Staff recommends that the City Council authorize the City Manager to execute Task Order A-1 with CT&T in an amount not-to-exceed $80,000.00 for performing miscellaneous Concrete Maintenance Services, and find the approval of the Task Order to be exempt from review under the California Environmental Quality Act (CEQA).
11.9. Approval of Retrofitting City owned Streetlights

RECOMMENDED ACTION(S):
Staff recommends that the City Council:

Approve the quotes from Yunex and California Electric Supply for the LED retrofit and identification tagging of 85 recently acquired streetlights; 2 .
Find the approval of this project to be exempt from CEQA review under CEQA Guideline 15301 (Existing Facilities); and
3 .
Authorize the Acting City Manager to execute all necessary documents.
11.10. Approval of Accela Land Management Software Contract Renewal

Staff recommends that the City Council approve the renewal of the City’s contract with Accela for a period of five additional years from March 26, 2023 to March 25, 2028, and authorize the City Manager to execute all documents necessary to implement the renewal.

Staff recommends that the City Council approve the amendment with Mission Landscape Companies adding $20,000 to the new contract amount of $103,244, for Landscape Services at the 13200 Citrus St Property (Altfillisch Property) to the existing scope of work, and find that the approval of the amendment to the contract is exempt from review under the California Environmental Quality Act (CEQA).
11.13. Resolution Authorizing the City Manager to Execute the CalRecycle Grants and Payment Programs Related Documents

Staff recommends that the City Council approve a letter of support for the City of Chino State Route 83 (Euclid Avenue) Chino Creek Bridge Replacement Project.

The public is encouraged to express your views on any maer set for public hearing. It is our procedure to first receive the staff report, then to ask for public tesmony, first from those in favor of the project followed by tesmony from those in opposion to it, and if there is opposion, to allow those in favor, rebual tesmony only as to the points brought up in opposion. To tesfy on the maer, you need to simply come forward to the speaker’s podium at the appropriate me, give your name and address and make your statement. The City Council adopted Resolution 23-01, a Resolution of the City Council of the City of Eastvale, Designating and Authorizing Certain City Officials to Execute Applications and Documents for the Purpose of Obtaining Federal Financial Assistance Provided by the Department of Homeland Security and Sub-Granted Through the State of California and the County of Riverside.
11.4 Professional Services Agreement Amendment with Renne Public Law Group, LLP- DBA Renne Public Policy Group (RPPG) for for State Lobbyist Services The City Council approved Professional Services Agreement Amendment with Renne Public Law Group, LLP-DBA Renne Public Policy Group (RPPG) for an additional three months; and Authorize the City Manager to execute all necessary documents.

Summary
The Warrant register is a list of demands of payment by the City of Eastvale for services and goods paid in the prior month. On February 21, 2023, the Finance Commi ee reviewed the a ached list of invoices for services performed and goods purchased and have recommended the Warrant Register for payment.
Background
The invoices have been reviewed by the Finance Department for completeness, proper approvals, budget, and if applicable, in accordance with underlying contracts. All items were properly supported.
Environmental
Government fiscal ac,vi,es are not considered a Project as defined by the California Environmental Quality Act (CEQA) and no environmental review is required.

Staff recommends that the City Council receive and file the City Treasurer’s Report.
Summary
In accordance with the City of Eastvale’s Investment Policy, adopted July 28, 2021, the City Treasurer is required to submit a quarterly treasurer’s report to the City Council. The report shall include types of investments, credit ra+ngs, ins+tu+ons involved, dates of purchases, dates of maturity, amount of deposits or cost of the security, current market value of the securi+es, interest rates, investment fund balances, and a statement as to whether investments are in compliance with the Investment Policy and whether there are sufficient funds to meet the City’s cash obliga+ons for the next six months.
Background
The Schedule of Investments includes a breakdown of the City’s investments by “Ac+ve” or “Inac+ve” Deposits. “Ac+ve Deposits” are those accounts which receive revenues, whereas “Inac+ve Deposits” are available for use but are not earning revenues. Detail reports for the PFM Managed Investment Por3olio, with all supplemental informa+on required by the City’s investment policy, are included in the report.

