTMENT, TIGARD OR | HYDRAULIC MODELING | Kennedy Jenks is currently the owner’s representative for the City of Tigard Public Works Department for the construction of a new 3 milliongallon (MG) reservoir that will serve the western portion of the City’s 560 pressure zone.
