CITY OF DELANO

STAFF REPORT
November 3, 2025
Agenda Item: 10
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Brandon Rodriguez, PE, City Engineer
SUBJECT: Award of contract for the “2025 Delano Civic Hall Remodel Project” to FortuneFatliff General Contractors Inc. in the amount of $3,130,413.00 and authorization for the City Manager or her designee to sign the construction contract and any other documents needed to complete the project.

RECOMMENDATION:

Staff recommend that the City Council award the contract for the “2025 Delano Civic Hall Remodel Project” to Fortune-Fatliff General Contractors Inc. in the amount of $3,130,413.00 and authorization for the City Manager or her designee to sign the construction contract and any other documents needed to complete the project.

DISCUSSION:

The project involves the remodel of an existing classroom building located at 1002 Eleventh Avenue, on the south side of the old Methodist Church campus as described in the project plans and specifications. The existing structure is approximately 8,300 square feet. All interior finishes and exterior wall finishes have been removed as a part of a previous asbestos abatement project. Improvements include an exterior facelift intended to make the new Civic Hall resemble the architectural style of the existing church and an interior remodel creating a new Civic Hall for future gathering events. The building’s mechanical, electrical, and plumbing systems will be upgraded and modernized to meet current code and energy requirements. Site work includes a new block wall, flatwork, trash enclosure, and an emergency generator with enclosure.

A bid protest from Black/Hall Construction Inc. was received, the complaint referred to the apparent low bidder’s non-compliance with the generator specs; staff reviewed the apparent low bid, consulted with the City Attorney, and found the apparent low bid complete and in compliance with the plans and specifications, and the subject complaint thereby unfounded. The city responded to the bid protest letter.

Seven (7) responsive bids were received and opened on September 25, 2025.

CONTRACTOR TOTAL BID AMOUNT
Fortune-Fatliff General Contractors, Inc. $3,130,413.00 4C Global, Inc. dba 4 Creeks Build $3,160,000.00
Black / Hall Construction Inc. $3,399,759.00
Marko Construction $3,534,500.00
BDM Inc. $3,627,875.00
RM Construction Design & Build $3,931,168.00
Aventus NV, Inc. $4,190,790.00
Staff have checked the bids and verified that the low bid is complete and fulfills the requirements.

FISCAL IMPACT:

A contingency of $469,562 (15%) is requested, bringing the total possible project cost of $3,599,974.00.

This project was budgeted over the next two (2) fiscal years with $1.7 million allocated per year in 140- 95000-411-P00088 in the Capital Projects fund 140. This approval allows the Finance Director to reallocate the total $3.4 million to the current fiscal year including the additional contingency amount requested. This approval authorizes the City Manager, or her designee, to execute change orders within the above budgeted contingency amount as needed.

CITY OF DELANO

STAFF REPORT
November 3, 2025
Agenda Item: 11
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Brandon Rodriguez, PE, City Engineer
SUBJECT: First Reading of an Ordinance of the City of Delano revising Section 10.20 of the Delano Municipal Code related to Traffic Speed Zones on Dover Parkway between 1st Avenue and Woollomes Avenue.

RECOMMENDATION:

Staff recommend that the City Council consider the proposed ordinance revising Section 10.20 of the Delano Municipal Code to provide for speed zone limits on Dover Parkway between 1st Avenue and Woollomes Avenue.

DISCUSSION:

On August 7, 2023, the City Council approved the most recent required speed survey to update traffic speed zones throughout the city (Ordinance No. 2023-1344). That radar survey consisted of using radar to determine the range of speed of 100 vehicles during non-peak hours to calculate the 85th percentile speed, which is the speed at which the 85th fastest vehicle out of 100 is traveling; the recommended speed zones can then be adjusted considering accident history and other factors.

The authorization and guidelines for setting speed limits are in the California Vehicle Code, sections 22350 through 22363. This city-wide survey will be conducted again in 2028.

Prior to our next required speed survey, staff recommends revising Section 10.20 of the Delano Municipal Code to establish a speed limit on Dover Parkway from 1st Avenue to Woollomes Avenue. Staff additionally had County Line Road from Albany Street to Melcher Road surveyed to ensure the new road improvements to County Line Road were considered and to address speeding concerns. Staff concur with the speed survey that there should be no change to the speed limit for this portion of County Line Road.

Upon the effective date of the Ordinance, staff will place speed limit signs where necessary.

FISCAL IMPACT:

There is no direct cost for adoption of the ordinance except sign installation, which is included in the current road maintenance budget.

Subject: City of Delano Speed Survey on Countyline Road and Dover Parkway

Dear Mr. Rodriguez:

Pursuant to your request, our office has completed a speed survey of County Line Road and Dover Parkway in the City of Delano. Following is a summary of the speed survey and our findings.

