W.G. Zimmerman Engineering's Traffic Engineering projects are very extensive. Since the firm's inception 28 years ago, W.G. Zimmerman Engineering has prepared project plans either through its "On -Call" contract services or RFP process. Most of our projects were Federally Funded or on a State Route requiring coordination or approval through Caltrans. Our Team is well rounded and has a previous history of working together.

The following team members will support W.G. Zimmerman Engineering in providing quality traffic engineering services to the City of Downey.

We at W.G. Zimmerman Engineering have served as the City Contract Traffic Engineer to various Southern California Agencies as well as staff augmentation includes serving as City Engineer, Interim Public Works Director, Senior Civil Engineer, Associate Engineer, Assistant Engineer, and Inspector.

This experience provides the City of Downey with a team well versed in City operations and protocols, and a thorough understanding of City internal operations.

Mr. Bill Zimmerman will serve as the Project Manager/Traffic Engineer. He will direct WGZE/City staff as needed to complete City directed Task Assignments. We will coordinate with the City of Downey prior to assigning any tasks to WGZE staff.

We will use our in-house system to control project budgets/task assignments. This system was based upon our previous staff augmentation contracts with Southern California Agencies. It provides the task assignments, proposed budget and scope of work, and timeline. Internally, we assign a project number for timecard monitoring. Weekly timecards are review by the Project Manager to assure the City of timely work efforts while maintaining project budgets.

As Contract City Traffic Engineer, Bill Zimmerman will be available for either On -site or remote capabilities. Task assignments requested by the City will be entered into a data base along with proposed budgets and timelines. Projects requiring count data will be included in the budget and timeline.

On a weekly basis, we will provide the City a project status of each assignment and issues and constraints. This information will be provided as a Progress Report in word, listing each project such as traffic calming, resident concern, traffic signal operations, stop sign warrants, traffic impact report reviews, or general comments. Within the body of the progress report, it will describe the progress, outstanding issues, requested City information including traffic accidents, and estimated completion date.

Internally, WGZE has internal weekly staff meetings. These meetings provide an opportunity to review timelines and assign staff to meet these delivery dates.

This process has enabled us to meet all our obligations in a timely manner and provide a quality product.

Below is an example WGZE's Project Work Plan:

Project Management Approach - WGZE has managed civil and transportation engineering On -Call projects from small to large-scale for Southern California Agencies. In addition, our project experience includes projects which follow; City, County, State, and Federal guidelines for funding and plan development. We understand how the various pieces of the puzzle fit together, which agency approvals are required and when each phase must begin and end. A project schedule for each 7812 Edinger Avenue, Suite 302, Huntington Beach, CA 92647 Page 1 17 T: 714-799-1700 1 F: 714-333-4712 1 www.wgze.com

project assignment or Task Order will be prepared to address delivery expectations such a major milestones, deliverables, meetings and coordination activities between different disciplines.

Kick-off meetings will be set between the appropriate Team members, the City of Downey's project management staff, and other stakeholders with a purpose of identifying special needs and concerns, communication protocol, design issues and scope of work, establishing project criteria, deliverables and milestones, discussing the expectations of the City, and the exchanging of project information.

Monthly progress meetings will be held with the City to discuss timelines and project progress, as well as to resolve issues and concerns to maintain the project schedule. Team meetings will be held initially at two intervals, then reducing to one monthly meeting to discuss project issues. Interim meeting will be set as necessary to resolve concerns.

A continual Project Deposition of Comments/Responses will be maintained for the project. This approach has been successfully implemented on our other successful projects and provides direct feedback on issues and assigns responsibility for resolution to our associated Team Members. It is updated on a monthly basis and provided with our Progress Report.

Team Communication - A project communication plan will be utilized to provide project information and track project submittals and responses. We will provide the City a Microsoft OneDrive file folder to share files quickly and utilize Microsoft Teams as our communication tool with coordinate with the City. In addition, a communication log with e-mails, phone conversations, and letters will be maintained at WGZE and provided to the City on a monthly basis. Communication with the City will be established through the WGZE Project Manager.

