Staff recommends that the City Council approve payment of $65,000 to San Bernardino County Flood Control District for US Army Corp of Engineers 408 permit review fee for Limonite Gap Closure Project.

11.8. Approval of Sub-License Agreement with the Boy Scouts of America

RECOMMENDED ACTION(S):

Staff recommends that the City Council approve a sub-license agreement with the Boy Scouts of America (BSOA) to utilize portions of land owned by the Orange County Flood Control District (OCFCD) for BSOA activities.

11.9. Approve Professional Services Agreement with Robb Steel for Development Agreement Services

11.10. Approval of Task Order A-10 with JPW Communications for Economic Development Services

Staff recommends that the City Council authorize the City Manager to execute Task Order A-10 with JPW Communications in an amount not-to-exceed $42,985.00 for marketing and outreach support related to the Downtown Eastvale area.

11.11. Approval of Second Amendment for Professional Scanning Services Agreement with URM Technologies Inc.

Staff recommends that the City Council approve the second amendment for the Professional Scanning Services Agreement with URM Technologies Inc. for the amount of $40,000 and authorize the City Manager to execute the agreement.

11.12. Professional Services Agreement with Aleshire & Wynder to provide Legal Services

Staff recommends that the City Council authorize the City Manager to execute a Professional Services Agreement with Aleshire & Wynder in an amount not-to-exceed $35,000.00 to provide legal services related to Orange County Flood Control District (OCFCD) land use request.

11.13. Purchase of One (1) Skip Loader Vehicle

Submitted by: Simone Blackwell, Environmental Compliance Analyst RECOMMENDED ACTION(S):

Staff recommends that the City Council approve a purchase order for United Rentals in the amount not to exceed $72,000.00 for one (1) skip loader vehicle for use by Public Works staff for transporting compost and mulch. Authorize the City Manager to execute any agreements and purchase orders.

The regular meeting of the Eastvale City Council was called to order at 5:30 p.m. by Mayor Lorimore.

On motion of Councilmember Plott and second by Councilmember Dinco, the City Council voted unanimously to receive and file the Eastvale Crime Statistics for June 2022.

11.7 Budget Appropriation for Purchase of Community Enhancement and Safety Vehicles
The City Council approved and adopted Budget Resolution 22-55, Amending the Fiscal Year 2022-23 Budget by $60,000 for the purchase of two Community Enhancement and Safety vehicles.

11.8 Staff Authorizations for Local Agency Investment Fund (LAIF) The City Council approved and adopted Resolution No. 22-56, authorizing investment of monies in the Local Agency Investment Fund.

11.9 Approval of a Second Contract Amendment for Software Support Services Provided by Gray Quarter Inc.

The City Council:

1. Approved the second amendment to the multi-year contract for a total not-to-exceed amount of $99,205.00. Of that total, $49,395.00 is for fiscal year 2022-23.

2. Authorized the City Manager to execute the contract amendment and other necessary documents.

11.10 Award of Agreement to Stay Green Inc. for Landscape Maintenance Services at Various Locations
The City Council:

City Clerk/Communications Director Donohue provided summarized the staff report and answered related questions.

Mayor Lorimore opened the public comment period. With no one desiring to speak on this item, Mayor Lorimore closed the public comment period.

On motion of Councilmember Plott and second by Councilmember Dinco, the City Council voted unanimously to approve Mayor Lorimore’s nomination of Daniel Reid to the Planning Commission.

13.2 Discussion to Appoint or Hold the General Municipal Election in District 1 and 3 Mayor Lorimore and Mayor Pro Tem Rigby recused themselves from the item.

City Clerk/Communications Director Donohue provided summarized the staff report and answered related questions.

Mayor Lorimore opened the public comment period. With no one desiring to speak on this item, Mayor Lorimore closed the public comment period.

On motion of Councilmember Dinco and second by Councilmember Yow, the City Council voted unanimously by those present to continue with election for District 1 and District 3.

Summary
The Warrant register is a list of demands of payment by the City of Eastvale for services and goods paid in the prior month. On September 20, 2022, the Finance Commi ee reviewed the a ached list of invoices for services performed and goods purchased and have recommended the Warrant Register for payment.

Background
The invoices have been reviewed by the Finance Department for completeness, proper approvals, and if applicable, in accordance with underlying contracts. All items were properly supported. At the September 20, 2022 Finance Commi ee mee)ng it was discovered that a series of void checks were included on the warrant register. The voids were caused by an incorrect assignment of check numbers (220255 through 220275) using six digits when the city's check number series u)lizes five digits. The error was caught and the checks were immediately voided. However, when the warrant register was generated the voids were not omi ed and as a result several vendors appear to have received duplicate checks. A corrected warrant register is a ached under A achment 1. As reference, the original warrant register presented to Finance Commi ee with the void check list is attached under Attachment 2.