BACKGROUND
The California Vehicle Code (CVC), Division 11, Chapter 7 establishes laws for governing the prima facie speed limits (meaning the speed limits that apply when no other specific speed limits are posted) for various roadway classes and conditions within the state. Based on CVC 22358, “…the local authority may by ordinance determine and declare a prima facie speed limit of 60, 55, 50, 45, 35, 30, or 25 miles per hour, whichever is found most appropriate to facilitate the orderly movement of traffic and is reasonable and safe…” When it can be shown that the prima facie speed limits are not applicable for the existing conditions of a roadway, the speed limit can be altered by posting an appropriate speed limit as determined by an engineering and traffic survey.

An engineering and traffic survey, as discussed in the CVC, refers to a survey of traffic conditions using methodologies established by the Department of Transportation for the use by state and local authorities. The engineering and traffic survey is to include the following:

1. Prevailing speeds as determined by the traffic engineering measurements.

2. Collision records.

3. Highway, traffic, and roadside conditions not readily apparent to the driver.

In an effort to determine speed limits, the City of Delano has determined that an engineering and traffic survey shall be performed for County Line Road and Dover Parkway. The roadway segments contained within the scope of this study were surveyed in September 2025 and are listed in Table 1.

METHODOLOGY

SURVEY LOCATIONS
The speed survey limits included County Line Road from Albany Street to Melcher Road and Dover Parkway from 1st Avenue to Woollomes Avenue
City of Delano October 21, 2025
City of Delano Speed Survey on Countyline Road and Dover Parkway Page 2 of 3 Job No.: 238925004

SURVEY DATA COLLECTION
Data was collected in the field in September 2025 with the use of a Decatur Electronics SI-3 radar gun. The radar gun was calibrated in February 2024. The radar speed checks were conducted by Provost and Pritchard Consulting Group staff, from a position that insured the smooth and unhindered flow or traffic.

The radar gun was utilized to sample vehicle speeds from an on-coming position and from an aft position. The consistency of the overall data collected for each roadway segment, reflects the accuracy of the methodology used.

Data collected in the field was recorded on speed survey forms, which included the speed information for a sample of 100 vehicles, as well as information regarding the roadway conditions of the segment being surveyed.

SURVEY DATA ANALYSIS
Field recorded data was used to determine the median speed, 85th percentile speed, 10 mph pace (the 10 mph increment of speed containing the largest number of vehicles), and speed recommendation for each of the surveyed roadway segments. The spreadsheet analysis for each roadway segments is attached.

The 85th percentile speed is the speed at or below, which 85 percent of the observed free flowing vehicles travel, and it is the speed that is recognized as a “safe and reasonable speed” for travel under normal conditions. The recommended posted speed for a roadway, according to the California Manual on Uniform Traffic Control Devices (CA MUTCD), should typically be the nearest 5 mph increment of the 85th percentile speed. A summary of the data and evaluation of the prevailing speeds is shown in Table 1.

COLLISION RECORDS
As part of the engineering and traffic survey, the CA MUTCD requires that collision records be reviewed in the determination of appropriate speed limits. In order to do this, two years of collision data, from March 31, 2023 to March 31, 2025, was obtained from the California Highway Patrol’s State Wide Integrated Traffic Records System (SWITRS). During the two years, there were 5 accidents on County Line Road between Albany Street and Melcher Road while there were 6 accidents on Dover Parkway between 1st Avenue and Woollomes Avenue. None of the accidents were reported to be speed related.

While the speed survey was being conducted for each roadway segment, roadway conditions were observed and noted if needed. Based on the CVC and CA MUTCD, roadway conditions that are considered readily apparent to motorists, such as width, curvature, grade and surface conditions, would not be considered in the determination of downward speed zoning.

SPEED SURVEY SUMMARY
A summary of the speed survey data is shown in Table 1 on the following pages. The data includes the following information for each roadway segment surveyed:
• Segment limits
• Two-year collision data
• Median speed limit for collected data
• Critical speed limit (85th-percentile)
• Pace Speed
• Speed limit based on critical speed
• Recommended speed limit per consideration of CA MUTCD and CVC guidelines Table 1 below summarizes the survey and recommended speed limits for County Line Road and Dover Parkway. The speed survey prepared in June of 2023 split County Line Road into two segments between Albany City of Delano October 21, 2025

Street and Melcher Road. For this updated survey, County Line Road was consolidated as one segment between Albany Street and Melcher Road. The consolidation was based on recent street improvements related to development and striping improvements along the segment which has made the roadway a consistent width and configuration.