A successful project depends not only on the technical and managerial competence of the WGZE Team, but on how well the WGZE team communicates with each other and the City staff. WGZE would endeavor to discuss the project status and key issues, on a weekly basis, either by phone or in person. The WGZE Team proposes that weekly meetings and/or conference calls be held between relevant team members and staff to maintain project and task schedules.

Agency Coordination - Agency coordination is an important element of the project development. We understand the significance of inter -jurisdictional project coordination and the impacts to costs and schedules. Our management system has a coordination component incorporated into the overall project with updates as often as necessary. Currently, we use both emails and in -person meetings on our projects with the City of San Diego which located 1.5 hours away. It has worked very successfully on our high -profile Talbot Street Slope Restoration project, Memorial Park Infiltration Project and the Dalbergia and Thor Infiltration Project.

Document Control - WGZE will implement a computerized project information database for the team at the inception of each project and provide the skilled support staff to maintain the database and to control the timely input of appropriate project information. A project web page may be developed to allow all project participants to electronically input all contractual and technical information, including computer -generated engineering drawings, quickly and accurately and access them freely on a daily basis.
7812 Edinger Avenue, Suite 302, Huntington Beach, CA 92647 Page 1 18 T: 714-799-1700 1 F: 714-333-4712 1 www.wgze.com

Project Delivery - A Gantt Chart is used to develop the specific tasks required for each project. Each task's progress is updated on a weekly basis and compared to set milestones such as 35%, 60%, 90%, and Final plan submittals. WGZE Team members will be assigned as necessary to meet the project needs and delivery schedule. The appropriate WGZE Team staff member will address their specific area of expertise regarding project needs, budget, and schedule and coordinate this information with their WGZE Team coordinator.

Fundin -We have been successful with well over $50 million to local agencies for project funding including Federal, State, County, and other program funding. In addition, we are well experienced in funding management for eligible and ineligible expenses. We have secured funding for the following agencies: Downey, Norwalk, Signal Hill, Seal Beach, Rancho Mirage, Cerritos, Lake Elsinore, Brea, and Irvine.

Budge - Once we receive a Notice to Proceed, we internally assign a project number. Some projects require sub -task cost tracking. These projects have additional sub -category project number assignments. A budget is assigned to each sub task. The project budget expenditures are updated weekly. The assigned WGZE task manager has access to this information. WGZE has weekly project management meetings to discuss all on -going projects. This provides an opportunity to review the project and subtasks budget, scope of services and schedule and to make any changes as necessary. Invoicing will be made to the City on a monthly basis.

Caltrans Support Documents - We have worked with Caltrans on behalf of Local Agencies for Encroachment Permits, and other State mandated documents. Our experience includes District 8 - San Bernardino/Riverside, 7 - Los Angeles, 11 - San Diego, and 12 - Orange County.

WGZE computer systems consist of 12th generation Intel Core i9 processor laptops connected through cloud -based applications which enable mobile use. Our desktop systems all utilize Windows 11 Professional operating systems.

We license all of our programs which include:
• Office 365 which includes: word processing (Word), spreadsheet preparation (Excel), presentation preparation (PowerPoint), and database development (Access). • WGZE staff has developed a number of Excel templates for performing engineering calculations related to storm water hydrology/hydraulics analysis and design, traffic analysis, pavement design, and cost estimating, as well as financial calculations. • We use Autodesk's AutoCAD Civil 3D 2023 for two and three-dimensional design, drafting and preparation of perspectives.
• We also use AES, WSPGW, HEC-HMS and HEC-RAS for storm water basin hydrology and hydraulics analysis and design, and our staff is capable of utilizing all local and regional drainage design criteria and methodologies.
• Traffic signal corridor modeling is accomplished using Synchro 11 software. • All projects are scheduled and monitored using Microsoft Office Project. • For Plan Reviews, REVU Bluebeam is used for redlines and comments. 7812 Edinger Avenue, Suite 302, Huntington Beach, CA 92647 Page 1 19 T: 714-799-1700 1 F: 714-333-4712 1 www.wgze.com

5 - TEAM PROCESSES AND RESOURCES
Planning Philosophy: Our project planning process begins with weekly meetings to discuss projects, special needs, staffing levels, and timelines. This allows us to focus on high priority projects to ensure we meet our contractual obligations in a timely manner.

