Project Title: Closed Captioning for Council Meeting Streams Requesting Dept.: Administration
One-Time Cost: $35,000
Ongoing Cost: $8,000 Annually
Recommended Year: FY 2022-23
Funding Source: Public Education Grant (PEG) Monies
The City’s Council Meetings are currently broadcast live through public access cable channel 36, as well as streamed live through the City’s website. Closed captions are offered through the cable system broadcast, but not through the City’s live stream on the website. This project would implement captioning services for adding closed captions to live and previously recorded Council Meetings streamed through the City’s website. This will require a one-time investment in new captioning hardware equipment and an ongoing service fee to the captioning provider for captioning services. Adding closed captions to Council Meetings streamed through the website adds another point of accessibility for the public.
Project Title: Online Public Records Request System
Requesting Dept.: Administration
One-Time Cost: $1,000
Ongoing Cost: $9,000 Annually
Recommended Year: FY 2022-23
Funding Source: City General Fund
The project is the proposed implementation of an online public records request system that would allow the public to submit requests for public records online, as well as provide staff with a fully integrated solution to efficiently route, monitor and respond to pending requests. The City’s current public records request process is completely manual and requires the public to submit requests via a manual form either in-person or via email. An online public records system will increase efficiencies and make the process of requesting public records easier for the public. As part of this project, the City would need to procure a software system and budget for annual service/maintenance costs in future budget years.

Project Title: Online Zoning and Land Planning System
Requesting Dept.: Planning
One-Time Cost: $35,000
Ongoing Cost: $50,000 Annually
Recommended Year: FY 2022-23
Funding Source: Technology Investment Fund
A zoning management platform will provide a public facing tool to allow the public to check plans against zoning requirements online. Additionally, the ability to generate three-dimensional building surfaces would allow planners and customers to easily visualize potential projects while incorporating the City's zoning ordinances. This system will reduce traffic to City Hall by providing an online portal for the public to find zoning and land related information remotely. Separate from the OpenGov system recently deployed by the Public Works department for permitting, this system is used primarily for informational purposes to view zoning and other land related information.
Project Title: Website Enhancements
Requesting Dept.: Administration
One-Time Cost: $50,000
Ongoing Cost: $10,000 Annually
Recommended Year: FY 2022-23
Funding Source: Technology Investment Fund
The project is the proposed review and update to the City’s website as it relates to the text copy and information displayed throughout the website. A third party copy/content writer service will be used in conjunction with staff to rewrite information on the website to be up to date, accurate, and consistent throughout the site. This service should also provide guidelines and templates for staff to create new copy content in the future. The goal of this project would be to ensure that information displayed on the city website is clear, concise, and consistent throughout for the effective and efficient use of the public.
ORGANIZATIONAL EFFICIENCY/TRANSPARENCY PROJECTS
Project Title: Maintenance Management & Asset Software System Requesting Dept.: Public Works
One-Time Cost: $152,000
Ongoing Cost: $27,000 Annually
Recommended Year: FY 2023-24
Funding Source: Technology Investment Fund
The City currently uses outdated software for work order tracking. This tracking system is not directly linked to any infrastructure assets. New integrated software for both work orders and asset management would provide both cost and tracking efficiencies and increase productivity. This software could also be configured to allow City contractors to input data into the system to create accountability and allow staff to manage the productivity of contractors. Staff would recommend a cloud based system that would not require the utilization of City servers. Staff envisions this software will integrate with the public mobile app for 311 reporting by the public.
Project Title: Online Paperless Agenda Management Platform Requesting Dept.: Administration
One-Time Cost: $13,000
Ongoing Cost: $7,000 Annually
Recommended Year: FY 2023-24
Funding Source: City General Fund
The project is the replacement/update to the City’s online paperless agenda management platform. The City currently contracts with Destiny Software, Inc. for the AgendaQuick software system. The current contract is set to expire at the end of FY 2022-23. The agenda management platform is used to create, review, assemble and publish paperless agendas for City Council meetings. The agenda management platform is integrated with the City’s website, making the agenda packet easily accessible and available for the public. Additionally, the agenda management platform works in collaboration with the City’s video streaming service to provide the public with full access and transparency of City Council meetings. As part of this project, the City would need to procure a software system and budget for annual maintenance costs in future budget years.
ORGANIZATIONAL EFFICIENCY/TRANSPARENCY PROJECTS (cont.) Project Title: Online Video Streaming Services
Requesting Dept.: Administration
One-Time Cost: $20,000
Ongoing Cost: $10,000 Annually
Recommended Year: FY 2023-24
Funding Source: Public Education Grant (PEG) Monies
The project is the replacement/update to the City’s online video streaming and archiving service. The City currently contracts with Swagit Productions, LLC for the streaming of City Council Meeting video online and archival on the City’s website. The current contract is set to expire at the end of FY 2022-23.
Video streaming allows the public to watch City Council meetings live on the City’s website. Additionally, the video archive indexes the content of the meeting video, allowing the public to choose video pertaining to a specific agenda item or view the entire meeting. Archived video is available for viewing on the City’s website and in integrated into the City’s online agenda management platform. Additionally, with recent updates to technology since the City first entered into a video streaming contract, the possibility exists to also incorporate closed captioning services as part of the video streaming package. As part of this project, the City would need to purchase new broadcast hardware to be installed in the Council Chambers video equipment system, as well as budget for ongoing streaming service costs in future budget years.

