Prepare the Plans, Specifications, and Engineer’s Estimate for Minor Capital Projects For basic capital improvement projects, such as ADA upgrades, pavement rehabilitation, and restriping projects, we have a team of engineer’s capable of preparing a biddable set of plans, speci?cations, and engineer’s estimate. We can work with the City identify the full scope of work to be done, prepare any plans necessary on full size sheets orjust exhibits as the projectdictates, prepare the technical speci?cations required for any material or methods being used on the project in conformance with the Standard Speci?cations for Public Works Construction or other standard speci?cations as necessary, and determine the estimate of probably construction costs for budgeting purposes.

Review/Draft PS&E Certification
Another step that must be completed for federal aid capital improvement projects before beginning the construction phase is for the City to certify that the PS&E, is prepared in accordance with all applicable local, state, and federal standards. Depending on the type of construction, whether or not the project is on the National Highway System (NHS), and the size of the project, Caltrans may or may not specify what design standardsto use per LAPM Chapter 11, "Design Standards". This PS&E Certi?cation also includes a checklist of federal contract language that must be includedin the project speci?cations.

We can work with the consultant from the beginning of a design project to ensure properdesign standards are used, and we can review existing PS&E documents to ensure all items in the PS&E Certi?cations are completed adequately. This may include securing any design exceptions or public interest ?ndings as needed. The PS&E Certi?cation is completedin accordance with the guidelines outlined in LAPM Chapter 12, "Plans, Speci?cations, and Estimate".

Prepare City Boilerplate Specifications with State and Federal Provisions One of the main components of the design phase of a capital improvement project is preparing the project speci?cationsfor the contractors to bid. For state and federal aid projects, these speci?cations must include additional provisions, including establishing DBE goals, and bidder forms for the bid to remain eligible for federal reimbursement.

We can work with the currently adopted standard speci?cations for the City to include the additional provisions and forms. The additional clauses can either be inserted into the general speci?cationssection or we can create a new section titled "Special Federal Speci?cations". All language is added in accordance with LAPM Chapter 12, "Plans, Speci?cations, and Estimate" or HUD requirementsfor C086 Projects.

Once these speci?cations have been prepared, they can be amended with the ?nal project technical speci?cationsthat are developed by the prime consultantsand approved by the NM team.

Review/Draft Utility Agreements
Many capital improvement projects require either the relocation or adjustment of utility facilities. When state and federal funds are involved in the project, the City must determine who is ?scally responsible for the utility relocation or adjustment and have a utility agreement de?ning the roles of each agency. If the utility is responsible for adjusting their facilities (City has prior rights) then a simple utility agreement is adequate. Ifthe City isresponsible for adjusting the facility (utility has prior rights) then a Caltrans-speci?c utility agreement is required along with Speci?c Authorizationfrom FHWA for the relocationto be eligible for federal reimbursement.

Depending on the complexity of the project, we can either support the project by dra?ing utility agreements or review utility agreements prepared by others for conformance with Caltrans procedures. Utility 7 Item Number: 11.

agreements must be executed priorto receiving ROW Certi?cation. All utility agreements are preparedper the guidelines outlined in LAPM Chapter 14, "Utility Relocations".

Review/Draft ROW Certi?cation
Before any federal project can be begin the constructionphase, the City must certify that it has secured all property rights and easements to all properties being accessed. This Right-of-Way (ROW) Certi?cation is then submitted to Caltrans for review and approval. The ROW Certi?cation could include full acquisitions with relocation assistance, possessionand use agreements, temporary constructioneasements, and/or utility agreements among other items.

Depending on the complexity of the project, we can either support the project by drafting the ROW Certi?cations or review ROW Certi?cations preparedby others for conformance with Caltrans procedures.

All ROW Certi?cations are prepared per the guidelinesoutlined in LAPM Chapter 13, "Right of Way".

Assist with Bidding Procedures and Provide Minor Construction Support For federally funded projects, we understandthe challengesthat cities face once the authorizationto proceed with construction(B76) is received. From following the proper bid advertising criteria, to reviewing DBE good faith efforts, to proper construction management and inspection, navigating the federal regulations and paperworkcan be daunting.

Before construction begins, we can sit down with the City and outline all federal constructionrequirements.