As a small business, we operate under the efficiency of constant project communication. Our staff is well versed in the project's overall goals, scope of work, and timelines. We continually discuss every detail of the project, including expected results versus actual results, analysis parameters, proposed mitigation, and final results.

Organization Structure: Our organizational structure includes an overall manager to assist staff member on projects and help guide them. Additionally, we have a manager of operations who serves as a quality control and assurance engineer. Staff engineers vary from design engineers to project engineers. Each staff member works together on projects without any hierarchy in place. This ensures good communications and discussion to benefit the overall project and City.

Management Plan: As the Registered Traffic Engineer, the overall project responsibility and internal approval falls to him. However, each project is assigned a lead to be responsible for the project. This includes managing g the scope of work, budget, and schedule. Our weekly internal meetings provide an opportunity for these project leads to discuss the project's needs and resources.

At W.G. Zimmerman Engineering, we maintain a list of all active projects along with budget and timelines. We meet weekly to ensure that each of the projects is within budget and timelines are met. Each project lead discusses the project progress, issues and constraints, and timelines. Our methodology has been successful in delivering projects on time and within budget.

As projects are reaching the conclusion dates, we verify at a daily project meeting to ensure that the projects staffing needs are met and engineering services are available. As a small business, we have the ability to shift staff daily to meet the needs of the project. 6 - SUPPLEMENTAL INFORMATION
W.G. Zimmerman Engineering, Inc. (WGZE) possesses the required coverage at the time of preparing this SOQ. If selected, WGZE will provide proof of insurance to the City of Downey.

In the last five (5) years, WGZE has not been in any litigation resulting in settlements orjudgements between our firm and clients.

City of Downey
Department of Public Works

Downey, CA 90241-3817
Subject: Qualifications for On -Call Traffic Engineering Services, FY 2023-2025 Willdan Engineering (Willdan) is pleased to submit this Statement of Qualifications to the City of Downey to provide traffic engineering services on an on -call basis. Willdan has a long history and a cadre of experience providing traffic engineering services involving all services such as daily traffic engineering functions to assist staff in the City's Public Works Department Engineering Division. Some of these services would include assisting with capital improvement projects, traffic engineering studies and investigations in response to day-to-day requests and complaints received from residents and businesses, and other related services. We can provide the City with a project team that excels in the necessary disciplines to complete any project awarded under this on -call contract. Client satisfaction is our number one goal.

As a multidisciplinary firm, Willdan offers a full complement of in-house staffing resources that enable us to provide all services requested in the City's Request for Qualifications along with a complete range of services to fulfill other City needs that may arise during the course of the traffic engineering services contract. Willdan's team offers:
..,
Willdan is providing services to the City of Downey through our current five year on -call traffic engineering contract and has provided these and other services over the past 36 years. Although from time to time our team members have changed, Willdan continues to ensure the City receives exemplary services and maintains our Client -First philosophy to keep the City's goals and standards at the forefront of our mission.

Our team members have an outstanding working relationship with City staff on a wide variety of traffic engineering projects, including traffic signals, signing and striping, traffic analysis, Engineering & Traffic Surveys, and signal timing. Willdan is providing engineering design services for the Lakewood Boulevard Pedestrian and Traffic Signal Upgrades project. This project entails preparing design plans, specifications, and estimates for ADA pedestrian improvements and traffic signal upgrades at four intersections. Willdan is also assisting the City with updating Engineering and Traffic surveys for 64 street segments throughout the city.