II. Por3olio Performance Measures – This sec+on compares budget to actuals in for interest earnings. Also included is a cash breakdown report per the City’s fund balance reserve policy showing funds restricted, commi@ed, designated, and unassigned as of January 30, 2023 and the investment income received at January 30, 2023, broken down by investment type. The City of Eastvale’s Schedule of Investments complies with the City’s Investment Policy. The City has sufficient funds to meet its expenditure requirements for the next six months. Total cash and investments as of January 31, 2023 is $166,419,479 (book value). Ac+ve deposits total $154,418,779; inac+ve deposits total $12,000,700. Net investment income received for fiscal year 2022-23 through January 30, 2023 (seven months of fiscal year) is $1,772,271. The net yield on investments is 3.33%.

Average maturity represents the average maturity of all securities and investments of a portfolio, determined by multiplying the par or principal value of each security or investment by its maturity (days or years), summing the products, and dividing the sum by the total principal value of the portfolio. The stated maturity date of mortgage backed or callable securities are used in this statement. However the actual maturity of these securities could vary depending on the level or prepayments on the underlying mortgages or whether a callable security has or is still able to be called.
Monthly distribution yield represents the net change in the value of one share (normally $1.00 per share) resulting from all dividends declared during the month by a fund expressed as a percentage of the value of one share at the beginning of the month. This resulting net change is then annualized by multiplying it by 365 and dividing it by the number of calendar days in the month.
YTM at Cost The yield to maturity at cost is the expected rate of return, based on the original cost, the annual interest receipts, maturity value and the time period from purchase date to maturity, stated as a percentage, on an annualized basis.
YTM at Market The yield to maturity at market is the rate of return, based on the current market value, the annual interest receipts, maturity value and the time period remaining until maturity, stated as a percentage, on an annualized basis.

Questions About an Account PFMAM’s monthly statement is intended to detail our investment advisory activity as well as the activity of any accounts held by clients in pools that are managed by PFMAM. The custodian bank maintains the control of assets and executes (i.e., settles) all investment transactions. The custodian statement is the official record of security and cash holdings and transactions. PFMAM recognizes that clients may use these reports to facilitate record keeping and that the custodian bank statement and the PFMAM statement should be reconciled and differences resolved.
Many custodians use a settlement date basis which may result in the need to reconcile due to a timing difference.
Account Control PFMAM does not have the authority to withdraw funds from or deposit funds to the custodian outside the scope of services provided by PFMAM. Our clients retain responsibility for their internal accounting policies; implementing and enforcing internal controls and generating ledger entries or otherwise recording transactions.
Market Value Generally, PFMAM’s market prices are derived from closing bid prices as of the last business day of the month as supplied by Refinitiv or Bloomberg. For certain short-term investments or where prices are not available from generally recognized sources the securities are priced using a yield-based matrix system to arrive at an estimated market value. Prices that fall between data points are interpolated.
Non-negotiable FDIC-insured bank certificates of deposit are priced at par. Although PFMAM believes the prices to be reliable, the values of the securities may not represent the prices at which the securities could have been bought or sold. Explanation of the valuation methods for a registered investment company or local government investment program is contained in the appropriate fund offering documentation or information statement.
Amortized Cost The original cost of the principal of the security is adjusted for the amount of the periodic reduction of any discount or premium from the purchase date until the date of the report. Discount or premium with respect to short term securities (those with less than one year to maturity at time of issuance) is amortized on a straightline basis. Such discount or premium with respect to longer term securities is amortized using the constant yield basis.

Key Terms and Definitions
Dividends on local government investment program funds consist of interest earned, plus any discount ratably amortized to the date of maturity, plus all realized gains and losses on the sale of securities prior to maturity, less ratable amortization of any premium and all accrued expenses to the fund. Dividends are accrued daily and may be paid either monthly or quarterly. The monthly earnings on this statement represent the estimated dividend accrued for the month for any program that distributes earnings on a quarterly basis. There is no guarantee that the estimated amount will be paid on the actual distribution date.
Current Yield is the net change, exclusive of capital changes and income other than investment income, in the value of a hypothetical fund account with a balance of one share over the seven-day base period including the statement date, expressed as a percentage of the value of one share (normally $1.00 per share) at the beginning of the seven-day period. This resulting net change in account value is then annualized by multiplying it by