We can assist the City in establishing bid advertising procedures as required, attending any. pre-bid meetings, reviewing bid documents for federal compliance, preparing bid summary sheets, reviewing DBE goals and good faith efforts, and submitting the award package to Caltrans. We can advise the City in complyingwith all guidelines outlined in LAPM Chapter 15, "Advertise and Award Project", Chapter 16, "Administer Construction Contracts", and the Caltrans Construction Manual.

Prepare and Submit Final Report of Expenditures
Once construction on a federally funded project has been completed and accepted by the City, and all payments have been made, including the retention, the City must submit a Final Report of Expendituresto Caltrans for review and approval before they will approve the ?nal federal reimbursement. This report highlights key project information including key dates, a contract change order summary, and a material certi?cation among other items.

We can prepare and submit the Final Report of Expendituresfor federal aid projects. We can work with the City to ensure the material certi?cation is ?lled out properly, noting any exceptions. We can compile the contract change order summary, ?nal detail estimate, and ?nal inspection form. We can advise the contractor to submit their ?nal DBE paperwork priorto issuingthe Notice of Completionto include in the Final Report of Expenditures. A successful project closeout is contingent upon following proper federal proceduresthroughout the life of the project, and we can be there to advise every step of the way.

Project Management and Control System
NAI utilizes a very basic but streamlined projectmanagement and controlsystem. We track project history, deliverables, and action items with Microsoft Excel. This allows us to quickly update pertinent project information for minimal cost and very little training. To supplement the Project Status Sheets, we use Microsoft Project to track both a master schedule of all projects and a detailed schedule of individual projects.

Item Number: 11.

Page 325 of 371 ends

By using Excel and Project, we ensure all of our clients have the same project management and control system tools to take over project delivery at any point. This approach ?ts with our vision of integrating seamlessly into our client support.

In addition to the project management and control system, NAI maintains a business cloud account with Citrix Share?le. With Share?le, we are able to provideour clients with unlimited cloud-based storage and document delivery as necessary. This service can be used to mirror all the NAI ?les associated with this as needed support so that the City can access everything NAI produces at any time.

We have been successfully delivering capital projectsto our municipal clients for nearly 30 years with this management system, and we encourage you to reach out to our municipalreferences. However, if the City desires more elaborate tools like Basecamp, Trackit, Asana, or Slack, we will be happy to discuss.

Other Services
One quality that NAI provides above managing grant funded projects is the ability to assist the City in developing their annual Capital Improvement Program. Every year City staff must provide a CIP to City Council for approval in the budget for that ?scal year. The ClP identi?es how public works projects will be funded for that ?scal year and into the future. The developmentof the CIP begins with identifying the full list of projects necessary to fully realize the General Plan. Then, using appropriateplanningdocuments, these projects must be prioritized based on need and ?nds available. The projects will be funded by a mix of local funds such as the Developer Impact Fees, Gas Tax, and Measure A; along with funds from other agencies such as State, Federal, CVAG, and neighboringagencies.

We have the ability to assist the City each year to identify what projects have been completed and what projects must be added to the CIP. We can help prepare project budgets and schedules to make sure appropriate funds are available throughout the year. We can also track the CIP projects on an individual level to ensure all projects remain on budget and ahead of schedule.

Exclusions
NAI fully understands the magnitude of effort required to manage the project during construction in conformance with Chapter 16 — Administer Construction Contracts of the LAPM, including reviewing subcontractor request forms, labor compliance, progress payments preparation, and preparing contract change orders. NAI will provide as much assistance as possible but is not established to perform general construction management or inspections.

Organization Understanding
The unique quality that has made NAI successful in the Coachella Valley is our ability to be utilized as much or as little as our public clients require. We focus on public work staff augmentation rather than replacement. Our goal is to integrate with the existing City organization without interfering with management decisions to expand department staff or reorganize as they see fit. This model allows our clients to utilize our services in one year to staff an open position and then scale back to only manage their large federal projects the next.