Highly Skilled Project Manager
To provide the City of Downey with consistent, responsive, and targeted services, Willdan offers a team of experts led by Mr. Jeffrey Lau, PE, TE, ENV SP. Mr. Lau is an accomplished engineer 562.908.6200 1 800.499.4484 1 fax: 562.695,2120 1 13191 Crossroads Parkway North, Suite 405, Industry, California 91746-3443 1 www,wilidan.com

possessing 19 years of experience with large -to -small-scale, multi -discipline, multi -agency traffic and transportation projects. Mr. Lau is responsible for analysis, coordination, and transportation design and manages design projects for cities and counties throughout California. His background offers expertise in managing and preparing plans, specifications, and estimates for traffic signal, signing and striping, street lighting, and construction traffic control. Mr. Lau has personally designed over 400 new and modified traffic signal installations. Through this experience, he possesses an in-depth understanding of the importance of meeting schedules and developing the most cost-efficient project to meet budgetary constraints. Mr. Lau is familiar with the City's processes and procedures — having completed the design for the City's Paramount Boulevard Traffic Signal Safety Upgrades and Safety Enhancements project and served as an extension of staff at the City for two years. 59-year Track Record
Willdan has extensive experience providing a complete range of engineering services to local agencies on an as -needed and project -specific- basis. The firm's capabilities encompass streets and highways, drainage, water/wastewater, signals, traffic programs, bridges and structures, landscaping, and mapping. We provide services in all phases of project development, including site analysis and conceptual development, preliminary and final design, and construction management and inspection. Our services involve environmental planning, facility financing, and state-of-the-art computer -aided design. We have direct experience with county, state, and federal processes, regulations, and requirements.

Grant Writing and Management
As an added value, Willdan's team provides a highly knowledgeable resource to assist City staff with grant writing and management. Willdan offers an excellent track record pursuing and securing state/federal funding for various cities and counties with over $56 million in funding secured in the past five years. Our submittals have a greater than 50 percent award rate on competitive state and federal grants. Over the last two cycles of HSIP funding, Cycles 10 and 11, Willdan submitted 41 grant applications for our clients and successfully obtained funding for 33 of those applications — an 80-percent success rate totaling over $24 million.

Willdan has enhanced the capabilities of our team through the use of two subconsultants — City Traffic Counters, for Traffic Counts and Bess Testlab, Inc. for substructure research. Qualifications for these two firms are presented in our submittal.

Ms. Vanessa Munoz, PE, TE, PTOE, President of Willdan Engineering is authorized to make representations and negotiate on behalf of the firm. She can be contacted by mail at Willdan Engineering, 13191 Crossroads Parkway North, Suite 405, Industry, CA 91746; by direct office phone at (562) 368-4848; by cell phone at (562) 447-6844; or by email at [email protected].

Willdan prepared a traffic calming study in September 2020 and recommended traffic calming measures to be implemented on Vermont Avenue between Alondra Boulevard and Jackson Street including signing and striping improvements to narrow the roadway, and more clearly notify drivers of the speed limit. The improvements were installed in early 2022 and Willdan collected 7-day speed profile data before the improvements were implemented and after. Willdan prepared a report summarizing the data collected and analyzed the change in data to determine if there were significant impacts to the traffic patterns after the improvements.

Year Completed: 2022
The purpose of this study is to evaluate and verify the community perception regarding the cut -through traffic and traffic speed in the neighborhood. Willdan developed a questionnaire and the Public Works Department distributed the questionnaires to all residents in the study area. Based on the information obtained from the questionnaires, Willdan collected data to verify the residents' perceived traffic issues.

Willdan recommended traffic calming improvements and they were implemented in 2021. After they were implemented, Willdan collected data and prepared an after -study analysis and report to share the outcomes of the implemented improvements.