Project Title: Voice over IP Network (VoIP) Phone System Requesting Dept.: Finance & Administrative Services
One-Time Cost: $120,000
Ongoing Cost: $20,000 Annually
Recommended Year: FY 2022-23
Funding Source: Accumulated Replacement Funds & Technology Investment Fund This project is the proposed purchase of a voice over IP Network (VoIP) phone system. A VoIP phone system differs from a traditional phone system in that the phones use a modern computer network to connect to the main phone system and each other. Moving from a traditional telephone wired system to VoIP system offers advantages in administration, functionality, and resiliency. Calls made through a VoIP system will be made through a digital voice service rather than the traditional analog telephone system. This improves call quality and reliability, as well as provides redundancy when using a cloud based digital voice service.

RECOMMENDATION
Receive and file the attached investment report.
DISCUSSION
California Government Code Section 53607 and Cypress Municipal Code Section 2-18(f) requires the submission of a monthly investment report to the City Council. As of April 30, 2022, the City had $183.6 million (current market value) in cash and investments and the interest return (yield) on the public funds investments was 0.49%. As required by government code, all investments are in conformity with the City's investment policy and sufficient cash flows are available to meet the next six months of estimated expenditures.
The attached Summary of Cash and Investments presents the investments held by the City of Cypress as of April 30, 2022. The Investment Report consists of the following five summaries:
1. Summary of Cash and Investments - Provides the total portfolio of the City.
Changes in Cash and Investments - Provides a two-month cash flow analysis by fund type. These separate fund types allow for restricted monies to be segregated and tracked separately. The total ending amount agrees to the current market value shown in the Summary of Cash and Investments.
2. Investments at Market Value by Maturity Date - Provides a list of investments by maturity date, and an indication of the liquidity (ability to turn into cash) of the investments. The California Government Code restricts the type of investments eligible for public funds. The City’s Investment Policy further defines permitted investments.
These restrictions in investment types and the terms of allowable investments result in limited yields on City investments.
3. Interfund Investments - Shows the amount of loans between City funds. There is a loan outstanding from the Infrastructure Reserve Fund to the Cypress Recreation and Park District General Fund related to the construction of Lexington Park.
4. Summary of Cash and Investments Held by Fiscal Agent and In Trust - Shows the investments held by fiscal agents for the benefit of bondholders of City-issued debt as
5. investments held by fiscal agents for the benefit of bondholders of City-issued debt as well as investments held in trust by the Public Agency Retirement Services (PARS) for offsetting unfunded pension liabilities. The amounts held by fiscal agents are restricted to making future debt service payments and the pension trust amounts can only be used for future pension obligations. The legal restrictions on the allowable investment types are less restrictive than those in the City's portfolio, which provides the potential for higher yields to be earned on investments held by fiscal agents and in the pension trust.
As mentioned previously, the City had $183.6 million (current market value) in cash and investments at April 30, 2022. The investments included Federal Agencies Debt ($14.5 million) and Investment Pools ($164.7 million). The City's bank accounts held $4.4 million on April 30, 2022.
The majority of the investment portfolio is with the State Investment Pool (Local Agency Investment Fund or LAIF) in which the State’s investment experts provide a diversified investment pool for local agencies to invest. By using the combined size of the participating cities and agencies, the State Pool can provide better yield, liquidity and investment knowledge than otherwise would be available to a single entity. The City has also invested in CalTRUST, which is a joint powers authority (JPA) investment pool option for public agencies. Expanding the pooled investment options provides flexibility and liquidity until market yields increase.
The amount of cash in the City’s checking accounts fluctuates based on the maturity of investments, daily cash receipts, and when vendors and employees are paid. The daily balances maintained in the checking accounts provide credits which offset monthly bank charges. In addition to the Federal Depository Insurance Corporation (FDIC) which insures the first $250,000, excess checking deposits are secured by banks, government, or mortgage securities valued between 110% and 150% of the deposits.