Project Management Administration Experience
We have experience in all public works project delivery aspects, from a fundamental Needs Analysis to ?nal acceptance. We have been either developing or assisting in the development of the Capital Improvement Programs for our clients, as well as managing speci?c projects as requested. We are KiNAI

SR-26-186
City of Desert Hot Springs
City Council

AGENDA ITEM REPORT
To: City Council
Date: September 1, 2026
Department: Public Works
Prepared by: Raul Arauz, Associate Engineer
Subject: Hacienda Avenue Street Improvements, City Project No. 3003 Notice of Completion
RECOMMENDATION:

Approve the work as performed, accept the project as completed, authorize the City Manager to approve final payment to All American Asphalt, and direct the City Clerk to file the Notice of Completion for the Hacienda Ave Street Improvement Project, City Project No. 3003.

BACKGROUND:

The now completed Hacienda Avenue Street Improvement Project extends along Hacienda Avenue from West Drive to Tamar Drive and represents a major investment in the City's pedestrian, bicycle, roadway, and street infrastructure.

The project included roadway improvements, approximately 10,000 linear feet of sidewalk, ADAaccessible improvements, bicycle lanes, landscaping and irrigation, new LED street lighting, pavement markings and crosswalks, a meandering sidewalk with solar bollard lights, a “Interpretive Garden” and other associated improvements intended to provide safer connections between residential neighborhoods, schools, parks, public transit stops, and commercial areas.

The City secured multiple funding sources for the project, including $1,322,000 in Active Transportation Program (ATP) Cycle 4 funds and $2,999,000 through the Clean California Local Grant Program Cycle 2, supplemented by Measure A, SB 1, and DIF Streets funding.

DISCUSSION:

On December 12, 2024, the City Council awarded the construction agreement to All American Asphalt, the lowest responsive qualified bidder, in the amount of $6,631,992.00, with a 10% contingency of $663,199.20. The City also retained Omnis Inc. to provide project management and inspection services.

During construction, several unforeseen circumstances, discrepancies and information gaps between construction documents and existing field conditions, and supplemental surveying and design coordination, required changes to the original contract. A total of 20 change orders were processed, of which 18 were approved and are listed below and attached in the Change Order Log. The total amount for all change orders resulted in $1,141,940.33, which was approximately 17% of the original contract amount. The largest change order approved was for the change in pavement rehabilitation Item Number: 12.

method, from “Grind and Overlay” to “Pulverize and Overlay” in the roadway section from West Drive to Palm Drive. During construction, the Design Engineer of Record, the City’s Consultant Engineer, and the City Engineer inspected the pavement condition throughout the project prior to paving, and it was determined that the pavement between West Drive and Palm Drive was more deteriorated and structurally deficient than others areas and recommended utilizing the Pulverize and Overlay method instead of the Grind and Overlay method for pavement. The pulverize and overlay method removed and replaced a 3-inch structural section instead of a 2-inch structural section of asphalt, which was necessary in that area due to the structurally deficient and deteriorated pavement condition. Although more costly upfront, this sustainable approach reuses the existing pavement material, reduces hauling and disposal, and associated emissions, while providing a stronger pavement section and greater long-term value to the City.

Sustainability measures included reused pavement materials, by way of a full depth reclamation, through pulverization and overlay, the project reused approximately 3,600 cubic yards of existing roadway material, the installation of 39 energy-efficient LED street lighting, and 32 solar-powered bollards along the meandering sidewalk, reducing material waste, energy demand, and the project's environmental footprint.

The City was also able to meet requirements of the Clean California grant with the construction of the Interpretive Garden, a most welcome improvement that provides an Educational Outreach component while highlighting the City's desert environment and expanding the project's benefit beyond traditional street improvements.

The completed Hacienda Avenue corridor represents a significant transformation and long-term investment in the community. The finished improvements provide an impressive streetscape from one end of the project to the other while substantially improving pedestrian accessibility, bicycle connectivity, roadway conditions, lighting, landscaping, and overall safety.

FISCAL IMPACT:

The original City Council-approved project budget was $7,469,191.20, including the construction contract, construction contingency, construction management, materials testing, and related project expenses.

The final construction contract, including approved change orders, is $7,773,932.33.

STRATEGIC ALIGNMENT:

This initiative supports the following goals of the City's Strategic Plan:

Goal 4: Public Safety - Staffing and Community Policing Enhance the quality of life for our residents and staff by establishing appropriate law enforcement staffing levels and implementing community policing initiatives.

Goal 6: Community Beautification
Focused execution of beautification efforts city-wide via enforcement measures and the abatement of illegal dumping.