Project Management
Multiple Task Order Project ManagementApproach verie
Our approach to serve the City on this contract is based upon our 59- year history of serving public agencies. Willdan utilizes a management approach, whereby each assignment is undertaken by a project team.

Each project is assigned to a senior member of our staff with the background, experience, and availability best suited for the assignment.

Willdan has designated a team to provide on -call support services to the City for specific projects/task orders. The fundamental goal of Willdan's team is to provide the City with the highest level of support in completing the as -needed special tasks. This will require close personal coordination between Willdan and the City. To accomplish this, we will conduct interactive meetings with City staff throughout the course of each assignment to ensure all issues are addressed. Our team has a broad variety of talent and experience in city engineering; development review; public works permitting and inspection; capital improvement project design, inspection, and contract administration; facility and infrastructure maintenance and repair; surveying; and soils investigation. Combined with our understanding of the desired services, Willdan can assist the City with successful completion of all engineering matters.

Willdan will commit the appropriate staff to ensure specific projects, as well as the overall contract, are successful. Our intended approach is to:

Develop and maintain collaborative, trusting working relationships with City staff Be flexible on staffing and types of services provided to meet City's needs Co Be cost-effective
Have continuous -improvement mentality
0 Be responsive to needs of City and involved communities Communication Approach
Willdan recognizes that effective, ongoing cooperative communication between all parties over the course of any assignment is essential to successful project completion. This communication starts with a project kick-off meeting where the objectives and expectations of the City for each task order/assignment are clearly articulated and understood by Willdan. In addition, agreed -upon methods and scheduling of formal reporting are established with identification of individuals to be involved in the project's decision -making process. This sets forth accountability and responsibility for informing and facilitating the project.

As the project progresses, communication continues through regular correspondence, teleconference discussions, and meetings with City staff seeking direction on issues that may arise and keeping City staff apprised of the project. Clear and concise progress updates are provided. Emails and teleconferences are utilized whenever possible and appropriate to minimize City staff time spent in meetings.

Willdan's methodology focuses heavily on client service and communications. As a firm with a strong public agency orientation, many of our client relationships are long term and ones in which our staff develops intimate familiarity with the client's staff since we very often serve as an extension of public agency staff. As such, it is extremely important that our presence on each assignment is seamless.

Statement of Quafifications

FY 5055-20 5 19

Willdan's staff assigned as City Engineer, Land Surveyor, Traffic Engineer, Building Official, and other higher -level positions most often work independently of the other project team members, since they are generally working directly for and with public agency staff as a part of the agency's staff. In this instance, the project team's role is subservient to the primary assignment and only comes into play on a support basis or on a project -specific basis, such as for additional services for capital improvement project design, reviewing tract and parcel maps, and structural assessments.

Technical Approach
As previously stated, upon receipt of a project assignment or award, Mr. Lau will analyze the project and assign a Discipline Manager with the appropriate qualifications and experience to ensure tasks are completed in accordance with the City's goals and visions. Together, they will select qualified team members to provide technical support for the project.

Mr. Lau will convey all-important matters to the assigned Discipline Manager and the selected project team as
appropriate. The Discipline Manager will, then, take full responsibility for understanding the project requirements, detailing the project scope requirements, and estimating the fee ® Fully understand project scope and

to complete the project effectively and efficiently. The assigned Discipline Manager will maintain the team members assigned to the project from beginning to end. This means the same individuals responsible for design elements are the same individuals reviewing shop drawings, preparing as -built plans, or responding to questions during the bidding or construction process. This management approach has been proven on past projects to be effective in delivering projects on time, within budget and to the client's satisfaction.

The six key components of this approach are:

Project Reporting and Meeting
Mr. Lau will develop regular progress reports to be delivered electronically to key City of Downey staff using a standard memorandum format developed by our team and as approved by the City. Regular progress meetings will be conducted by Mr. Lau to acquire information, keep staff informed of key design decisions, and obtain staff concurrence on project issues.

Staffing and Resource Management Plan
Willdan is completely committed to providing the staffing and resources required to complete projects under this contract on schedule and with high quality. To ensure we meet this commitment, we prepare labor projections for all projects. Projections are made for each individual project and then aggregated by the technical director to produce division/office-wide labor needs and identify shortages or surpluses.

Statement of Qualifications
fop.On-Call Traffic EngineerinService
FY 2023-2025 20

Labor planning for this contract will be conducted on an individualized basis. Mr. Lau, together with each assigned Discipline Manager, will identify the staff required to complete each awarded project and calculate the hours. This data will be input into our project staffing needs plan on a weekly basis. If the City awards Willdan a significant amount of work, Willdan will hire additional personnel, if needed, to provide additional support as necessary.

For activities that do not require a specific person (i.e., draftsperson, technical aide, word processing, etc.), this estimate will be done on a position basis. Project staffing assignments will match the experience of personnel with the degree of project complexity. Because resources are often shared for any given project, our project managers are very involved in our staff workload projections.

Project Initiation
Our project approach includes our dedication to meet early with City of Downey staff to finalize the scope, schedule, and process, as discussed above. The assigned Discipline Manager — together with Mr. Lau — will hold a kick-off meeting with key City staff outlining the project schedule, specific needs, and project information as appropriate.

The Discipline Manager will prepare the meeting agenda and notes and provide them to City staff in a timely manner. Once approved by the City, Willdan will await a notice to proceed from the City of Downey. At this point, we will begin preliminary engineering and the project officially begins.

Project Objectives
The objectives of any project are essentially the objectives of the City of Downey. Prior ' to initiating Willdan's efforts, a thorough understanding of City concerns and objectives is essential to ensure project success. Willdan will work closely with City staff and other involved agencies to identify specific goals, objectives, and challenges. The initial project scope and needs assessment are vital since the City of Downey's and other involved agencies' goals could impact the schedule and overall cost.

Project Scoping
Once the Discipline Manager has identified the City of Downey's goals for a project, the st Discipline Manager will work with Mr. Lau to develop a comprehensive scope that clearly identifies the various tasks and associated deliverables — a critical component to ensure an effective and attainable project schedule. Willdan will develop a detailed scope of work that adheres to the sequence of tasks necessary to provide for project planning and design. Development of a comprehensive scope of work will aid Mr. Lau in minimizing miscommunication among all project team members, including City of Downey staff and respective stakeholders.

Scheduling
Scheduling is a key component in any design process or project assignment. It enables st the team to effectively deliver an on -time, within -budget project. It provides City staff and other reviewing agencies with the information they need to mobilize resources for timely reviews of project deliverables. The schedule allows the project team to mobilize appropriate staff in a timely manner to perform the tasks necessary for each deliverable.

After task requirements are identified, the Discipline Manager will work closely with Mr.

Lau to determine staff availability. Tasks will, then, be allocated to project team members, depending upon the workload and skill sets relative to the scope. Each Discipline Manager will review if DBE goals need to be met and select qualified subconsultant firms to meet the City of Downey's goals as appropriate. The Discipline Manager will utilize the DBEs included on Willdan's project team for this contract.

To best meet the objectives of a design process schedule, Willdan uses Microsoft Project scheduling software to regularly monitor the project's progress. Critical path methodology is used, and resource and cost loading are included when appropriate.

Specific critical path items and key critical decisions that affect project progression are identified on a continuous basis.

Quality Assurance and Control
Quality assurance and control are critical to ensuring sound practices are applied and quality deliverables are produced. Ms. Vanessa Munoz, PE, TE will serve as the Quality Assurance Manager overseeing the quality assurance activities for services provided to the City.

Typical quality assurance activities entail ensuring the appropriate level of technical staff, monitoring the quality of assignment completion and turnaround times for reviews, providing expert guidance on challenging project components, and keeping open communication regarding contract performance with City personnel.

Project Kick -Off Meetings — All project team members will meet to discuss and clarify the project scope, schedule, and other pertinent information related to the service or project.

This meeting is conducted upon receipt of the notice to proceed and prior to any work being performed. This meeting can be an in -person meeting or conference call depending on the complexity of the assigned project.

Continual Communication —The appropriate persons from Willdan identified in the kick-off meeting are responsible for keeping the City up-to-date on project status and issues raised throughout the project. This is accomplished through regular meetings, written status reports, or other means of communication requested.
0 Periodic Updates through Project Status Meetings — At the project kick-off meeting, the project team determines and selects meeting dates throughout the project to discuss coordination, issues, changes, and other information necessary to keep the project on track in terms of quality, schedule, and budget.
0 Objective Review of Project by Peers — Prior to the submittal of a project to the City, appropriate staff members review the project to ensure all information is accurate. Willdan staff conducting these reviews are not directly involved with the project — enabling objectivity in the review. Depending upon the complexity of the project, the four levels of our quality assurance review for project deliverables may entail:

Level 1— peer review only
h. Level 2 — peer review and editorial review (documents) Level 3 — peer review, editorial review, and professional engineer review Level 4 — all elements of Level 3 plus additional reviews by specific technical experts Statement of Qualifications
topOn-Call Traffic EngMeering Services

Following our keys to success, Ms. Munoz will assign senior staff members experienced in the required disciplines and not directly involved in the assignments to implement project -specific quality assurance activities. Each senior staff will report directly to Ms. Munoz but work closely with Mr. Lau and his Task Managers to ensure project objectives are met at project completion. Random audits will be conducted to ensure proper quality assurance activities have been accomplished with necessary corrective actions taken. These audits involve verifying task completion, validating the quality review, confirming comments resolution, and verifying that agreed -upon changes are reflected in each affected document.

Ms. Munoz will regularly seek feedback on how Willdan's team is performing and how we can improve upon the level of service.

Financial Management and Accounting System
Willdan uses Deltek CostPoint accounting software — a Caltrans- and federally -compliant software tracking system for time and financial reporting providing enhanced compliance features to help municipal agencies track project services and costs. The key benefit of the Deltek system is the advantage that Costpoint offers government contractors with unparalleled project management, accounting, labor, reporting and compliance features. It was built specifically for— and has been adopted by thousands of— government contractors and earned the trust of federal agencies and their auditors. It helps ensure Willdan has total Defense Contract Audit Agency compliance and keeps us in sync with DFARS and SOX compliance.

Willdan's financial accounting system is maintained on the accrual basis of accounting. We maintain an integrated job order cost accounting system for
recording and accumulating costs incurred under our
contracts, wherein on -call contract task orders and
subcontractors are assigned individual project sub -
codes. Willdan has successfully passed pre -audit and
post -audit approvals for projects subject to Caltrans
conditions and processes. Willdan's accounting system
is capable of segregating direct costs from indirect
costs. Indirect costs methodology and allowable costs
are consistent with all federal accounting
requirements.

Willdan maintains a current Caltrans approved indirect cost rate for federal -aid projects that is fully compliant with 48 CFR Part 16.301-3 Limitations, 49 CFR Part 18 Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments, and 48 CFR Part 31 Contract Cost Principles and Procedures.

Willdan will meet all City requirements for billing. During the contract start-up period, our proposed Project Manager, Mr. Jeffrey Lau, PE, TE, ENV SP will meet with City staff and review the submittal requirements and format to ensure any updated City requirements will be incorporated into the billing format and provide consistent monthly reporting of project costs. Willdan will then create invoices and review them with City staff for the first several months to ensure error -free smooth processing. All systems will be tested to ensure the City of Downey has all necessary data in a format required for each task order.

Team Processes and Resources
Project Controls

The project control system provides an objective measure of performance integrating the following functions:

Work breakdown structure E Progress reporting
Budget control system W Work breakdown structure
Master schedule control system
The work breakdown structure subdivides the work into manageable segments and is the basis for our project managers' project control plan. The work breakdown structure is tailored to specific project needs, but generally has typical elements, including codes to identify work segments and engineering disciplines, weekly reports, and project resources schedule.
an our Breakdown
The manhour breakdown structure subdivides the work into manageable segments and is the basis for our project managers' project control plan. The structure is tailored to specific project needs, but generally has typical elements, including codes to identify work segments and engineering disciplines, weekly reports, and project resources schedule. "°' To monitor labor costs, each person performing work on a project completes a weekly timecard that identifies the project, segment of work, and engineering discipline by code.

Man-hour summary reports are developed weekly from the timecards and are issued to our project manager for review. Each project manager then updates the schedule. This simple system provides accountability for Willdan's payroll, billings, and progress reporting and serves as the basis for all cost -related project management data.

Cost Control
The budget control system is prepared in accordance with the work breakdown structure.

The budget becomes the control against which performance is measured. The budget is time phased by combining project master scheduling data with budget data. Actual costs are compared with budgeted costs and variances analyzed. Deviations between planned and actual cost can then be evaluated to forecast and control future work. Beginning with electronic timekeeping, project hours are assigned to the appropriate tasks and subtasks and booked as work -in -process. Pre -bill reports are generated that identify the hours to be billed along with any other direct charges to the project. This is the information used to determine each month's invoicing. Once hours and charges are billed, they are shifted from Work -in - Process to Accounts Receivable to ensure that billed hours are inactivated. Monitoring is easily accomplished through team member progress updates and comparisons between the scope of work, schedule, and budget.

Schedule Control
A critical path method master schedule will be prepared following the notice to proceed for any tasks. The schedule will identify major items of work and will be the vehicle for monitoring, controlling, and tracking progress. The schedule will be updated monthly to reflect actual and forecasted completions. This allows our project managers to anticipate and forecast potential issues and develop an advanced strategy to proactively mitigate problems before they impact the schedule. If it is determined that a project is falling behind schedule, project managers meet with the respective team members, identify the problem, and ensure that extra support and effort are expended to bring the project back on schedule. Willdan will keep City staff informed of the overall schedule, including advanced notification of any necessary adjustments or actions to remain on track. Project managers monitor all progress on a weekly basis.

Additional Data
The key factors to providing our best qualified and performing A -team to the City are:

Very selective staff recruitment process
Annual performance evaluations
Staff retention
Willdan recognizes our employees are our most important resource — we provide them with professional development, flexibility, challenge, active listening, and recognition of the strengths they bring to our team. We conduct job satisfaction surveys to gauge the success of our strategies.

Depending upon circumstances, we often rely on advice and direction given to us by our client cities in determining who to hire and place within a community development department. There may be, for example, a job candidate the City knows is ideal for the department; but, because of budgetary reasons or civil service regulations, cannot be placed within the department. We can assist in placing this individual where needed pursuant to our contract with the City. Willdan has a proven history of recruiting and retaining highly qualified staff. Providing continuous and frequent feedback to our staff on their performance is critical to achieving a high level of performance. Using input from the City, combined with internal evaluations, Willdan advises staff on strategies to further elevate their performance to better serve the City. Staff performance concerns are addressed with counseling first and, if unsuccessful, the staff member is removed from the on -call team through transfer or termination. This staffing approach will be successfully applied to the City's contract, along with any interim staffing that may be required. Willdan uses various tools to successfully retain high -performing staff. We have used monetary incentives, including performance bonuses, to show appreciation of exemplary staff performance. Providing tuition reimbursement to staff to obtain an academic credential is another tool we have used successfully for professional development so staff can continue to provide exemplary service to the City. Willdan's staff members receive tuition reimbursement to complete their educational degrees and certifications. We encourage staff to obtain professional licenses and credentials to enhance their capacity to serve the City. We pay for courses to prepare for PE, TE, ENV SP, QSD, and QSP examinations and reimburse staff for certification or license renewals.
